Abstract

Conflict land dispute between PT Tunggal Perkasa Plantation with the local community triggered by the expiration of the permit Hak Guna Usaha (HGU) plantation area of PT TPP since 2010. The fact that the company extended the concession of land up to 25 years. Furthermore, the Society requires companies to establish plantations of 20% of the total land area cultivated for the local community enterprise pursuant to Regulation No. 6 of 2007. PR of PT TPP seeks to resolve the conflict with the approach of persuasive communication. Thus, this study aims to determine (1) how the process of persuasive communication by PR PT TPP and (2) how persuasive communication techniques by PR PT TPP.This study uses a qualitative method and uses the concepts of persuasive communication. The subjects in this study amounted to 5 persons consisting of 1 PR / CDO (Community Development Officer) PT Tunggal Perkasa Plantation, two community leaders involved in persuasive communication, two community leaders to take action prosecution land. Subjects selected by using purposive technique. Data collected by interview, observation and documentation.The results of the studies showed that; (1) The process of persuasive communication done by Public Relations of PT TPP involve community leaders as a source. Recipients of persuasive communication is the local community that demands plantations partnership by doing blockade and taked over the land . Channel used in conveying the message is informal channels with the situation face to face and formal channel through the media. Feedback and effects of persuasive communication by Public Relations of PT TPP is the mass resignation and blockade against the company discontinued so that the company can re-work as usual. (2) Persuasive Communication Messages are delivered using the techniques of persuasive communication techniques including; inquire and express, take advantage of the situation, expressed consent to and sustainable approach.Keywords: Persuasif Communication, Public Relations, Local Communitiy

Abstract

This research was conducted in Desa Bukit Batu Kecamatan Bukit Batu Kabupaten Bengkalis. The purpose of this study was to determine the fabric artisans strategy songket maintain culture tenun in Desa Bukit Batu. The research titled “Tradition Preservation Efforts Tenun Songket in Desa Bukit Batu Kecamatan Bukit Batu Kabupaten Bengkalis”. Topics focus of this research is how the socio-economic circumstances craftsmen fabric songket in Desa Bukit Batu. Qualitative research is explained in detail through in-depth analysis of the subject under study. Therefore, in the determination of the samples using Pursposive Sampling technique, the authors set the number of research subjects as many as 5 people from the community Desa Bukit Batu and as a resource on the Village Head. So the sample in this study is as much as six research subjects. Strategy craftsmen fabric songket maintain culture weaving in the village of Bukit Batu is as follows: Biological Investment Strategy, this strategy made by weavers songket Bukit Batu by controlling the number of offspring that the needs of the economy remains stable and craftsmen do not need to find another job to cover the economic needs of the family because of the many family members / children must be financed. Successive strategy, this strategy is the most dominant strategy made the subject of research in an effort to maintain songket for direct inherited culture to the younger generations who will develop the teachings of his parents. used weaving Desa Bukit Batu with efforts to weave culture bequeathed directly to the younger generation in the family. Strateti educative, educational strategy is done by every family from generation to generation of weavers with teaching methods orally. As taught of how to see and care for the loom to use the loom. Economic investment strategy, this strategy made weaving by maintaining the quality and quantity of woven songket. The daily life of people in Desa Bukit Batu in paint with high solidarity, concern for others that is extraordinary. The economic situation weavers tend to be stable and affluent. Abstract

This research discussed about the Tradition of the Ghatib Beghanyut which is a rejecting Bala Ritual by means of dhikr and prayer on the Ferri Vessel and an engine Boat that drifts following the flow of the Siak river carried out by the Siak community.  The author used Tallcot Parsons Social Systems Theory to analyze the phenomenon of this research. The type of approach of this research used is descriptive qualitative by determining the subject using purposive sampling.  The author interviewed 5 informants that  consists of the Chairperson of the Malay Customary Institution of Siak, Khodam aides, Lurah, Religious Leaders and community leaders who know about the Ghatib Beghanyut Tradition.  Based on the results of this research it is found that the origins of the Ghatib Beghanyut Tradition, which  a village affected by a plague and many plagues happened to them during the Siak Kingdom.  In carrying out the Ghatib Beghanyut Tradition there are several stages, this tradition is carried out once a year namely in the month of safar and held in Kampung Dalam Siak District.  The parties involved in the Ghatib Beghanyut Tradition are Traditional Leaders, Community Leaders, Religious Leaders, Regents, Chief Adat, Lurahs and Siak communities as well as from other regions.  In the Ghatib Beghanyut Tradition there are values contained therein such as family values, togetherness values and tranquility values.  The aim of doing this Ghatib Beghanyut is to drive away or reject reinforcements and also for religious tourism. To maintaining the Tradition of Ghatib Beghanyut by tell to the family, friends and the surrounding community, or can directly invite to participate in the implementation.Keywords: Tradition, Ghatib Beghanyut, Reject Bala, Siak

Abstract

Journalists are required to be able to take responsibility for all their journalistic activities before the public and the press. Due to the large number of complaints among media users who rate journalists as often misquoted, the news is inaccurate or even twists the news. Therefore, the press council in 2010 echoed journalist competency improvement through the Journalist Competency Test (UKW). One of the objectives of the journalists' competencies is to improve the quality and professionalism of journalists. However, even after the formation of this competency, cases and complaints to the press council relatively increased. The Social Responsibility Theory assumes that freedom has a value commensurate with responsibility for that freedom. This theory also encourages professionalism and high standards of achievement for journalists in carrying out their journalistic duties. The purpose of this study was to determine how much influence the Journalist Competency Test (UKW) has on the Professionalism of Journalists in Pekanbaru.The method used in this research is quantitative explanative. Research data collection using questionnaires and documentation. The sample in this study amounted to 124 respondents using accidental sampling techniques. This research was conducted in three institutions in Pekanbaru that had been verified by the Press Council, including PWI, AJI and IJTI. The analysis test used in this study is a simple linear regression analysis and to process the questionnaire data, carried out using SPSS for Windows version 23.The results obtained from the simple linear regression analysis in this study were Journalist Competency Test (UKW) which influenced Journalist Professionalism by 51.2%. While the other 48.8% is influenced by other factors outside of this study. However, the relationship between Journalist Competency Test (UKW) and Journalism Professionalism is included in the strong category with a value of 0.715. The significance value in this study was 0,000 <0.05 (significant level of significance) with a t count of 11.303.

Abstract

This research was conducted in Pekanbaru City. The purpose of this research is to find out what factors encourage the people of Atar Village, Padang Ganting Subdistrict, Tanah Datar District to migrate to Pekanbaru City, and to know how migrants (Atar people migrating) in choosing a job in rantau. The technique of determining samples by snowball sampling (snowball) because the snowball sample selection is done gradually. First. Researchers identify people who are thought to be able to provide information. Then this person is used as an informant to identify others as samples that can provide information, so this process lasted until the desired number of members of the sample. In this study the subject to be used as a source of information available in the research will be conducted as many as 11 people. The author uses qualitative methods with observation techniques, interviews, documentation, and literature studies to collect data and information. The results of this study found that there are two factors that influence the people of Atar village migrate to Pekanbaru City which are two factors that is the driving factor and pull factor. From some informants interviewed in general they migrated to Pekanbaru City driven by family economic factors, and to improve their family's economy. For migrants (Minang Atar People) in choosing a job in the rantau they are assisted by some who are by relatives, relatives or relatives. Because the people of Atar village have a very high solidarity. Those in the overseas generally cultivate and set their choices on the same business ie photocopy services business. Some of them started out as employees, and they were taught, until they were able to open their personal photocopies. In running this business must also have a social network, so the business can run well, and continue to grow. Abstract

In organizing the obligatory functions of local governments decentralized in the field of information and communication given the responsibility to the Department of Communications and Information Technology (Diskominfo) Riau Province to implement. In undergoing this responsibility, Diskominfo Riau province are required to be able to take advantage of advances in information technology so that service to the public can be made more transparent and efficient as well as administrative activities of government can be run more easily and cheaply. Utilization of information technology in government agencies called the e -government. The purpose of this study was to determine the extent of implementation of e -government in the province of Riau Diskominfo and any factors that influence it.This study uses the theory of decentralization by Rahardjo Adesasmita who interpret Decentralization is the delegation of responsibility for policy administration, fiscal, and political from the Central Government to Local Government, which is where the organizing decentralization policy in the implementation of mandatory government affairs in the field of communication and information by Diskominfo Riau province needs to develop the concept of e -government should refer to the fourth structure architecture framework on Presidential Instruction No. 3 of 2003 on the National Strategy and Policy Development of E -Government. The fourth structure is access, portal of public services, the organization of information management, and infrastructure and basic applications.The method used in this research is descriptive qualitative data analyisis which through interviews and observations in the field are further analyzed to produce a conclusion. The informant from interviews conducted is of the Diskominfo Riau Province and related parties.Based on the research that has been conducted against the efforts of the Government of Riau Province in realizing Public Disclosure (Study Implementation of E -Government 2014) shows that the implementation of e -government at Diskominfo Riau Province has not run with the maximum and Implementation fourth structure of the architecture framework on Presidential Instruction No. 3 Year 2003 has not been implemented fully because it is influenced by human resources as the main factor.Keywords : Implementation, E-Government, Diskominfo Provinsi Riau

Abstract

Kimchi is a traditional Korean food. Kimchi existed before the breakup of Korea into two parts into South Korea and North Korea. South Korea in the modern era was diligent in registering its culture, as well as Kimchi. Kimchi has been a part of South Korean people's lives for generations, so the process of making Kimchi which has the name Kimjang has been recognized by UNESCO as a Culture of No Human Heritage. In the modern world, culture has become one of the strengths of a country, in addition to economic and military power, as expressed by Milton Chumming in his theory of cultural diplomacy. This has resulted in South Korea benefiting from the spread of Korean culture, named Haliyu Wave. South Korea can increase the ability of its soft power by trying to register Kimchi on an international body that is credible and has been recognized internationally, namely UNESCO. South Korea considers Kimchi as a valuable asset because of its popularity in foreign countries. It is unfortunate if the ownership falls in the hands of its rivals, namely North Korea, which is the only country that has a policy to increase Kimchi production in its country. This factor triggered South Korea to register Kimchi on international bodies. Abstract

One of problem that happened in Kuantan Tengah district, Kuantan Singingi regency is problem in order of gold mining publishing without permission, where until now there are still many people who do mining activity and more difficult to overcome as for the parties the authorities in handling this problem which is the integrated team which is a decision from the regent of Kuantan Singingi Number 13 of 2013. There are several obstacles in the implementation of coordinating the integrated team in controlling gold mining conducted by this community, among others, lack of commitment and responsibility of the team in the implementation of tasks that will cause many people still do so that will have adverse impact on environmental damage. Theory concept that used by researcher is coordination concept. Coordination consists of planning, communication, division of tasks and supervision. This research used qualitative method with and assessment of descriptive data in collecting the data, researchers used interview techniques, observation and documentation, using key informants and informant as a supplementary source of information. These result indicate that not maximal implementation between related parties (integrated team curbing illegal) in the control, is evident from the persistence of people who do gold mining activities in the Kuantan Tengah district Kuantan Singingi regency. Coordination can be seen from a good indicator of the lack of planning, communication, division of tasks and field supervision, coordination implementation is not achieved yet.Key Words: Coordination, Curbing, Gold Mining

Abstract

Korean popular culture become a major phenomenon in various countries including Indonesia, which led to many communities formed by K-popers, including one community of K-popers Pekanbaru. K-popers as media audiences received a lot of Korean popular culture of the shows in the media. As one of them through a video clip Blackpink Ddu du ddu du are viral in Indonesia. K-popers watching video clips stretcher receives Korean popular culture in ways that may affect the extent of adopted Korean popular culture in everyday life. This research was aimed to determine the dominant reading, negotiated reading and opposional reading position of K-popers Pekanbaru to Korean populer culture in Blackpink’s Ddu du ddu du video clip.This research using descriptive qualitative research that focusing on the reception. The data was obtained through from interviews, observation and documentation with five informants who were selected using a purposive namely Annisa, Yola, Risma, Dilla and Donna. The data analysis technique used is the analysis method comprising reception of data collection, analysis and interpretation of data reception. Meanwhile, data validity checking techniques using triangulation.The first research result is the fifth informants dominant reception of K-pop music. The second is the informants who reception fashion and make up with negotiated. Third is there are no informants  who reception with opposition of video clip Blackpink’s Ddu du ddu du. The different in the way informants receptions Korean popular culture is due to several factors is age, educational, experience and culture can distinguish the way informants in reception of Korean popular culture. Keywords: Reception Analysis, Korean Popular Culture

Abstract

The PPLP program is an education and training center for talented student athletes which is a manifestation of the system of organizing training to achieve the desired results, increasing performance in national and international sports. This research is motivated by the role in fostering the athletes of PPLP students in Riau Province in 2015-2017 which is carried out by Dispora but in its implementation experiences various problems, such as the achievements and quality of athletes which are declining every year. The purpose of this study is to analyze the problems that occur in the implementation of the program that causes a decrease in athlete achievement. The method used in this research is descriptive method with the type of qualitative research. The type of research data is primary data and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is descriptive qualitative data analysis. The results showed that the role of Dispora in coaching PPLP athletes in Riau Province was not running optimally. This can be seen from the not yet effective planning of activity programs. There are inhibiting factors both in terms of internal and external; provision of facilities and infrastructure that are not yet efficient and do not create coordination between the same level institutions. The right solution to overcome the problems in the PPLP program management process is to create a neater and more effective program planning and produce policies that can improve coordination between each institution concerned. Keywords: Planning of sports activities, maintenance of sports facilities and dormitories, organizing try outs and competitions, achievements
