Abstract

Surveillance of protected forests done to explore and assess the implementation of forest management, so that the goal can be achieved to the fullest and is a feedback for improvement or further refinement of forest management, local authorities also conduct surveillance of protected forest communities and individuals also play a role in monitoring the protected forest. The local government is also authorized to monitor, collect information and perform inspection supervision over the implementation of the protected forest. The condition of forests and protected forest areas, especially in Indragiri Hilir very poor condition of the mark with the increasing degradation, reduced investment in forestry, the low progress of plantation establishment, less uncontrolled illegal logging and illegal trade, economic decline within the community and around forests, increasing forest areas that are not conserved in both the government and society To analyze these problems the author uses the theory Manullang which is consistent with the theory that problem. This research is a descriptive qualitative approach, where data collection technique is a technique of observation and interviews with key informants as key informants. It can be concluded that the results of interviews and observation that has been done in the field with respect to the supervision of protected forest conservation has so far been implemented fairly well in accordance with the policies and regulations of the Department of Forestry and Agriculture in accordance with the duties and functions of each office. Human resources are not sufficient to the task of monitoring the implementation of the protected forest conservation that follow in the budget is not adequate to be allocated for personnel and forest conservation in Indragiri Hilir optimally. Abstract

This research is about Indonesia diplomacy effort to UNESCO to inaugurate Subak in Bali as a world cultural heritage from Indonesia in 2012. Subak Bali is a cultural heritage, it is an irrigation system that regulates the division of water management based on the mindset of harmony and togetherness, it based on formal rules and religious values. Many claims by other countries that take Indonesian culture, such as batik claiming by Malaysia, its make Indonesian government ask to UNESCO to recognize Subak as Indonesian culture. Many participants help the government to get the legally, it’s come from local community and also the government. Subak get legally as a Indonesia heritage culture after 10 years by some process like selection, filtration and fit and proper test. This research applies realist perspective, where it focuses on state as the main actor in international politics. Indonesia wants show to the world that Indonesia also has a heritage culture. To explain this research, the author used theory of diplomacy. This research is a qualitative descriptive research. It uses the library method by taking the data from books, journals, articles, internet and other source. The author visit Department Cultural of Bali to direct research. The result of this research indicate that Indonesian government did multi-track diplomacy effort to get legally Subak as a world cultural heritage of Indonesia from UNESCO on 2012. The effort get a feedback from UNESCO on Mei 2012, when the Bali Heritage culture “The Cultural Landscape of Bali : Subak System as a Manifestation of The Tri Hita Karana” was approved to be a World Cultural heritage. Abstract

Economic growth in the era of globalization is characterized by the development of the business world , industry sector One of them is the Small and Medium Enterprises ( SMI). The importance of SMI sector in Indonesia is to equalize the population economy, as well as to support the development of other sectors . In order to achieve the goals and objectives of SMI products in Bengkalis be known by the public , the Department of Industry and Trade Bengkalis use marketing communication strategy in order to run an effective marketing. Therefore, researchers interested in conducting research with the aim to determine the communication strategy of the Department of Industry and Trade Bengkalis in promoting SMI products . This research uses qualitative methods, namely the collection of data obtained based on the fact data in the field through observations, interviews, documentation and interactive data analysis techniques. researchers conducted interviews with three groups of informants . The first informant group consisted of 4 people from the Department of Industry and Trade Bengkalis regency . The second informant group consisted of 3 people from the perpetrators of SMI and the third group consisted of 4 from consumers . The first and second groups of informants using purposive sampling techniques , while the third group are selected using accidental sampling technique . Results of this research indicate that the marketing communication strategy Department of Industry and Trade Bengkalis in promoting SMI products using segmentation strategy , targeting, and positioning . After determining the strategy of segmentation, targeting, and positioning. the Department of Industry and Trade Bengkalis also perform elements of marketing communications which consist of advertising, sales promotion , personal selling , direct marketing , publicity and public relations. Other marketing communication strategy is to use Packaging to launch a strategy to promote SME products . Abstract

Tripadvisor.com is a site that aims to facilitate the tourists to seek information about lodging such as hotels. By using this site everyone is free to provide feedback and reviews based on their experiences, both positive reviews and negative. Many reviews on this site will indirectly affect customers or prospective customers in selecting and deciding hotel. Reviews on these sites influence for customers and prospective customers in selecting place to stay, the PR The Premiere use the site as a form of Cyber PR in The Premiere Hotel Pekanbaru. The purpose of this study was to determine how the customer response to the tripadvisor.com site as a form of Cyber PR activity The Premiere Hotel Pekanbaru. This study uses descriptive qualitative research method. This study aim to describe and illustrate the object based on facts by using infroman as a data source. The Informant are 6 people consisting of one PR The Premiere Hotel and 5 customers who are selected based on purposive sampling. Data collection techniques are observation, interviews, and documentation. These results indicate that the customers response to the tripadvisor.com website is a form of stimulus provided by the customer to the hotel Premiere Pekanbaru written based on the experience perceived by the customer, which he poured into the tripadvisor.com site. This is done by the customer is motivated because of the desire of customers to share information with customers and prospective customers others. A good reciews will sure be a selling point for the hotel, but bad reviews would certainly make the hotel into an ugly image. Respond to customer reviews on tripadvisor.com site as a form of cyber PR can be said to be appropriate and effective, the PR can form the image the hotel who care and want to know to the customers. Furthermore, by responding to customer reviews on tripadvisor.com site can be seen and perceived by customers and prospective customers who ends will have an impact on the marketing activities of the hotel. This research purposed to khow how balimau kasai tradition to be a tourist attraction in kampar sub-district and to know how about process of balimau kasai ceremony and also to identificate tourist atraction on balimau kasai activities in kampar sub-district. This research used descriptive qualitative method to analyze the problem And research subjects are those relating to balimau kasai and taken using purposive sampling and research techniques using observation interviews and documentation. Based on the research that has been done, Balimau Kasai has become a tradition carried one day before Ramadan, in the implementation of this ceremony there is an interesting thing, which is an herb used, makan bajambau, mengarak limau ke sungai Kampar, mandi balimau kasai. Balimau kasai become a tourism event to show decorative boat, folk festival, art show, and provide a souvenirs. Balimau kasai as a tourist attraction with uniquenees that can be seen by tourists such as people flocked to the river doing the ritual bath and look the interesting event to welcome the holy month of Ramadhan. Abstract

This study aims to investigate the implementation of the function of BPD in Pangkalan Pisang, and to determine what factors are driving and inhibiting execution of these functions. The factors driving the implementation of the function of BPD in mind that (1) Coordination and cooperation among agencies, (2) the ability and experience of the board BPD community organizations. While inhibiting factor, namely, (1) People do not fully understand the functions performed by the BPD, resulting in the execution of the function BPD often have a discrepancy or difference of the community, and (2) lack of facilities and infrastructure supporting the implementation of the function. Therefore, the presence of various factors driving and inhibiting the function execution Village Consultative Body (BPD), resulting in the implementation of these functions can be run and also sometimes hampered in its execution. The theory used is the theory siagian. This study used a qualitative descriptive data collection techniques of observation and interviews. The results showed that the implementation of the functions known BPD (1) Function village set rules less accomplished because of constraints in its implementation, namely the lack of facilities and infrastructure supporting the implementation of the function, (2) Function accommodate public aspirations less done because there are still problems in implementation, namely community not yet fully understand the functions performed by the BPD, so that in the process of accommodating and aspirations of society often gets disagreement or debate of society, (3) Implementation of the oversight function has been implemented with good fit because it supported the implementation of coordination and cooperation between agencies in the village. The existence of woman in Indonesia parliament is still far from insufficient. Woman Legislators either in central or region of parliament has not indicate any significant growth. The electoral support is become one of the capital required of woman candidates to compete in elections. In Karimun, a region from Province of Riau Island recorded only three candidates were succeed to become the legislator as one of them able to achieve significant vote. Based on the background of these problems researcher interested to conduct more in-depth study on “Winning Factor of a Woman Candidate Golongan Karya Party in District III Karimun Region Riau Island Province”. The method used in this study is a qualitative research method. From the research that has been made known that the required capital with a good management could make a candidate take the victory in Legislative Election. The capital is divided into three part as known as social capital, political capital, and economic capital.The three based capital with prudent management is able to give victory to candidates. Abstract

The purpose of conducting this research is to know factors-factors affecting the traveler decisions at swiss belinn-ska hotel and for know dominant factors affecting traveler decisions. This research uses descriptive quantitative methode to analyze the problems. The sampel of this research was 50guests respondences. and, From factors affecting the traveler decisions are 5sub variables they are product, price, location, and hotel promotions. Based on the research that has been conducted, respondents agree with five factors that affecting the decision of tourists get results agree, travelers or tourists give a good response and the dominant factors is location. Abstract

This research purpose to determine Pacu Jalur as a tourist attraction in Kuantan Singingi district Riau Province. This research uses a descriptive quantitative method to study the issue discussed. The sample in this research is 100 respondents which were taken by using accidental sampling. While data collection techniques in this research using observation, questionnaire, and interview by using a likert scale as a measure to determine the length of the short interval. Based on the research that has been done, Pacu Jalur As a Tourist Attractions in Kuantan Singingi District Riau Province are included in the category of strongly agree, because Pacu Jalur is a rare cultural tradition.
