Abstract

The high crime rate in the city of Pekanbaru is increasingly rising, one of which is shown by the increasing number of women prisoners in the Child Special Training Institutions Class II of Pekanbaru. Woman prisoners are dominated by women prisoners housewives. In interacting with fellow prisoners other women, there is a language and certain symbols that have been agreed. The purpose of this research is to determine the communication behavior of women prisoners housewives in Child Special Training Institutions Class II of Pekanbaru, as seen from the verbal and non verbal communication.This research used qualitative research method with descriptive analysis. The subject of research is consist of five women prisoners housewives, who has been choosen using by the purposive sampling technique. The data collection technique is done by in-depth interview, non participant observation, and documentation. The analysis data technique used interactive mode Huberman and Miles. Validity of the data used triangulation and perseverance observation.The results of this research are showed that the communication behavior of women prisoners housewives in Child Special Training Institutions Class II of Pekanbaru seen from verbal communication used Indonesian, Malay, Javanese and Betawi. And there is a nickname or a term such as "The Lion Group", "Mother Kamek", "Hi Men (High temprament / Si tartly)", "Mother Chatty", and "Mak Rambe". Abstract

The using of public road as the parking facilities is implemented to arrange the parking and to increase the local own source revenue of Pekanbaru city. However, the income of parking retribution in Pekanbaru was not stable because of the increasing and decreasing of using the public road, and then did not success to achieve the target. The parking retribution’s target that determined by Department of Communication and Information was still far from the parking retribution potential. An illegal parking practical was one of the problems that caused of the unstable of parking retribution’s revenue. This study aimed to know the factors affecting the implementation of public road as the object of parking retribution’s revenue in Pekanbaru city.In the theory of Edward III, there are 4 (four) implementation’s indicators, i.e. communication, resource, disposition, and bureaucratic structure. The method of descriptive qualitative with purposive sampling technique was used in this research. The interviewees of this research were Department of Communication and Information, parking coordinators, and parking service users.Based on the result of analyzing a data qualitative descriptively, factors affecting the implementation of public road as the object of the parking retribution’s revenue in Pekanbaru city was not successfully yet. An ineffectively communication between stake holders caused the problem, and the unfair effect to target of the policy was caused stake holders did not surely understand about their duties and responsibilities.Keywords : Implementation, Road, Retribution

Abstract

This research is based on the phenomenon of ineffectiveness of CSR program implemented by PT. Perkebunan Nusantara V area of Sei Intan Garden of Rokan Hulu Regency is Kemitraaan program has not been implemented effectively in accordance with Rokan Hulu regulation No. 2 of 2015 article 12. The Community Development Program has not been fully implemented as contained in the Rokan Hulu Regulation No. 2 of 2015 article 13. The types of assistance provided are not in accordance with the CSR working areas which include education, health, infrastructure, sports, arts, and Buddhist, social and religious, environmental conservation, community economic enterprise, indigenous peoples empowerment, other work areas that significantly impact Quality of society.The concept of theory used is to use Mahmudi's theory of effectiveness, output, and outcome. The type of research used is descriptive qualitative. Data collection was done by interview Krani PT. Perkebunan Nusantara V of Sei Intan Garden of Rokan Hulu Regency, Pagaran Tapah Darussalam Subdistrict Head, Kunto Darussalam Subdistrict Head, Kembang Damai Village, Prambanan Village Chief, Darusalam and Kunto Darusalam Land Raising Societies. Interview results were analyzed by qualitative analysis approach.The results showed Output PT. Perkebunan Nusantara V of Sei Intan Garden of Rokan Hulu Regency is the existence of education and scholarship assistance, poverty alleviation and regional economic development, and public facility maintenance. In the implementation of CSR activities has not had a significant impact for the government and the community. The assistance provided is limited to performing obligations and not as a social consciousness. Outcome of CSR activities PT.Perkebunan Nusantara V area of intersection of the garden there are three that is for company, government, and society. Outcome for the company is the image of the company has increased, cooperation with stakeholders to be better, and the community becomes more innovative. For government the government is more helpful. For the community, there are scholarships for poor children, the welfare of the surrounding community is increasing, and public facilities are maintained.Keywords: Effectiveness and CSR

Abstract

Researcher indentify through mass media the indication of service to the community is not effective. Target of Local Water Company service in Pekanbaru City under the management of Regional Water Company Tirta Siak until now not improved, still many record of customer complaints service obtained Local Water Company Tirta Siak, Local Water Company Tirta Siak still depend on subsidy from Pekanbaru City budget. Research problem can be formulated as : why service of Local Water Company Tirta Siak is not effective? What’s factors influencing the effectiveness of Local Water Company Tirta Siak service? The purpose of this research is : To know about effective Local Water Company Tirta Siak the factors influencing the effectiveness of Tirta Siak Local Water Company service. Qualitative research method this research was conducted at Local Water Company Tirta Siak. Primary data source through interview and secondary. Data source technique of data analysis executed with descriptive qualitative.With indicators according to Zeithaml, Berry and Parasuraman are emphaty, there are still complaints from customers regarding the clean water service given about water quality and constancy. Direct indicator (tangible) has been fulfilled infrastructure facilities to support employee work and customers convenience. Reliability speed of employees in providing services and ease in the process of service procedures provided. Responsiveness, gresresponsiveness of Local Water Company Tirta Siak staff’s ability to handle customers complaints and provide services. Assurance of hospitality and courtesy of employees when providing services. Supporting factors: employees already have a high awareness of what to do. The existence of rules that bind employees in work. The existence of a clear division of tasks. Employee income is considered to be in accordance with the class and the period of work. Employees are skilled in their respective fields and able to do their job well. In addition Local Water Company Tirta Siak office is equipped with facilities that support the work of employees. Inhibiting factors: The season factor, during the dry season is very difficult to get water from the water source, the old pipe factor. Older pipe can lead to decreased quality, quantity and continuity of water.Keyword : Effectiveness, Service

Abstract

South Korea has become a major partner of Foreign Development Assistance to Vietnam after the restoration of Strategic Cooperation between the two countries. Korea in particular gave Vietnam the largest part of ODA in the form of loans and grants. This research was prepared using the prespective of Liberalism, the theory of Foreign Aid and the concept of National of Interest. This Research used descriptive qualitative research methods which is the research data was obtained through literature review and library research. This study aims to determine Korea interests behind the large and consistent contribution of ODA to Vietnam. As for the feedback Vietnam provides a favorable business climate for Korea with several conditions namely first, through LOI and LOE regulations governing companies and investments in VietnamThis study indicate that Vietnam has made various efforts to improve the business environment that attracts foreign investors, especially South Korea. This is proven by Korea as the biggest contributor to Foreign Direct Investment in Vietnam. Abstract

Human resource development is a business process undertaken to develop the knowledge, skills and abilities of employees. The importance of developing the capabilities of existing employees is very influential in achieving company goals. The role of supervisors is important in developing human resources because supervisors as leaders for their employees are very influential in the implementation of human resource development. This study aims to (1) to determine the role of supervisor in developing human resources in the restaurant section of iShine Hotel Pekanbaru (2) to find out what obstacles for supervisors play a role in developing human resources in restaurant section iShine Hotel Pekanbaru. This research design using qualitative method with descriptive approach, which the researchers will take data from informants who know clearly about the role of supervisor in developing human resources in restaurant section Hotel iShine Pekanbaru.The results showed that the role of supervisors in the restaurant section of iShine Hotel Pekanbaru is instrumental in improving the ability of subordinates, gradual development and handle the decline in the performance of subordinates. Supervisors obstacles in developing human resources in restaurant section iShine Hotel Pekanbaru in general is the lack of budget in training (training), lack of subordinate motivation, and lack of completeness of equipment in the restaurant section.Keywords: Role Supervisor, Human Resources, Human Resource Development, Hotel iShine Pekanbaru

Abstract

This research was conducted in Kelurahan Sail Tenayan Raya District. This study clims to know the prential care patterns in Kelurahan Sail Tenayan Raya District was eximined by qualitative descriptive analysis. In this study, the writer collected the data by direct interview technique in research location. The responden in this study amount 7 people, namely 5 the mother of the deaf children, a teacher and a doctor. The instruments used in this study are the questions as interview materials, photos and video recording too. The result of this study indicate that the parenting tendenas applied by parent to deaf children is permissive, which provide loose supervision to the children to something without adequate supervision from their parents. The parenting implemented through family function. The deafness which is happened by children make the parents difficullty for keeping even communicating with the deaf children. The deaf children use sign language and action as a communication between parent and other peolple around them. The role of teachers in the school is that continue to educate children, shaping the character, the child personality and improve the language or intellectual ability of the child. The role of doctors is very important in the people handlig with hearing impairment including children who are deafned. Doctors play a role in dealing with deaf children.Key words : Parenting, Parents, Deafness.

Abstract

The ideal marriage to form a family is a marriage based on high background equations. The higher the level of differences of husband and wife background, the more difficult it is for them to socialize and apply the basic value to the child, the difference fiber can also trigger the occurrence of conflict. Nevertheless, in reality, there are still marriages in different societies such as different citizens, different religions, and different ethnic groups. The case of amalgamation from previous studies, no one discusses the customs among ethnic groups, especially Batak and Minankabau. This research was conducted in Kecamatan Tampan and Kecamatan Payung Sekaki. Problem formulation from this research, that is; 1. How is the application of customs values in the Batak and Minangkabau Amalgamation families? 2. How is the influence of customs values in the family of Batak and Minangkabau Amalgamasi? The type of this research is descriptive qualitative research, research subjects who become informants in this study as many as ten people who are married couples from five families. Technique of research subject taking done by two way, that is purposive sampling and snow ball sampling. The application and influence of customs values in the Batak and Minangkabau amalgamation families is still done and has an influence in everyday life although there are some traditions that are no longer done, and its application has begun to experience the proess of adjusting to the customs and culture of the city, as well as the lack of understanding of the meaning of tradition . The existence of the dominant cultur of the Batak tribe, due to the strong values and customary rules of customary Batak which is binding. Abstract

This study aims to analyze organizational culture and organizational commitment and its influence on employee performance of the Mutiara Merdeka Hotel Pekanbaru. Organizational culture as a variabel (X1), organizational commitment as a variabel (X2), and employee performance as a variabel (Y). The method in this research is descriptive quantitative by using SmartPls v.3, where in the sample used are employees of 57 is done, by purposive sampling method and technique of data colection through questionnaires.The results of the analysis using validity test and reliability test. It can be concluded that organizational culture have a significant effect on Employee performance of the Mutiara Merdeka Hotel Pekanbaru judging from the original value of sample estimate of organizational culture on employee performanceis is 0,187 with significant value under 5% as indicated by t-statistic value of 3,209. the positive original value of sample estimate identifies that organizational culture has a positive effect on employee performance through organizational commitment.Keywords : Intervening Variable, SmartPls, Employee Performance.

Abstract

This research discuss about the impact of export Indonesia’s cassava to Malaysia (2009-2014). The aim of this research is it know what export cassava’s impact to the economic and political sectors in Indonesia. Cassava was choosen as a research subject because as one of the best commodities in national commodities. Not only in a good climate, good temperature, good human and natural resources. But also easy in the planting, growing, and having ability to be food stufle and industrial raw is the reason this research appointment. Based on author would like to see what is the impact of economic and political term. From cassava’s export after that cooperation process for Indonesia which is able to be a reference for other.This also explain how the Indonesia government’s efforts in building these commodities and makes this commodity is able to full fill domestic demand and take it off as an export commodity based a second cooperation between Indonesia and Malaysia regarding of foodcrops cooperation. In the other case, demands to the Indonesia government in has role foe that success of this cassava’s commodity export to Malaysia is needed all efforts both in pro-farmers, regulation, policy, strategy, innovation, and good accomodation like of export equipment, and capital. The government should be able to accommodate every farmer’s need, which is the success of a country for farmers is the creation of an agribusiness based on national and international agricultural.Keywords: impact, export, cassava, national commodity, Indonesia, Malaysia.
