Abstract

Seberida District Office is a government agency or public organizations in the implementation refers to standardization in the service of showing the duties and functions of each part that is in Head Office Seberida. As a government agency that includes the human resources that employees who work at the institution. Camat Seberida Indragiri Hulu implement development programs work performance of employees. However, if viewed directly in the field then there's also a mismatch with their responsibilities. The work should be completed in a short time could be delayed, employee professionalism in providing services to the community is still poor and own problems that occurred.This study used qualitative research methods to study descriptive data. The concept of using the concept of performance theory. Theory Dwiyanto in Pasolong (2008:203) and Mangkunegara (2010:13). In collecting the data, the researcher used interview, observation, and documentation. By using key informants as a source of information and triangulation techniques for analysis data.These results indicate that the district office employee performance Seberida still not working optimally. Still, there are employees who work not in accordance with its function and follow the vision and mission of the District Seberida. District of Seberida employees also have the ability / level of education that is not in accordance with the job description. Required training for office workers to enhance the performance and capabilities Seberida district office employees to comply with the Mission Vision of the District Seberida.Keyword : Perfomance, Training, Mision Vison

Abstract

This study tried to find out how the airport management Tempuling Indragiri Hilir Year 2011-2014 and the factors that cause a vacuum in the regular flights airport Tempuling Indragiri Hilir Year 2011-2014. The research is a qualitative research method of data collection deskriptif. Research using observation, interviews and documentation by using key informants as a source of information about the study.Data obtained from the result of management of airports Tempuling Indragiri Hilir year 2011-2014 consists of planning, implementation, monitoring and policy. Planning, Implemation, monitoring and policy, the private sector does not want to invest, not timely deparatures and arrivals, lack of supervision of the regional representatives council Indragiri Hilir, airport where motor racing.Factors that cause vacuums regular flights at airports Tempuling Indragiri Hilir Year 2011-2014. Abstract

Sexual deviance lesbian label butch becomes a phenomenon that develop in womanhood, including the student. In fact this phenomenon become a public secret that exist in the campus environment. Until this time lesbian phenomenon so developed with the establishment of organizations that contains a group of people who have sexual orientation deviance in Pekanbaru. This study aims to show the motives, meaning and communication experiences student lesbian label butch in Pekanbaru.This study uses qualitative research with phenomenological approach. The subject of research is consist of five students lesbian label butch Pekanbaru who has been chosen using by the snowball technique. This study used data collection techniques observation, depth interviews, and documentation of research. To achieve the validity of the data this study, researcher used the extension of participation and triangulation.The results showed that the motive student lesbian butch label in Pekanbaru City consists of a motive because (Because motive) that is instinct, a sense of comfort and love and affection. While the motive (in order to motive) which is to be a normal woman. Meanings given by student butch lesbian label is as a life experience, something which is regrettable and destiny to live. The communication experience categorized into two pleasant communication experience in the form of acceptance of character, love one another, a good reception from the surrounding environment and the pleasant treatment. and communication experience unpleasant form of conflict and insults of the family, the conflict in romance, physical abuse of spouses and insults and insults from the environment.Keyword: phenomenon, lesbian, butch, motive, meaning, communication experience

Abstract

This research tried to examine India’s interest in a regional cooperation combined the two different regional namely Asia and Southeast Asia known as BIMSTEC or Bay of Bengal Initiative for Multi- sectoral Technical and Economic Cooperation, consist of seven countries at the rim bay of Bengal, Bangladesh India, Myanmar, Sri Lanka, Thailand Nepal and Bhutan. Initiated in 1997 BIMSTEC is the only sub-regional grouping to promoting harmonious economic development and can serve as an effective bridge between South Asia and Southeast Asia. Look East Policy became motivation of India to join in BIMSTEC and makes a good headway in promoting interrelationship with both region.This research used method qualitatitive method with the type of descriptive and data from the research library. The perspective used in this study is liberalism, and concept used is the concept of cooperation with the theory of regional integration.This reasearch show the significant impact of politic and economic to India from membership in BIMSTEC. Bimstec help India to strengthen its role in region, offsetting influence of China, sidelining political conflict as political implications. In the economic aspects, India’s interest is to develop the Northeastern region by integrating it with existing trade networks. Abstract

The Javanese culture is one of the important cultural culture among other areas in thelife of nation and State in the past and currently. In the culture and life of Java containedvalues into guidelines and handle living community. The Islamic community incommemorating the holy month of Ramadan, often doing something custom to welcome themonth. The villagers of this flat land in the habit of welcoming (before), do (fast), even afterthe holy month of Ramadan (IdulFitri). As for the tradition of fasting before sending such as:Punggahan, selikuran, Pudunan, Riyoyo and Kupatan. Villagers flat land in following suchevents always bring food to places of worship for me to perform a ritual event that tradition.The food that they carry this symbol for Javanese who carry out. This research wasconducted with Qualitative Descriptive method and sampling in Purposive Sampling. Thesample consists of the head of the village of Tanah Datar, religious figures, Figures, figuresof indigenous youth, female character, Scholarship, and four representatives from thecommunities that follow the tradition on the month of Ramadan. In this study, the authors tryto tell and explain how the process of Ramadan traditions made by the Java community in thevillage of flat land. The results of the interviews and observations of researchers for thesamples taken, researchers figure out how to process the ritual tradition of Javanese peopleresiding in the village.Furthermore, the researchers also revealed the existence of valuescelebrating the wisdom contained in the Ramadan local traditions On JavaCommunity in thevillage.Key words: tradition, Cultural Discernment, community

Abstract

Almost all aspects of yhe land will be triggeredand become a source of disputes such as problems with the boundaries of the land even a matter of dispute always synonymous with a dispute between the comunity and the company, such as then right to cultivate companies that exceed the permit Villagers Dusun Tambun with the students have done many demonstrations to government Pelalawan with the demands of freeing their hometown of status rights ofexploitation PT. Musim Mas, and demanded the government to review the district pelalawan to review the license right to cultivate PT. Musim Mas.The resultsof this study can show what the cause of land disputes PT. Musim Mas season wit Dusun Tambun fat and strategies Pelalawan local government in dealing with land disputes betweem PT. Musim Mas seasin with Dusun Tambun chubby dimples base villge. Regent decision KPTS number 140/pem/2012/31 to handle land disputes between PT. Musim Mas season with Dusun Tambun villagers fat. This is a strategic step taken by the government of the regency. Dispute relsolution team is formed with the task of addressing immediate dispute between PT. Musim Mas seasons with Dusun Tambun villagers fat.In this study the authors used qualitative methods, the data obtained and the data obtained are generally qualitative. this qualitative method attempts to understand and interpret the meaning of human interaction or human behavior in perspective according to the meaning of his own research. Abstract

The Purpose of this research to find out how about the effect of selection employeers and scrutiny work againts the performnanceemployees in bank btn Pekanbaru . Selection as an independent variable (X1) consist of , education selection, work experience, healty., personal And control as independet variale (X2) consist of, determinaton of standart of work,the result of the work measurement,correction. And than performance as independen variable(Y) as work quality, personall quality, quantity, timeliness, independence.The research used sample of the employee of Bank BTN Pekanbaru. The number of this sample is 57 persons with slovin. This research is also used propertionate sratified random sampling. Data of this research is primary data, with spread questions to the nurses. The data analysis of this research is statistical analysis with SPSS program.This research shows that selection emplooyee as independent variable is positive implications for the employee in Bank BTN Pekanbaru as coefficeents determination value (R2) is 74,4 it mens that 74,4% and 25,6% is not served in this researvh.Keyword : Selection, Controling, Performance. Abstract

Indonesia has always hummed as the rich agricultural country varieties of plants including a wide range of fruit varieties. Especially for horticulture sector, in trade liberalization of WTO. Indonesia’s trying to protect horticulture national and pressing horticulture ekspor. As the rich agricultural country, indonesia’s trying to do self-sufficient horticulture sector.Protectionism theory that is used to see how Indonesia pressing horticulture import sector overflow as forbidden substance in WTO forum itself. So that, Indonesia used “Special and Differential Treatment Right” which is a special right in WTO Forum for developing countries on getting used to integration and trade liberalizationIndonesia’s protectionism in “Special and Differential Treatment Right” affected its horticulture sector, especially the export and import sector. Abstract

Regional Investment Board and One Stop Services (BPMD-PTSP) ofPayakumbuh as places that serve the public, in the service of licensing or nonlicensingis still getting concern by the public of payakumbuh. Convoluted andcomplicated service procedures, the services time often exceeds the provisions,speed and accuracy in providing services to the public. The aim of this researchwas to determine the quality of service and determine the factors that affect thebuilding license service at the Regional Investment Board and One Stop Services(BPMD-PTSP) of Payakumbuh.This research uses the theory by Parasuraman, Zeithhaml, and LeonardBerry in Harbani Pasolong (2007), which consists of Tangible, Reliability,responsivenes, Assurance, Empathy. The method used is qualitative research withdata collection technique through interview, observation and documentation.The results showed that, the quality of building license service at theRegional Investment Board and One Stop Services (BPMD-PTSP) of Payakumbuhis not good enough, there are several dimensions such as physical evidence,reliability, responsiveness, assurance and empathy is not good. From the fifthdimension is only on the assurance dimension that got good judgment, in thisdimension the service provider has been able to provide assurances that theiremployees have skill to take care of the public business, and also have theknowledge to answer and resolve any questions and complaints. As for the otherfour dimensions,the Regional Investment Board and One Stop Services (BPMDPTSP)of Payakumbuh still not meet the quality that public want.Key words: quality, service, building license (IMB)

Abstract

The government administrative services which often occurs in the Population Bureau and Logging Civil Pekanbaru was problems caused one of these ability to work the apparatus and quality of human resources in providing in implementing the administrative public service, So that population writer formulate or this ability to work that is How and the Recording apparatus Population Service Civil Pekanbaru in implementing the administrative in 2014 population? How quality of public services In the Population Bureau and Logging Civil Pekanbaru in implementing the administrative in 2014 population? If there is influence ability to work apparatus to quality of public services and Logging in the Population Bureau Civil Pekanbaru in 2014?Types of research that used in this research is quantitative research. Location in this research is in office Population Service and Pecatatan Pekanbaru, the number of civilian populations in this research 117 people, on the number of samples as respondents in this study authors set as many as 75 people (64%) and techniques for withdrawal samples in this study authors use incidental sampling techniques that respondents that I choose when he was at the location in March -April 2015 . To know the image problems that can be discussed, it is done penganalisaan data. In this case I use analysis of correlation Spearmans' Rho trial Ooal Reserves Spearman.Based on the results of research capacity apparatus and quality of public services in the Population Bureau and Logging Civil Pekanbaru in 2014 it can be said that population administration both in the event. And the analysis SPSS using correlation Ooal Reserves Spearmans' ability Rho apparatus in the knowledge, skills and experience significant effect is very strong to quality of public services.Key words : The influence, ability to work , quality of Public Services, the Administration
