Abstract

In the performance of organized the organization, BNNP have obstacles in carrying out duties and obligations, the most important is the number of existing employees in the BNNP. The number of existing employees in the Riau BNNP only 62 employee, including members of the National Police. Thus shows that the number of employees of BNNP Riau can affect the performance of employees. The purpose of this research is to analyze the performance of the employees of the National Narcotics Agency (BNN) Riau Province in the implementation of the eradication Operation in the city of Pekanbaru and also to find out the factors restricting factors performance of employees. The measurement of performance indicators used theory of Mangkunegara (2009) consisting of quality, quantity, cooperation, initiative, skills, and responsibilities. The research method used was qualitative research with the descriptive approach.The results showed that; 1) By indicators of quality, doing a network mapping narcotics carefully it is successfully eradication operations. 2) By quantity indicator, each times an operation involving a combined force of the eradication team. 3) By indicators of cooperation, eradication operations involving cooperation with military personnel, Riau Police, TNI Provost, Satpol PP and helped by community. 4) By indicators of initiative, prioritizes the intelligence teams already highly proficient and experienced. In addition many of the employees who have the initiative to bring additional equipment and infrastructure to support operational standards eradication. 5) By indicators of skills, eradication operations are supported by employees who have high proficiency in terms of experience, skill, discipline, work and achievements. 6) By indicator of responsibility, all the employees work in accordance with the duties and responsibilities of each position are contained in the decision of the head of the BNN about the revision of the list order of employees in Environmental Regulation, and also of the BNN BNN number 3 was 2015, about the organization and governance of work BNN for city level. 7) The restricting factors performance of employees BNN Riau Province in the implementation of the eradication Operation in the city of Pekanbaru consists of knowledge, skills, and attitude/behavior of the employees.Keywords: Quality, quantity, cooperation, initiative, skills, and responsibilities

Abstract

This study aims to determine the Effectiveness of Revenue Budget Expenditure Belanjd Village (APBDes) Year 2015 In Sengkilo Island Village District Kelayang Indragiri Hulu. The theory concepts that researchers use are organizational effectiveness by using Gibson's theory by looking at Clarity of purpose to be achieved, Clarity of goal achievement strategy, Mature Planning, Preparation of appropriate program, and System of supervision and control that educate. The research method used is qualitative research with descriptive data assessment. In data collection, the researcher uses interview, observation, and documentation technique based on Purposive sampling.From the research results show that the Effectiveness of the Use of Revenue Expenditure Budget Village (APBDes) Year 2015 In the Village District Kelayang Indragiri Hulu not effective it appears there are shortcomings, there are many facilities and infrastructure that is not good and there are many programs of community empowerment and development that has not run . The factors that affect the Effectiveness of the Use of Revenue Expenditure Budget Village (APBDes) Year 2015 In the Village of Sengkilo Island Kelayang Sub-district Indragiri Hulu Regency is the Quality of Human Resources and Coordination that has not been good.Keywords: Effectiveness, Implementation, Budget of Village Expenditure (APBDes)

Abstract

The purpose of this research is to find out how the supervision of the distribusion of premium fuel oil (BBM) in the city of Pekanbaru and what are the inhibiting factors. This research was carried out in the Energy Resources Mineral Office Riau Province and SPBU in the Pekanbaru City. The theory used in this study is the theory of controlling by Hani Handoko, which sets the standard implementation (planning), the implementation of measuring activities, measuring the implementation of real real activities, comparing the implementation of activities with standars, and taking corrective actions if necessary. The study uses qualitative research with a descriptive approach using purposive sampling snowball sampling, and techniques obtained throught interviews, observation and documentation. The results of this study indicate that, controlling carried out by the department of Energy and Mineral Resources of Riau Province carried out has gane well but not yet maximally. Obstacle factor include human resource, budget, and controlling coordination. It isi better to increase the intensity of supervision for the welfare of the welfare of the community in meeting the needs of premium fuel.  Keywords: Controlling, Distribution, Premium Fuel (BBM)

Abstract

Pekanbaru City is one of the cities with a high level of urbanization. Therefore, conflicts and land problems often occur, due to unclear land ownership in the community. To overcome these problems the Government issued a Systematic Complete Land Registration Program (PTSL) is a step forward in facilitating the management of land certificates. The aim of this researcher is to find out the implementation of a Systematic Complete Land Registration (PTSL) in Pekanbaru City. The focus of research on the theory of Implementation by Repley and Franklin in (Tahir, 2015) which states there are three indicators, namely: bureaucratic compliance levels, smooth routines and no problems, and performance. The results of the study showed that the implementation of the Systematic Complete Land Registration Program (PTSL) in Pekanbaru City was not optimal because of the slow performance of the implementor in the management of land certificates. The inhibiting factors were the human resource factor and the time limitation factor. Keywords: Policy, Implementation of Policy, Land Policy

Abstract

Riau Province has a number of potential and tourist attraction is quite large. There are several attractions in Pekanbaru City which has the charm and attractiveness of each that can be developed to allow tourists to visit the city of Pekanbaru. Tourism attractions Khayangan Valley Sari has been expected to develop into one of the mainstay sources to increase the original revenue area Pekanbaru. Tourism Object of Bandar Khayangan Lake Sari Valley is located in Kel.Limbungan, Kec.Rumbai which is not far from the center of Pekanbaru City. The attraction of this tourist attraction is the atmosphere is very beautiful and cool. It is suitable for tourists who are already saturated with urban hustle and bustle. In the Tourism Object of Bandar Khayangan Lake Sari Valley is located in Kel.Limbungan, Kec.Rumbai this also has a calm atmosphere so it is very interesting to visit. This study aims to: (1) Know how the implementation of promotions made; (2) What constraints faced in promoting the attractions of Bandar Khayangan Lake Lembah Sari Pekanbaru City. In this research research method that I use quantitative method with descriptive approach. Technique of collecting data in this research use observation, interview, koesioner and documentation. Based on the results of research that has been done, shows that the implementation of promotions made by way of advertising, personal seling and public relations at Objects of Lake Bandar Khayangan Lembah Sari Pekanbaru still poor. The obstacles in carrying out promotion in Tourism Object of Bandar Khayangan Lake Lembah Sari Pekanbaru City is the problem of limited costs and still lack of human resources experts in this field of promotion.Keyword : Advertising, Personal selling, Public Relation

Abstract

In a formal organization there are elements which are connected to each other. Among others are the element of leadership, communication scene, and work motivation. These element are the sub-system that correspond with one and the other and become support for company as a system with purpose. A leader have a different way and style. The style of leader’s communication must be adjusted with the current organization or company condition and situation, so it can motivate the employee who will be related with the performance improvement and employee’s productivity. Organization communication scene is another important thing, which become a focus attention if they want to promote an institution, because a conducive scene of communication in organization can make the employee to be more motivate in doing their work.This research is titled “The Influence of Leadership Communication Style and Communication Organization Scene to PT. Riau Televisi Employee Performance” The purpose of this research is to find out the leader’s communication style and the communication scene in the organization along with its effect toward the performance of PT. Riau Televisi employees. Theory used is organizational information theory. The method used is explanation research by using questionnaire data as much as 160 employees of PT. Riau Televisi. In this research, because population is relatively small and relatively ease to reach, the author use the total sampling method, also called census. Data analysis in this research is multiple linear analysis using SPSS version 20. The results showed that partial communication style of leadership, known t arithmetic (4.353)> t table (1,975) or Sig. (0,000) <0.05. This means that the leadership style of communication variables significantly affect employee performance. And communication organization scene partially Known t count (6.606)> t table (1,975) or Sig. (0,000) <0.05. This means that the climatic variable of organizational communication has a significant effect on employee performance. And simultaneously Communication style leader and climate communication organization known F count (60,030)> F table (3,054) with Sig. (0,000) <0.05. The meaning is that the communication style of leadership and climatic communication of the organization together have a significant effect on employee performance variable.

Abstract

Supervision Installation of billboard in Kecamatan Tampan Pekanbaru City conducted by (Satpol PP) is a government agency responsible for the Supervision of Board Installation and according to city regulation Pekanbaru Number 4 Year 2011 About Reklame and mayor regulation Pekanbaru Number 24 Year 2013 About Implementation of Advertising. The purpose of this study is to find out how the implementation of Monitoring Board Installation in Kecamatan Tampan Pekanbaru City. Theoretical concepts used by the researcher are the indicators that influence the supervision used by Brantas where the indicator used is to determine the standard to be used, measure the implementation or the results achieved, compare the implementation or results with the standard and determine the deviation if there is and take action improvement if there are deviations. This research uses qualitative descriptive method, using interview technique, observation and documentation. The results of this study indicate that (Satpol PP) in this case as an authority in supervising the installation of billboards has not done the supervision of the installation of billboards maximally and there are still many deficiencies in terms of monitoring the installation of billboards such as the number of billboards that have expired time still attached and limited human resources so that the need for additional personnel in the supervision team so supervision runs optimally. Abstract

Transjakarta bus service business entrepreneurs Pekanbaru (TMP) has not granted the rights of consumers as users of Trans Metro bus service Pekanbaru (TMP) in terms of security and safety because there is still an accident. Pekanbaru City Community as a user of Trans Metro Bus Service Pekanbaru (TMP) is not fully understand procedure and standard claimed in PT (Persero) Asuransi Jasa Raharja in case of accident. The formulation of the problem: how is the implementation of consumer protection system for public transportation service users of Trans Metro Bus Pekanbaru (TMP) in Pekanbaru City in 2016 ?. The purpose of this research: to know the implementation of consumer protection system for public transportation service user of Bus Trans Metro Pekanbaru (TMP) in Pekanbaru City 2016 in accordance with Law Number 8 Year 1999 About Consumer Protection. Primary data sources through interviews as well as secondary data sources. Data analysis technique is conducted by qualitative descriptive analysis. Transparent: book clauses already covered by insurance are included in the ticket, while the Trans Metro Pekanbaru (TMP) schedule every route is listed around Bus Trans Metro Pekanbaru bus stop, Trans Metro Pekanbaru bus (TMP) gives the opportunity to travel for free at the beginning of the operation of public transport Bus Trans Metro Pekanbaru (TMP) for 3 (three) months. Accountability: the guarantee given is to give free travel by public transportation Bus Trans Metro Pekanbaru (TMP) as much as 10 (ten) times, the user of Trans Metro Bus Service Pekanbaru (TMP) has been covered by insurance if accidents happen. Abstract

Public information at this time is the main requirement for everyone, in addition to the need for clothing, food and shelter. Public information occurs on the basis of communication between individuals one and the other individual. Meanwhile public information disclosure will move the community to play an active role and participate in the implementation of development in their region, so that development is truly related and for the benefit of the people. However, it is not easy for the community to access public information relating to the community, because in reality not all communities in Indragiri Hulu Regency can receive information well because of limited access to public information and low levels of knowledge in terms of technology. These problems bring the government to be able to develop information networks in their regions through the establishment of social communication institutions, namely the Community Information Group. This study aims to find out the process carried out in implementing this community information group program. This research was conducted with a descriptive qualitative approach. Research subjects were determined based on a purposive technique consisting of the Head of Communication and Information Services, Head of Information and Public Communication, secretaries, Head of Human Resources Management and General Functional Staff, and 3 people who had joined the KIM program. Data collection techniques include interviews, observation, and documentation. Data analysis techniques are data reduction, data presentation, and conclusion drawing. Data validity checking techniques include the extension of participation and triangulation. The results showed that Diskominfo Inhu's communication planning in forming the KIM program was based on four basic KIM programs, which were seen from the condition of society, region, information and institutions. This program was formed based on policies from the Minister of Communication and Information and Decree of the Governor of Riau. In the selection of targets for dissemination activities Diskominfo Inhu chose the target was the general public of Indragiri Hulu. The message conveyed in the socialization activities using informative, persuasive sentences. The media used are young face communication media and internet media. Feedback from diverse communities is accepted by the program and some are not. The evaluation activities carried out by Diskominfo are still not effective because of the many obstacles in the process of implementing this community information group program. In group communication conducted by KIM Sedhoyo all democratic systems such as, the election of a chairperson, decision making, resolving conflicts. KIM Sedhoyo has a written norm to regulate the behavior of each group member

Abstract

This research describes the foreign politics of Indonesia toward Malaysia in conflict of bloc Ambalat after Sipadan and Ligitan Conflict in 2012-2015. Ambalats are sea territory between Indonesia and Malaysia in Kalimantan teritory. Ambalat have potencial in natural resources likes oil and gas. In 2005 Malaysia give a exploration right for Shell Company and its make increase of conflict with Indonesia cause based on UNCLOS 1982 Ambalat sea are Indonesia territory with the Archipelago State status.The research method used was a qualitative with descriptive as a technic of the research. Writer collects data from books, encyclopedia, journal, mass media and websites to analyze the foreign politics of Indonesia toward Malaysia in conflict of bloc Ambalat after Sipadan and Ligitan Conflict. The theories applied in this research are realism perspective with decision making theory by Richard Snyder.The conclusion of this research that foreign politics of Indonesia toward Malaysia in conflict of bloc Ambalat after Sipadan and Ligitan Conflict are diplomacy ways. The foreign politics are Indonesia government held a daily patroll in Ambalat sea to anticipation of claim and criminall act, Indonesia government sent a diplomatic note to Malaysia as protess about Malaysia claims, Indonesia built a military based in Ambalat sea (Karang Unarang) and Indonesia government gives a exploration rights for ENI E&P Company.Key words: foregin, politics, conflice and sea territory
