Abstract

This study aims to examine the institutional revitalization of Indigenous Village Central District of Mempura Siak, where the revitalization program excludes Siak District Regulation No. 2 of 2015 Concerning Determination of Indigenous Village in Siak. Institutional revitalization of Indigenous Village Central is a form of empowerment customary law, which is expected to raise awareness about the rights and the existence of the community and the increased capacity so that customary law community is able to achieve access to the resources that exist, whether economic, social, political and cultural, as well as participating in all phases of the development process. In analyzing and explaining the results of this study, the authors used a qualitative research and analysis in this study used qualitative data analysis. The data discussed in this research is the answer from the results of interviews conducted with informants who have been determined by the authors, consisted of BPMPD Siak, Member of Parliament Siak who handle parts Institutional Indigenous Village, the Head of the Government Law Siak, LAMR Kabupaten Siak, Head Mempura, LAM District of Mempura, Penghulu Adat Kampung Tengah, Bapekam, clerk, Indigenous Stakeholder and public figures related. Results of research on Institutional revitalization of Indigenous Village Central District of Mempura Siak showed that: 1. Indigenous Village Central deserved to be Indigenous Village because it meets the criteria of Indigenous Village; 2. The community responded positively to the revitalization of Central Institutional Indigenous Village; 3. The process of revitalization of Indigenous Village Central Institutional concretely unmet due to the lack decree governing the technical implementation of the village of Indigenous and Indigenous Village code has not been issued by the Ministry of the Interior; 4. inhibiting factor in the revitalization process Institutional Indigenous Village Central District of Mempura Siak is still a lack of regulatory systems governing the Village People, people's participation and allocation of funds. Abstract

Jalan HR. Subrantas is one of main streets in Pekanbaru that connects Riau Province, West Sumatera Province, and North Sumatera Province. The existence of this street is important for visitors to know more about icons in Pekanbaru, especially Islamic State University Sulthan Syarif Qosim, University of Riau, Tampan Nuthouse, Panam’s Awal Bross Hospital, etc. Consequently, this street has to confer impression of control and ecofriendly in order to make every single visitors who come to Pekanbaru get good experience. However, the condition of this street is unlikely what it is expected. There are some street vandours (Pedagang Kaki Lima) on the side of the street. It implies that the regulation of Pekanbaru City is not yetproperlyfollowed. Hence, the researcher is interested in doing a reseach about how the street vandours should be controlled on Jalan HR. Subrantas, Pekanbaru City.The concept that is used in this research is implementation that is told by Van Metter and Van Horn. According to them, there are a few factors that affects the policy to be followed properly, such as: standard and policy’s targets, resources, the communication between organization and implementator agency, the condition of sosial economy politics, and implementor’s disposisions. The objectives of this research is to analyze the cause of street vandours operate in the side of the street, and the way to implement regional policy (Perda) No. 5 year 2002 effectively. The method that was used in this reseach is descriptive method. The data collection technique is interviewing, observation, and documentation with purposive sampling method as the information and the data analysis with triangular technique.The result of this research shows that the control of street vandours at Jalan HR. Subrantas is not yet done maximally because of the restrictiveness of human resources and facilities and infrastructures. The reason why the street vandours in Jalan HR. Subrantas do not want to move to other location that is prepared by governmentis that the location is unlike what they expected.Keywords: Street vandours, Implementation, Jalan HR. Subrantas

Abstract

Investment services and integrated one stop services (DPM-PTSP) delegated 17 licensing and non-licensing Kampar regent by regulation No. 2 of 2013 regarding the delegation of authority to the Head of Department of Investment and Integrated One stop services . One licensing namely Trade Permit (License), Handling of Trading Business License at districts Bangkinang City more than Districts Bangkinang.The research aimed is to dtermine the effectiveness of service busines license in the investment services and integrated one stop services (DPM-PTSP) in Kampar. According to Duncan, there are three criteria for measuring the effectiveness is achievement of objectives, integration, and adaptation. While the factors that influence the effectiveness of service is leadership, personnel resources, public awareness and facility. This study use description based on the data that was collected in the field, them the presentation of data can describe the results of interviews and observation will then be deduced.The results of this study indicate that the investment services and integrated one stop services (DPM-PTSP) in Kampar have been effective in providing services to the public especially busines lisence. More subdistrict Bangkinang City manage licensing because for subdistric Bangkinang city more aware of the importance of licensing, and often follow socialization conducted by in the investment service and integrated one stop service, as well as many community businesses domiciled in the district of the Bangkinang City.Key Words : Effectiviness, Service, Busines Lincense

Abstract

This research was conducted in the MA Al-Ihsan Boarding School Kubang Raya, Kampar - RIAU. IBS is Fullday School, learning load settings adjust the allocation of time specified in the curriculum structure. Education program is 54 hours of lessons each week. Every hour lesson duration 45 minutes, so there is a difference of 10 hours of national education standards. 10 hours of lessons are used for extracurricular mandatory 6 JP, 2 JP for extracurricular options, and 2 JP used for self-development (mentoring). The addition of more based on the analysis of global excellence of the school. In the case of the IBS aims to shape the character of their students become the generation that Islamic morals. The purpose of this study is: To determine the IBS method in shaping the personality of students. To determine changes in behavior or personality of students after school at IBS. To find out the student application to the environment or the surrounding community.The samples in this study is the quota sampling technique is a technique to determine the number of samples of the desired population as many as 53 respondents. The method I use in this research is descriptive analysis, which analyzes the data collected, tabulated according to the type of data and present the results of processing the data in tabular form and provide information by linking theory in accordance with the existing problems and menginterprtasikan against relevant results later be concluded.Based on this study, it can be stated that the success of IBS in shaping the personality of students still have not reached as expected. Known from the recapitulation of the 10 sub respondents saying "Yes" as many as 23 respondents or 43.40%. That is yet to reach 50% of students / i grade 2 MA were successfully formed his personality as expected IBS. While respondents expressed sometimes as many as 27 respondents or 50.94%.Keywords: Socialization, Boarding School, Education System

Abstract

Tesso Nilo National Ecotourism Park is one of potential tourist attractions in Indonesia which located in Pelalawan District and offers us a concept of forest tourism, because Tesso Nilo is a wonderful lowland tropical forest. This research aims to find out the promotional strategy which runs by Tesso Nilo National Ecotourism Park in increasing the tourists.This research was carried out in Tesso Nilo National Ecotourism Park. Using decriptive qualitative method and purposive technic where the author giving the descriptions about ecotourism research clearly and systematically. This research also uses interviews, observations, and documentations in collecting data.Based on the research, the promotional strategy which used by Teso Nilo national ecotourism park in increasing the number of tourists are; promotion mix, is an advertising promotion including outdoor media and print media; public relations, such as counseling to the surround communities, social services, and build a good relationship with the stakeholders; word of mouth, which came from the tourist’s experiences and good services especially who’ve followed the Simaksi; Personal selling, such as events and exhibitions.

Abstract

This research describe the respons of Indonesia toward the economic protectionisme policy of Nigeria in 2012-2016. Nigeria are one of states in Africa Regions that have a big populations and a potency in oil and mineral. As a states that have a big potency in oil and mineral so Nigeria have a big impor then export in order that since 2004 the Government of Nigeria have done implemented the economic protectionisme policy likes import prohibit policy, tariff porduct policy and standarizations product. Thats policy have impact for export product from Indonesia because nigeria are one of market potention Indonesia from export non oil mineral product.The research method used was a qualitative with descriptive as a technic of the research. Writer collects data from books, encyclopedia, journal, mass media and websites to analyze the respons of Indonesia toward the economic protectionisme policy of Nigeria. The theories applied in this research are merchantilism with the nations state analyze and national interest concept, the foregin policy theory.The research have conclusions that the respons of Indonesia toward the economic protectionisme policy of Nigeria are by somes step policy likes Government of Indonesia have a create Indonesia Trade Promotions Centre (ITPC) in Lagos Nigeria as a tade missions by Trade Agency, The Government of Indonesia and Nigeria have a dealling about Preferential Trade Agreement (PTA) and the Government of Indonesia create a international bussiness exhibitions in Nigeria and Tunisia for market brief in Nigeria.Key words: respons, economics, protectionime and policy

Abstract

Siak local tax collection is a mandatory contribution from the taxpayer to the regions that are owed by individuals or entities that are enforceable under the laws taxing areas used for the purposes of the area for the prosperity of the people. One of the regional tax is a tax of birds nest. The tax collection in the district of Tualang is technically implemented by UPT Department of Revenue, Finance and Asset Management Regional District of tramp as an officer of a tax collector. However, in its oversight of the taxpayer has not carried out the examination results direct sales, so do not achieve the tax targets have been set.In this study, the concept of the theory used is the theory of supervision put forward Manullang (2008) as a research instrument, which to measure supervision of tax collection of birds nest must be standards and the size of the first, then held the scoring act and act correction if it deviates from the standard ( conditions set). This research uses qualitative descriptive method of data collection techniques include interviews, observation and documentation study.The results showed the supervision of the tax collection of birds nest has not been optimally implemented. Where actions undertaken votes UPT revenue, Finance and Asset Management Sub district Tualang only through examination of documents the taxpayer. Inspection and monitoring of directly against the business or selling their captive birds nests, to identify and assess the tax compliance in carrying out obligations under optimal conditions have not yet in sight.Keywords: Monitoring, Local Tax, Withholding Tax, Tax Payer

Abstract

This research is motivated by Infrastructure Development of Tanah Merah Village, Tanah Merah Sub-district, Indragiri Hilir Regency that has not been realized well in accordance with the Tanah Merah Village Development Program Activity Plan as stated in RKPDes Desa Tanah Merah document. The purpose of this research is to find out how is the Implementation of Village Government Work Plan (RKPDes) in the Village Development Sector of Tanah Merah based on Indragiri Hilir Regent Regulation No. 27 of 2016 about Regional Development Plans Indragiri Hilir Regency in 2016 Year and what factors that affect the Implementation of Government Work Plan (RKP) in 2016 Year at the field of development of the village of Tanah Merah.Based on the formulation above of the research problems, to answer the purpose of research, the authors use the theory Tachjan (2006: 8). According to him, there are three things that must be fulfilled in the absolute implementation of: First, the Implementing Elements, Second, Programs conducted, Third, Target Group.While the method used in this research is descriptive qualitative, in the form of primary and secondary data. Data collection techniques such as observation and interview. Determination method of research informant used is triangulation technique. Research location in Tanah Merah Village and Tanah Merah Village Office Tanah Merah Sub-district Indragiri Hilir Regency.The result of the research shows that the Implementation of Village Government Work Plan (RKPDes) in the Village Development Sector of Tanah Merah Tanah Merah Sub-district of Indragiri Hilir Regency conducted by Tanah Merah Village with a description of who becomes the implementing element of the village development program and how it is implemented. In the implementation of the system has not been realized optimally with influencing factors such as communication factors and geographical factors.Keywords: Implementation of the Policy, RKP

Abstract

A change of centralized and decentralized governance system, marked by the issuance of law 23 of 2014 on regional governance. The change can be seen from the shift of status and position of an institution in the whole formation of local government system. Mayor of Pekanbaru as one of the municipal governments in Indonesia is not spared from the consequences, the problem until now delegation of some authorities that have been delegated to the sub district although it has been established according to the delegation of authority regulated in mayoral regulation Pekanbaru number 11 of 2013 about delegation of some authority of mayor Pekanbaru to sub to organize regional government affairs covering 8 aspects. But the delegation of authority to the subdistrict chief, especially the marpoyan subdistrict, is still not running optimally as a regional tool, especially in the aspect of coordination in the field of health.The implementation of the delegation of government authority in the field of health from the mayor of Pekanbaru to the marpoyan subdistrict peace is not running optimally. First, the system. The lack of coordination meetings with the regional apparatus unit made the coordination of the subdistrict heads with the regional apparatus working unit still less intertwined. Second, human resources. Camat is not fully able to perform its duties on the grounds of lack of human resources and existing training is less support the empowerment of existing human resources. Third, the relavant institutions. Abstract

This research was conducted at Perumahan Gading Marpoyan Kecamatan Bukit Raya Kota Pekanbaru. The purpose of this research is to analyze the behavior of motorbike rider at Perumahan Gading Marpoyan Kecamatan Bukit Raya Kota Pekanbaru. The main focus in this study is the behavior of motorcycle traffic at Perumahan Gading Marpoyan Kecamatan Bukit Raya Kota Pekanbaru. The sample in this study amounted to 5 people. The author uses descriptive and qualitative methods of data are analyzed qualitatively and using purposive sampling technique. Data instruments are observations, in-depth interviews and documentation. From the research conducted, the authors found that the behavior of motorbike riders in traffic and serve the passengers are as follows :1. Precautions, In observing alertness, research subjects always pay attention to personal health and self condition so as not to bring bad impact for passengers. 2. Awareness, to pay attention to consciousness, passengers with the usual remember the nature of his work not only about the fulfillment of economic needs itself. 3. Anticipate, in increasing the quantity of work, motorbike rider need to pay attention to the condition of the body which must always be healthy and fit. Factors that influence motorbike rider behavior in traffic and serving passengers are as follows : Internal factors (Motivation, knowledge, skill, age and economy) and External factors (vehicle condition and environmental conditions).Keywords: Behavior, Behavior Factor, Motorbike Rider
