Abstract

Children with mentally disabled have the same right to take education as normal child in general. One of the educational institutions for children with special needs in the city of Pekanbaru is SLB N Pembina Pekanbaru. Interpersonal communication is needed in the learning process between teachers and mentally disabled students. Through this interpersonal communication makes students feel closer to their teachers. This study was conducted to determine how the openness, empathy, being supportive, positive behavior and equality are conducted by teachers with mentally disabled students in developing the independence of mild mentally disabled students in a state of special school (SLB N) Pembina Pekanbaru.This study used qualitative research methods with symbolic interaction approach and descriptive. Informants in this study were teachers, mentally disabled students and parents of mild mentally disabled students with purposive method. The techniques of data collection is done by observation, interview and documentation. To achieve the validity of the data in this study, researcher used the extension of participation and triangulation.The result of this study showed that interpersonal communication between teachers and mild mentally disabled students has gone well. The opennes attitude by teachers such as say hello to student, asking what they feel and think. The emphaty teachers did involved verbal greetings or non verbal act. Being supportive including motivate students and praised for what student have done. Positive behaviour including be friendly and smile to student. Equality attitude in a way acting as a not smart people and not too patronizing student. Interpersonal communication that teachers did give the positive impacts for the development of student’s independence.Keyword : interpersonal comunication, teachers, mild mentally disable, independence

Abstract

This research is study of international political economy which discussed about the influence of Transatlantic Trade and Investment Patnership to ireland and United state America’s economic relations. The purpose of this study was to explained the affect of TTIP to economic relation especially on foreign Direct imvestment, export and import sector between Ireland and United State. Ireland is the most important patner for United State, United State is the largest source of Foreign Direct Investment to Ireland and many companies from United State operating their afiliates companies in Ireland.This research use analysis level state which focus affect of TTIP on Ireland economy. This research use liberal perspectif and international cooperation theory with role concept, fact, data, arguments and theoritycal framework of this research formulate by using qualitative description. Data which is gotten and collected throught the journals, books, the lathes thesis and then from internet that has related to the problems.This patnership increasing value of United State FDI to Irleand. It also boost up some export goods from Ireland. Tariffs and regulatory differences give rise to rise unnecssary burdens on exporters, which causes distortions in the exchange of goods and services. Reducing these barriers with TTIP will provides consumers gains and enchance trade and Growth. Abstract

The rural areas across Indonesia have been predicted that locals will be given APBKep or local government budget comes from two main sources such as local central and districts government. The reason of giving local government budget is to assist locals becoming independent society. Thus, the rural is equal to central people. In line with this situation, local government should bring into reality the aims of making the developed and prosperous village by using the concept of transparency in administering the local budget and society. The purpose of this research is to knowthe transparency of local government budget and income of Sungai Segajah village Kubu District Rokan Hilir Regency. Also, this research used the concept of “The Princple Of-Opened-Transparency” that is adopted from Mustofa Widjaja in (Irvan, 2017). This research is known as descriptive qualitative. The samples were selected using purpose sampling technique. The result of this research proved that transparency in administering local government budget in Sungai Segajah village in Kubu Rokan Hilir does not work maximally because there are still obstacles that become problems of local government in planning and implementing the transparency of local government budget. *Keywords: Transparency, Administration, Local Government Budget

Abstract

The strategy of managing Corporate Social Responsibility (CSR) through a partnership program can be used to empower UMKM (Micro Small and Medium Enterprises) to become a resilient and independent small business. The purpose of this research is to find out the management strategy of PT Perkebunan Nusnatara V partnership program starting from the planning, implementation, organization, monitoring and evaluation of PT Perkebunan Nusantara V Corporate Social Responsibility (CSR) through a partnership program in empowering UMKM in Kampar Regency.Research using qualitative research methods. By using the concepts of management strategies, communication management, communication of Corporate Social Responsibility communication management strategies for Corporate Social Responsibility, and community empowerment. Next data collection techniques consisted of interviews, observation, and documentation. While the data analysis technique uses descriptive analysis according to Huberman and Miles. For data validity checking techniques using triangulation. The results of the research show that in the partnership program planning process, it is conducted with internal meetings and has not yet followed the stages of communication planning. At the stage of organizing the PKBL division divides each of its employees into each beneficiary Regency. At the stage of organizing communication that occurs face to face and utilizing communication media such as whatsapp and line. In the implementation phase of PT Perkebunan Nusantara V Corporate Social Responsibility (CSR) in collaboration with the Kampar District Koprasi Office. In the implementation there are several stages, namely the submission and acceptance of proposals, the implementation of the survey phase, the stage of receiving assistance and training, and the stage of empowering UMKM in Kampar District. Every step taken by PKBL in managing the program contains an element of communication and requires the role of public relations. UMKM empowerment occurs when UMKM feel helped after receiving funding from the partnership program. Abstract

This research is motivated by not yet optimal role of Community Forum About Garbage in Pekanbaru city. Dinas Kebersihan dan Tata Kota Pekanbaru Not yet optimal to implement the Perda Pekanbaru No. 8 of 2014, especially Article 40. Therefore researchers want to review the implementation and inhibiting factors of implementation of article 40 of Local Regulation No. 8 Pekanbaru City. The method used in this research included into qualitative and quantitative research with descriptive approach, of which the sample of research is 74 people, where 2 people as key informants, 14 people as informants, and 58 people as respondents.Based on research results, that: (1) implementation of Regional Regulation of Pekanbaru City Number 08 Year 2014 on Waste Management is a guideline or basis in handling garbage by Sanitation and Garden Service of Pekanbaru City, but for article 40 has not been implemented, because the existing community forum is still limited to RW scope, ie LKM-RW. Where the LKM-RW is only tasked to quote garbage levies, not seek and provide solutions in handling waste problems as contained in pasa 40 Pekanbaru City Regulation No. 08 of 2014 on the Community Forum Peduli Sampah; (2) the inhibiting factor in the implementation of article 40 of Pekanbaru City Regulation No. 08 of 2014 on the Community Forum for Garbage Concern is the lack of socialization of the regulation by the Head of Service, the secretary of the Department to subordinates or the sections and sections in the Sanitation and Gardening Agency of Pekanbaru City, To the community is hampered, although there are planning activities for the formation of Community Forum Peduli Sampah before, but the realization has not existed until now. If seen from research indicator, hence implementation inhibiting factor is factor of policy content and support factor. Abstract

Public service in administrative management at Kotabaru Seberida Village Office is not yet optimal. Not optimal public service in Kotabaru Seberida Village Office caused by not implemented SOP (Standard Operational Services) that have been set.In this study the authors use the theory L.P Sinambela (2006) which consists of transparency, accountability, conditional, participatory, equality of rights, and the balance of rights and obligations. The type of research is descriptive qualitative research method.The result of the research shows that public service in administrative management at Kotabaru Seberida Village Office has not been optimal. The not optimal public in Kotabaru Seberida Village Office is caused by the not being implemented SOP (Standard Operational Services) that have been set.Keywords: Service, Public Administration, Optimal Service

Abstract

Village consultative bodies are institutions that have a function of oversight of the performance of the village head according to the mandate in law No. 6 of 2014 article 55. Supervision is done to prevent deviations made by the elements in the village administration. Performance monitoring of a village head is seen from the achievements of the policies he applied in the village. To measure the performance of the village head, BPD has the right to request the Village Head Accountability Report within one year. This research would like to see how the supervisory function of the Village Consultative Board in Kepenghuluan Bangko Pusaka Bangko Pusako Sub-district of Rokan Hilir Regency. The purpose of this study is to determine the implementation of supervision on the performance of village heads in Kepenghuluan Bangko Pusaka by Kepenghuluan Kepenghuluan Agency Year 2015. The location of this study was conducted in Kepenghuluan Bangko Pusaka District Bangko Pusako Rokan Hilir Regency. The method used in this research is descriptive method with qualitative approach. Data collection techniques in this study are interviews and documentation. Data analysis technique used is descriptive qualitative data analysis. The result of this research is Supervision of Deliberation Board of Kepenghuluan Bangko Pusaka not optimal in performing its duty. Some of the village chief's policy programs did not go according to plan and did not work. based on interview results there are several facts in the field; 1. the LPJ village head's discussion by BPD is not Qorum, 2. Abstract

Health in social life is a prosperous state of body, soul, and social that allows every person to live socially and economically productive, where the position of health is very important in improving the life of society. The prevention and elimination of elephantiasis is now a concern of the Government and is one of the disease control programs that should be pursued in a more systematic and sustainable manner. Filariasis or better known also elephantiasis disease is a chronic infectious disease that is always present in the tropics caused by filaria worm infection. The Filariasis Prevention Bulk Drug Program (POPM) is an action that prioritizes people's safety above individual interests. The purpose of this research is to see how the implementation of the program of drug prevention of bulk (POPM) of elephantiasis (filariasis) in Pangko pusako district of Rokan Hilir district. The concept of theory used is, the implementation proposed by Edward III which says that there are four variables that determine the successful implementation of a policy, namely: Communications, Resources, Disposition and Bureaucratic Structure. This research uses qualitative method with descriptive data. In collecting data of researcher use purposive sampling method as source of information and data analysis with triangulation technique. The results showed that the implementation of the program of prevention of bulk foot (elephant) foot mass (filariasis) in Bangko Pusako district of Rokan Hilir district has been running well, but only the lack of comprehensive socialization or counseling in the implementation. In addition, the community should also be the target group of the program has awareness to take the drug, so that the program can be done as expected.Keywords : Implementation, medicine, Filariasis

Abstract

research is based on the development of UD. Indra Agung owned by Umar Lubis in Mandau sub-districts , Bengkalis districts developed quite rapidly. In its development UD. Indra Agung is not subject to the factors of social capital in it. This study uses social capital theory to analyze the phenomenon that occurs. The purpose of this study is to determine the elements of social capital in the development of UD. Indra Agung, and constraints faced by business owners in its development. Qualitative methodology as a research procedure that produces descriptive data in the form of written or oral words of people and behavior that can be observed. Data collection techniques that researchers will use is to use an interview method which is a form of verbal communication or conversation with the intention of obtaining information from the object, and the method of observation. Data analysis using qualitative descriptive. The results of this study, the authors found that there are elements of trust in which there is an element of honesty and tolerance, network elements, and also elements of religious norms. Also in the process of development of UD. Abstract

Fires are a dangerous threat and can cause loss of life if we do not make appropriate efforts to prevent fires. In Pekanbaru fire events always occur every year. Ranging from building fires to land fires. Therefore, the Pekanbaru City Fire Service conducted counseling on fire prevention to early childhood. This extension aims to provide knowledge about fire prevention and control. Counseling on fire prevention is important to do so later what is taught to them can be applied when they are adults if they experience a fire accident. The purpose of this counseling is to determine the selection of communicators on counseling, counseling messages, counseling media, counseling targets and the effects of counseling.The research method used in this study is a qualitative research method. Using purposive technique by interviewing 15 informants consisting of Secretaries, Employees and Staff Capacity Building for the Pekanbaru Fire Department, Teachers, Parents and Kindergarten students. Data collection techniques with interviews, observation, and documentation. Data analysis techniques use the Miles and Huberman models. To achieve data validity, researchers used extended participation and triangulation.The results of this study are communicators on counseling chosen based on the knowledge and experience they have, who become communicators at counseling are extension and training staff who already have extension certificates. The message conveyed at the counseling was informative and persuasive by giving material about fires and inviting participants not to play fire. Media used by the Fire Department in counseling on kindergartens in the form of infocus, microphones and speakers. In conveying the message the communicator also uses supporting tools such as APAR gas cylinders, fire-resistant suits, safety helmets so that children can see the shape of the images delivered in the OHP. The target of this education is kindergarten children. The effect of this counseling is that kindergarten children no longer want to play fire, know how to prevent and overcome fires, remind people around to always be on fire.
