Abstract

Villages that have such a condition are called having their own households, that is, having a territory that only the village community concerned can organize and manage its affairs. Outsiders who are not interested can not intervene to organize and manage the interests of the village community concerned. Taking care of his own household affairs is called village autonomy. With the existence of legal tools has opened the opportunity for the realization of democratization to the village level through changes in village governance configuration by presenting the Village Consultative Board (BPD) as a representative institution of the people at the village level who have equal status and become partners of the village government This research uses qualitative approach. Qualitative approach is an approach that is used to obtain the information needed in order to deepen about the problems to be discussed in this study. The qualitative approach emphasizes the human element as a research instrument will make it easier to adjust to the reality that happened in the field. The type of research used is descriptive that is collecting, compiling and interpreting existing data then analyze the data, examine it, describe and examine more clearly from various factors related to condition, situation and phenomenon investigated. Collection techniques by interview and documentation. The results of the research indicate that the village government of Waterfall, especially the Village Consultative Board (BPD) of Waterfall village has not been maximally involved in performing its duties and functions, especially in the process of formulating village regulations on the Village Expenditure Budget (APBDes) in 2016, which is one of the important elements In the administration of village governance in creating a village government that is advanced, effective, directed in accordance with the goals of community welfare. The obstacles and obstacles BPD in the process of formulating, discussing, and determining the draft village regulations on APBDes is still the low level of ability and expertise and understanding of board BPD village Waterfall.Keywords : Government Village, Legislation, Aspiration

Abstract

The rapid development of Islamic religious knowledge led to the phenomenon of doing hijrah among female students, especially female students at FISIP University of Riau campus. There are many female students in FISIP who change their appearance to be syar'i even use veil and have been able to leave bad behavior become muslimah's female student. This study aims to find out how the motives, meaning of hijrah and communication experience of student who did hijrah in FISIP University of Riau.This research uses qualitative research method with phenomenology approach. The research subjects amounted of seven female students of FISIP Universitas Riau chosen by using purposive technique. Data collection is done through in-depth interviews, observation and documentation. To perform the validity of data, the authors use the technique of diligence observation and reverensi adequacy.The results showed that the motives of FISIP students who do hijrah consists of because motive, that includes self muhasabah, getting hidayah, parents, and environment and in order to motive include get Allah blessing, motivate others and istiqomah. The meanings of hijrah are divided into four categories and all of which leads to personal change better. The pleasant communication experience that is, (1) have a solehah friends, (2) can give motivation, (3) intense with family, (4) have positive image and (5) got good attitude in interaction and unpleasant communication that is, (1) getting negative comments, (2) shunned by friends, (3) experiencing various obstacles, (4) getting temptations, (5) getting unpleasant treatment, based on their interactions with their family's, friends, and their environment's.Keyword: Experience, Communication, Communication experience, Hijrah.

Abstract

Green open space is a space wchich is filled by the herbs and plants that are able to accommodate human activity in an environment. As for the research conducted in this study is housed in open green space of Putri Kaca Mayang at Jenderal Sudirman street of Pekanbaru. The purpose in this research is to find out how the utilization of green open space for the people of the city of Pekanbaru, i.e. as seen from the aspect of leisure as a means of entertainmentand and as a means of exercise. Furthermore, there are factors that can be the catalyst and a barrier for visitors in visiting the open green space. The theory used is a social exchange theory of George C. Humans. This type of research using quantitative descriptive approach with 75 samples as respondents from taking engineering quota sampling. The data collected by the data collection techniques in the form of questionnaires, observation and documentation. Research results in the field say the park is beneficial as a recreational park entertainment with 93.3%, 6.7% less useful, and category doesn’t rewarding 0.0%. based on the utilization of children as a means of sports by category often do sports on site research thet is 17.3%, 45.3% rarely do sports and 37.3% never do sports on site grounds. The driving factor in visiting the garden for visitors that is 50.6% over a garden layout of a combination to factors and strategic factors in the garden free of charge. restricting of factor, jammed around the garden in the afternoon and a separate garden form factor.Keywords : utilization, green open spaces, driving factor and factor inhibitor.

Abstract

Services City Post Office Pekanbaru in the delivery of postal parcels has not done well so that users of postal services increasingly in decline, as well as delivery service parcel post still tend to wait for delivery of packages simultaneously, which is known delivery postal packets that will be sent must wait for the fulfillment of capacity car will bring the package so that it is experiencing delays in delivery, as well as the lack of precision of acceptance parcel post which is known in the service time that is later than the delivery until the receipt of postal package. The purpose of this study was to determine the factors that affect the implementation of the Parcel Post services at the Post Office Jalan Sudirman Pekanbaru and to know the Post Office services provided Jalan Sudirman Pekanbaru in the delivery of postal parcels.The type and method of research is descriptive research, which is defined as the process of solving problems investigated by presenting or describing the state of the subject and object of research at the present time based on the facts that appear or as it is. In the data collection authors conducted in-depth interviews and searches documents and archives post office.The results showed that there are several factors that influence the Parcel Post services at the Post Office street Sudirman Pekanbaru is the factor Speed, Accuracy, Ease of Justice which directly affect services provided by the post office. Services provided post offices by establishing standard operating procedures that have been established by the time service delivery, clear procedures as well as the cooperation of employees between superiors and subordinates, it is the service provided has been running well where people have received services provided by the post office even though sometimes the waiter given still slow due to the lack of the number of employees in providing services and lack of infrastructure available so that the service provided is not timely, but the post office will remain optimal in providing services to visitors post office.Keywords: Analysis, Public Service, Postal Package delivery

Abstract

DMIJ Program is a program of the Government of Indragiri Hilir which is funded from the budget Indragiri Hilir. Through the Program Desa Maju Jaya Inhil Kembang Mekar Sari village self-help group with a population of 2681 inhabitants comprising several ethnic groups include Malays, Bugis, Banjar, Java and tiong hua. This research problem formulation What factors affect the Budget Allocation Management Program (DMIJ) in Kembang Mekar Sari subdistrict Keritang Inhil District. The purpose of this study to determine Management Budget Allocation Program Desa Maju Inhil Jaya (DMIJ) in Kembang Mekar Sari subdistrict Keritang Indragiri Hilir 2014 and to determine the factors that affect the Management Budget Allocation Program Desa Maju Inhil Jaya (DMIJ) Village Kembang Mekar Sari subdistrict Keritang Indragiri Hilir 2014. this research was conducted in Kembang Mekar Sari subdistrict Keritang. The method used is a qualitative research, data collection techniques are interviews, observation and documentation. Based on the findings that the process of planning, budgeting, disbursement mechanisms have been run in accordance with the PTO DMIJ. While in the process of using Budget Allocation Program DMIJ already well underway, although still not optimal. The functional supervision of supervision conducted by the District Government and the District Government Inhil Keritang the form of reporting, should be done every month (Periodic Report). However, in practice only done twice. The fact has not happened yet direct supervision by the community in the management of Program Budget Allocation DMIJ. Actual administrative accountability has not been carried out correctly, which is held only twice, in the reporting process phase I and phase II. Public participation was one of the factors that support the management of Program Budget Allocation DMIJ. Culture of mutual aid society is the potential of the village in the management of Program Budget Allocation DMIJ in community empowerment. Abstract

This research was conducted to find out the effectiveness of the implementation of online health information systems in health office of Rokan Hilir Regency. The background of this research is health office of Rokan Hilir regency as institutions which develops online health information system and efforts to improve the quality of health services integratedly to the society. The existence of this online health information systems coordination, then the decision making process, the process of handling problems, performance improvement officer health and wellness data can be obtained accurately and realtime. This research aims to know the implementation of the online health information system, factors that affect the provision of online health information systems in health office of Rokan Hilir Regency.The research method is qualitative descriptive with the purposive sampling technique. Informants in this study are the health office of Rokan Hilir Regency, Secretary of health office, Head of sub-division of planning and programs, Staff of sub-division of planning and programs, head of Bagan Punak Clinic, head of Rimbo Melintang clinic.Result of research of qualitative descriptive data analysis, the Data Type is primary data and secondary data collected through observation, interview and documentary studies. The result of this study shows that the implementation of online health information systems in health office of Rokan Hilir Regency is not done properly. This can be seen from bad of the process of data reporting by the health centers that exist in the Rokan Hilir. Restricting factors in the implementation of online health information systems is still plentiful. Restricting Factors that faced include human resources, disruption of networks, facilities and inadequate of infrastructure. This causes the disruption of the drafting process of health profile of Rokan Hilir health office.Keywords : Effectiveness, Organization Effectiveness, Online Health Information Systems.

Abstract

 Village Government has a significant role in managing Village Fund Allocation. The main task that must be carried out by the government / village apparatus is how to carry out the process of planning and implementing Village Fund Allocation on target and useful for the progress of the village. However, in its implementation there must be things that become obstacles to achieving the implementation of all the planning properly.This study aims to determine, plan and implement the D Village Fund Allocation for the Development of the Village Transfer, Enok District, Indragiri Hilir Regency. Research uses management theory, roles, implementation and village planning. Primary information sources (informants) are determined by purposive sampling and the necessary data are collected by interview techniques and literature study. The parties who succeeded in becoming the resource persons in this study were all village officials starting from the village head to the smallest village apparatus to run the ADD together.From the results of this study it can be seen that almost all planning is said to run smoothly in planning and implementation. All proceeds from village development that receive ADD funds. But still there are obstacles so far, the most visible problem is the disbursement of Funds Allocation Funds. But this has become the rules and procedures in force from the government. The role of the village government and village management so far has been very good in using ADD, starting from planning to accountability for each ADD implementation. Keywords: Role, Village Governance, Planning and Implementation

Abstract

 Welcoming guests by the receptionist is one of the services provided as a hotel service for guests for the satisfaction of guests. Friendly guests by the receptionist can give a good or bad impression of the first hotel service and the last impression of hotel services for their guests. This research was conducted at a four-star hotel (****), Niagara Parapat Hotel, in Simalungun Regency, North Sumatra Province. The purpose of this study is to find out how reception by reception and guest response to reception by receptionists at the front office of the Niagara Parapat hotel. The research method used in this study is a quantitative descriptive method to determine the responses of respondents by interviewing, questionnaire, observation and documentation data collection techniques. Abstract

Increasing number of people with disabilities ex psychotic causes the increasing importance of social rehabilitation. In Riau Province social rehabilitation program has been done by UPT Bina Laras under the auspices of the Social Service of Riau Province. The purpose of social rehabilitation is for the recovery of people with disabilities ex psychotic in order to be able to return in the community. This study aims to determine the Effectiveness Performance of UPT Bina Laras in Social Rehabilitation for Disabled Persons Ex-Psikotik in Riau Province and to know the factors that influence the Performance Effectiveness of UPT Bina Laras in Social Rehabilitation for Disabled Persons Ex Psychotic in Riau Province.This study uses the concept of performance theory that Yazid (2009: 49) where the indicators used are quality of work, quantity of work, timeliness, work together, and responsibility. This study used descriptive qualitative method. Data were collected using interview technique, observation, and documentation. Data analysis with interactive model.Based on the results of this study, it can be seen that the implementation of social rehabilitation program implemented by UPT Bina Laras Riau Province has not run optimally. There are still obstacles in the implementation of social rehabilitation such as limited facilities and infrastructure and human resources. Therefore, it is necessary to improve the facilities and infrastructure in the implementation of social rehabilitation activities for people with disabilities ex psychotic and human resources such as doctors and psychologists who should stand-by from within the UPT Bina Laras. Abstract

The election of the regional head is the general election to elect the candidate for the regional leader which is directly implemented by the local people as a form of democracy at the local level. In the election of district head of Siak district in 2015, the pair of Syamsuar-Alfedri again won the election as regent and vice regent of Siak district period 2016-2021. Another phenomenon is where the pair of Syamsuar-Alfedri who is a candidate pair of malay background, able to excel in an area dominated by the transmigration village with the majority of the population background of the tribe of java. Based on the phenomenon that occurs then the formulation of the problem in this research is what factors supporting the victory of the couple Syamsuar-Alfedri in the village of palm Permai Dayun subdistrict in the election of district head of Siak district in 2015.This study aims to find out what factors supporting the victory of the couple Syamsuar-Alfedri in the village of palm Permai district Dayun in the election of district head of Siak district in 2015. This research uses qualitative method with descriptive research type. Data collection techniques are interviews and documentation. Informants of this research is a team of successful partners of Syamsuar-Alfedri community leaders, and members of political parties in the village of palm Permai.Based on the results of the study indicate that the factors supporting the victory of the pair of Syamsuar-Alfedri in the village of palm Permai subdistrict Dayun in the election of district head of Siak district in 2015 is the issues and policies, social imagery, emotional feelings, candidate personality, current events, personal events, and epistemic issues.Keywords : Election head, factors supporting the victory, voting behavior
