<![CDATA[The 2015 Simultaneous Village Chief Elections is arranged by the 2014 Laws of Republic of Indenesia about Village mandates that the village head elections is implemented simultaneously within each regent/city. The village chief elections is the spearhead of democracy in community life at local level. In every leadeship election, candidate leaders always need a strategy so they can elected and win the election. This also happens at the local level such as the village. In formulating the winning strategies, the village chief candidate needs a description of the villagers voting behavior. To describe villagers voting behavior, we can use some approach of voting behavior. In this research, teh author uses polticial marketing approach that has seven cognitive indicators which affecting the villagers to make choice in the village chief election. The seven cognitive indicators are issues and policies, social imagery, emotional feelings, candidate personality, current events, personal events, and epistemic issues. The informant of this research is the villagers of Pintu Gobang Kari village who changed their choice in The 2015 Pintu Gobang Kari Village Chief Elections compared their choice in the previous election. The purpose of reseach to be achieved is to describe the causes of villagers changing voting behaviors in The 2015 Pintu Gobang Kari Village Chief Elections. The research method used is qualitative with and analyzed descriptively. The data obtained through in-depth interviews of informants detemined by the Snowball Sampling method so is desribed the cause of villagers changing voting behaviors. In the result of this research it has been described that there are some cause of villagers changing voting behaviors. First, the main cause is villager’s disappointment toward incumbent candidate during his term. The policies he took during his term makes the jealousy of villagers among hamlets. Second, every cognitive indicators of marketing approach has affect to change the villagers voting behavior. Issues and plicies with current events become dominant indicator of villagers changing voting behaviors in The 2015 Pintu Gobang Kari Village Chief Elections. <![CDATA[This research is about Organization of the Petroleum Exporting Countries (OPEC) an organization that has obligation to keep production and stabilize the world petroleum pricing that have to be focused for obligation that have been out by OPEC for cut the world production petroleum in 2016 to stabilize the world petroleum prices and the impact that affect Indonesia as one of the member of OPEC. This research discusses about “Indonesia’s politics and economics interest by rejoin OPEC in 2015”. The purpose of this research is to know why Indonesia decided to rejoin OPEC in 2015.This is qualitative research which used descriptive explanative methods, and collecting datas from books, journals, articles, mass media, official publications and relevant websites. <![CDATA[This research explain about Timor Leste Wants to Join ASEAN Membership, This is an opportunity to improve the country 's profile in the region in addition to economic and political advantages which can be obtained by becoming a member of ASEAN. since Timor Leste applied to join the members of asean untill recently Timor leste has not been accepted as an ASEAN memberhip. One of ASEAN membershipa assume Timor Leste can’t be a membership of ASEAN because the gap with the other Asean member countries it feared would be problem fo ASEAN.This research theoretically has built by using Morghenthau Neoclassical Realism perspective on International Relationsand supported by Foreign Policy theory from James N. Rossenau. Formulation of all arguments, data, facts, and theoritical framework in this research using qualitative explanation methods.This research also using nation-state as the level of analyze, the focus on this research Timor Leste in diplomatic efforts became a membership of asean.To accepts Timor Leste doing diplomacy to of ASEAN membership. Timor Leste interlacing good relationship with membership of ASEAN. <![CDATA[This research was carried out in Sungai Tohor Village, Tebing Tinggi Timur District. The purpose of this study was to determine the characteristics of workers and employers of the Sagu Industry in Sungai Tohor Village. The topic of this research focus is the pattern of Patron-client employment relationships in the Sagu Industry in Sungai Tohor Village. The technique of determining samples by purposive sampling and determining the number of samples as many as 15 people. The author uses qualitative descriptive methods and data instruments are observation, interviews and documentation. The study found that there were several characteristics of employers and workers in the Sungai Tohor Village Sagu Industry, namely as follows: Employment agreements, work agreements between Patrons and Clients are not written. Where the agreement is made on the agreement of Patron and client based on a family agreement. Work ethic, work ethic in the sagu industry is characterized by the discipline of labor time. Even though work time is not regulated by the employer, there is a great sense of responsibility for the worker to complete the product given to the employer. Wages, wages applied in the sagu industry, based on the number of products produced by workers. Social security, social security received by clients in the form of occupational health insurance and work accident insurance. Health insurance employers always pay attention to the health of workers with work done by workers not forced by the employer. work done with the ability of the worker to complete the product. Food dependents for workers are provided by the employer. while the guarantee of workplace accidents, in the event of a work accident the patron is fully responsible. not only guarantees in work but the worker gets social protection from the employer. <![CDATA[This research describe about the the impact of foreign workers the social community in Dumai City. Labor in the city of Dumai come from various countries, and the majority come from the Chinese State. they come up with a good quality work. With the high mobility of labor between countries make Dumai City which became one of the cities in Indonesia are feeling the effects of the foreign workers.This study found that the presence of foreign workers in Dumai City provides a wide range of social impact in society, for the example can increase revenue (PAD), and improve the lives of people in Dumai. <![CDATA[The implementation unit of information and communication technology technical is the department that responsible for servicing the students’ academic portal. UPT-TIK as a public unit had to provide the transparence services for students. The well services might improve the quality of Riau University itself. The formulations of the problem in this research were: (1) How was the UPT-TIK strategy in improving the quality of service for the students’ academic portal in Riau University 2017? (2) What obstacles that faced by the UPT-TIK in improving the quality of service for the students’ academic portal in Riau University?. The purpose of this study (1) To described the strategy that used by UPT-TIK in improving the quality of service for the students’ academic portal in Riau University 2017 (2) To described the obstacles that faced by UPT-TIK while implementing the strategy in improving the quality of service for the students’ academic portal in Riau University. This research was descriptive research by using qualitative approach. The result of this study concluded the strategy that used by UPT-TIK in improving the quality of service for the students’ academic portal in Riau University involved technology strategy, innovation strategy, and operation strategy. However, the implementation of the strategy that carried out by UPT-TIK had not been maximized, there were several obstacles that faced by the UPT-TIK in improving the quality of service for the students’ academic portal in Riau University among them were inadequate human resources, lacked of budget funds obtained from the rector of Riau University, not enough servers, the unsuitable technology with the students’ requirements, lacked of training for each divisions and many features in academic portals that did not contain information. <![CDATA[Pekanbaru has tourism potencial as nature tourism, cultural tourism, religious tourism and history tourism. Event Petang Megang held on the afternoon before welcoming the holy month of Ramadan. Because it, this research was conducted to find out how to implementation event Petang Megang di Kota Pekanbaru. Which is conducted by Dinas Kebudayaan dan Pariwisata Kota Pekanbaru to increase the number of tourist visits in pekanbaru city.This study aims to know how implementation Event Petang Megang as well as the intent and purpose implementation Event Petang Megang di Kota Pekanbaru.This research used descriptive qualitative method to examine the issues raised by analyzing implementation Event Petang Megang di Kota Pekanbaru. As for key informant in this research as many as five people involved as perpetrator of event,taken from the interview.While data collection techniques in this study using observation, interviews, and documentation.The result of this study show that implementation Event Petang Megang it’s been much different in the past because of the time that has been shortened and the of process of change in the activity at the time of the event, with the change in the implementation of this event on the afternoon of the past is the cultural preservation while at the present time it’s an Event petang Megang to preserve culture and as a cultural tourism.In the implementation of the Event Petang Megang there are several races that are catching the ducks, melayu song, and runway.So with the holding of the will increase the number of tourist arrivals in pekanbaru city to follow the Event Petang Megang.Petang Megang has become a flagship event in the city of pekanbaru so it must be preserved because this event is a legacy of the ancestors of the tribe melayu.Keywords : Event, Petang Megang, Tradition in Pekanbaru]]>

<![CDATA[The purpose of this study is to determine the cause of the conflict in the construction of houses of worship in the backwoods seranggeh pabrik and the impact caused by the conflict and what kind of settlement efforts that have been done.This research uses qualitative research methods by taking some people as respondents who are trusted to represent from all respondents.To collect data from the respondents used direct observation methods, interviews and documentation.This study sees that people always have a variety of needs so that conflicts often occur between communities and conflicts also occur because of differences of opinion and goals between interest groups and pseudo-groups, this is happening in backwoods seranggeh pabrik, where social conflict in the construction of houses of worship has not been resolved entirely because there are still differences of opinion, interests and rejection of the hamlet community seranggeh pabrik.In the settlement of this conflict has been taken by way of negotiation and mediation but not also get an agreement between the two conflicting groups, so the problem is solved by means of abitration that is the absolute decision of the village chief who deliberate with the regent of Indragiri hulu to resolve the conflict that must be obeyed by both parties in conflict.Keywords: Social Conflict, Development of House of Worship]]>

<![CDATA[The study seeks to analyze diplomatic relations between Turkey and the United States after a failed coup in Turkey on July 15, 2016. Relations between Turkey and the United States have worsened since the coup that took place in 2016, where the coup involved Fethullah Gullen who brought the United States in tensions that occur in Turkey. This is because Turkey is asking the United States to extradite Gullen to Turkey, but the United States is trying to protect Gullen. This has resulted in poor relations between Turkey and the United States. The theory used in this study is Coercive Diplomacy, which explains the form of threats carried out by Turkey. The data sources used in this study are based entirely on secondary sources, including international and Turkish media coverage of the course of the coup. Includes various articles written by various experts / analysts about the incident. The perspective used in this study is the perspective of realism, and the level of analysis is the nation state. The research method used is a qualitative method. As a result of the involvement of the United States in the Turkish Coup, it caused a bad relationship, in which Turkey closed the United States Military base in Incirlik, establishing a closeness with Russia which became the enemy of United Stated politics and arrested a US state priest. However, it seems that the two countries will continue to continue Diplomatic Relations because of their interests and mutual needs. <![CDATA[An empowerment program that claims to be a program based on the wishes and needs of the community, but ironically the community still does not feel the ownership of the programs so it is not strange that many programs are only for the lifetime of the project and end up without a significant impact on people's lives as one of the programs of 16 programs of the Department of Marine Affairs and Fisheries Bengkalis is the development program of aquaculture. The problems in this research are; How is the implementation of fishery aquaculture development program in Kecamatan Bantan by Department of Marine and Fisheries of Bengkalis in 2015 ?. What are the obstacles in implementing the program of development of aquaculture in Kecamatan Bantan by the Department of Marine Affairs and Fisheries of in 2015? The type of research is qualitative research. Data collection techniques in research, interviews, Documentation Search, Observation. Sources of data in this study are primary data and secondary data. Based on the results of research conducted that the Program of freshwater fishery cultivation (pond) needs to evaluate the process of implementation of fishery aquaculture development program to determine the suitability between program planning and program implementation. Implementation of the program is in accordance with the planning prepared. But there are program planning that is not well realized, that is in the activity of fishery development and development. Inhibition of Fishery Cultivation Development Program is a communication between government agencies in empowering Fishery Development Program, the lack of human resources that can to implement the Program of Aquaculture Development in accordance with the existing policy, the subsequent lack of socialization which is mainly done by the fisheries and marine agencies.
