Abstract

PT . Asrindo Citraseni Satria is a company engaged in the Well Drilling and Re- Employment ( Drilling and Workover ), Transportation Equipment for Rig Operations, Procurement / Rental Equipment ground transportation and marine transportation, procurement / construction equipment rental and construction services, facility maintenance services. The company established in 1991 which is prior to the year 2007 has been using before OHSAS rules which only use rules of the Government and the Constitution in carrying out a health and safety program. Problem: How to socialization and the imposition of sanctions in the safety PT.ACS Thorns ? And how do you respond / employee attitudes towards safety policies on PT.ACS Thorns ?This study aims to determine the dissemination and application of sanctions in safety at PT. ACS Duri. And to investigate the response / employee attitudes towards safety policy at PT. ACS Duri. This research is a quota random sampling with quantitative descriptive approach. Total population of 915 persons and the number of employees 45 samples taken by 5 %.The response comes from the response, which means the reply / response (reaction). Response in the process preceded a person's attitude is a tendency for attitude / willingness of a person to behave when faced with a particular stimulus. From the results of this research is conducted surveillance at this company is very good, it means the socialization goes well and the response of each employee owned company PT. Asrindo Citraseni Satria safety policy is very good. This caused the employee is able to accept all the rules set by the company.Keywords : Profile of PT. Abstract

This research is analyzing about the presence of Naval Medical Research Unit Two (NAMRU 2) and the interests of USA government in keeping the NAMRU 2 project to be remained in Indonesia even the MoU which binds the contract between them has been expired. NAMRU 2 is a biomedical research laboratory belongs to USA Navy which examines about the infectious diseases that occurs in tropical countries, the treatment of traumatic war, and providing medical aids to disaster victims.This research applies Diplomacy theory and national interest. And this research applies qulitative methods and case study in this research. The data collected trought library research, literature studies, official docments, academic journal, mass media.According to the MoU, NAMRU 2 should finish its tenure in Indonesia in 2005, but with reasons that there still many things undone, making NAMRU 2 still want to extend the MoU with the deadline period for one year. But until 2008, NAMRU 2 is still freely conducting their activities even it should be over in 2006. Its peak, in 2008 Indonesia’s health minister at that time dr. Siti Fadilah Supari give orders to every hospital in Indonesia to not sending any virus samples to NAMRU laboratory because, according to her, NAMRU 2 has an economic motives behind the vaccines making of virus samples that delivered from every hospital in Indonesia to NAMRU 2.Keywords: NAMRU 2, virus samples, vaccine, and USA interest

Abstract

The research was conducted on PT. Arara Abadi Perawang. The purpose of thisstudy is to know the implementation of management employment relationship with laborunion at PT. Arara Abadi because good employment relationship is harmony relations inindustrial relationship.This research is a descriptive study with qualitative approach. Where there are160 samples. The data used is primary data and secondary data. The primary dataobtained from questionnaire had given to permanent employees who joined in MitraAbadi Riau labor union on PT. Arara Abadi and interview with management andadministration staff. The secondary data obtained from SOP and other documents needed.From the analysis conducted known that the implementation of managementemployment relationship with labor union due management want to create harmonyrelations and good industrial relationship. And from the analysis conducted also knownthat implementation of employment relationship with labor union is very good overall.But the biggest problem is less responsive from management in seeing problems andcomplains from employess and unforceful management in giving punishment.Keywords: implementation, employment relationship, management, labor union.

Abstract

This research would explain the difference of bailout policy by England and United States of America in facing global financial crisis in 2008. This research use qualitative method and economic political perspectives. This research takes the range of time from 2009 until 2010 where in that year was a condition after buying bailout found by England and United States of America.Bail out is a term used to explain about situation for the bankrupt entity or almost bankrupt, like a company or a Bank by giving a liquid fresh fund injection. It can be said simply that bailout is a direct government intervention in economy. According to Keynes, government intervention is needed in economy minimal in the form of policy.As countries with liberal economy, America and England have different bailout policy orientation to solve Subprime mortgage case. Subprime mortgage case was assumed as a trigger of this financial crisis. Bail out done by America refers to save their corporations and strengthen their economy in the future without damaging the system of liberal they believe. In spite of that England disposed to save their corporations and economy that was to side with the society, to avoid rush and public trust. As a result, England bail out was faster than America in decreasing crisis fluctuation by giving big budgeting. America was not as faster as England in decreasing crisis fluctuation because of the difference of time in giving bail out, bail out’s funding, corporations that should be given bail out, and another obstacle in the parliament.Key words: financial crisis, subprime mortgage, economic policy, bailout

Abstract

This study aims to knows the implementation of health and safety management systems of work implemented by PT Satria Perkasa Agung ,Distrik Siak Kecil , Kabupaten Bengkalis, based on legislation in force , the Government Regulation No. 50 in 2012 on Health and Safety Management System of Work. This research is took a number of respondents as many as 65 people .The data obtained through questionnaires and interviews with key informance then further processed to be tested based on Government Regulation No. 50 in 2012 . So I can see the implementation of the system , management is Health and Safety PT Satria Perkasa Agung , Distrik Siak Kecil , Kabupaten Bengkalis, in accordance with Regulation No. 50 in 2012 .The results showed that the company has implemented a Health and Safety Management Systems Work under PP . 50 In 2012 , amounted to 88 % or a total of 147 items that have been implemented.Keyword : Implementation, Management Systems Occupational Health and Safety, Analysis

Abstract

Office SAMSAT which stands for "System Administration Manunggal under one roof" where the office is under the auspices of the Government of Riau Province, It said the roof because the office is linked by three agencies:1. Pekanbaru City Police2. Riau Provincial Revenue Office3. Prog Pekanbaru city branchWhere the above three agencies together in one system and collaboration processes executed on the building, that provide convenience and improve service to taxpayers. The tax itself is a mandatory contribution to the region owed by private persons or entities that are forced by the law to not get rewarded directly and used for the purposes of the area for the greatest welfare of the people (Act No. 28 of 2009 on local taxes and levies), of understanding shows that people are obliged to contribute to the region, and should the public get quality service. But the fact that the service still have problems, such as local people do not understand that no changes to the existing regulations in Kesamsatan, ecause these changes at any time to change. And the changes are not socialized to people. The purpose of this study was to determine how the quality of public services in terms of annual tax ratification of two-wheeled vehicles in South Pekanbaru SAMSAT office.Concepts that researchers use the theory by Agus Dwiyanto there are several dimensions of services quality are : attitude officers, procedures, time, facilities, service. This research uses descriptive method with qualitative approach. Data obtained though interviews submitted to the informant and then analyzed by researchers. It also collected secondary data relating to the issues under investigation.has not run optimally. There is a weakness-weakness concerning the quality of services such as : The lack of socialization to the community officers about the latest regulations to which they apply and the not fit punctuality in accordance with the existing standart operating procedures, still the tendency of officers to provide services that are not fair to the tax payers.Keywords : The quality, Public Service, Samsat Pekanbaru Selatan.

Abstract

Effective Use Of The Tourist Area Of Seven Waterfalls Batangkoban Level As The District of Hulu Kuantan Kuantan District Local Revenue Singingi. Waterfall tourist area batangkoban seven levels has the potential to be developed in order to improve the regional economy or the economy of communities around the area . However, to exploit the tourist areas are not going well and also tourist areas have not been able to contribute in improving the regional economy. The purpose of this research is to examine the effectiveness of the utilization of the tourist area of seven waterfalls batangkoban level as local revenue and the factors that hinder the effective use of the tourist area . This study used qualitative research methods to the discussion of the fact that there is a description field. The results of this research note that the effectiveness of the utilization of the tourist area was not effective and was not fit for purpose or planning to be achieved . Factors that influence the effectiveness of the utilization of the tourist areas including goal achievement strategy that does not go according to , lack of appropriate policy , planning was not effective , the implementation of the programs, facilities and quality infrastructures poor and weak monitoring and control system is done to the areas tour

This research was conducted in PT. Bank Riau Kepri Cabang Utama Pekanbaru.. The setting of the problem is the effect of the implementation of sales promotion to the level of savings products at PT. Bank Riau Kepri Cabang Utama Pekanbaru.. The purpose of this research is to investigate the implementation of promotions, product sales, and determine the effect of the implementation of sales promotion to the level of savings products at PT. Bank Riau Kepri Cabang Utama Pekanbaru.This research using descriptive quantitative analysis method with SPSS system,questionaire used for collect the data, sampling technic using accidental sampling. This research composed of primery data and secondary data which is collected by writer from PT. Bank Riau Kepri Cabang Utama Pekanbaru. Organization is a means or instrument achieving goals . Therefore, the organization is said to be a container or vehicle , the activities of people who work together to achieve goals . In container activity that everyone had a clear assignment of authority and responsibility , relationships and governance work . Further Consultative Body Kepenghuluan organization that is one element of government at the level of kepenghuluan , whose membership consists of representatives of concerned residents kepenghuluan defined by means of Deliberation and Consensus . What is meant by a representative masyawarakat in this case as the Chairman Pillars of Citizens , indigenous stakeholders and community leaders that serves to protect the customs, making the rules , and share their aspirations of society , and of the functions of the Consultative Body tersbut kepenghuluan Pujud Kepenghuluan in Rokan Hilir district Pujud districts have authority discuss the draft regulations kepenghuluan with the prince , to supervise pelaksnaan kepenghuluan rules and regulations of the prince , propose the appointment and dismissal of the prince , the prince of the selection committee formed , digging , accommodating , collect , formulate and channel the aspirations of the people , and arrange the order of kepenghuluan consultative body . So far Consultative Body Kepenghuluan in kepenghuluan Pujud Rokan Hilir subdistrict district Pujud not maximized in carrying out its functions and authority as a check and balance between the government and the public Kepenghuluan .The purpose of this study is based on research problems is to know how the Implementation of Functions and Powers of the Agency Consultative Pujud kepenghuluan Kepenghuluan in Rokan Hilir district Pujud districts .Theoretical concept used is the theory of functions and powers according to Prof. Kepenghuluan Consultative Body or Village Consultative Body . Drs . HAW . Widjaja . The indicators in this study is Pengayoman , Legislation , Supervision , and the community and share their aspirations . With descriptive qualitative research methods , and research sites in Kepenghuluan Pujud Pujud Rokan Hilir with key informant penghoeloe , Kepenghuluan device , the Chairman and Members of the CPC , as well as community leaders .From the results, it can be concluded that in carrying out its functions and authority Kepenghuluan Consultative Body in kepenghuluan Pujud districts Pujud Downstream Roak district is not maximized as they should be in accordance with the functions and authority of the Kepenghuluan Consultative Body , namely , nurturing , legislation , oversight , and share their aspirations as people who have mandated in Rokan Hilir Regency Regulation No. 04 Year 2009 on Kepenghuluan Consultative Body .Keywords : Analysis , Function and Powers , Kepenghuluan Consultative Body

Abstract

PT .AngkasaPura II as the manager of the airport Sultan SyarifKasim II Pekanbaru .Implementation and development of airport construction should pay attention to eco - airport sothat the airport can function effectively and efficiently not only in the review of the technicalaspects , but also in terms of social , economic , and environmental .The concept of the theory is a theory that researchers use accordingManullangsupervision , while the indicators in this study is an oversight in the implementation ,setting standards , the division of tasks . The author combines the author of several majortheories on the concept of theory As for the factors that influence based on research found in thefield . Researchers using interviews and observation techniques using a key informant as aresource is the Engineering Dept. PT .AngkasaPura II and its employees and the communityaround the airport .The results of the study , it can be concluded that that the implementation of thesupervision and control by PT . AngkasaPura II, the concept of eco - airport airport in PekanbaruSultan SyarifKasim II as seen from a standard indicator of the determination , assessmentadministration , and also do repairs can be said has not done well . The factors that influencefactor affecting the surveillance and control activities in the implementation of eco - airport atthe airport Sultan SyarifKasim II Pekanbaru seen from all indicators ranging from HumanResources , funding / cost and participation is still not performing well , due to the lack ofsuumber adequate power , such as employee / staff of environmental monitoring and supervisionare not proportional to the number of monitoring locations .
