Abstract

Pekanbaru is a city that applies child friendly policy which was proposed by Ministry of Women’s Empowerment and Child Protection of the Republic of Indonesia. The fulfillment of children’s rights was undertaken by the government in the interest of future development. A considerable amount of children’s rights violations particularly in child abuse and the lack of facilities and infrastructure towards child-friendly city. The purpose of this research is to analyze the implementation of Pekanbaru Mayor Regulation No. 33 of 2016 on Child-Friendly City Policy. The concept theory used is the implementation concept of Kusumanegara (2010:97) by enacting the concept theory based on mayor regulation which are principle and purpose, scope and objectives, institutional, and finance. Qualitative method is used in this research by using purposive sampling technique in which data collection technique covers: observation, interview, and documentation. The results of this research indicate that generally, the implementation of child-friendly city policy in Pekanbaru is fairly adequate as there are local government initiatives regarding the fulfillment of children’s rights in the form of policy, programs, and activities. Although the fulfillment of children’s rights is not fully optimal on the grounds of the lack of commitment, coordination, communication, society attentiveness, and the lack of socialization. The government ought to make commitment, communicate more intensively among task forces in child friendly city, government should be quick in responding to an occurring problem especially in fulfilling children’s rights and carry out evenly spread socialization so as to increase attentiveness and active participation in the society.Keywords : Implementation, Child Friendly City

Abstract

This research is done at the Fajar Harapan of Baby and Toddler Orphanage in Pekanbaru City. The purpose of this research is to find out and analyze about the meaning of independence and pattern of socialization has applied by caregivers to socialize the independence behavior of abandoned children. The focus of this research is a meaning of independence, the ways and patterns of socialization has applied by caregivers to socialize the independence behavior of abandoned children. This research uses a qualitative approach with descriptive analysis. The selection of informants in this study is done with a purposive sampling technique that is taking data from informants based on certain criteria. The informants of research are amounted to 5 people with the criteria of caregivers with long sizes of work and staying in the Fajar Harapan Orphanage. Data collection of techniques are used in this study was in-depth interviews, observation of participant, and documentation. The result of research was the independence is an attitude or ability shows that a child is able to do something to fulfill their own needs on the basis of self-ability. The process of socialization independence in abandoned children starts from a 2-year-old child by means of teaching, inducement, habits, using a model or example and reward. The socialization patterns has applied by caregivers is differently which is based on character, education and age including; the first informant and the second informant applies a pattern of democratic and authoritarian socialization, the third informant and the fourth informant applies a pattern of democratic socialization, and the fifth informant uses a pattern of democratic and permissive socialization. A form of self-reliance behavior in foster abandoned children have begun to take responsibility for the commandment a babysitter give them, a children are beginning to be able to make their own decisions, a children are sensitive to the environment and care for others, and abandoned children are able to engage in activities without help others.Keywords: Socialization, Independence, Abandoned Children

Abstract

Indonesian slogan namely Bhineka Tunggal Ika (Different But Still One). Humans are required to be able to interact with other humans, even though among them have cultural differences. Like the Malay tribe and the Nias tribe in Pantai Raja Village, Perhentian Raja District, Kampar Regency. At first the Nias tribe had difficulty in using Indonesian and living in groups so that it was difficult to interact with the Malay tribe, now the Nias tribe was able to accommodate the culture of the interlocutors. Each communication accommodation process has three strategies used, namely the strategy of convergence, divergence and excessive accommodation. This study aims to determine the strategy of excessive convergence, divergence and accommodation carried out by the Malay tribe and Nias tribe in Pantai Raja Village, Perhentian Raja District, Kampar Regency. This study uses a qualitative method. Research location in Pantai Raja Village, Perhentian Raja District, Kampar Regency. The subjects of this study were Malay tribes and Nias tribes with 10 people selected purposively. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique of this study uses the Huberman and Miles Interactive analysis model. The results of this study indicate that the convergence strategy carried out by ethnic Malay and Nias tribes in Pantai Raja Village is to adopt the language of the interlocutor, make body movements that indicate attraction, adjust speech and not limit the distance of the interlocutor, use jewelry and clothing that do not reflect differences with his interlocutor. The divergence strategy that is carried out is that there is no attempt to use the language of the interlocutor, do not make gestures that show interest when communicating, use their own culture of speech, limit distance and ignore the distance needs of their interlocutors, use jewelry and perfumes to highlight differences to the interlocutor. The cause of excessive accommodation labeling is too much in telling the experience and knowledge of the speaker and errors in the use of the language of the interlocutor. Abstract

Motor Vehicle Tax (PKB) is a tax on motorized vehicles with tax objects, as stated in the Regional Regulation of Riau Province Number 4 of 2015, covering ownership and / or control of motorized vehicles. Establishment of Technical Implementation Unit (UPT) Revenue from Rokan Hilir Bapenda in Riau Province aims to further intensify PKB through collecting PKB in the area of Rokan Hilir Regency in achieving the realization of the PKB target. However, in the PKB service to achieve the realization of the PKB target the lack of socialization in raising awareness of taxpayers, both regarding the usefulness of taxes, and sanctions on tax arrears so that the value of the PKB fine is Rp. 483,636,766 in that year 2017. The formulation and purpose of the research problem is to find out the public service of motor vehicle tax by UPT Rokan Hilir Revenue and the factors that influence PKB services by Revenue UPT of Rokan Hilir Regency in 2015-2017. The research method used is descriptive qualitative method with data collection instruments including interviews, documentation studies related to research objectives. The results of the study illustrate that the public service of motor vehicle tax by the Revenue Agency of Riau Province Rokan Hilir Revenue in 2015-2017 PKB public service at UPT Revenue Rokan Hilir focused more on public accountability, namely the existence of clear legislation (Perda and Pergub Riau Province ) as a line of policy, and the existence of rules for mechanisms, and clear service channels. However, the Revenue Unit of Rokan Hilir has not been able to respond to satisfaction of taxpayers with the unavailability of information counters and complaint handling, suggestion / criticism boxes in order to assess service performance. The service orientation is only focused on administrative services at the Rokan Hilir Revenue Unit UPT office. In addition, service efficiency, in the form of inputs (HR and Prasana Service Facilities) in carrying out operational duties and functions is inadequate which results in a decrease in the PKB target and the high delinquency of PKB in 2015-2017 or lack of taxpayers in paying PKB.Keywords: Taxes, Public Services, Service Accountability

Abstract

Regional Regulation No. 5 of 2011 on the Entertainment Tax is a The government policy to establish rules for online shop owners. Due to the existence of this regional regulation, the initial regional income of Pekanbaru can reach the target set by the government. To find out about the Pekanbaru city government's policy regarding Pekanbaru's regional regulation, the researchers wanted to know about efforts to optimize the taxes on entertainment in Internet cafes and their contributions to the city's initial income. Pekanbaru in 2014-2016. This study aims to (1) describe the efforts to optimize the taxes on entertainment in Internet cafes and their contributions to the initial income of the city of Pekanbaru for the period 2014-2016, (2) to discover the factors that influence the efforts to optimize taxes on Internet entertainment in the cafeteria in Pekanbaru and their contributions to the original income in the year 2014-2016 Pekanbaru. This research took place in the city of Pekanbaru. Data collection techniques are performed by interview and documentation. While the data analysis technique is performed by qualitative data analysis. The results of the study concluded that efforts to optimize Internet cafe entertainment taxes and their contributions to Pekanbaru's original income in 2014-2016 did not work optimally. The inhibiting factor is the lack of awareness of the responsibilities of online store owners, which hinders the achievement of goals each year. Lack of government oversight of Internet store owners, so unlicensed cybercafes can still operate without paying taxes.Keywords: optimization, tax on entertainment, donations.

Abstract

Family life is the core of the community development process so that every family is expected to build the household into a family which acquired the peace of life full of love and affection as the main purpose of marriage. Kampung Binaan Keluarga Sakinah (KBKS) from the Ministry of Religions RI which is then applied by the Government of Siak Regency through Kampung Binaan Keluarga Sakinah. Siak subdistrict is one of the place of performance the activities of the contruction of small-scale family Hometown Sakinah. The method of this research is use qualitative method with approach case studies. The concept of the theory is theory of Implementation Success by Grindle (Agustino:2016) i.e. the Content Of Policy: interest that affect the type of benefits, the degree of change is to be achieved, the layout of the retrieval the decision, implementing programs, and resources used. Content Of Policy: power interest and strategy, characteristics of the institution and the ruling regime, and compliance and responsiveness of the executor. Data collection done with interview, observation, and documentation. Based on the result of the analysis, conclusion is the implementation of such activities can improve practice and knowledge as well as the religion that quantitative show that public has been able and execute well and true worship. But there are still many problem in terms of implementation in causing this activity has not been running optimally, moreover on the indicator by Grindle.Keywords : Policy, Implementation, Built Village of Sakinah Family

Abstract

This research was conducted in the Tourism Object on Lake Area Koto Panjang, Pulau Gadang Village. Focus in this research are increase the businesses and incomes. More over, the impact of the development of tourism object on the social economic. The method was use quantitative which describes the phenomena social economis regarding tourism obyek. The data collection technique of this research were survey, questionnaire, observation and documentation. The results of this research shows the habit of the community as tourism objects increased as a destination crowded by local and outside District. This situation change the social values which was felt by the community, since many visitors coming. Abstract

This research aims to determine the effect of customer relationship management and service quality on customer loyalty at Hotel Grand Zuri Pekanbaru partially and simultaneously. Customer relationship management and service quality as the independent variable (X1 & X2) mean while customer loyalty as the dependent variable (Y). This research was conducted at Hotel Grand Zuri Pekanbaru which is located at Jalan Teuku Umar No. 7 Rintis Pekanbaru. In this research the data analysis methodology used is descriptive and quantitative with SPSS version 23.0 program, where the sample in this research is customer of Hotel Grand Zuri Pekanbaru as many as 100 respondents. To determine the sample using slovin formula, sampling technique non-probability sampling with purposive sampling technique. Data collection technique through observation, interview and questionnaire, type and source data of using primary and secondary, measurement technique using a likert scale.From the research test covering validity test, reliability test, simple linear analysis, multiple linear analysis, determination analysis and significance test with t test (partial) and F (simultaneous) test. The result of this research shows that the result of test first t test hypothesis, customer relationship management to customer loyalty is t arithmetic (12,707) > t table (1,6605) meaning that customer relationship management have significant effect to customer loyalty. Second, service quality to customer loyalty is t arithmetic (11,809) > t table (1,6605) meaning service quality have a significant effect on customer loyalty. F customer relationship management test and service quality to customer loyalty are F arithmetic (108,006) > F table (3,09). This means customer relationship management and service quality simultaneously significantly influence customer loyalty.

Abstract

This research is a political economy study which describes the american interests left the tpp during the administration of Donald Trump. This research will focus on why America left the economy partnership. This study is interesting because it describes about a political economy policy who America President Donald Trump choose to make America great again. This is qualitative research which uses descriptive methods, and collected data from some resources like books, journals, official publications and its relevant websites. This paper uses the behavioralism perspective and International Treaty Theory. The object in this research is how a policy can make a different thing in a government. This agreement covers the entire trade sector ranging from trading and services, intellectual property rights, customs, and the cessation of the trade dispute. The result of this research shows that In its development, the Trans-Pacific Partnership has invited many criticisms from various parties in the countries involved. Abstract

This research aims to explain foreign policy of United States under President Donald Trump toward North Korea Nuclear program. The research uses the Perspective of Conctructivism that emphasize the intersubjectivity (shared understandings) between states in their relations. The level-analysisof this research is nation-states which find that the foreign policy as manifestation of the national interest of the nation as an international actor. Theory of foreign policy that use in this research notice to explain the foreign policy as the strategy and determination in respond to international environment. This research is also supported by the concept of national identitity and interest as the measurements to act or respond which is reflected in foreign policyThe method used in this research from the measurement of the data is qualitative research method, and from the way of processing data is descriptive method. Futhermore, the technique of data analysis is based on data from literature studies with the consideration that the data is capable in providing information regarding the problem under research.The results of the research explains that the United States’ Foreign Policy under president Trump toward North Korea is based on the Strategic Accountability policy through Maximume Pressure Campaign that exert international community supports, mainly United Nations Security Council.Keyword : Foreign Policy, National Identity, National Interest, Strategic Accountability, Maximume Pressure Campaign, and Nuclear Program.
