Abstract

The summoning ceremony is a tradition that is carried out after the marriage of the Javanese community in the Kunto Darussalam sub-district of Rokan Hulu district, most of the Kunto Darussalam community is dominated by the Javanese tribe community. Talking about the wedding ceremony, can not be separated from the existing cultural elements. Marriage is a ceremonial part of a culture, Javanese culture is full of symbols so it is said that Javanese culture is symbolic culture. The symbols used until now contain values, culture, ethics, and morals that are very important to explain to the next generation. The purpose of this research is to understand the symbolic meaning of the Central Java traditional wedding procession in the Javanese community in Kunto Darusallam District. The subjects used were men or women who carried out the wedding with the Central Java traditional wedding procession and numbered six people and were selected through a purposive sampling technique that had been determined from a predetermined understanding benchmark. The method used in this study is a qualitative method with a symbolic interaction approach. This research was carried out in villages in Kunto Darusallam District, Rokan Hulu Regency.The results of this study indicate that, with the results in symbolic situations which are dividedinto two, namely physical objects in the form of clothing and equipment used in the summoning ceremony and social objects in the form of non-verbal behavior of the bride and groom as the perpetrators of the summoning ceremony or even the family and community who witnessed. Social interpretation of closed actions with the result of external and internal factors, by maintaining culture, togetherness, and customary encouragement, and in open actions seen in the expression of happiness in the faces of perpetrators, families, and Javanese communities in the Kunto Darusallam District, Rokan Hulu District. The procession is implemented in the household as in the procession ofbalangan  gantal,wijik sekar setaman, ngidak tigan, sinduran, kacar kucur, sungkeman, pangkon timbang, dhahar saklimah. The bride who runs each of these stages believes in the harmony of the household later.

Abstract

Lubuk Beach is a leading beach in Karimun Regency, and is well known by tourists. Lubuk Beach has the characteristics of rocks and culinary highlights to attract tourists to visit, the Department of Tourism and Culture also makes Lubuk Beach as the top 13 favorite tourist attraction in Karimun district, but in attracting tourist visitors an effective marketing communication strategy is needed to create attraction . The purpose of this study is to determine the segmentation, targeting, and positioning of the Karimun Regency Tourism and Culture Office in attracting tourist visitors in Lubuk Beach, and to find out the elements of marketing communication carried out by the Karimun Regency Tourism and Culture Office, and to know the involvement Pokdarwis in assisting the Culture and Tourism Office of Karimun Regency in attracting tourism visitors on Lubuk Beach.This study used qualitative research methods. The subjects in this study consisted of six subjects as informants through purposive techniques. Data collection techniques are grouped into three parts, namely: Observation, interview, and documentation. The data analysis technique in this study uses the Miles and Huberman interactive data models. Checking the validity of the data using the technique of extending participation and triangulation.The results showed that the communication strategy carried out by the Office of Tourism and Culture of Karimun Regency was to determine the Segmentation based on gender, age, origin, education and occupation. By targeting 5 thousand visitors each year, and positioning by making the tag line "interesting beach", so the promotion process can run even better so that visitors are interested. The form of promotion carried out by the Office of Tourism and Culture of Karimun Regency with several media namely: events, booklets, social media, websites, and brochures. Abstract

This research is to detecting the effect of Career Development And Organizational Commitment To Employees Statisfaction Common Parts In The PT Perkebunan Nusantara V Pekanbaru.This research used questionnaire with measurement scale that is Likert scale which analyzed by validity test, reliability test, simple regression analysis, multiple regression analysis, correlation analysis of determination, t test, and f test with the help of using SPSS software ver. 17 for windows. The number population from this research 94 persons with 48 employees which consists of employee leadership and executive employee on PT Perkebunan Nusantara V Pekanbaru as the sample, which calculated by Slovin formula.From the results of tests performed indicate that the career development an organizational commitment has positive and significant impact on employees statisfaction general affair in the PT Perkebunan Nusantara V Pekanbaru. Which is the determination coefficient values shown that the variable of career development and organizational commitment constribute to variable of employees statisfaction by 49.5% while the remaining 50.5% is influenced by other variables outside the model.Keywords : career development, organizational commitment, employees statisfaction

Abstract

This research was conducted at 3 Sub district that located in Rokan Hulu regency,namely Kabun sub district, Tandun sub district and Ujung Batu sub district. Thisresearch aims to identify how the utilization of tuak shops and give descriptions aboutcausation factors of the growth of tuak shops in Rokan Hulu regency. This researchentitled “UTILIZATION OF THE TUAK SHOPS ROKAN HULU REGENCY”. Thefoundation of this research is because the researcher perceives lots of tuak shops inRokan Hulu regency and high enthusiasm of locals especially for men visiting tuak shopsevery day. The used type of this research is descriptive quantitative. Samples are theowners and the tuak shop visitors which taken by using census techniques to the shopowners amount 50 respondents that gained from Kabun Sub district, 10 respondentsTandun sub district and 10 respondents from Ujung Batu sub district. Meanwhile,sampling to the visitors of tuak shops is taken by quota sampling techniques bycalculating 10% of 20 visitors of tuak shops are 2 persons the and number of visitors are100 respondents. The data collection of this research was used questionnaires,observation, interview and documentation. The data which has been collected from thisobservation is processed by using frequency table. The result of this research is theutilization of tuak shops are utilized positively and negatively. The positive utilizationmeans utilized by visitors as a place to regroup with counterparts, spending leisure time,having relax and at shops also can find the intimacy, high solidarity. The negativeutilization means some visitors make the tuak shops as a place to have drunks, provokeother people to be a commotion as a prostitution place. The growth factors of tuak shopsin that region are economical factor, social factor, and cultural factor.Keywords : tuak and utilization

Abstract

PT. PLN (Persero) Pekanbaru Area is one of the branches of PT. PLN (Persero) Riau and Riau Islands Region. PT. PLN (Persero) Pekanbaru Area is one of the State-Owned Enterprises (BUMN). PT. PLN (Persero) Pekanbaru Area is located at JL. Dr. SetiaBudhi No 57, Rintis, LimaPuluh, Pekanbaru City. PT. PLN (Persero) Pekanbaru Area conducts training and internal communication is expected to be able to encourage morale and also improve employee performance.               In this research the methodology used is descriptive, quantitative which is collected through a questionnaire method of 42 respondents. The samples used were employees of PT. PLN (Persero) Pekanbaru Area and as a source of information is HRD to determine the sample used the census method.               The results of the research and hypothesis testing showed that the training had a significant effect on employee performance in the Office Section of PT. PLN (Persero) Pekanbaru Area. And internal communication has a significant effect on the performance of employees of PT. PLN (Persero) Pekanbaru Area. The training and internal communication variables simultaneously have a significant effect on the performance of the employees of PT. Abstract

This research was conducted at the Pekanbaru Religious Court office with the aim of finding out the involvement of the parties in the mediation process and the role of the Pekanbaru Religious Court Mediator in reconciling a married couple who wanted to divorce. This research uses descriptive qualitative research method. The subjects in this study amounted to 5 people as key informants and 3 pairs of husband and wife as informants. In collecting the data, researchers used observation techniques, in-depth interviews and documentation. The results of the descriptive analysis indicate that every case in the Religious Courts must follow the mediation process first before the case is decided by the Panel of Judges with the appointed Mediator. The parties referred to here are Judges, Bailiffs and Mediators who are involved from the pre-mediation stage until the mediation takes place. However, when mediation takes place there are only mediators and married couples who are in the mediation room, because mediation is closed. The researcher's observation result shows that the role and interaction established by the Mediator as a neutral party from both parties to the litigation is to make the mediation atmosphere as comfortable as possible and try to be a trusted person so that the husband and wife want to reveal all the problems they face and give advice and solve the problems they face. The effort to build one's trust is the main thing that must be done by a Mediator, because that way the couple who want to divorce earlier can devote their whole heart to the Mediator and the Mediator can more easily identify their problems so they can provide a good way out for them.Keywords: Mediation Process, Divorce Settlement.

Abstract

National education functions to develop ability and shape character and civilization nation’s with dignity in order to educate the life of the nation, purpose at developing the potential of students to become human beings who believe in and fear God Almighty, have good morality, be healthy, have knowledge, be skilled, be creative, be independent and become democratic and responsible citizens. Based on Provincial Regulation Number 5 article 20 of 2018 concerning Implementation of Special Education, Special Education is education for students who have difficulty in participating in the learning process because of physical, emotional, intellectual, mental, social disorders, and have special intelligence and talent potential. The phenomenon in this study is that there are still many children with special needs who are not in school. The purpose of this assessment is to find out how the effectiveness of the implementation of special education policies in the city of Pekanbaru and to determine the inhibiting factors for the effectiveness of the implementation policy. Abstract

The mosque is the first Muslim madrasah. Masjid Agung Madani NationalIslamic Center of Pasir Pengaraian Rokan Hulu regency is a mosque designated as anational pilot grand mosque and become a tourist destination in Rokan Hulu regency.This determination causes the mosque is widely known by people who want to knowabout this mosque. Based on observations in the field, the problem that occur is theneed for the management of this magnificent building, the addition of facilities andinfrastructure supporting activities in the face of busy visitors, as well as the placementof the board according to the field of expertise. The purpose of this study is to analyzethe management of the Masjid Agung Madani National Islamic Center of PasirPengaraian Rokan Hulu regency and its inhibiting factor. The concept of theory ismanagement revealed by Prajudi Atmosudirjo. This research uses qualitative researchmethod by studying data descriptively. Sources of data used are primary data andsecondary data. Data collection using interview technique, observation anddocumentation. Interviews were conducted with key informants as a source ofinformation and triangulation techniques as a source in testing the validity of data. Theresults of this study indicate that the management of the Masjid Agung Madani NationalIslamic Center of Pasir Pengaraian Rokan Hulu Regency is not effective. This isevidenced by the planning, organizing, directing and controlling in the operation of theprogram implementation activities constrained by the budget. Abstract

Trans Metro Pekanbaru is starting to operate on June 18, 2009. Trans Metro Pekanbaru is a mass public transportation system in the city of Pekanbaru, is a solution to congestion gradually and programmed for the community. Implementation of mass public transportation system (SAUM) Trans Metro Pekanbaru often received criticism and complaints from the public. Trans Metro has not been optimized to position itself as a mass public transport that is safe, comfortable, scheduled, reliable and sustainable. Related to that the Department of Transportation of Pekanbaru city to do communication strategy that aims to increase public interest using Trans Metro Pekanbaru. This research was conducted to find out the strategy of communicator, media strategy, supporting and inhibiting factors, and communication model by City Transportation Department Pekanbaru.This research uses descriptive qualitative research method. The subjects involved in this study were determined based on purposive and Insidental technique consisting of seven informants, two informants from Transportation Department of Pekanbaru and five informants of Trans Metro Pekanbaru users. Data collection techniques include interviews, observation and documentation. Data analysis techniques using interactive data model Miles and Huberman with the examination of the validity of the data is done by using the extension technique of participation and triangulation. The result of the research shows that Transportation Department uses communication strategy such as communicator strategy where communicator of Forest Service in conveying information has credibility, knowledge, and skill. The media used by the Department of Transportation is the face-to-face media or directly, the mass media used are electronic media, online media, and non-mass media that is stickers and brochures. Supporting factors are facilities and infrastructure and economic tariff, inhibiting factors are lack of bus stop, bus delay, lack of awareness of society, and lack of bus special lane based on communications strategy done by City Transportation Department Pekanbaru.Keywords: Communication Strategy, Transportation, and Interest

Abstract

Behavior does not choose interesting to study because it is showing the public outcry over what happens in political activities that took place. This study describes the behavior did not vote in the two villages of Bumbung and Village Pamesi. This study refers to main village and village expansion highest level of behavior is not chosen in the District Saber.This study used qualitative methods and was conducted at the Bumbung and Pamesi Village, District Mandau, Bengkalis 2015. This research use informants as sources of information objects that aims to achieve mastery in getting information. Data used in this study are primary data and secondary data obtained through direct observation and interviews with informants. Analysis of the data in the study was done descriptively to explain the data in a systematic and objective so as to produce factual information, real-time and accurate.Based on the results of the study found the following: Awareness and trust are the main thing in using the right to vote or participate in the elections, it should be emphasized to the public that the vote is important because it involves who will lead their area the next five years and are very influential for the policy to be changed and that will be made by the elected regional head. The causes of the villagers and village Bumbung Pamesi not choose that administrative problems, not in place when the election, do not know the candidate, lack of socialization of the organizers and of the candidates will be selected and prefer to work rather than having to choose saaat elections. This shows the high and various behavioral factors did not choose in the Village and Village Bumbung Pamesi. So it takes people who are aware and believe it is a choice that the elections means changes carrier for the progress of a region. The role of the organizers is Bengkalis district commissioner is expected to reduce the behavior did not choose in Bengkalis and establish people's confidence that they as organizers were able to hold elections in a fair, honest, free and confidential. Election Commission as a service provider must be able to demonstrate a neutral attitude towards all candidates are ahead in the election so that people trust and believe there is no manipulation in the electoral process.Keywords: Non voting behavior, election
