Abstract

Document or archives management is one of the most important factors thatmust be considered in supporting the smoothness of all work processes that take place.Every institution always mingle with archives. As a public service provider, especiallyin archive processing services, whether it is borrowing or returning books, documents,correspondence, the UPT Public Library, Archives and Documentation of Sub-districtSiak Kecil should provide the best service to visitors and guided by the provisionswhich has been set. Informants in this research are Head of UPT, Head of Archives andDocumentation of Bengkalis Library, Staff and from public. Data analysis was donedescriptively qualitative. The result of the research stated that archive management atUPT Public Library, Archives and Documentation of Sub-district Siak Kecil has not runwell due to the work plan in archiving management that has not been done as it shouldbe and the obstacles that caused the unfulfilled archiving management plan. Factorsaffecting the archiving management in Public Library, Archives and Documentation ofSub-district Siak Kecil are limited personnel and facilities and infrastructure so that thecompletion of task will also be hampered. Organizing in archive management has notgone well because the archiving of both books and documentation has not gone wellbecause there are still shortcomings that must be fixed soon. Constraints in thepreparation of personnel in the UPT is in addition to the limited number of employees,skills and expertise. Abstract

The organizational communication climate in the General Election Commission Agency of Riau Province is shaped through the aspects of the existing communication climate. The purpose of this study was to find out the aspects of the communication climate that existed in the Riau Provincial KPU agency, as well as knowing the perceptions of existing employee members of their institutions. This study used descriptive qualitative method. Data collection techniques used were interviews, observation, and documentation. The subjects in this study were members of the Riau Provincial KPU which were determined based on a purposive technique. The technique of interactive data analysis models is Miles and Huberman and uses the technique of checking the validity of the data, namely triangulation and extension of participation. The results of this study indicate that the organizational communication climate in Riau Provincial KPU agencies as a whole is going well, this can be seen from the aspect of support that is felt less by a handful of employees. The participatory decision-making aspect works well, because it always involves all members in taking. The aspect of trust, seen in the trust given by the leadership to the employees in entrusting every work done. The openness aspect in the Riau Provincial KPU agency that occurred between the head of the department and its employees had not run optimally. The objective aspect of high performance is felt by employees who have good performance, by getting awards. And the perceptions of employees of the Riau Provincial KPU agencies indicate that employees feel proud to be able to work in the Riau Provincial KPU agency. Abstract

In the implementation of rural development needed social institutions are able to mobilize the community to be able to participate in implementing rural development as well as the administration of rural development. Institute for Community Empowerment (LPMD) referred responsible to assist the Government of the village and is a partner in empowering the village community. However, a phenomenon that occurs is still visible today is the Community Institutions in Kampar regency is still composed and recorded properly so that the social institutions that have been established less have a role and contribute the maximum in the community. The purpose of this study was to determine the arrangement of Community Institutions in the Kecamatan Tambang of Mine Years 2010-2015 and to identify constraints in the arrangement of Community Institutions in the Kecamatan Tambang of Mine Years 2010-2015.This research was conducted in the Kecamatan Tambang, Kabupaten Kampar, Riau Province. The study is based on the importance of Community Institutions Structuring village in the district of Kabupaten Kampar, Province Riau. Data used in this study was composed of primary data and secondary data with the number of informants as many as 7 people. Intake of informants by using purposive sampling technique. The analysis of the data used in this study is a qualitative descriptive way than that obtained from direct observations on the object of government policy in the Kampar Regency Village Community Institutions structuring of research and interviews by plugging qualitatively. Based on the results of research conducted by the author can be concluded that the arrangement of the Village Community Institutions in the Kabupaten Kampar Year 2010-2015 conducted in the following manner: 1) Socialization Program and Activities, 2) Strengthening the Institutional Capacity, 3) Capacity Enhancement (Capacity Building), 4) Capacity Management, 5) Assistance and 6) control and supervision. The constraints experienced in the Community Institutions Structuring village in Kabupaten Kampar Regency Year 2010-2015 is influenced by three (3) factors are as follows: 1) The lack of awareness and community participation, 2) lack of network development among fellow agencies, and 3) lack of supervision.Keywords: Arrangement, Rural Community Institutions

Abstract

A crisis of public confidence in the political parties become an obstacle for the political parties to attract the public, especially for the new party. PERINDO party comes as a new party in the political world. As a new party must be good at recruiting party administrators so as to strengthen the party's internal structure and simplify the process of verifying the electoral process to come. Targeted recruitment of officials in Indonesian to 1.5 million people board. For this study aims to find out how political communication strategies branch executive council (DPC) PERINDO party in recruiting administrators in District Kuantan Mudik, regency kuantan Singingi and to find out how political persuasion branch executive council (DPC) PERINDO party in recruiting board.This research method is a qualitative method using the theory of Lasswell. The informant of this study consisted of 5 people branch executive council (DPC) PERINDO party the district Kuantan Mudik and 5 Management Branch (village). The technique of collecting data using interviews, observation and documentation. For the data analysis, refer to the interactive model Huberman and Miles. For checking the validity of the data using the extension of participation and triangulation techniques.The results of this study indicate that political communication strategies used by branch executive council (DPC) includes five elements namely political communicator of political communication, political messages, media, politics, goals or targets and the effect of a communication made by branch executive council (DPC) District of Kuantan Mudik PERINDO party. Political persuasion made in recruiting board that is through advertising, rhetoric and social activities. With the communication strategy undertaken by the branch executive council (DPC) PERINDO party, With the communication strategy undertaken by the branch executive council (DPC) PERINDO party, the branch executive council (DPC) Kuantan Mudik PERINDO party managed to recruit administrators twigs in accordance with the target that has been set.Keyword : Political Parties, Political Communication Strategies, Political Persuasion

Abstract

Abstract               The Lubuk Jambi II bridge construction project, KuantanMudikSubdistrict, KuantanSingingi Regency aims to improve the people's welfare with the state budget (APBN) of Rp 44,539,522,000. In the construction there are problems such as not achieving the completion of the project with a predetermined plan that development only lasts for one year, namely in early 2018 and operationalized in 2019, planning for environmental impact analysis is lacking in detail, land acquisition has not been completed to disrupt development implementation. This research aims to find out and analyze how the planning and inhibiting factors of the Lubuk Jambi II bridge construction project, KuantanMudik District, KuantanSingingi Regency. This research uses a qualitative method with a phenomenological approach. Data collection techniques through observation, interviews, and documentation. This method uses Ngurah planning theory with indicators of project objectives, job identification, budget planning, design, tender preparation and contract documents. From the results of the study, it was found that the development project planning was less thorough and not optimal because there were several inhibiting factors, namely unclear targets and direction, conflicts, unclear networking, budget.  Keywords: development projects, Planning

Abstract

The role of a housewife is the role played by a woman who is married or widowed. While the contribution is the amount of donations given in the form of material that is useful to help the economy in the family. This research was carried out in Sekolah Street, Tirta Siak Village, Payung Sekaki District. The purpose of this research is to find out the activities or roles carried out by housewives who are members of the Kelompok Usaha Bersama Ibu Kreatif Gerai Kembang Setaman, as well as within the Joint Business Group that they work on and possess, and to determine the contribution of housewife income ladder in helping his family income. This research uses descriptive quantitative method with total census / sampling technique where the respondents number as many as 58. Data collection techniques using observation methods, guided interviews using questionnaires, and documentation. The results showed that from these 12 KUB, housewives who joined in the faithful group mostly had the aim to increase family experience and income. And housewives members of this Joint Business Group contributed an average of 4.9% with an average income of Rp.202,672. And the lowest contribution given by housewives in Gerai Kembang Setaman has never contributed or 0%, then the highest contribution is 15% or Rp.900.000, this is obtained from the contribution of housewives in the Joint Business Group within one month. And each group has their agreed hours and days of business. And the place of sale of products is in the Gerai Kembang Setaman and is outside and inside the Gerai Kembang Setaman.  Keywords : Role Of Housewife, Joint Business Group, Contribution

Abstract

The purpose of this research is to know the promotion mix of Malay Traditional Food and the response of visitor or society about the promotion mix which have been done by Hotel Furaya Pekanbaru management. The sample of this research is 150 people, taken by using accidental sampling techniques and key informant in this research consists of 3 people. This research format is survey the characteristic of this research is descriptive research. Based on the goals were achieved, this research uses qualitative method with triangulation method techniques as data validity test and quantitative method with the descriptive statistic technique and presentation of data in table format or frequency distribution in percentage as statement of the visitor response result. Results from this study is that the Hotel Furaya Pekanbaru management has done promotions by advertisements in newspapers, flyers and social media, sales promotion and personal selling. Based on the results of questionnaires, the positive response of respondents was most dominant in only three forms of media promotion, they are an online newspaper at statement item of the clarification on information and social media at the statement item about the use of understandable sentences. The remaining answers of the respondent’s statement stated that they were less agreed or not interested in the implementation performed.Keywords: Advertising, Sales Promotion, and Personal Selling

Abstract

Radio Republic Indonesia (RRI) is a mass media Pekanbaru government formed in 1958 and is a subsidiary of RRI Center. Pekanbaru RRI reporters demanded to cover the news according to the schedule that has been set and any place that has been coordinated in order to meet the demands of the news coverage of the desired entire Pro can be met. Thus, this study aims to determine how the professionalism of journalists in the coverage of News Radio RRI Pekanbaru and to know the constraints of journalists in radio news coverage in RRI Pekanbaru.This study uses descriptive qualitative method. The object of this research is the Institute RRI Pekanbaru. Subjects in this study by researchers determined by statute (purposive sampling) such as Editor, Coordinator of coverage, as well as the journalists who run news coverage. Techniques used in data collection are observation informant interviews or ask the reporter RRI to obtain information and documentation that is data derived from company documentation, photo documentation researchers get on the field as the additional documentation.Based on the research found that the First, professionalism of journalists working in Pekanbaru RRI seen from the background of news coverage, any news items are loaded and educational background. Second, researchers found several obstacles journalists, namely, network technical constraints, time constraints, inadequate number of journalists or Human Resources (HR), the reporter is not of journalism education.

Abstract

This study discusses or examines Indonesia's motivation to appoint Honorary Consulates in Palestine. Indonesia is one of the countries that establish diplomatic relations with many countries, one of which is Palestine. Indonesia's bilateral relationship with Palestine has long been established as Indonesia is one of the first prestigious Palestinian countries after the declaration of the Palestinian State in Algeria, November 15, 1988. The neo-realist approach used by the researchers to analyze this is considered suitable for the phenomenon being studied. The theory of neorealism (structural realism) is Kenneth Waltz's theory which is an attempt to overhaul the existing theory of realism. In this study using the concept of national interest. In achieving national goals by applying national goals there are factors that influence: interests, threats, capabilities and opportunities. The Government of Indonesia has established the Consulate of the Republic of Indonesia (RI) in Ramallah, Palestine. However the inauguration of the honorary consulate was not done in Ramallah, Palestine, sailor at the office of the Indonesian Embassy in Amman, Jordan. Abstract

The Indragiri Hilir Regency Government carries out an open selection in order to fill the Head of Regional Financial and Asset Management Agency, Head of the Public Works and Spatial Planning Office, Head of the Population and Civil Registration Service in 2017. This study aims to analyze how the implementation of open selection in filling High Leadership Position (JPT) Primary whether it has been implemented and implemented properly according to the reference PERMEN PAN RB No. 13 of 2014 and what are the obstacles and factors of success in the implementation of the selection.This study uses descriptive method with a qualitative approach. Data collection is done by interviews, observation and documentation studies. In this study researchers used research informants who were people who really knew the problems to be examined. Furthermore, the data were analyzed using qualitative data analysis techniques.The results showed that the implementation of open selection of JPT Pratama in Lingkunagan Indragiri Hilir District Government was good In general, the implementation of open selection in filling positions in the administration of Indragiri Hilir regency had been carried out in accordance with the existing rules where the filling of pratama high leadership positions was carried out openly and competitively in civil servants with due regard to competency requirements, qualifications, ranks, education and training, track record of position, and integrity and other job requirements in accordance with the provisions of the legislation. It's just that there are still weaknesses and weaknesses in the process of acquiring a High Leadership Position, including the problem of time, budget, because it is not regulated in detail in the PAN RB No. 13 of 2014 related to the allocation of time and budget, the vacant position and the implementation time determined by BAPERJAKAT makes BKPSDM unable to predict the budget for future filling. In addition, supporting regulations that are not yet available such as Government Regulations as a more ideal regulation in implementing Law No. 5 of 2014 concerning State Civil Apparatus.Keywords: Implementation, Open Selection, High Leadership Position (JPT), Civil Service.
