Abstract

Since Law Number 28 Year 2009 was regalized, all of relating Land and Building Tax (P&B Tax) Of Rural and Urban have been transfered to local goverments. The locals goverments are expected to explore the exsisting potential, as well as be able to increase the District Own Source Revenue (DOSR) especially those steamming from Land and Building (P&B Tax) Of Rural and Urban. But in fact, the collecting of Land and Building (P&B Tax) Of Rural and Urban in Bagan Sinembah Sub-District Rokan Hilir Regency has not run optimally yet. It can be proven by the result of recapitulation of acceptance has no reached the set target yet. Theoretical concept used is implementation in Van Meter and Van Horn who said that there was several variables that affected the performanced of the public policy implementation, such as : standard and policy objectives, resources, communication between organization, the characteristic of implementers, the condition of social economic and political, as well as implementers disposition. This research used qualitative method by using snowball as information and the data analys thecnique by using triangulation technique. Result of the research showed that The implementation Of Transfer Of Land and Building Tax (P&B Tax) Of Rural and Urban As The Regional Tax In Increasing District Own Source Revenue (DOSR) has not run optimally. This was due to the limited human resources and infrastructure, the lack of awareness taxpayer, and sanctions that did not run in the accordance with provisions, the data of taxpayer did not accomodated as well as people’s economic conditions in Bagan Sinembah-Sub-District Rokan Hilir Regency.Keywords : Land and Building Tax (P&B Tax) Of Rural and Urban, Implementation, District Source Own Revenue (DOSR)

Abstract

This research was in the Kabupaten Siak Provinsi Riau. The purpose of this study was to determine the profile of the life of craftsmen Weaving Tenun Siak in Kabupaten Siak. The research titled “Adaptation Strategies Craftsmen Tenun Siak in Kabupaten Siak”. Topics focus of this research is how adaptation strategies craftsmen Tenun  Siak  in Kabupaten Siak. This research subject craftsmen tenun siak in Kabupaten Siak and the leadership of the foundation that will be a source of information and research object. Samples were craftsmen  tenun siak amounted to 9 workers who are in Kabupaten Siak and the leadership of the foundation. he author uses qualitative descriptive method and the data were analyzed qualitatively. Sampling was done by purposive sampling technique.                       Instruments of data are observation, questionnaires and documentation. The results showed that the workers tenun siak: a few strategies to meet the needs of households, namely: Biological Investment Strategies, Strategy successively , Educational Strategy, Investment Strategy Economics. Of all the craftsmen Tenun Siak, work as a weaver is the main worker but not a second job to help the family economy. Before becoming Weaving craftsmen  Tenun Siak, all the craftsmen Tenun Siak  training how to produce woven fabrics Tenun Siak follow organized by the government Dewan Kesenian Nasional Daerah (DEKRANASDA) Kabupaten Siak  and partly trained work place . Keywords : Adaptation Strategies, Workers Tenun Siak .

Abstract

There are several problems about waste management that is the number of piles of household garbage in the temporary disposal place (TPS) and also the rubbish pieces of tree branches near the TPS that is not transported by the worker of the Office of Environment Affair, as well as the street cleaning personnel often throw the garbage into a ditch, this caused frequent floods every time the rain take placed in Bangkinang City. The purpose of this study is to find out how the waste management and what factors affect the governance of the waste management on the region Bangkinang City Kampar regency.The concept of theory used is the theory of management by Goerge R.Terry which starts from planning, organizing, directing and supervision. This research uses qualitative descriptive research method. The type of data used is primary data and secondary data. In the data collecting the writer used observation techniques, interviews, literature study and documentation. Interviews were conducted with key informants, namely the Head of Waste Management, Head of Subdivision of General Affair and Personnel, Section Head of Waste Management, Waste Management Officer, TPAS Supervisor and some other informants. This research use the principle of qualitative analysis, triangulation of data by conducting check and recheck process between one informant and the other informant.The results of this study yielded the conclusion that the governance of waste management in Bangkinang City has not been implemented properly. There are still major lacks in planning, direction and supervision. Then also has been concluded that the factors that affect the governance of waste management in Bangkinang City that is population growth, knowledge and community participation, human resources, facilities and infrastructure, funds/budget.Keyword: management, cleanliness region.

Abstract

This study aims to determine: (1) The potential of Tourist attractions Nagari Tuo Pariangan; (2) The government's efforts to develop tourist attractions.This study used a qualitative method with descriptive approach, this subjects of this study werw taken from including, local community and village heads of Nagari Tuo Pariangan. The data collection is made by a study of documents, observation, interview, documentation.The results showed that Pariangan village has tourism potential, nature tourism attractions, cultural tourism attractions and specialist attractions , the potential of natural attractions, consist hot springs, Najun waterfall, forest and flora, the potential culture attraction and surrounding a tourist area of traditional and unique village including, aqikah, circumcision apostles / circumcisions, batagak penghulu tradition, marriage tradition and way of life, this village has a high social life marked by frequent public conduct mutual cooperation. In conclusing Pariangan village was potentially to be developed as a tourist village, supported by the efforts to develop infrastructure improvements as well as promotion.Keywords : Tourist area, attraction, Nagari Tuo Pariangan

Abstract

Services to women and children victims of violent crime cases are crucial issues that need attention. In an effort to protect victims of violent crime and to keep their rightness, Police of Padang Pariaman District provide RPK (Ruang Pelayanan Khusus) for women and children victims of violence crime, now it is known by the name of UPPA (Unit Pelayanan Perempuan Dan Anak). However, in practice there are still many problems of violence that can not be resolved properly. The same was found in the research by Tuti Khairani Harahap (2009) that in the implementation of policy dissemination through coordination with relevant agencies and the handling of cases accur in children, is still the presence of cases of cruelty, violence and persecution of women and children. As for the purpose of this study is to determine the implementation of services to women and children victims of crime cases in police station of Padang Pariaman district.The concept of theory is public service standards by Sianipar: the standard attitude of the personnel, service quality standards, standard of time, the standard of comfortable, safety standards and standard of costs and service of mechanism UPPA in PERKAP No.2, 2008. This study used qualitative research methods with an assessment of descriptive data. In collecting the data, researchers used interviewing techniques, observation and documentation. By using key informants as a source of information and as a source triangulation techniques in testing the validity of the data.The results of this study indicate that the implementation of services to women and children victims of crime in Police station of Padang Pariaman District to addressing violence against woman and children is not running optimally. because there are still many obstacles faced by officers and the victims themselves.Keywords: Implementation of Services, Violence Against Women and Children, Police Station of Padang Pariaman District

Abstract

This research was conducted in Langgini Village, Bangkinang Sub-District, Kampar Regency. The problem studied is how the range of social networks developed between farmers and vegetable traders? and What is the background of the growing trust between farmers and vegetable sellers? The objective of the study was to determine the range of networks developed between farmers and vegetable traders also, to analyze what the background of the emergence of trust between farmers and vegetable sellers in Bangkinang market. The sample used in this research is Simple Random Sampling, technique in this research are 40 vegetable farmers and 20 vegetable sellers. Researchers use the theory of social capital, Theory used is social capital theory where there must be trust, network and norm. The results of general research conducted then the authors can say that there are three forms of network formed in the market Bangkinang is a long, medium and low network range. The author uses the method of Quantitative Deskriftif.Keywords: Network, Farmer, Trader, Trust.

Abstract

Makan bajamba procession is one of the traditional culture of Minangkabau society. There are symbolic aspect in makan bajamba procession with special meaning that is represented by clothing, tools used in makan bajamba procession, eating courtesy, figure, to messages in the opening and closing communications (alua) in makan bajamba procession. The purpose of this research was detemining the meaning of symbolic situation, the product of social interaction, and the interpretative of symbolic meaning of makan bajamba procession in custom baralek minangkabau in baso village of distric of agam of west sumatera province. This research used qualitative methode by simbolic interaction approach. Informan of this research is perpetrator makan bajamba , custom figures, and society selected by using purposive technique.. Data collection technique used observation, interview and documentation. The result of research showed that symbolik situation meaning of makan bajamba procession in Baso village consists of physical objects that include clothing and tools used and figures with specific meaning in every part while the social objects from makan bajamba procession consisting of eating courtesy perpetrators makan bajamba, as well as the message content in the opening and closing communications in makan bajamba procession which also has a certain meaning. The meaning of the product of social interaction involves meaning makan bajamba from the side of the actors where makan bajamba is interpreted to have cultural values and the value of togetherness, from the side of custom figures memaknai makan bajamba has cultural values, religion, customs and education, from the side of the Minangkabau society meaning makan bajamba procession has cultural values, education, family values. The meaning of the interpretation of makan bajamba procession includes closed action and open action. Closed actions include internal and external motivations of the perpetrator. as well as feelings of pleasure and pride to be part of the makan bajamba procession. The open act of makan bajamba includes the facial expressions of each actor and the attitudes of the actors who are compact and have an emotional closeness among actors

Abstract

Institute socialization is a collective organizational implementer representing organizations in and out, in carrying out the task of community empowerment in the village / kelurahan responsible to Village Deliberation / Village. The Village Innovation Institution is also the lowest organization in the organizational structure as the implementer of the community empowerment policy at the village / kelurahan level so that the board is required to have the knowledge and skills and positive attitude especially in carrying out its duties and functions in community empowerment. However, when viewed from the activities of each institution in the village of the river has not been running in accordance with the objectives of its formation, has not run things that are encouraging.The purpose of this research is to know the role of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict of Kampar Regency and to know the inhibiting factor of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Sub-district Kampar Regency. When viewed from its type, this research belongs to qualitative research.The results of the research show that the role of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict Kampar Regency as Facilitator, Mediator, Motivator and Dinamisator get different result which the role of LPM Sungai Pagar Urban Village has not done its job according to LPM reference. Inhibiting factors The role of Community Empowerment Institutions Village in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict Kampar District is the lack of human resources and the ability of human resources and the absence of sources of funds that can stimulate motivation and provide opportunities LPMK board to work.Keywords : Role , Community empowerment, LPMK

Abstract

This research analyzes geostrategic value of Gibraltar for Spain. This research want to know why did Spain keep on preassuring Gibraltar. The small region on point of Europe has much values such as economic, geopolitic and tourism. Those values made England and Spain had conflict. This is the reason why the writer interested in this research. This dispute started when Spain transfered sovereignty of Gibraltar to England in SpanishSuccession War. Spain dispute Gibraltar from England because it had much potentials and very strategic. As the consequence, Gibraltar made twice referendum; on 1967 and 2002. The result of the referendum was Gibraltar people continued to live under England and rejected be apart of Spain. In another side, the geostrategic value of Gibraltar in politic, security, and economic.This is qualitative research which used descriptive explanative methods. This paper used the realist perspective and policy theory proposed by K.J Holsti and Rosneau. Writer using level analysis of state, because this conflict involve two state. that is method to explain the problem in aparticular and method library research, such as books, journals, magazine, media electronic, and the other source.The result of this research explained that geostrategic value of Gibraltar for Spain is in economic, geopolitic and security. If Spain Succeeds to have sovereignty of Gibraltarthen Spain will have more power in international politic especially in continental regions of Europe.in security Gibraltar has much strategic value because Gibraltar have “ The Rock” that could be used as military base for Spain. Abstract

Bengkalis District implemented a policy in the form of a mandate program from the Ministry of Women Empowerment and Child Protection namely Development of District/ City Worthy of Children. But the implementation of this program is in fact still many shortcomings in the implementation. The purpose of the issues is to evaluatate the implementation of the Program Development of District/ City Worthy of Children in Bengkalis District, especially for children face with the law, any factors that affect Evaluation Implementation of the program District/ City Worthy of Children in Bengkalis, especially children face with the law.There are 6 evaluation criteria namely effectiveness, efficiency, adequacy, equity, responsiveness, and determination. In this study, the researcher uses the informant research through key informants and complementary informants. Key informants are the Secretary of the integrated service center of women and children empowerment, while complementary informants are figures who are considered to know about this problem. For that information researchers used the technique of snowball sampling.Based on the results of the evaluation of the researchers that the evaluation of development programs District/ City Worthy of Children in Bengkalis District (Case Study: Children Faced With the Law) has not optimally. Implementation has not been effective, inefficient because in terms of cost, and energy that is still lacking, not enough to satisfy the needs of the society, the response to this policy is also lacking. The factors that influence the evaluation of this policy are Sosialization, Facility, Society Participation, and communication among organization.Keywords: Policy, Evaluation, District / City Worthy of Children
