Abstract

ABSTARCT Providing value and satisfaction to consumers through the provision of quality and quality services is one of the strategies used by transportation service providers to lure customers to use public transportation services again. Good service quality isn’t only measured from the luxury of the Service Quality of the technological completeness and the physical appearance of the officer. The result of this research shows that the service quality of Bus Trans Sarbagita has positive effect on the satisfaction of the people who use the transportation service in Bali with R2 result of 0.640, which means that the satisfaction of the users of transportation service in Bali is influenced by the service quality of Trans Sarbagita Bus by 64%. The results of simple linear regression calculations show that if the quality of service increased by one percent it will result in an increase of the value of customer satisfaction of 98.6 percent. Abstract

ABSTRACT Motivations have an important role in improving employees work performance, one of them is by giving non-material motivation. The aim of this study was to determine the effect of non-material motivation to work performance. The method applied in this study was the associative method of quantitative approach with the intention in determining the influence of non-material motivation (X variable) on work performance (Y variable). The primary data in this study were obtained through a sample deployment with total samples of 54 employees at the Community Empowerment Agency in Gianyar regency. The analysis results of research findings showed that non-material motivation variable has positive and significant impacts on the employees’ work performances at the Community Empowerment Agency in Gianyar regency with the result of R2 was 71.0%, and the remaining 29.0% was influenced by other factors. The results of simple linear regression arithmetic showed that if the non-material motivation is constant, then the work performance will be 4,740. Meanwhile, if the non-material motivation is increased by 1%, automatically, the work performance will increase by 0.524. From the results of significant test was obtained that t count (11.285) is greater than t table (1.673) indicates that the non-material motivation has positive and significant impacts on the employees work performance at the Community Empowerment Agency in Gianyar regency. Abstract

ABSTRACT Administrative service population requires public participation to participate and involved in it to create population administration, one of which can be realized through the ownership of a birth certificate. Through innovation program capil online, Denpasar city government seeks to create a birth certificate recording process more efficient by involving hospitals and clinics that serve labor. The problems of the background for this study is the uneffective implementation of the innovation program capil online as evidenced by the lack of socialization, uneven program availability, requirements that are not efficient, often damage electronic equipment and the low number of users. This research was conducted using descriptive qualitative data collection techniques such as in-depth interviews by using several informants. This study measured how the implementation of program-based registration of birth certificates online through innovation program capil online in the department of population and civil registration Denpasar with the theory of public policy implementation (George.C.Edward III), which consist of an indicator of communication, resources, disposition and bureaucratic structure. The result of this study indicate that online capil innovation programs implementation at the department of population and civil registration Denpasar is still not effective due to its implementation, which already cannot be done online due to the damaged program and the absence of overall responsibility from relevant agencies. Based on the four indicators used, only the disposition indicators that show good results whereas other indicators such as communication, resources and bureaucratic structures are still less than the maximum. Abstract

ABSTRACT Standards that have been set by the Badung Regency Government is a control of development by having legal certainty. The purpose of this research to find out how the policy implementation from the government is related to the Implementation of Badung Regent Regulations Policy No. 5 of 2016 concerning the Standardization of Villa Business in Badung Regency, so that villa business actors can find out and follow all the requirements and permits that apply. Using the theory of policy implementation according to Charles O. Jones includes organization,,interpretation,and application..This research uses descriptive-qualitative methode with data collection technic in the form of observation,,interviews and documentation..The results of this study are policies on Standardization of Villa Business in Badung Regency that have not been implemented optimally, where in organizational indicators, interpretations, and applications there are still some obstacles, both from the government and from the community. Abstract

The sub-district office of Abang is one of the working units of the district of Karangasem. The purpose of the office is to improve the coordination of government administration, public service, and empowerment of village communities in the sub-district of Abang. The office often experience problems related to the quality of service, therefore a research is needed tp know why the services are not optimal. In this study the researcher used descriptive qualitative research method, where the data collected by doping the observation and interview and linked with existing concept theory. The researcher used a theory which focuses on the quality of service stated by Parasuraman, where according to him, in order to know the service quality that is perceived significantly by costumer, the are some indicator measurements of costumer satisfaction which isi n five dimensional of service quality namely physical proof, reliability, perception, assurance and empathy. Those indicators are associated with the service of the sub-district office to the community in the territory of Abang. After the implementation of such research, it can be concluded that the quality of public services in the office is inadequate service facilities with the number of customers every day. This can be seen from the table which is not available for writing in the waiting room, information facilities that are not yet available, facilities such as generators which are less optimized and provision of internet access that is not yet available. Abstract

ABSTRACT One form of public service needed by the public is public transport services. But this time, in Gianyar regency public transportation tends to be abandoned by the public due to the low level of service provided by the government. It also affecting the students to use motorcycles when they go to school instead of using public transport. Responding to the phenomenon, the Department of Transportation Gianyar Distric providing free school bus services called Trans Gianyar. This research was conducted using qualitative descriptive method. The indicators that used in this research are (1) tangibles, (2) reliability, (3) responsiveness, (4) assurance, (5) emphaty. The result of this study indicate Trans Gianyar is still not running optimally yet. It can be seen from the five indicators that only emphaty expected the target, while the others are still not running optimally. The obstacles in this reseach are lack of human resource and founding sources. Keywords: Quality, Services, Gianyar

Abstract

Village funds is a fund provided by the central government to villages which transferred from state budget revenues and expenditures. By the village funds, it expected to increase development and reduce the level of poverty in the village. Songan B Village Kintamani Sub-district Bangli Regency is one of some villages that receive the largest amount of Village Fund in Bangli Regency, but the large funding is not balanced by the availability of adequate human resources, lack of budget transparency to the community, and lack of understanding of the village apparatus regarding Regulation of the rules of the village funds themselves. This research was conducted by a qualitative descriptive method with data collection technique in depth interview with the informant. This study measures how is the implementation of village budget policy based on law number 6 the year 2014 about the village (case study in Songan B Village Kintamani District Bangli district) with the theory of public policy implementation (George C. Edward III) consisting of communication indicators, disposition, resources, and bureaucratic structure. The results of this study indicate that the implementation of village budget fund policy in Songan B Village has not been optimum yet because of the lack of clarity of information, lack of understanding of the apparatus concerning their respective tasks, lack of human resources in using the computer, and still lack of understanding of the apparatus regarding the rules that apply to the management village funds. Abstract

ABSTRACT Reward is needed as a motivation to improve the employee performance. The existence of disciplinary employment problems and the lack of work facilities resulted the non-optimal of a reward application by the BKPSDM Jembrana Regency. The aims of this research is to determine the effect of reward on the employee performance. The method used in this research is quantitative method with associative approach, to measure the effect of reward on employee performance. The population in this research counted 40 employees, therefore is using a saturated sampling technique. The result of R2 show that 32.5% of employee performances is influenced by reward and 67,5% is explained by other factors. The result of a Simple Linear Regression Analysis obtained tcount > ttable = 4,276 > 2,024 which means that reward variable have a significant effect to employee performance in BKPSDM Jembrana Regency. Abstract

ABSTRACT Every child is entitled to grow, survival, freedom for participate and protected from violence and discrimination. In terms of the fulfillment of children’s rights situation of economic crisis in many ways turned out to new problems complicated such that child labor. Child problems background this study is the number of child labor in Denpasar increasing, vulnerable experienced physical and mental, and so many child who don’t have an optimal education. Because of that, Bali Province Regulation number 6 of 2014 about child protection need to be studied to see how far the implementation of this regulation to giving protection for child, in this case is child labor. This study measure how the implementation of the Bali Province Regulation number 6 of 2014 about child protection of child labor in the Badung Market conducted by Department of Social and Labor Denpasar with the theory of public policy implementation (George C. Edward III) consisting of communication indicator, resources, disposition, and bureaucratic structure. The method used in this research that is  qualitative exploratory with data collection techniques such as depth interviews with several informants. Based on the result of this study indicate that the implementation of Bali Province Regulation number 6 of 2014 about child protection conducted by the Department of Social Denpasar is not good result because there is no socialization of that regulation performed and the lack of staff knowledge about this regulation. Abstract

ABSTARCT The Government Agency's Performance Accountability System (SAKIP) is one of the government's efforts to improve the government's responsibilities and performance. Inspectorate Denpasar is one of them, which is very instrumental in the implementation of SAKIP in Denpasar City. However, in practice there are many performance targets that can’t be fulfilled to realize effective SAKIP in Denpasar City area. The purpose of this study is to find out how the performance of the Inspectorate of Denpasar evaluated from the Government Accountability Performance Accountability Report (LAKIP) Inspectorate Denpasar in 2015/2016. This is evident from the evaluation of LAKIP that shows the ability of Inspectorate that succeed in preventing deviation in Denpasar City area. However, it hasn’t succeeded in increasing the accountability value of Denpasar City. Inspectorate of Denpasar City also need to establish cooperation and increase assertiveness at Organization of Regional Devices in Denpasar City in launching process of implementation of supervision.
