Abstract

Subdistrict government is a set of working unit bellow regency government that leaded by a subdistrict head as coordinator of common government activities implementation and to do authority that gived to subdistrict and other orders. Subdistrict activities must always monitored by regency government. Pekanbaru government does subdistrict performance evaluation that the result is fungtioned to recommendation the decision making in reparation services and development of subdistrict for success of developing program of Pekanbaru City. Some contents that evaluate in subdistrict performance evaluation program, but generally Subdistrict of Bukitraya gets first rank subdistrict performance evaluation in 2014. This research is intended to understand how Subdistrict of Bukitraya as the best Subdistrict in Pekanbaru City, indirectly knowing factors that influence activity of Bukitraya Subdistrict that focused on carry out service to public. Concept of theory that researcher uses is performance and services. This research is using qualitative research method and evaluating data with descriptive method. Collectiong data with interview technique, observation, documentation and library research. The Result of this research showing that Subdistrict of Bukitraya performance in carry out service to public has done well enough, because of services quality, productivity, responsivity, responsibility and accountability of service activity in Subdistrict of Bukitraya has contributed to public of Bukitraya. Factors that influence Pekanbaru City, Subdistrict of Bukitraya performance in doing services to public influenced by work motivation of officer, human resource, and also infrastructure. Abstract

This study examines the efforts of the village in the Api-Api be the best village of Se Bengkalis in 2012 and are the focus of this study is what the efforts made Village Api-Api to be the best village of Se Kebupaten Bengkalis. In this research using descriptive qualitative method, is the effort to collect, collate and interpret existing data and then analyze the data, examine, describe and examine more clearly from a variety of factors related to the conditions, situations and phenomena were investigated. This research method could certainly describe the journey of an idea or thought involved in matters that are limited in this study. This study used an interview with the informant as an object in this study. The type of data used in this study are primary data and secondary data. The results showed in the efforts undertaken by the Village Api-Api, there are some attempts by Api-Api village as in the health sector efforts made increase knowledge and awareness of village communities on health, immunization, education efforts made to provide scholarships to needy households, facilitate the maintenance of poor letter, in the field of institutional efforts made to provide facilities infrastructure, in the areas of village government efforts made to foster employee discipline, education and training, in the field of community economic assistance efforts of the agricultural infrastructure, fostering , direct and control of agricultural products with the help of the Department of agriculture. Abstract

Dalam penelitian ini kajian yang diamati adalah Perbandingan Pelaksanaan Electronic Government di Badan Pelayanan Terpadu Kota Pekanbaru dengan Dinas Perizinan kota Yogyakarta. Pelaksanaan Electronic Government dalam hal pemerintahan, dapat meningkatkan tercapainya good governance dalam hal peningkatan keterbukaan, transparansi, akuntabel atau demokratis dibandingkan pemerintahan yang konvensional. Pelaksanaan Pelayanan Electronic Government pada Badan Pelayanan Terpadu Kota Pekanbaru belum melaksanakan Electronic Government secara maksimal, karena pelayanan yang dilakukan masih menggunakan cara-cara manual. Penggunaan alat dan sistem elektronik yang minim membuat pelayanan public dan pengurusan izin bagi masyarakat memakan waktu yang lama dan tidak dapat memberikan waktu yang pasti. Sedangkan pada Dinas Perizinan Kota Yogyakarta sudah melaksanakan pelayanan secara elektronik yang sangat memudahkan pemohon dalam melakukan perizinan. Pelayanan yang sistematis dan transparan membuat pelayanan public berjalan lebih teratur dan tertib. Penggunaan sistem Rooting Slip yang digunakan oleh Dinas Perizinan Kota Yogyakarta membuat proses pembuatan izin lebih jelas dan dapat diakses oleh pemohon secara langsung untuk mengetahui kepastian proses perizinan yang mereka lakukan. Abstract

This thesis put forward in order to achieve a degree qualified strata 1 (S1) Sociology.By title “SOCIALIZATION OF CHILDREN IN VILLGE COMUNITIES AIRTIRIS DISTRICTS KAMPAR DISTRICT KAMPAR ”. Kelurahan Airtiris have a tradition that still survive, namely Tradition nujuh Monthly, Aqikah, Down Bath and Khitanan. But over the development period of this tradition began less done or made in whole the like where appropriate. Issues raised in this issue is 1. What are the values inherited in the child socialization patterns during pregnancy after givibirth and adolescence, 2. How do rite performed in the process of socialization of children in the community pattern Airtiris Kampar Kampar Regency. The method used is qualitative research methods. The research location in the village Airtiris Kampar Kampar District. That is the subject of this research is the community of parents who have children. Abstract

The wedding ceremony of Batak Toba Samosir currently has been going through a lot of shifting. One of the cause was the displacement the community to the new place, which need to adjust of new place. The research objective was to know the process and the intra culture of the wedding ceremony in Kuantan Singingi. This research used a qualitative descriptif in order to know the communication prosess and intra culture of the wedding Batak Toba Samosir. In this case, there were ten informants consisted of a head of the coustom, four mediators, four parents of the bride, and a leader of Batak Toba Samosir community. This research was done in Kuantan Singingi. The research show that there were some shifts on the wedding Batak Toba Samosir in Kuantan Singingi, namely Mebat or Paulak Une which was the first meet both of bride who accompanied by the parents of the groom to the bride parents' house, this event was held one week after the wedding, but in Kuantan Singingi this event was done after the wedding shorten the time. Maningkir Tangga was the ceremony where the bride's parents went to visit the groom’s house, while they where eat together and do jambar event. Batak Toba Samosir a wedding ceremony held at the groom or the bride’s house while in Kuantan Singingi it be held in the meeting hall as sopo Godang, in church yard. Generally, after the event of Martumpol (Marpadan) then both of bride return to their home and in this case they didn’t talk abaut the dowry at that time. In Kuantan Singingi, after the event of martumpol finished then it continved by eating on the groom’s house and it attendid both of the bride. The events of marsibuah-buahi conducted in the home twon before the wedding carried out. Early in the morning before went to the church, the bride brought dish of gold fish where the party conducted and each bride’s parents turns to feeding the bride in their home and then eat together. In Kuantan Singingi the event marsibuah-buahi conducted at the center of party. The factors that coused some shifts on the wedding ceremony of Batak Toba Samosir Kuantan Singingi such as the eficiency ot time, economic, and the development of the times. Abstract

The purposed of this research to know what factors supporting by menumbai tradition to be a tourist attraction in Tesso Nilo National Park and the regency to know any tourist activity that can be done by tourists in menumbai tradition. This research used descriptive qualitative method for analyzed the problem. The research subjects are 10 people by using purposive sampling. And then the technique for collected the data in this research are using observation, interview and documentation. Based on the research the factors supporting menumbai tradition to be a tourist attraction in the park Tesso Nilo in Lubuk Kembang bunga is accessibility, harvesting time, safety and comfort of visitors. Attraction are obtained by visitor is natural attraction, and cultural attraction. In terms of accessibility to the Tesso Nilo National Park is accessible, in terms of execution time menumbai traditions can not any time, cause honey have internal in harvest time, as well as attractions menumbai very safe and convenient for travelers. And tourist activity in menumbai attraction, visitors can also enjoy the travel additional, like fringe of the river, fishing, see the making equipment traditional, ritual procession menumbai and processing “Madu Sialang”. The results of this study tour menumbai very appropriate to be used as a tourist attraction in the Tesso Nilo National Park in the Lubuk Kembang Bunga Village. Abstract

This study aimed to investigated religious tourist attraction. Which is a tourist attraction the attractiveness of an attraction so that the tourist interested in visiting the tourist attraction and Also to determine the Syahhabuddin mosque tourist activities in Siak district of Riau province. This study used descriptive qualitative method which describe situation in accordance with the event, the sourcer is the head daily Syahhabuddin mosque and Disparpora Siak district. The result of this study are Syahhabuddin mosque religious tourist attraction showed the historical mosque, the unique architecture , and the adjacent mosque location to the river and Sultan Syarif Khasim II tombs. While the tourist activities in Syahhabuddin mosque itself are prayer, pilgrimage while enjoying the beauty of the Siak river view and following recitation. The study expected to increase knowledge about Syahbuddin mosque as religious tourist attraction, and as consideration for the Syahhabuddin mosque tourism to increase the tourists number enjoyed it. Abstract

This research aims to see cultural tourism in the tradition of weafing in kecamatan mempura kabupaten siak, tradition of weafing is tradition inherited. This research uses the method of deskriptif kualitatif. The key informant in this research is chaiman of the joint venture group. Whwre as the techniqueof gathering data in this research using interviews and documentations. This research use the theory that in adoption of pengantar ilmu pariwisata (pitana and diarta 2009). The results showed cultural tourism in the tradition of weaving is very much, traveler gat an education, knowledge, experience, and cultural uniqueness in tradition of weaving. Abstract

At this point in Pekanbaru futsal business increasingly in the interest can be seen with the development of futsal existing business. To expand its business at a higher level the company must carry out all activities in the areas of operations, marketing, finance, production, and other fields that exist in the company. The purpose of this study was to determine and analyze the sports service business competitive strategy rental futsal field in Pekanbaru. The methods used in this research is descriptive and analytical techniques used are qualitative analysis. Methods of data collection using questionnaires. The questionnaire is the technique of data collection is done by providing a set of written questions to the respondent’s in charge. The sample is part of the number and characteristics of the population is owned by as many as 40 business owners futsal. The results of this research is the analysis of both cost leadership strategy to obtain a score of 1118 and the analysis of differentiation strategies to obtain a score of 1223 so it can be deduced that more strategies applied by a health services business (business competition case futsal rental service s in Pekanbaru) is a strategy differentiation. keywords : Analysis, competitive strategy, leasing service futsal court

Abstract

This research describes the interest of Norway supporting the Reducing Emissions from Deforestation and Degradation (REDD) program in the Peruvian Amazon in 2014. Norway supports this program through a Letter of Intent (LOI) in cooperation to reduce emissions from deforestation and degradation in Peruvian Amazon and environmentally sustainable development in Peru. Norway supports this program with gradually funding system until 2020 . The method that is used in this research is qualitative research. Some of the datas are obtained from books, journals, articles, internet and other media. This research focuses describes the interest of Norway supporting the REDD program in the Peruvian Amazon. Using constructivist perspective, foreign policy by Graham T. Allison and national interest concept by Donald E. Nuchterlain, this research will find out the interest of Norway supporting the REDD program in the Peruvian Amazon. The impact of climate change are already being felt in Norway. Norway ratified the Kyoto Protocol and REDD be an alternative solution of the obligation to reduce emissions without sacrificing the domestic industry. Since become a world leader in climate change issues, Norway has a good image of the climate change issues. This good image can be used by Norway to sell environmental technologies to the consumptive country. And last, Norwegian financial assistance to Peru can strengthen the bilateral cooperation, especially in the economic field. Keywords: REDD, Peruvian Amazon, Interest.
