Abstract

The dynamics development of Pekanbaru that has improved rapidly accompanied by population growth, industry, investment, and the trade that has been developed quickly in Pekanbaru which has brought the consequences to garbage volume improvement by the societies, where as the government officer ability in handling the garbage problems is very limited. This time, Public Service of Pekanbaru has appointed Private Service in handling the garbage problems. There is Multi Inti Guna Ltd. to keep environment clean. Multi Inti Guna Ltd. has duties to monitoring and carrying out the garbage at eight of twelve sub districts in Pekanbaru, meanwhile the other sub districts is managed by Purity and Horticulture Service of Pekanbaru.This research was conducted in Pekanbaru. The objective of this research was analyzed and known the factors that have influenced in implementation of handling the garbage problems that has been done by Purity and Horticulture Service gathered to Multi Inti Guna Ltd. in Pekanbaru. The theory of this research used the theory of George R. Terry about the function of management. Private Partnerships in Managing Stacking Waste management is needed in this accumulation of garbage management activities. Therefore, the authors used management theory.This research is done by using descriptive qualitative method. The technique of sample taken is using Purposive Sampling. The technique of data collection used observation method, interview, and documentation.This research was findings about the management of public private partnership in handling the garbage problems in Pekanbaru. The researcher finds that there is still ineffective and optimum of public private partnership in handling the garbage problems in Pekanbaru. The influence factors in handling the garbage problems in Pekanbaru is population growth, societies’ knowledge and participation, human resources, infrastructures, and funds.Key Words : Management, Public Private Partnership, Piling Garbage

Abstract

Tradition pasambahan manjapuik marapulai is one type of Minangkabau oral literature. This tradition is carried on in traditional Minangkabau wedding ceremony. Pasambahan happens in the show is a kind of manjapuik marapulai pasambahan reciprocated. The study took place in the Dusun Tampuak Cubadak, Jorong Koto Gadang, Nagari Koto Tinggi, Baso, Agam, West Sumatra. The purpose of this study is to investigate the implementation of manjapuik marapulai pasambahan tradition is normative and the process of inheritance traditions manjapuik pasambahan marapulai. The method used in this research is descriptive qualitative research methods. Descriptive qualitative research is research that aims to uncover the facts, circumstances, and the various phenomena that occur. Relation to the disclosure of this research is the implementation of a normative tradition and shift implementation at this time. Therefore, the author will develop concepts, collect data and facts that occurred in the study area. Data collection techniques used were in-depth interviews and observation. While descriptive qualitative data analysis techniques through data collection, data reduction, data presentation and conclusion along with suggestions. Based on the implementation of the results of research, implementation pasambahan tradition manjapuik marapulai has happened persegeran of normative rules such as roles, responsibilities, and procedures for implementation. In the process of inheritance is also influenced by the level of interest or motivation, facilities and infrastructures, media information and communication, environmental conditions of society, and the media that are used during the process of inheritance. In the tradition of pasambahan manjapuik marapulai contained values such as the value of humility, value manners, the value of deliberation, the value of accuracy, and the value of adherence to customary rules applicable.Keywords: Tradition Pasambahan manjapuik marapulai, the implementation of the normative, and the process of inheritance

Abstract

This study aimed to determine the effect of motivation and discipline of work to employees performance at PT. Posindo (Persero) Branch Office Pekanbaru. Where the proposed two independent variables, namely the provision of motivation and discipline of work and the dependent variable is the performance of employees. Analysis of the data used by using spss. Results of analysis using multiple linear regression, t-test, and the test of determination (R2), and the F-test. So that the figures obtained R2 (R Square) of 0.673, or 67.3%. This shows that the percentage contribution of independent variables (motivation and discipline of work) on the dependent variable (performance of employees) amounted to 67.3% and strong relationships with a large award is 0.673. While the percentage of the remaining 32.7% (100% - 67.3%) influenced by other variables not included in this study variables.Keywords: Giving Motivation, Discipline Work, Employee Performance

Abstract

Regional Development Planning Agency (Bappeda) of Pekanbaru city is one of the local government institutions accordance with their tasks to help heads of regions in organizing of government in development planning. Regional development planning must reflect the reality of the needs of an area, which be functioning as a plan to improve the use of available public resources in the region. One of the problems that occur is Bappeda can not be separated from the various constraints such as the lack of documents availability of study results or study to formulate the development planning program. There are still a lack of quantity and quality of human resources in the Bappeda environment, so it is difficult to make a quality and on time planing. Meanwhile, high and rapid of development and growth of the Pekanbaru city which must be balanced by Bappeda to produce planning products that can answer development and changes of region in the future. By applying the knowledge management is believed to have an important role in helping to improve the effectiveness of Bappeda because it can encourage the use of prior knowledge to improve the quality of decision making process. In addition, knowledge management can also serve as a tool in the process of organizational change, because the knowledge management can help to build a culture of learning within an organization. Learn to perform activities which they are responsible should be getting better over time. Based on this, researchers interested in conducting a qualitative research on the application of knowledge management in Bappeda Pekanbaru City.Theoretical concept used by the author is the theory of knowledge management Ismail Nawawi are: human, process, technology, content and the factors that affect the implementation of knowledge management in the organization. This study used a qualitative research with descriptive study. In collecting the data, the researcher used interview, observation and documentation.The results of this study indicate that Bappeda has implemented knowledge management, although there are still deficiencies in the implementation process, for example such as lack of awareness to share information among employees outside the meeting activities. But the advantages are Bappeda continue to make changes for the better as the enactment of theimplementation of an online system to provide information of evelopment activities to the society which is currently only up to the district level.Key words: Application, Knowledge Management, Development Planning

Abstract

This research was conducted in Desa Berancah Kecamatan Bantan Kabupaten Bengkalis. The purpose of this study was to determine the form of socio-economic relations between the owner panglong charcoal with charcoal panglong workers (Suku Akit) in Desa Berancah Kecamatan Bantan Kabupaten Bengkalis. This study entitled "Patterns Division of Labour and Social Affairs at the Economic Community Panglong Worker (Suku Akit) In Desa Berancah Kecamatan Bantan Kabupaten Bengkalis". The focus of research topic What is the pattern of division of labor in the management of panglong charcoal on (Suku Akit) community in Desa Berancah Kecamatan Bantan. Population of this research is all workers panglong. Sampling was done by purposive technique. sample of 12 workers panglong. The author uses descriptive qualitative method and the data were analyzed qualitatively. Instruments Data were observation, interviews and documentation. The results showed that there are four types of division of labor in a charcoal kiln Desa Berancah, as follows: Hunter mangrove wood, wood-burning mangrove, Dismantling and arrange the charcoal from the stove, and Loading charcoal into the space reserved from this research it is known that there are three kinds socio-economic types of relationships formed in the work system panglong in Desa Berancah, namely Please helping, in a working system panglong are social relations typical helping. Typical here because the owners do not want to increase the amount of wages given to workers charcoal kiln owners. However, if in the form of the necessities of life such as the urgent needs of the owner panglong will be happy to help. Bargaining System, a system of bargaining in question is a form of cooperation that is based on the same goal. Between owners and workers charcoal stoves are a bargaining process that is inevitable in determining wages are set and the wages will be accepted. The existence of the Association of collectivity in social relationships, relationships togetherness in question is bound by a common emotional worker among workers. Abstract

Unauthorized Gold Mining (PETI) activities that occur in Kuantan Singingi is still ongoing and need special handling from government. PETI control policy has taken by Kuantan Singingi District's government through a Regent Decree No. 13 of 2013 About Formation of a Team of Integrated Control of Unauthorized Gold Mining (PETI) as a rescue of environmental damage efforts and social and economic life of society repair in the future.This research was conducted at the Department of Energy and Mineral Resources and the Environment Agency Kuantan Singingi District. This research method was qualitative research. Data collection techniques used were documentation, interviews and observation. While the data analysis performed descriptively. This study examines the implementation of PETI's control policies and the effectiveness of environmental damage control policies implementation damage caused by PETI well as the factors that influence Kuantan Singingi District's Government policy implementation in the control of environmental damage due to PETI.The study results showed that the control of environmental damage due to PETI policies implementation in Kuantan Singingi year 2013-2015 not implemented effectively and well, proven by today still ongoing PETI activities that cause a lot of environmental damage without decisive action from the government due to various constraints and inadequate supporting factors in the field.Keywords : Unauthorized Gold Mining (PETI), Government’s Policies, Environmental Damage Caused.

Abstract

Gerakan Indonesia Raya (GERINDRA) is a relatively new political party that eligible to propose candidates for legislative council. Gerindra has it own pattern to recruit candidates that will be nominated in the 2014 second legislative elections. Gerindra implements a tight mechanism of recruitment, so that hopefully the person who will be the people’s representative is the best one, especially in Pekanbaru city council. It has been proven that in 2014 election, gerindra increased vote significantly from 2009.Starting from that background, this research aims to identify the pattern of gerindra’s recruitment since it was succeeding to raise the number of vote significantly. The method used in this study is a qualitative research method. Data collection was done by in-depth interviews to several representative informants and also documentation, data were analyzed based on the results of interviews.Recruitment pattern of gerindra begin with screening and some specific criteria were given to be fulfilled by the candidate. One of the factors that obstruct is the tight screening process so it become a hard decision to discuss because it is not easy to find a name that really fit the party’s criteria.Keywords : Recruitment pattern, political party, legislative councilcandidate

Abstract

This research is motivated by the conflict between PT Mutiara Agam with Indigenous peoples Nagari Tanjung Manggopoh which takes place in a long duration. The conflict between PT Mutiara Agam with this community due to customary by people Nagari Tanjung Manggopoh demanding PT Mutiara Agam according of land of 2500 ha of communal land they are located in villages Tiku V Jorong. This study aims to determine how the portrait of conflict management is done through the interaction of the actors. This study uses a qualitative assessment of descriptive data. In the data collection researchers use interviewing techniques and documentation. By using key informants and documents as sources of information.The results showed the communal land conflicts Pasukuan Tanjung Manggopoh with PT. Agam pearl has been going in a long duration. The conflict due to the protracted conflict management failed to reach a consensus as its platform for true peace. The fundamental difference between customary law with formal law, the difference between the oral tradition to written tradition are strong reasons to see the failure of communal land conflict management. Broadly speaking portraits of communal land conflicts pesukuan Nagari Tanjung Manggopoh with PT Mutiara Agam has a complex actor. Many actors below the surface of the main actors are reproducing new conflict as a result of major conflicts protracted. The dynamics of long duration, and complexity of the actors makes the conflict has shifted the issue and form a layered structure of conflict. The issue was originally a conflict because identity is threatened, shifted into conflicts of interest of social, economic, and political of all actors.Keywords: Actor Interactions, Conflict, Communal Land

Abstract

This research describes the prepared of Dumai City Government toward an ASEAN Economic Community in 2012-2015. ASEAN Economic Community are create by ASEAN Member toward a China, India and Japan economic groeth. In order that ASEAN make a common market to integrated te market in ASEAN and it will be power to support the economic groth of ASEAN members.The research method used was a qualitative with descriptive as a technic of the research. Writer collects data from books, encyclopedia, journal, mass media and websites to analyze the prepared of Dumai City Government toward an ASEAN Economic Community. The theories applied in this research are liberalism perspective with the globalization theory by Robert W Cox.The research shows that prepared of Dumai City Government toward an ASEAN Economic Community are in economic and infrastructure. Some of policies are Dumai Government increase of foregin invest in Dumai City. Create a some regulations in investment trade, increase a growth in infrastructure and Dumai Government implemented of Saving economic in subdistrict in Dumai City.Key words: Dumai, economic community, invest and trade.

Abstract

This research focuses on the motivation of Iran to reopen the Office of the Embassy in the UK in 2015. The closure of the Iranian embassy and the British started from the attack protesters against the Office of the British Embassy in Iran. Britain has imposed a number of sanctions and embargo against Iran over its nuclear development. Iranian diplomacy in obtaining freedom nuclear development achieved during the reign of President Hassan Rouhani through the Joint Action of Geneva of Interim Agreement on Iran's Nuclear Program which was attended by Britain, France, China, USA, Russia and Germany (P5+1). The results of this agreement known as the Joint Comprehensive Plan of Action (JCPOA). This research used of journals, books, and websites. The theory used in this research is National Interest in Realism perspective. Level of analysis is National State. This research explain that Iran's efforts to reopen the Office of the Embassy in the UK is to obtain the removal of sanctions of Iran and to restore the confidence of the international community related to Iran's nuclear program.
