Abstract

ASEAN Economic Community (AEC) 2015 has become part of the international system. ASEAN Economic Community was formed to create a single market and production is characterized by a free flow of goods, services, investment, skilled labor and freer movement of capital. The problem occurs that foreign investments are rae and not much to invest in indonesia, so the discussion is needed about the indonesia government policies issued by foreign investment or the so-called FDI ( Foreign direct investment ).The purpose of this study is to describe and explain indonesia make foreign investment policy. This study also aims to see indonesia to prepare for the MEA ( Masyarakat Economic ASEAN).This study uses the theory of liberalism, the methods used, explanatory research method that seeks or intends to disclose and explain the phenomenon in detail and useful, in assesing the problems occurred. The development of foreign investment in indonesia has not grown overall despite some initial potential which is available for viewing and favored investors, particularly in agriculture and mining.The role of direct investments to areas of indonesia. Foreign investmentpolicy is to establish a technical institute that addresses foreign investment, promoting potential. Abstract

Regional autonomy is a form of delegation of authority from central government to local government. One form of regional autonomy that is the transfer of the management of land and building tax Rural and Urban Development (PBB-P2). Kampar district receives delegation of PBB - P2 in 2012 by issuing a Regional Regulation number 11 of 2011 About Tax on Land and Building Rural and Urban . The Purpose of this research was to describe the implementation of the Regional Regulation number 11 of 2011 About Tax on Land and Building Rural and Urban. This type of research is descriptive qualitative method. Subjects in this study was employes DPPKA Kampar, head village and taxpayer. Data retrieved by using semi-structured interviews, observation frankly, documentation, and triangulation techniques. Based on theory of Van Horn Van Matter consisting of size and policy objectives , resources , implementing agent characteristics , attitudes implementing , managing communications between organizations and activities as well as the economic, social and political . Implementation of PBB-P2 in Kampar DPPKA has met six of these variables although there are still some shortcomings such as socialization is done only through banners , village heads and radio , many taxpayers still have to pay awareness of PBB-P2 low and external environmental influences that hinder the implementation of PBB-P2 .Keywords: Implentation policy, property taxes in rural and urban

Abstract

Supervisory control of hospital sewage in the city of Pekanbaru aims to identify and anallyze the supervisory control of hospital sewage in the city of Pekanbaru. In fact there are many hospital that have not complied with such as have no means of wastewater treament but get permission. Study of phenomena, the formulatioon of the problem of this research is how the supervision and control of hospital sewage in the city of Pekanbaru and the factors that influence the supervision and control of hspital sewage in the city of Pekanbaru. This study uses the theory of Sukanto.This study used a descriptive analysis method. Data collection technique is the observation, interviews, and library research. Key informents of this study is the Badan Lingkungan Hidup In Pakanbaru, the hospital and the community.The results showed that not maximal supervisory control of hospital sewage in the city of Pekanbaru is carried out by the Badan Lingkungan Hidup in Pekanbaru. It looks there are still hospitals that do not have control permit process wastewater and waste properly. As well as not optimal implementation factors that influence the Supervision and Control of hospital sewage in the city of Pekanbaru is the lack of qualified human resources and experts to go into the field so there are still many hospitals that have not done direct monitoring. Abstract

Bantuan operasional sekolah ( BOS ) is a government program for the provision of non- personnel operating costs of funds for basic education as the implementor of education program . According to Government Regulation No. 48 Year 2008 on Education Funding , non- personnel costs are costs for materials or educational equipment consumables , and indirect costs such as power , water , telecommunications services , maintenance of facilities and infrastructure , overtime , transportation , consumption , taxes and other therefore needed oversight in the implementation of the BOS program . In fact in the actual use of the funds by the school still found abuse of authority . The purpose of research was to investigate effectiveness the implementation of BOS funds supervision by the Department of Education Pekanbaru city and determine the factors that influence it. This research used a qualitative descriptive methods , data collection techniques with observation and interviewing the parties involved in monitoring the implementation of BOS funds as informants . This research uses Handoko theory , T Hani . The results indicate the supervision of BOS funds Elementary School in Pekanbaru has not worked effective overall despite the standards , goals and objectives clear , the number of supervisors indirect adequate , coordination and communication between members has been running well and the execution of tasks are in accordance with the applicable rules But the number of inspectors assigned directly is not adequate , because the number of supervisors is inversely proportional to the number of schools . Only a warning and a written warning and the enforcement of sanctions are not yet firm, resulting in blaming the authority in the use of the funds are not all resolved

Abstract

Brand image is the consumer perception of a brand consisting of a set of brand associations that exist in the minds of consumers, which connects the consumer thinking toward a brand. Perceptions formed by personal experience that consumers can become stronger if consumers experience the positive experience of the product. Customer loyalty is the customer who has a tendency to make repeat purchases of the products / services of the same company, has a high consistency in the company, and have immunity against other companies. This research was conducted at PT. Riau Pos Intermedia located on Jl. H. R. Soebrantas Km 10.5, Panam, Pekanbaru. Penelitian ini goal done to determine the effect of brand image on customer loyalty in Riau Pos daily newspaper. The method used In this research was descriptive and quantitative with SPSS program, where samples used is customer Riau Pos daily newspaper and as an information source is the HR and Finance Manager. To determine the sample using the formula Slovin, sampling with purposive sampling method. The technique of collecting data through interviews, observation, and questionnaires.The results of data analysis includestest validity, reliability, and simple linear regression, brand image in this research include the strength of brand association, brand association excellence, uniqueness of brand associations. Each one has an indicator interrelated and positive effect on customer loyalty in Riau Pos daily newspaper. It can be concluded, the value of t (11,420)> t table (1,989) and Sig. (0,000) <0.05. This means that the brand image significant effect of customer loyalty.Keyword: brand image, customer loyalty

Abstract

The problems of school dropouts  is  like dynamite for Indonesian that never be ended because the number of school dropout rates increases each year, as happened in Indragiri Hulu, especially in BatangCenaku. The numbers of school dropouts  in elementary  level amounted to 66 students from 4856 students in 2011 while  in 2012  the numbers of schools  dropouts  increased to 188 students from 4951  students.A negative impact for  the Indragiri Hulu if the problem can not be solved by the government of Indragiri Hulu. So the researcher  formulates what factors are the causes of school dropouts at the elementary level in BatangCenaku? How are the efforts of local government of educational sector in the reduction of school dropouts in BatangCenaku?This  is a qualitative research. The location of this  study  is at the office of District Education of  Indragiri Hulu, in Batang Cenaku. In  collecting  the data the researcher  used purposive sampling technique.  Purposive sampling is  a  technique that usedparticular consideration  in collecting the data sample, for example, the person considered  as  most knowledgeable about what  to  expect, so it will be easier for researcher to explore objects and social situation investigated. To get the data,  the  researcher  used  the following methods: observation, interviews, and documentation. To describe the issues discussed,  analyzing the data  is needed to do.According to the  finding  research the causes of school dropouts are  the economy, family, school, peers,  and  academic ability. The efforts of the Government of Indragiri Hulu  appropriate    toauthority possessed by the local government issued a policy of reduction of school dropouts in the form of movement compulsory  education of  villages  based  including updating data dropouts or no schooling  children, socialization to the people, Assistance Fund, Optimizing Scholarship Education for  poor  people,  and Education Pack Assistance Program.Keywords: Authority, Dropouts, Education

Abstract

This research was conducted at Hotel of Fortress Pekanbaru. This Research aim to toknow the organizational climate influence to loyalitas work the employees of Hotel of Fortress Pekanbaru. Organizational Climate as independent variable ( X) And loyalitas work as variable dependen ( Y). this research take the responder amount as much 45 people.In this research, data obtained use the koesioner with the scale penggukuran use the scale likert is later on processed and analysed to use the validity test, test the reliabilitas, analyse the statistic of like simple linear regression analysis, test the t, analyse the correlation and determinasi by using aid of application SPSS.Result of this research is result of hypothesis test the t, t calculate ( 6,410)> tables of ( 2,017). This matter is menunjukan that organizational climate have an in with the loyalitas work the employees. Where value of coefficient of determinasi menunjukan that intensive variable give the contribution to variable loyalitas work equal to 48,9% while the rest of equal to 51,1% influenced by other;dissimilar variable which is not discussed in this research.Keywords : Organizational climate, Loyalitas work , Organization chart

Abstract

This study aims to determine how the environment influences the work (service employees, working conditions, and employee relations) and incentives (material and non-material incentives) to the productivity of employees at mills PT. PTPN V Sei Rokan.The population in this study are employees at mills PT. Plantation Nusantar V Sei Rokan by taking a sample of 63 people.From the results analsisis data covering Validity, reabilitias, and multiple linear regression, the results showed no significant influence among the working environment on produktivias working with the calculated t (6.895)> t table (2.000) and there was a significant effect of incentives on productivity working with the calculated t (4.443)> t table (2,000) and is based on the simultaneous test concluded that the work environment and incentives together have a significant effect on employee productivity by 53.7% the amount of influence.Keywords:Work Environment, incentives and labor productivity

Abstract

In the legislative elections in the city of pekanbaru 2014 occurred several-fraund in the election among which the politics of money that will be undertaken by a number of candidates and the team sucses,where the practice of money politics is already affirmed in the election law of the republic of Indonesia under law No.8 of 2012 on General Election of members of parliament,local council and regional parliemens, chapter 8 of article 86 paragraph(1)”promising or giving money or other materials to the participants of the election campaign”therefore, the research is done in order to determine factors that cause and effect of money politics is to again avoice in the selections of candidates in the city legislatife pekanbaru 2014.This type qualitative research using descriptive method and research sites in the city pekanbaru.informan of this study consisted of the chairman of the cammission, the election supervisory committee, the candidates and public figures with data collection through direct interviews and documentation.The result showed that the pattern of money politics in the form of(1)the time(timing) that is on the campaign trail,the quide period and dawn raid.(2)the nature and from of the politics money(money and goods,repairs directly).and the factors that lead to money politics in the elections legislatife in town pekanbaru 2014 are:(1) the ambitions of candidates,(2)economic,(3)culture(4)regulatory supervision(5)socialization and political education to the society,(6)public confidence in the candidates. The impact of political money to the vote candidates are(1) the vote increased,meaning that money politics managed to improve the sound and was elected as a member of parliament,(2) The vote is note increased,meaning that money politics was not successful in creasing the voice that failed to become legislator pekanbaru 2014Keyword : Money Politic, Legislativ vote

Abstract

As for intention of this research is to know Body performance of counterneasures Disaster and fire company of Area Sub-Province of Pelalawan ( Case Study Disaster Forest Fire and Farm) Year 2014 and to know factor - factor resistor of performance ( Good study of Case Disaster Forest Fire and Farm) Year 2014.This research is done/conducted by in Body of counterneasures Disaster and Fire Company Of Area Sub-Province of Pelalawan, taken by officer of body of counterneasures Disaster and Fire Company Of Area Sub-Province of Pelalawan made by informan by method of snowball sampling. In line with research which have been mentioned by above, hence needed data, for example primary data and data of sekunder. For the technique of data collecting done/conducted] with interview technique, bibliography study and observation. Method analyse data which is used in this research is descriptive analysis method qualitative.Result of research indicate that performance officer of Body of counterneasures Disaster and Fire Company Of Sub-Province of Pelalawan in winning case kebakaran of farm and forest in Sub-Province of Pelalawan done/conducted by is officer have been put accross.. In doing/conducting attainment of performance officer of Body of counterneasures Disaster and Fire Company Of Sub-Province of Pelalawan in handling forest fire and farm there are some factor influencing it for example : ( a). Inexistence standard measuring instrument of[is make-up of performance, ( b). inexistence record-keeping of result assessment of and performance ( c).
