Abstract

This research will unravel the conflict in Nigeria due to terrorist attacks by a movement called Boko Haram. The author then attempts to present an analysis of the factors behind the actions of the Boko Haram. In spesific, this research will unravel how African Union as international organization who responsibility to African’s security and peace to handle Boko Haram at Nigeria since 2014-2015. To get a deep comprehension about how African Union worked at Nigeria since 2014-2015, this research used some theory to explain how the result. The theoretical framework applied in this reseacrh are international organization and human security, as well as in international relation science.. This research used nation-state analysis level. The African Union effort at Nigeria include military, economic and humanism. In this situation, African Union do some cooperation with others country and other international organization. When African Union did this mission, they find some problem and obstacle, like the funding and logistic insufficiently, unavailable the diplomacy way with militant groups and the inability of Nigeria to take establish the stability of the country, so that why the conflict is still ongoing.Keywords : African Union, Boko Haram, Nigeria, Terrorism

Abstract

The conflict that impinged the Rohingya muslims had occured since the fall of Myanmarc to military junta, the muslims in Rohingnya discriminated by the policy that made by the military junta government and resists the muslims in Rohingnya to cross the boundary and being refeugees in case of the discrimination. Saudi Arabia is the country that care to their suffer since in the past and presents had given the asylum to 170 thousand of Rohingya muslims.This research use the Security Theory of Barry Buzan, which the non-military threat cannot to be ruled out because this threat includes religion, ideology and economy. The datas, statements, facts, information, also the arguments in this research use qualitative methods. The analyze level of this research explains the reasons of Saudi Arabia given the asylum to Rohingnya muslims.This research explains the result of the hipothesis is the motivation of Saudi Arabia deliberately gave the asylum to Rohingnya muslim caused by the common ideology among Saudi Arabia and Rohingya muslims, that is ahlussunnah wal jamaah or in exactly Sunni. Saudi Arabia also give the opportunity to Rohingnya muslim to work or gain the profession in labor sector which in these times filled up by foreign workers. Rohingya muslim get their rights such as educations, health facility, and another rights as the citizens of Saudi Arabia itself.Keywords: Myanmar Conflict, Rohingya muslims, refugees, Asylum seeker, Saudi Arabia.

Abstract

Autonomous regions and globalization has encouraged an increase in the capacity of the government and the town of Bukittinggi in good governance as a prerequisite for development and a step that makes the fabric of wider cooperation. It encourages the development of sister city cooperation Bukittinggi city government and the Seremban Municipal.Implementation describes the successful cooperation of Bukittinggi and Seremban Municipal. The study used Pluralism perspective. Used theoretical framework cooperation theory, effectiveness, as well as the concept of sister city.In connection with the objectives to be achieved together, the cooperation between the government of Bukittinggi and the Seremban Municipal sister city cooperation greatly helped the city of Bukittinggi in developing all the advantages of natural resources and beauty that can not be in doubt. This study uses primary data that is direct observation of the application of the sister city in Bukittinggi town and using qualitative analysis research. The results showed that the implementation of the implementation of cooperation sister city of Bukittinggi and Seremban Municipal positive impact and can be utilized by the town of Bukittinggi in developing amcam various agreements that have been listed in the agreement between the city and the Municipal Bukitttinggi Seremban.Keywords: Sister City, Cooperation, Bukittinggi and Perbandaran Seremban

Abstract

This research explains Tiongkok’s interests in issuing a veto against the UN Security Council resolution drafts on syria conflict in 2012. The conflict in Syria is one of the impact of the Arab spring. The conflict in Syria is a civil conflict that demands the Syrian president to step down. In the face of the civil conflict, the Syrian government often used military and armed forces that resulted in the loss of life of many civilians. Seeing the Syrian government action taken in the face of this conflict, the UN Security Council drafted resolutions on Syria to help resolve the internal conflicts. This research will discuss about Tiongkok’s interest in syria conflict so that Tiongkok issued a veto on the UN Security Council resolution. This research applied realisme perspective, Diplomacy theory and Nation-State analys. Realism perspective believes that main actor in international relations is a country. This research collected data from books, journals and websites which discusses the existence of Tiongkok interest in Syria Conflict and Tiongkok reasons issued a veto of UN security Council resolution in Syria conflict. Abstract

Discussing about the lifestyles means also talking about the trend with the times. At the end - the end of the trend of wearing jewelery decorated precious stones (agate) are rampant among the wider community among parents and young people. Due to the discovery of different kinds of stones, colors and things that contains the value in terms of both economic and mystical in the rock so that the precious stone into one of the phenomena in Indonesia and because of these things comes the interest in the same interests, forming associations or community in this community Permata Riau Association (APR). This study aims to determine the motive of the community members in collecting and joined APR and also to know the meaning and communication experience gained by members of the APR. This study uses qualitative research methods with the presentation of descriptive analysis. Data collection techniques used were observation, interviews and documentation. In reaching the validity of the data in this study, researchers used the extension of participation and triangulation. Subjects were community members APR whereas research objects and motifs communication experience acquired in the community APR. The results of this study indicate that the reason why they join into the community APR for their motives past and future as well agate interpreted as a medium of self-expression as well media communication among lovers of rock and also get communication experience pleasant and unpleasant during Circles APR.Keywords: phenomena, communication, community, agate

Abstract

Training and development is an activity to improve the quality of human resources in achieving mastery of skills, knowledge, and abilities. The formulation of the problem in this research is how the "Implementation of Training and Development at the Center for Agricultural Training Rural Governmental of Real Kubang Jaya Subdistrict Siak Hulu and Kampar Factors affecting Implementation of Training and Development at the Center for Agricultural Training Rural Governmental of real Kubang Jaya Subdistrict Siak Hulu Kampar "with the aim of research to" Knowing Implementation of Training and Development at the Center for Agricultural Training Rural Governmental of real Kubang Jaya Subdistrict Siak Hulu and Kampar Knowing factors affecting Implementation of Training and Development at the Center Governmental Rural Agricultural training of Real Kubang Jaya Subdistrict Siak Hulu and Kampar". The method used is descriptive qualitative method, the analysis that seeks to provide a detailed description based on the fact that some in the field regarding the implementation of training and development, especially on Governmental Rural Agricultural Training Centre of Real Kubang Jaya. The data used in this study consisted of (Assessment of Needs, Objectives, Materials Program, Principles of Learning), and secondary (Cost Effectiveness, Accuracy and Compatibility Facility, Capabilities and Preferences Participant, Capabilities and Preferences Instructor). Data collection techniques include: observation, interviews, and a review of documentation. Involving thirteen persons consisting of one head of one person BPPKP field P4S P4S chairman of the public relations and promotions section P4S three instructors from three participants three alumni and one P4S environmental community.The results of this research is Implementation of Training and Development at the Center for Agricultural Training Rural Governmental of Real Kubang Jaya Subdistrict Siak Hulu and Kampar yet well run. This is because all of the participants have had training in real work P4S Kubang Jaya have increase in knowledge, skills and abilities. Abstract

Ethics Enforcement Commission Regional Government (KPEPD) is an independent agency established by the government of Solok as an institution functioning supervise and follow up ethics violations committed by government officials and the community Solok. Ethics of local government is a set of moral values and ethics as a guide in the act, behave, act, and say to the organizers of the local government and the community. Ethics of local government is designed as a basic rule that the state officials and the public aware and not in violation of the law. In fact in the ethics enforcement efforts in Solok KPEPD rated by many parties have not done performance in line with expectations, as an example, there are many ethical violations that occur are not processed properly by KPEPD.The purpose of this study was to analyze the performance of KPEPD and the factors that influence it. This study uses qualitative descriptive methods, data collection techniques by observation and interviews in which the parties involved in KPEPD and officials who drafted the regulations ethics as an informant. This research using the Theory of Performance Assessment Criteria Gomes.The results of this research shows that the performance of KPEPD overall compliance with the applicable procedures, but in the process of monitoring and enforcement of sanctions KPEPD find many obstacles, one of which is not directly inflict punishment on officials who abuse because all authority sanctioning returned to duty or the institution where the work ethic unscrupulous offenders. Other constraints affecting KPEPD is the socialization of regulation and its facilities and infrastructure are considered inadequate to date.Keywords: Performance and Ethical Governance

Abstract

The economic development of the city of Pekanbaru Increasingly rapid impact on the progress of development. The development progress itself in the form of the construction of home store buildings (ruko) that occur in all the sub-district in the city of Pekanbaru. Home store buildings (ruko) is a building used as a place to live and a place to do business. Their home store buildings (ruko) were switching function having a negative impact, so that the switch functions of supervision of the home store buildings (ruko) to address the deviations is a serious matter. The method used in this research is qualitative. So that the collected data is the data is derived from interviews, documentation, and observation. By using qualitative methods will provide more fundamental problems and deep switch functions related to the supervision of the home store buildings (ruko). The results of this research, monitoring implementation of the conversion of home store buildings (ruko) in the city of Pekanbaru has not fully maximized. Judging from the shape of the oversight conducted, coordination between instant Occurs competent and conditions of inspectors charged with overseeing the conversion of home store buildings (ruko). Coupled with the limitations of strategic land and less accommodating regulation be a driving force going over the home store buildings (ruko). This is evidenced by many home store buildings (ruko) who converted to hotels, karaoke bars, schools, boarding houses and others. The transformation of the home store buildings (ruko) is negatively impacted, Become have many places to do any unlawful activity, irregular urban planning and traffic that can not be predicted. Abstract

Teratakbuluh village is one of in Siakhulu subdistrick Kampar districk. The analizy cosh and balances the Teratakbuluh village is less especially in 2014. Teratakbuluh village struggle to add the cosh so that the village can be using to all people is not except buerocracy. Teratakbuluh has many change the APBDes cause the Alokasi Dana Desa (ADD) is not enough to progress to all people in the village. So, Teratakbuluh village should many enter the cash village. In 2014, Teratakbuluh village has many money from Dana Perimbangan, Teratakbuluh village get from Siakhulu subdistrick and Kampar districk. The government Teratakbuluh village can be changed the rule of village (Peraturan Desa) which of UU Number 6 in 2014 about “Village”. So that, the rule of village can give to all people in the Teratakbuluh village to follow the rule especially APBDes. The methods to learn about APBDes in Teratakbuluh village is qualitative, and the key informan is all in village office. The writer give some problem about it, cause this is very interested to learn about APBDes in Teratakbuluh village, Siakhulu subdistrick Kampar districk. The writer conclude about APBDes Teratakbuluh still less to enough all people. Abstract

Developments in technology, communications, and information associated with a significant dependence on the social media audience that social media becomes a necessity that must be accessed every day. One of the popular social media is instagram, namely an application for sharing photos and short videos that are 15 seconds. Instagram is very easy for audiences to share videos in a fast way so that the audience can upload videos every day. Dependency Theory to explain the nature of one's dependence on a medium in this case is social media audiences can demonstrate the existence themselves through video upload. The purpose of this study is to determine how much influence the intensity of uploading videos to self exixtence of members Pkuvidgram.The method used in this research was quantitative method with explanatory survey, researcher collected data using questionnaires. The location of this research is on the community Pkuvidgram (Pekanbaru Video Instagram). The number of samples for this research were 60 respondents to the census method is to take the whole subject in the population. To determine how much influence these two variables, the researchers used a simple linear regression analysis. As for the questionnaires data processing use Statistic Program Product of Service Solution (SPSS) version of Windows 16.Results of research on the influence of intensity uploading videos to self-exixtence of members Pkuvidgram, research shows that the correlation coefficient values obtained in this study is Y=27.649+1.829X 0.000 significance level smaller than α = 0.05. This means that there is the influence of intensity uploading videos to self-existence of members Pkuvidgram as much 44.2% which is in moderate category, known from the test results the coeefficient of determination, that means the members Pkuvidgram utilize social media of instagram to share the video in order to improve their own existence to the social environment.Keyword: intensity, uploading video, instagram, existence, pekanbaru video instagram
