Abstract

Abstract Village elections is usually done by voting, perforate or ticking. In conventional elections that loaded with fraud will make the low level of public trust to government. Evoting usage in avillage election is a new way from government in provide service to the community. The purpose of this study is to investigate the implementation of village elections with e-voting system. This research use deskrptive qualitative method conduct interview with informants and doing obsaervation in the field with the result that the research obtain data needed in the research study. These results indicate that the implementation of policies in the rural village elections Mendoyo Dangin Tukad with e-Voting system is abel to achieve the four principles of good government. The principles embodied colorable, ie the principles of accountability, participation, transparency, effective and efficient. On the principle of accountability implementations of the e-voting system cen be audited. The principle of transparency in village elections in rural Mendoyo Dangin Tukad views can be seen from the results of the vote, whilw in the most effective and efficient visible from the voting, e-voting system witt voter only takes an average of 20 seconds. In terns of financing of e-voting in the village Mendoyo Dangin Tukad  only spent a total of 8.700.000 is very different to a considerable cost. The last principle is reflected in the implementation of e-voting is participation. E-voting system is able to restore public confidence in the government in holding elections. Abstract

ABSTRACT Mengwi terminal is a type A terminal that began operating on October 23, 2017. This terminal managed by Central Management Land Transportation (BPTD) XII Bali and West Nusa Tenggara Province. Purpose on this research is to get an actual view about obstacles from optimization management public services in Mengwi Terminal. This research was conducted using descriptive qualitative, data collection techniques such as in-depth interview, observation and documentation. The indicator that used in this research are procedure services, time services,budget services, product services, insfrastructure, officer competency. The result of this study indicate optimization management public services in Mengwi Terminal is still not running optimally. It can be seen from the six indicator that only procedure services and product services running well, while the others such as time services, budget services, infrastructure, officer competency are still not running optimally. Abstract

ABSTARCT Advertising Permit Policy is an effort made by the Denpasar City Government to improve the planning, implementation, guidance, control and supervision and publishing advertisements in order to realize the harmonious use of space for the installation of advertisements in the city of Denpasar. With this policy is expected able to support the effectiveness of a policy of implementing agencies, target groups and the environment, especially the community in the process of licensing advertisements in Denpasar. This research was conducted using descriptive qualitative data collection techniique in depth interview with the inforrmant. This study measures how the implementatiion of the Advertiising Perrmit Poliicy in Denpasar City by using the Implementation of Public Policy theory by George C. Edward III that based on indicator of communication, resources, dispotition and bureaucracy sstructuree. The resultss oof this sstudy iindicate the iimplementation of the policy of advertisement permit in Denpasar hass not bbeen rrunning welll because there is still often miscommunication between community / advertisement owners, clarity of policy-related information is still not optimal, thus affecting the participation of advertisers in the license process, as the lack to human resources in supervising and curbing billboards, Barriers to be addressed are communication, coordination, clear information delivery, adequate human resources and awareness raising of the importance of conducting licensing process to increase PAD through advertisement tax. Abstract

ABSTRACT Denpasar School Bus is an innovative transportation service by Land Transportation Department Denpasar City in order to provide convenience for students in using public transportation to go to school. This research uses descriptive qualitative methods with data collection techniques such as interviews, observation, and documentation. The results of the research related to the effectiveness of the Free School Bus services at the Transportation Department Denpasar City were analyzed using three indicators of effectiveness from Richard M. Steers consisting of optimizing objectives, system perspectives, and stresses in terms of employee behavior in organizations that show that service from implementing School Buses Denpasar is not yet fully said to be optimal or well organized, because there are still problems with some of the indicators, which are related to facilities and infrastructure that are not optimal, limited access to applications, the lacking of employees . Abstract

ABSTRACT UPTD Subak Museum was formed with the aim of preserving traditional farming tools used by ancient subak organizations. However, in its management there are stilli various problems, namely the low number of visits compared to other DTWs, overlapping authority, andalimited use of DAK. In refining and / or making a strategy, it is necessary to analyze the strategy using strategic planning process indicators according to John M. Bryson and also SWOT analysis techniques according to Freddy Rangkuti to identify opportunities, threats, strengths, and weaknesses. The type of research used is descriptive qualitative. The informant determination technique used is purposive and snowball. The results of the SWOT matrix analysis yielded eight alternative strategies. The overall strategies described are four selected strategies as a priority scale for the UPTD Museum Subak, namely maximizing the use of technology as a means of disseminating information, fostering community business spirit to create a tourism industry around the Museum Subak area, developing museum marketing innovations to attract visitors, optimizing support from the central government. Abstract

ABSTRACT Online Registration Application (APDOL) is an online-based health service innovation developed by Wangaya Hospital, in order to provide convenience for the public to access various health services at Wangaya Hospital. However, in its application there are still problemsMrelated to the lack of people who use, but it is also limited to be accessed and experienced an error system.. This study uses descriptive qualitative methods with data collection techniques such as observation, interviews and documentation. The results of the study related to the quality of the online-based health service system through the Online Registration Application (APDOL) at the Wangaya Hospital which was analyzed with 10 service quality indicators not yet fully said to be of good quality or well-organized, because there were still problems with some of the indicators related to conditions of facilities and infrastructure, responsiveness, limited access and communication in supporting the delivery of quality services Keywords: Online Registration Application (APDOL), Wangaya Hospital, Service Quality.

Abstract

ABSTRACT TheeOffice of Investment and One Stop Integrated Services of Denpasar City provides public services to the government in the form of licensing services. The Research objective is to find out the Performance of the One-Stop Investment and The theory uses to analyze theeresults of researchoon theeperformance of the One-Stop Integrated Investment and Service Office in issuing Trade Business Permits in Denpasar is the theory of Mahsun. This research uses descriptive qualitativeemethods with data collectionntechniques such as observation,iinterviews and documentation.nThe results of thissstudy indicate that the Performance of the One-stop Integrated aInvestment and Services Office in issuing a Trading Business License in Denpasar City has not been optimal, which can be seen from several indicators that is process, outputs, outcomes and impacts. Abstract

zABSTRACT Providing electricity power in Indonesia according UU 30 Tahun 2009 Concerning Electricity is run by the BUMN specifically PT. PLN due to the strategic value of electricity power to the Nation and the State. PT. PLN as the BUMN is the sole holder of the right to sell electricity power. This study aims to find out about how the public services carried out by PT. PLN (PERSERO) Distribution of Bali UP3 South Bali The unit of analysis of this research is evaluation and service’s quality, namely the PT. PLN ULP Kuta. this study described the evaluation criteria proposed by Dunn in Agustino (2008:187) effectiveness, efficiency, adequacy, responsifeness. and services quality proposed by Levinne (1990) responsiveness, responsibility, accountability. The Informants is determined by purposive sampling.The results of this study indicate public services conducted by PT. PLN ULP Kuta still experiencing problems and disruption. Abstract

ABSTRACT Inclusive education is education intended for children who have disabilities and the ability of intelligence to get educational services with student in general. Inclusive education in West Denpasar Subdistrict has been carried out by 4 elementary schools.Implementation of inclusive education in public and private elementary schools have differences in their application. The implementation of inclusive education in public elementary schools is still not optimal when compared to the implementation of inclusive education in private elementary schools, because there are no teacher assistants in public elementary schools and the assistance provided by the government is still not optimal. Abstract

ABSTRACT The Denpasar City of Department of transportation is one of the institutions in Bali Province that apply the testing transportation using pick-up service system. The application ofathis systemais aimed toamakeaeasierafor theapeopleato testatheir vehicleaandareduce the traffic jam in technical implementation unit. The innovation of this program begun in 2016.However, in its application thereaareastillaproblemsarelatedato the lackaof socialization and uneven cars of testing in Denpasar. Thisaresearchauseda qualitativeadescriptiveamethodatheadataacollectionatechniquesaareaobservation,interview and documentation. It is showed from six criterias that used for that system, it still faces some problems for each indicators.Related to the effectiveness of vehicle testing, time efficiency, human resource efficiency, adequacy in overcoming vehicle queue problems and employee responsiveness.
