Abstract

Development of Community Security and Order (Kamtibmas) such as community order building, self-help security development, community policing development, and community potential development in Pangkalan Kerinci Barat Village through direct visits and socialization or the so-called door to door system is still not running optimally. The purpose of this study was to analyze how the formation of Community Service and what factors influence the formation of Kamtibmas in Pangkalan Kerinci Barat Village. This research was conducted in Pangkalan Kerinci Barat Village. The theory used in this research is Efendi's theory, with four indicators of community order development activities, self-help security fostering, community policing development, and community potential development. The research method used is qualitative qualification with data collection techniques through interviews, observation, and documentation. The selection of research informants using snowball sampling technique. The results of this study indicate that there are factors that influence the formation of Community Service in Pangkalan Kerinci Barat Village. These factors are human resources, communication and budget in activities related to the formation of Community Service in Pangkalan Kerinci Barat Village.Keywords: Implementation, Development, & Kamtibmas

Abstract

In 2015 Rokan Hulu has confirmed the Draft Budget Revenue and Expenditure (budgets) Rokan Hulu in 2015 to (Perda) Government Budget Rokan Hulu in 2015 with a total of Rp. 1,566 trillion. The budget deficit of Rp. 273 billion due to the reduction in Fund Balance of the Central Government. In contrast to the passage of budgets in 2015, apparently in the process of preparation of the proposed budget amendment of 2015 is not like a trip to the discussion of budgets approved in 2015. The adjustment of the budget with the development and changes in circumstances should be discussed with the Provincial Government and Rokan Hulu in the framework of the preparation of forecasts of changes in the budget financial year 2015 to be no impact. However, up until 31 December 2015 RAPBD-P 2015 are not being discussed.The study was made by using Qualitative Approach (Qualitative Approach) with qualitative analysis model. This study attempted to look at the phenomenon that is on the field and then analyzed by comparing the various theories that have been presented so clearly visible gaps between das sollen and das sein. Based on the findings of this study show that: First, political communication between the local government (Local Government) and Parliament (DPRD) Rokan Hulu runs less harmonious, this is evidenced by vulnerable time between the letter as a medium of political communication is very long and too late in terms of the rule of law in the discussion RAPBD-P Year 2015. second, technical factors (normative) and political factors that affect political communication between the two institutions in the discussion RAPBD-P 2015.Keywords: Political Communication, Local Government, Parliament, RAPBD-P.

Abstract

The 2020 acceleration of ASEAN Economic Community to be coming 2015 is one of the seriousness from the follow countries of ASEAN to realize the economic cooperation in Southeast Asia. Indonesia will be conforted the opportunity and defiance at once when the ASEAN free trade enfprced. To abuse the opportunity, Indonesia makes afforts in Micro, Small, and Medium Enterprises in Indonesia. Micro, Small and Medium Enterprises is one of important sector in Indonesia that have to empowered, because it gave significant contribution in Indonesia’s economic matter. Indonesia has prepare many various of program and wisdom to increase the Indonesia’s Micro, Small and Medium Enterprises and Small Medium Industry competitiveness to confront the ASEAN Economic Community 2015.This research, there are some things that can be concluded in the policies issued by the government in helping SMEs in particular to the craft of Batik Melayu Riau ; first, the creation of business climate, small and medium conducive to the performance indicators of the number of SMEs receiving facilities capital namely by members of training on ongoing basis, and the lend both bank and non-bank. The second, program is to improve the quality of institutional cooperation with the indicator increasing active cooperatives in the province of Riau. Namely to enable cooperatives in theregions so that the entrepreneurs were able to reach them. Thirdly the provincial government to help entrepreneurs to promote their product into and out of the country for example Malaysia, Singapore, Hongkong and others.Keyword : ASEAN Economic Community , Micro, Small, and Medium Enterprises , Batik Melayu Riau.

Abstract

This research was conducted to find out more about the attribute facilities at Grand Elite Hotel Pekanbaru and to find out guest responses to attribute facilities at Grand Elite Hotel Pekanbaru. The research method used in this study is a quantitative method to examine the problems raised. The sample technique used is a sampling technique based on chance. The samples taken were 50 respondents, who were taken as research respondents were guests who came to the Grand Elite Hotel Pekanbaru with the intention to find out the guests' responses to the available facilities. Data collection was carried out using interviews, observations, and questionnaires. The analysis technique used in this study is descriptive statistics to describe guest responses to facility attributes. Facilities at Grand Elite Hotel Pekanbaru include business services and facilities such as internet connectivity, suites and computers, security facilities such as reconnaissance holes, water spray systems, electronic locks, and surveillance cameras, basic facilities such as mattresses and pillows, quality furniture, and towels, personal services such as express laundry services and bell staff services, free extras such as newspapers, SPA, breakfast, and local telephone calls, dining facilities such as bars & lounges, snack bars, family restaurants, and room service, distinctive rooms Hotels such as work desks, and non-smoking rooms, airport / meeting facilities such as airport transfers, meeting room facilities, and banquet services, advertising and parking such as information boards, directions, and parking lots, fitness facilities such as gymnastics, dressing rooms, and free sauna. The results of the study show that the guest responses to the attribute facilities at Grand Elite Pekanbaru Hotels are in the good category with the highest score located in the dining facilities. Keywords: Guest Responses, Facilities, Hotels

Abstract

Tiger trawlers have long been banned by the Government but are still used by fishermen today. Tiger trawlers are considered to damage the marine ecosystem because of fishing gear that can damage coral reefs and the generation of fish and other marine ecosystems. Because fishermen, especially in the Sibolga City area, have long used tiger trawlers, so that until now the fishermen are still using it even though it has been banned in law. It is indeed very difficult to change the condition of current trawlers, but it is already a firm Government policy to ban trawlers now to operate again and fishermen especially fishermen who have tiger trawlers in Sibolga City currently must find alternative fishing gear to looking for and getting fish in the sea .. Formulation of the problem from this research, 1. What are the impacts on the fishermen after the demolition of trawlers? 2. What are the social and economic changes of fishermen after the demolition of trawlers? The type of this research is descriptive qualitative research, the research subject who became the informant in this study as many as seven people who were previously trawler fishermen, of which three fishermen who had long been trawlers and four were new fishermen working as trawlers. The technique of taking the subject of the research was done by snow ball sampling technique. Particularly the fishing community of Aek Muara Pinang Village must have experienced the positive and negative effects of trawling. Keywords : Tiger Trawlers, Fishermen, Aek Muara Pinang Village

Abstract

The purpose of this research is to know the quality of service waiters at The Cafe Hotel Premiere Pekanbaru, to know the factors apasaja affect waiters service at breakfast session at The Cafe Hotel Premiere Pekanbaru.This research uses descriptive quantitative method to analyze the problem. The sample used is 100 respondents and the data obtained using questionnaires, observations, and interviews. By using Likert scale as a tool to determine the length of the interval.Based on the research results, the quality of waiters service at breakfast session at The Cafe Hotel Premiere Pekanbaru consisting of five indicators are: Tangible, Emphaty, Responsiveness, Assurance, Reliability. The least good service is on ResponsivinessKeywords: Service, Breakfast, Waiters, food and Beverage, and Restaurant.

Abstract

This research is a security study that provides an analysis of the problem of overcoming the problem of hostage taking by the Abu Sayyaf Group at the Indonesia-Philippines border through the Joint Press Statement Forum as a forum of cooperation between Indonesia and the Philippines.This research uses a conceptual foundation, applying the national interest concept of program implementation to see how much of its influence in the effort to save the Indonesian citizen hostage by the Abu Sayyaf Group on the Indonesia-Philippines border by focusing on a particular region. Supported by the theory of international cooperation. The concept leads to qualitative methods and literature study as a source of information.Some of Indonesia’s effort in overcoming the core problem is to monitor the forum until all citizens are free from hostage by Abu Sayyaf. So far these efforts have provided poor results to government of Indonesia because the Philippines has not given direct rights to Indonesia to directly diplomate with the Abu Sayyaf.Keywords: Abu Sayyaf, Terorism, International Cooperation, Indonesia-Philippines

Abstract

This research is based on the decisions issued by the Indonesian republic's trade ministry who want the arrangement of the warehouse list sign permit. The purpose of this research is to analyze about how the supervision done by municipal government Pekanbaru as executor of regional autonomy in this case executed by service in charge of commerce.This research is descriptive. This study aims to describe how the real situation in the field accurately and systematically related to research and fact analysis, as well as field observation and data or information obtained. Methods of data collection is done by way of interviews and documentation.The results showed that the policy issued by the minister of commerce of the Republic of Indonesia which became the guideline for the new city government to supervise the warehousing can not be done because there is no regulation peaksana of law number 23 year 2014 about the local government in which regulate the division of authority between the government region / city and province. This is seen from some data provided by the capital investment and integrated services one door kota Pekanbaru which the data since the year of the enactment of policies and regulations regarding the obligation to have the warehouse list licensing list is only 287 warehouses who have the license list warehouse list of 372 warehouse who has been taking care of HO interference permissions. Thus the results of this study indicate that from the data that has been described in this study that the number of warehouses that have permission HO disturbance is not directly proportional to who has a warehouse sign permit.Keywords ; Supervision, Policy, Warehouse, Warehouse Registry, and HO.

Abstract

Dumai city has many tourist attractions that can be visited by tourists, one of them isPurnama beach. Purnama beach management is done by a group of tourism awarenesscommunity called Pokdarwis Purnama. Pokdarwis Purnama conducted the applicationof Sapta Pesona at Pantai Purnama. In theory, the role of Pokdarwis in the applicationof Sapta Pesona at Purnama Beach Kota Dumai in this thesis explains how theapplication of Sapta Pesona at the planning, implementation and utilization stage atPurnama beach of Dumai City. This study used a qualitative approach type researchstudy documentation. Data collection is done by interview, observation anddocumentation. Research subjects were key informants and additional informants. Theresults showed that Pokdarwis Purnama has been instrumental in applying SaptaPesona at Purnama beach at the planning stage. But for the implementation phase hasnot been fully implemented, due to constrained funding. While the utilization of thesocial and economic aspects can promote the welfare of local communities. It can alsodefend and reintroduce a culture that is almost forgotten.Keywords: role, pokdarwis, sapta pesona, beach, Dumai city.

Abstract

The background of this research is the formation of Kuansing FM radio as a medium of service and support the activities of local government, based on Kuantan Singingi Regent Regulation No. 7 of 2009 concerning Local Public Broadcasting Institution Kuansing FM. Kuansing FM Local Public Broadcasting Institution has been established since 2003 but in carrying out its function this radio has not been able to achieve the goal of the establishment of Kuansing FM radio. The non-optimal function of Kuansing FM radio is seen from several programs and activities of the 2016 Kuansing FM Local Public Broadcasting Institute which have not yet directly addressed the community such as the socialization program for public information disclosure, and rural broadcastsThis research directs how to optimize the function of FM Kuansing Local Public Broadcasting Institutions and the inhibiting factors that influence the non-optimal function of the Kuansing FM Local Public Broadcasting Institution. This study aims to describe the optimization of the functions of the Kuansing FM Local Public Broadcasting Institution and determine the inhibiting factors that influence the non-optimal functioning of the Local Public Broadcasting Institution Kuansing FM in 2016. This research is a qualitative approach research, this research was conducted in Kuantan Singingi District, the technique used to collect data in this study are interviews and documentation.The results showed that the Kuansing FM Local Public Broadcasting Agency disseminated development information to the public through electronic media, in accordance with District Head Regulation number 7 of 2009, it was still unable to perform its functions optimally as an electronic media information provider in Kuantan Singingi Regency. The legal power of the Kuansing FM Local Public Broadcasting Institute is still weak and seems to be ignored, this is indicated by the absence of broadcasting permits. The inhibiting factors in the optimization of the function of the FM Kuansing Local Public Broadcasting Agency are the lack of broadcasting permits that must be possessed, the quality and quantity of HR owned, lack of training, and lack of facilities and infrastructure.Keywords:Optimization, Public Broadcasting Institutions
