Abstract

Accountability is a concept that focuses on the capacity of public sector organizations to provide answers to parties with an interest in the organization. Accountability the University of Riau Public Sector Organization (Case Study of Single Tuition Practice) it was found that the problem was the indication of some university students who were not accountable in the group setting for Single Tuition. The purpose of this study is to find out how accountability and inhibiting factors in the practice of Single Tuition. Is the theoretical concept used by the writers is accountability dimention by Litvack and Seddon which consists of: transparency, accountability, participation, and responsiveness. The research method used is a type of qualitative research case study approach, the selection of informants using the snowball sampling technique. The techniques of collecting data are through observation, interviews, library studies, and documentation. The results of this study at the University of Riau as an organization in the public sector in the practice of Single Tuition show an optimal level of accountability. The inhibiting factors include human resources, operational costs, and geographical factors of the region. It’s better if the University of Riau is expected to apply more stringent sanctions to university students who commit fraud, so that university students are bold and for the future, no longer cheating. The student institutions are expected to maintain good relations of coordination with the University of Riau. To university students be able to instill a culture of honesty, give data that is truly real so as not to close the opportunity for other students who need it more.Keywords: Accountability, Public Sector Organizations, Single Tuition

Abstract

The research was conducted in the Sungai Tohor Village Tebing Tinggi Sub-District Kepulauan Meranti Regency with problems (1) How the life of the farmers’ peat in the land managing? (2) How farmer's community livelihoods systems especially since fires break out of the forest and land in 2014? The purpose of this research is to explain the opening process to make agricultural land by farmers, and to know what do the farmer in the peat land, so it can be the peat land as the source of life Sungai Tohor Village Tebing Tinggi Sub-District Kepulauan Meranti Regency. This is a qualitative research. The subject in this research is the society figure who know the history of the peat opening to be agriculture land and he able to explain the problems researched. To collect the data, researcher use the interview hints and documentation. The result of the research show that the farmer community in peat land at the first time to be agriculture land, has a local wisdom. So that in opening the peat land the farmer not damage the environment. And they plant sago as the farmers’ community livelihoods when the event of fire who spent their land. As the effort of farmer to keep the land from fire they use canal blocking (sekat kanal), to cultivate their plantations, they replant sago as the local wisdom in Sungai Tohor Village. The additional information is the young man chose the appropriate working outside the village for some reason. Though this village is rich of local wisdom with gained hereditary and a special farmer which is not only processing and caring for their land with existing local wisdom to stay awake.Keywords: Peat Farmers. Abstract

This research was conducted at Grand Jatra Hotel Pekanbaru , as for the purpose ofthis study was to determine the effect of service quality and company image on custumersatisfication study at Pekanbaru grand jatra hotel. Service quality and company image as theindependent variable (X1X2) while the custumer statisfaction as the dependent variable (Y).The problem in this research is tghe sale of room service of grand jatra hotel pekanbarfluktuated and tenden to decline each year, does not even reach the sale. Seen from thewas taken of 100 respondens of the population was calculated using the Slovin formula. Thefike was getting from the questionnaire and subsequenly processed to then be tasted withstatistics through SPSS. From the recults which shows that service quality and companyimage have a positive and significant impact on custumer satisfication (study at Grand JatraHotel Pekanbaru)Keywords: service quality, company image on custumer satisfication.

Abstract

Circulation of alcoholic beverages in Pekanbaru when it still raises various problems, there are still some places like hotels, cafes, restaurants and entertainment venues that does not extend the permit the sale of alcoholic beverages, and the discovery of circulation and sale of alcoholic beverages that do not use consent as has been established. The purpose of this research is to know the control of the distribution of alcoholic beverages by the department of industry and trade and to know the factors that hamper the control of the distribution of alcoholic beverages by department of industry and trade. The concept is used the process control by Stoner and Wankel in (Siswanto, 2011) which consists of setting the desired results, determine predictors, establish norms for predictors and the results, determine the information and feedback, and assess information and improvement. The research method used is the kind of research a qualitative approach to descriptive, the source using a technique Purposive sampling. The collection of data through interviews, observations, and documentation. The results of the department of industry and trade as controller in the distribution of alcoholic beverages has not shown a level that is optimal. Factor in the opposite direction and that is the lack of coordination with relevant agencies, the lack of facilities and infrastructure, lack of control function and out of public participation. Instead of the more optimally the department of industry and trade, more assertive in controlling the circulation of alcoholic beverages and businesses and communities should also support the department of industry and trade in controlling the circulation of alcoholic beverages in Pekanbaru City.Keywords : Controlling, Circulation, Alcoholic Beverages

Abstract

The phenomenon identified by researchers in the research of the Kuansing Library Management by the Library and Archives Service of Kuantan Singingi District did not meet the national library standards, namely the absence of technology-based information network services; limited human resources in managing libraries; and the lack of infrastructure. This study aims to determine and analyze library management and the inhibiting factors of Kuansing library management by the Library and Archives Service of Kuantan Singingi Regency. In this study using the theory of George R. Terry in the Hasibuan 2017 management function to analyze the Management of the Kuansing Library by the Library and Archives Service of Kuantan Singingi Regency. This theory consists of Planning, Organizing, Actuating, Controlling. This type of research uses qualitative methods with data collection techniques for interviewing, observation, and documentation. Based on the results of the study it is known that the Management of the Kuansing Library by the Library and Archives Service of Kuantan Singingi Regency has not been optimal in terms of Planning, organizing, implementing and monitoring. Inhibiting factors for the management of the Kuansing Library by the Library and Archives Office of Kuantan Singingi Regency are facilities and infrastructure, the absence of regulations and budget constraints.Keywords: Management, Library, Archives, Standards, National

Abstract

This reseacrh aim to explain about the eefect of the implementation of ASEAN - China Free Trade Area (ACFTA) on the development of Crude Palm Oil (CPO) export from Indonesia to Tiongkok. ACFTA is an agreemnet between the members of ASEAN and Tiongkok to make free trade. This research uses the qualitative descriptive as the method and secondary is the techniques of collection data. Futhermore author uses the librarism perspective with nation state as the level of analysis and uses the international trade with competitive advantage theories by David Ricardo. Abstract

Refering to legislation governing the village, specifically law number 6 of 2014 concluded that village-owned enterprises are a village economic institution that has an important role in realizing the welfare of the village community. In government regulationn number 43 of 2014 states that the establishment of village-owned enterprises carried out tharough village meetings and determined by village regulation, therefor the Rokan Hulu district government forms a village-owned enterprises based on the rules of Rokan Hulu regent number 64 of 2014 about instruction for implementing village-owned enterprises. Community participation in economic deevelopment through village-owned enterprises discusses about how community involvement in the management of village-owned enterprises, also the factors the support the success of village-owned enterprises in running a business program in Ngaso village. While the purpose of this study is to find out community participation in economic development through village-owned enterprises and to find out the factors the influence the success of the village-owned enterprises. The result of this study are that community participation in village-owned enterprises Ngaso Mandiri in Ngaso village ot was quite high because many village community used the village-owned enterprises ti improve the economy and also the village community is active in saving money at the villlage-owned enterprises. But it is not in line with the activity of the user in terms of refunds so that the village-owned enterprises have a number of arrears.Keywords: Community Participation, Village-Owned Enterprises

Abstract

This study aims to determine how the influence of product quality (performance (performance), additional features (features), reliability (reability), conformance with specifications (conformance), endurance (durability), serviceability, aesthetic (aesthetic), and perceived quality (perceived quality) and brand trust (Brand Competence), Brand Reputation, Company Reputation, Liking For Brand to purchasing decisions (perceived needs, activities before buying, time behavior buy and post-purchase behavior) Asus brand laptops on the Promedia.com Pekanbaru Store. The population in this study were consumers who bought the Asus brand laptop at Promedia.com Pekanbaru Store. Sampling in this study is 91 samples using Slovin formula. The data collection of this research is in the form of primary data by spreading research instruments and secondary data in the form of company archives, data analysis in this study using multiple regression, partial test (t test), determination test (r test) and simultaneous test (f test) with the help of the SPSS program. The results in this study indicate that the variable product quality and brand trust partially (t test) affect the purchase decision of the Asus brand laptop at Promedia.com Pekanbaru Store. Simultaneous results (f test) indicate a significant influence on the purchase decision of the Asus brand laptop at Promedia.com Pekanbaru Store.Keywords: Product Quality, Brand Trust, Purchasing Decision

Abstract

Honor teachers are non ASN teachers (State Civil Apparatus) whose welfare is not guaranteed. To realize the welfare of honorarium teachers, Batang Peranap District is inseparable from the amount of compensation provided to it. The purpose of this study was to find out, analyze and measure the effect of compensation for improving the performance of Elementary School honorarium teachers in Batang Peranap District, Indragiri Hulu Regency. This research is a quantitative study with a survey method carried out in elementary schools in Batang Peranap District. The population and sample in this study were equal to 78 respondents consisting of UPTD Education staff and Elementary School honor teachers. Data collection is done through questionnaires. After the collected data is analyzed using statistical tests through the SPSS program. The results of the study with the correlation test obtained the value of (r) count 0.754> (r) table 0.223 with a significant level of 5%. Because (r) count is greater than (r) table, it can be concluded that Ha is accepted and Ho is rejected. So there is an influence between providing compensation for improving the performance of Elementary School honorarium teachers in Batang Peranap District, Indragiri Hulu Regency. The percentage effect of variables (X) on variables (Y) is 56.9% while the remaining 43.1% is influenced by other variables. Giving compensation has a close relationship with increased performance, closeness of relations is in the range of 0.600 - 0.799 which is in the strong category.Keywords: Compensation, Performance and Honor Teachers

Abstract

This is done in Batang Batindih Village, Rumbio Jaya Sub-District, Kampar District. The purpose of this research is to know the formation of Farmer Class structure in Batang Batindih Village, Rumbio Jaya Sub-district, Kampar Regency. The focus of this research is the formation of the class structure created by the farmers, which is related to Farmers, Peron, Tauke, Koprasi Unit Desa (KUD), the determination of social class structure that occurs in see through the distribution pattern and also the influence of the distribution group. The technique of determining samples by Pusposive Sampling and emphasizing the number of dample as many as 9 people. The writer uses qualitative descriptive method which is done to find there are some Characteristic of Farmer, Peron, Tauke And Oil Palm Harvest Worker, Worker of loading and unloading of Peron, Oil Palm Loader of TPH field located in Batang Bihddih Village, farmers have great strength and influence in karenan has a palm oil area in the oil palm plantation in Batang Batindih Village has three oil palm distribution structures, ie Farmers - Koprasi Unit desa (KUD) - Factory, Farmer - Tauke - Peron - Factory, Farmer - Peron - Factory. The pattern of the structure will affect the group of land owners and also the distribution group, Labor. The researcher also finds the managers of palm oil distribution in providing services to Palm Oil Farmers, Labor in order to keep working together to make the distribution of distribution, Farmers and Workers profits, and to make good communication between Farmers, Laborers and managers of oil palm fisherieKeywords: Stratifikasi.
