Abstract

Converts and maintain the status of converts is not an easy thing for a teen, teen convert had to pass through a critical period like the inner struggle in deciding converting, then run consequences given people around him who did not approve of his decision, bleak in the isolate, in derision, and in exile. Teens in the know bring his personality into thinking and often experience instability or lack konsintenan, teens are also easily influenced by the surrounding environment. This study aims to reveal the communication experience of Youth converts in Pekanbaru.This study uses qualitative research with phenomenological approach. Subjects were aged 3 informant converts adolescence in Pekanbaru, obtained using purposive technique. The collection of data obtained through interviews, observation (observation) and literature.These results indicate that the motive teenage converts in Pekanbaru City consists of a motive because (Because motive) that is divine direction / guidance, the search for identity, the perception of good, feel differently. While the motive for (in order to motive) into a better human being, a sense of comfort, closer to God, faith desire. Meanings given by teenage convert to convert its status is converting is nothing in regret, converting a guidance, becoming more recognized and accepted the crowds, and became calmer. The communication experience is categorized into two, namely a pleasant communication experience such a warm welcome, supported and assisted, accepted and recognized. Communication experience unpleasant as debates, in isolate, are not recognized and in exile.Keywords: teen convert, motive, meaning, communication experience

Abstract

Products Food And Beverage Illegal By The Department Of Industry AndTrade In Bagan Siapi-api Rokan Hilir, Supervision is the process in establishing performancemeasures and taking actions that can support the achievement of expected results in accordancewith set performance, as well as for achieving a goal that has been prepared and planned bycertain parties, especially government agencies with the aim of realizing the desire to beachieved, because the absence of an oversight, the objectives to be implemented will not be inaccordance with what has been in has designed. In relation to the above the Department ofIndustry and Trade in Bagan Siapi-api Rokan Hilir is one of the agencies authorized to conductsurveillance of food products and beverages illegally circulating in the city Bagan Siapi-apiRokan Hilir.The phenomenon that researchers have encountered, namely: still many outstanding foodand beverage products illegally from other countries in Bagan Siapi-api Rokan Hilir district.This study aims to identify and analyze how the monitoring of food products andbeverages illegal by the Department of Industrial and Trade In the city of Bagan Siapi-fire RokanHilir, and the factors that affect oversight. Abstract

Micro Credit on CIMB Bank Unit Subrantas Pekanbaru is credit which aimed for micro entrepreneurs. The purpose of distribution micro credit is to give help fund for micro entrepreneurs in Pekanbaru for developing their bussiness. Credit distribution is never rid of credit risk, that is Non Performing Loan. Non Performing Loan must be handled as soon as possible in order to not give bank suffer a financial loss because the bank does not receive the distribution fund back. CIMB Niaga Bank Unit Subrantas Pekanbaru as micro credit distributor is never rid of Non Performing Loan, so it is need to be handled well.The purpose of this research is to know and analyze the handling of Non Performing Loan on CIMB Niaga Bank Unit Subrantas Pekanbaru (Distribution Micro Credit Case). The method of this research use primary and secondary data with qualitative method which was arranged descriptively. The used sampling technique was purposive sampling. The informants in this research were The Chief of Micro Credit and employee who took in charge of collecting micro credit on CIMB Niaga Bank Unit Subrantas Pekanbaru. To handle Non Performing Loan, CIMB Niaga Bank Unit Subrantas Pekanbaru is needed to do credit restructuring such as restructuring, taking over, and selling collateral.Keyword: Micro Credit, Non Performing Loan, Handling Non Performing Loan

Abstract

Crisis management strategy is one of the tasks when the company's public relations practitioners in crisis. Public relations strategy must be used by public relations to solve the problems being faced by an organization or institution. The emergence of negative news through the mass media both print and electronic media about the PTPN-V related conflicts between company and society can provide negative public reaction to the company in response to the media coverage. Therefore company needs crisis management strategy to resolve the conflict. This research aims to determine the public relations strategy of PTPN-V in identifying the issues that caused the crisis, to find out the public relations strategy of PTPN-V in mapping the needs of journalists, and to find out the public relations strategy of PTPN-V in preparing information for the management of related conflicts between company and society.The research method that was chosen in this study is a qualitative method to explain the phenomena that occur in accordance with the results was obtained by defining five (5) subjects research through purposive sampling and the object of this study is the crisis management strategy PTPN-V-related conflicts between companies and societyand the data is based on information obtained through observation and interviews as well as maximize the documentation method to collect data. Technical analysis of the data that was used is model of interactive data with data validity checking is done by using the extension of participation and triangulation techniques.The results showed that the crisis related to the conflict between the company and society can be solved well. Publicist of PTPN-V identifying the issues that led to the crisis by deepening the data and facts and then made the press conference and gave a press release to the media. Crisis management strategy of public relation PTPN-V focused to the media in resolving the conflict with fourth phases namely, a phase of crisis management preparation, response, recovery, and mitigation. Information that was given to the management about a contingency plan public relation of PTPN-V in working during the crisis is to focus on the mass media and execute media relations then make an evaluation for following-up.Keyword: PTPN-V, Conflict, Crisis Management Strategy, Public Relations Strategy

Abstract

Health is one of the basic human needs, because only in a state of health people can live, grow, work and creativity well. There fore every individual, family and community are entitled to the protection of health, and the state is responsible arrange to be metright to a healthy life for its residents. Health developmentis directedat health centers Sidomulyo Kecamatan Tampan the health center closest tot he people. Sidomulyo Puskesmas health centers which are accessible to the surrounding community by providing services needed by the community with affordablepayments, especially for the lowand the economy continues to provide health by improving the quality and quantity of life of healthy people to a better direction. The purpose of this study was to determine the characteristics of community health centers Sidomulyo visitor and to know the role of Puskesmas Sidomulyo In Public Health Services in the Kecamatan Tampan Pekanbaru. Respondents in this study were the visitors Sidomulyo health center consisting of 8 respondents. The approach usedin this study is a qualitative research deskriptif research. The process of collecting datausing interviews, observation and documentation. The technique used for retrieval of the respondents was purposive sampling. The results showedthat there areseveral factors the role of health centersin providing health services to the community that is the factor procedure Sidomulyo service, turnaround time, cost of service, service products, Infrastructures, and acompetence officer service providers. The role of health centersin providing health services to the community has been running as well asit should. Puskesmasas ahealth care provider first and closest to the public good with the cooperation between doctors and nurses care workers who work with the regulations set. Abstract

This study is intended to determine the role of the Government in implementing the policy, and to know the role of the Office of Library and Regional Archives in implementing the policy. This study focused on Libraries and Library and Archive Office of Karimun regency, whose scope lies in Karimun Riau Islands province, because given the most complex issues contained in the library. These problems include lack of public interest, infrastructure, and human resources. With the formulation of research problems that How public library policy development in Karimun and the factors that affect the implementation of the policy of public library development in Karimun. In the development of the library, the library has been no policy for the region applicable regulations especially those concerning libraries in Karimun, the study aims to identify and analyze policy public library development in Karimun.The research method is qualitative descriptive research data collection is done by observation, interviews and documentation.From the results of research in the field indicates that the Office of Library and Regional Archives Karimun not have a policy of development of a library of standard, so that the public library is in Karimun still referring to existing policies at central and regional administration Riau, a policy that is in Karimun only Local Rules and Regulations in the form of Regents that a technical course. The factors that affect the implementation of the policy of development of public libraries in Karimun, through the theory of former Van Meter and Van Horn, namely: Target and policy standards, performance policies, resources, communication between implementing agencies, Characteristics implementing agencies, economic environment, social and politics and the attitude of the implementers. In this study, the authors conclude that the Local Government does not currently have a policy regarding the library so that local governments do not yet have its own guidelines in terms of policy particularly in view of the public library in Karimun. However, should the regional government should implement a specific policy of the library.Keywords: Policy, Development, Public Library and Government Authority.

Abstract

Polygamous marriage is a difficult thing to go through because not only differences in opinions expressed in them but especially the feelings of sacrifice for a wife who must be willing to share her husband with another. The purpose of a person to perform marriages and to establish a more intimate relationship is to get a place in outer and inner happiness and a shared sense of both joy and sorrow. The authors study aimed to uncover the motives, meaning and practice of communication three polygamous family in Pekanbaru.This study uses qualitative with phenomenological approach. Subjects were 3 (three) polygamous family in Pekanbaru category are determined by purposive sampling. The collection of data obtained through in-depth interviews, and documentation.These results indicate that the motive for polygamous couples in Pekanbaru consists of Because motive that is compassion, a sense of disappointment, feeling humiliated, economy and affection. While in order to motive that is fixed along and intact, stay in touch with the good, and some that want to split up. Meanings given by a family member against a polygamous marriage in which they live that polygamy is something that is helping, polygamy taught for sincere and sharing, polygamy is something embarrassing, polygamy as a home wrecker, polygamy only cause resentment, and polygamy adversely affected children. The communication experience is categorized into two, namely a pleasant communication experience as mutual understanding, openness, mutual forgiveness and a sense of mutual respect for each other. Related to the communication experience unpleasant as disharmonious relationships, must be willing to share, a mockery of the environment.Keyword: phenomenology, polygamy, motive, signification, communication experience

Abstract

One service to the community is the management of the census is the responsibility of the municipality / county, which in practice starting from villages / wards as the spearhead of population registration, until every citizen registered in the administration as a citizen of Indonesia and in accordance with Law No. 24 in 2013 on amendments to Law No. 23 of 2006 on the administration of residence.This study aims to determine how the implementation of the application of the Electronic Identity Card (e-ID) in Siak, and the factors that influence the implementation of Electronic Identity Card (e-ID) in Siak. The research looked at the implementation of Electronic Identity Card application in Siak through programs, budgets and procedures, which use qualitative methods and types of data collection using document review, interviews and observation, while the data processing procedures and data analysis using descriptive qualitative.Results of the study are based on real action undertaken by DKPS Siak in accordance with Regulation No. 9 of 2011 on Guidelines for Issuance of Identity Card-Based Electronic Standard Operating Procedures and Minister of Home Affairs in order to implement the Electronic Identity Card 2011 through strategic programs that form the structure of the organization with the name of the working group District and Sub-District, socialization, implementers (SDM), the provision of facilities and infrastructure and the mobilization of the population. Furthermore, this program is made the procedure to be carried out where the start of the Village / Village in the form of mobilization or the delivery of the invitation letter, then to the District of registering themselves for recording the population, then perform queue name-calling, the operator then verify the data, taking photographs, signatures, fingerprints , iris, fingerprint verification index then further signatures to the statement of the correctness of data is concerned. Furthermore wait Electronic ID card printing process.This activity has been realized with various obstacles such as the slow distribution of the central device and only one is functioning, the damage to the device and inaccessibility most of the population due to the delay of mobile enrollment is expected to be an alternative to meet the targets to be achieved. Abstract

This study was conducted to determine’s the community’sparticipation implementation of the regent instruction number 01 of 2012 on strenghthening on ruralinfrastructure in 2012-2013 in the Penampi village,Bengkalis regency were reviewed based on indicators of successful implementation of INBUP-PPIP.The main problem in this study is the decreasing number of communities participation that ocured in 2013,meanwhile the activities in increase basic infrastructure,.The theory in this research is the policy theory (teori kebijakan) and the theory of community participation in development (teori partisipasi masyarakat dalam pembangunan).this reseach uses descriptive method by using aproach of kualitatif.this research uses purposive sampling and snowball sampling, namely interview with speakers as an object of information that purpose to achieved the goal. this research used primary data and secondary data has obtained throught observation and interview with informants.Based on the result of the analysis of the research data in order to uncover and answer reseacrh question related to the analysis of public participation in the implementation of INBUP-PPIP program has been see from the stage of planning, implementation, and maintenance associated with indicators of the success of the program that focuses on the self-help and mutual help villagers of penampi, it’s conclude that the villagers was participated in the form of attendance at meetings and village meeting, willingness to take a part of the OMS, the contribution of labor and land. however, there has been no participation in maintance. While the declaine that occurred in 2013 the impactof the probelms that occurred in the 2012 and as well as in the public incomprehension towards INBUP-PPIP program it self that gave birth to reluctance to participate even have an impact on mutual assistance society of Penampi villagesIn addition,there are also constrain faced by the community participation in the implementation of INBUP-PPIP program in the village of Penampi,the time of the public,professionalism companion villages in the initial period 2012-2013 the implementation of that program, Pendamping Desa Penampi do not reside in that villageKeyword : community participation, INBUP-PPIP, Desa Penampi
