Abstract

This research is motivated by the implementation of the division yet Bungarayavillage Bungaraya Siak Hulu subdistrict, whereas the expansion requirement hasbeen met. This study aims to determine the dynamics of the expansion of thevillage in the district of Hulu Bungaraya Bungaraya Siak in 2011 Until Now. Thelocation of this research is located in the village of the District BungarayaBungaraya Siak. Subjects were those who knew or completeness of theinformation nor the object of research. In this study researchers used informantsthrough key informants. Key informants in this study were sub-district BungarayaSiak and Bungaraya Village Head, Chairman of BPD (Village Consultative Body)Bunga Raya village, village secretary, BPMPD (Agency for CommunityEmpowerment and Village Government). Engineering major or primary datacollection using interviews / interview. Results reveal that the splitting of thevillage of Bunga Raya Hulu has become a dynamic to be resolved. In the villagehead Bunga Raya no problems, while in the sub-district head said divisionproblems should be studied and should be resolved at the district level. Then,when viewed from the requirements and regulations of the Minister of the Interiordivision of the village, that village Bunga Raya Hulu has met all the requirementscorrectly. The latter is an indication of the importance of other parties to hinderthe process of dividing the village of Bunga Raya Hulu.Keywords: Dynamics, village expansion

Abstract

Birth certificate is a document which describes the status and identity of the child who has legal entities and the State. One of the benefits for society are the birth certificate to get into formal schools. Service of departement population and civil registration Pekanbaru (Disdukcapil) is the agency that has the task and the responsibility of taking care of the birth certificate. The phenomenon that complaints are often perceived by communities where the cost and duration of the completion of the birth certificate does not comply with the rules. The study of influencing quality of service management to figure out the birth certificate at the Office of departement population and civil registration Of Soweto and the factors that affected theConcept of the theory is the theory of Darmawanto. Indicators in this study are: simplicity, clarity, certainty of time, products, and equipment and infrastructure. Type of this research is a descriptive qualitative research. The results showed that the quality of service management of the birth certificate in departement population and civil registration Office Pekanbaru city is less good. Abstract

Five conflict between Kampar Regency Village with Rokan Hulu. Five villages in the territory of the conflict of two districts namely Desa Tanah Datar, Rimba Jaya, Rimba Makmur, and Intan Intan Jaya Muara. The result is uncertainty in the public service to the five villages. This conflict is of course the disadvantaged communities in the five villages, especially the issue of service, level of service both village and district level. During the five people in the village of confusion for siding with anyone for fear of cause horizontal conflict. The same confusion occurs when society requires administrative services, such as KTP, KK or other license, will be dealt to a confused society where the government, and this has gone on long enough without any clarity and firmness of both parties to the dispute this.The purpose of this study was to analyze diadakannnya conflict Prproblematika five villages on the quality of public services 2010-2013. Theory (approach) is used as an analytical tool in this study is the conflict theory and the theory of service. While the methods used in this research is descriptive qualitative research that is intended to provide a systematic overview of the observed phenomena.Based on these results, the problem of service as a result of the conflict has resulted in a five villages: First Flow Confusing service. For example, in the village of Intan Jaya which has double the Village Office, Village Office is representative of the Rokan Hulu and another one is a representative of the Office of Rural Kampar bad service flow is confusing people. Second, Service Being Ineffective. Where errors occur often fatal and can be detrimental to the local community, this is dictated by Riswoyo, one of the villagers of Intan Jaya when taking care of families and ID cards in the Head Office Kunto Darussalam. Third, Inequality Services. The existence of this conflict also resulted in five villages become uneven service reaching all the people residing in five villages in the conflict zone. There is a kind of grouping in five villages among residents who support one district. Fourth, Length of Time and Cost Issues Services. Abstract

The purpose of this research is to know how the factors that influence performance of Dinas Kebudayaan dan Pariwisata Kota Pekanbaru employees and what is the most dominant factor that influence performance of Dinas Kebudayaan dan Pariwisata Kota Pekanbaru employees.This research used descriptive qualitative method to analyze the problem. The sample of this research are consist of 40 respondents. Then, the data collected by observation, interview and questionnaire. By using likert scale as the counting appliance to decided the length of intervals.Based on the result of the research, there are three factors that influence performance of Dinas Kebudayaan dan Pariwisata Kota Pekanbaru employees, they are internal factor employee, a factor internal organization and external factors organization. Factor that most dominant was internal factors organization from the indicator working climate, and internal factor employee from the indicator competences and external factors organization with indicators culture and religion. According to the response respondents indicators knowledge (education), political life, and social life less influence their performance.Keywords : human resources, performance, factors that influence the employees performance

Abstract

Consumer response is a state that is easily swayed to give a response to stimuli from theenvironment that can guide a person's behavior to take a decision. Response usually plays amajor role in shaping behavior. In many ways a response to a particular brand often influencethe consumer to make a purchase or not. Home or a restaurant meal is a type of food servicebusiness which is housed in a permanent building some or all of which sell and serve food andbeverages to the public. In general, foods consumed with the aim to meet the most basicrequirements, namely the primary human needs. Along with the times and the level of thedeveloping economy of the community have an impact on the tendency of individuals or group ofpeople to eat outside the home has increased the practical and economic reasons. In thesecircumstances the consumer in a position of strength, a lot of options for a requirement thatconsumers are confused to choose a product. In the face of stiff competition and established apowerful brand can give credibility to a new product that is also a clear differentiator, valuedand continuous. The quality of the product is believed to have a tremendous power to captivatepeople to buy a product or service that is representative, the purchase decision is more oftenbased on a consideration of the quality of the product.In meeting the needs of the consumer pack chicken restaurant penyet ulis Pekanbarubranch already doing things right and necessary in its execution, yet the problem still can not beavoided. Abstract

This study aims to identify and analyze the role of Local Government in the fight for the interests of the local workforce, especially the City of Pekanbaru. The background of this study is the high number of job seekers and the high rate of competition in getting jobs with restricted jobs. In addition, the object disobedience local employment policies to the policies is the background of this study does.This study used a qualitative approach in obtaining and analyzing the data, to the data analysis and the theory of the role of organizational policies form the basis for the study of data analysis. The withdrawal technique informant informant conducted with a purposive approach, the data in this study was obtained through interviews and observation techniques and study documentation. Descriptive data were analyzed during the study.The results of this study prove that the Department of Labor Pekanbaru agency given authority as appropriate Local Regulation No. 04 Year 2002 on Local Employment has made efforts such as local employment Canvasing Job Fair Job Market (Job Fair), Appropriate Technology Training, Entrepreneurship Training, Intensive productive and Infrastructure, Job Fair On Line, Training Skills Seeker work. In an effort to local employment, the Department of Labor is also faced with the constraints of lack of infrastructure in order to prepare a ready workforce, the instructor constraints and budget constraints. Abstract

Crash of regional autonomy has changed the paradigm of local governance. With these changes regions are given broad authority to regulate in the area of governance including managing the financial resources of existing sources. Income is one of the major sources ofregional funding within the framework of the implementation of decentralization. Regional taxes and levies have a very important role in supporting efforts to increase revenue (PA ). For collection of local taxes and levies are implemented by regulations issued local regulations.Impacts that arise then are number of new regulations to appear the regulation of taxes and charges of disrupting public and entrepreneurs created the conditions are not conducive to economic development and national investment. In addition, regulations that lead to the occurrence of new levies, which in turn creates a high cost economy the national economic burden. The fact that there are many rules, regulations revoked by the Government accordance with theauthority granted by the Act that the Government is authorized to evaluate each generated local regulations.Keyword: Regional taxes and levies

Abstract

The Implementation Demolition Of Illegal Buildings at The Green Open Spaces District Of Karimun. Green open spaces have benefits of the high life. Vorious functions related to the existence not only in improving the quality of the environment and for the subtainability of the area but also can be a city of pride and identity. The control of illegal buildings is still not optimal. This can be seen from many illegal buildings were estabilished in the forbidden region in the regulation of spatial plan district of Karimun as green open spaces, riparian, riparian lakes, parks, side walks, and other public facilities. Purpose of this study to analyze the implementation demolition of illegal buildings at the green open spaces district of Karimun and to identify factors – factors that influence. This research uses descriptive qualitative method, techniques of data collection is through observation and interviews in which the people involved in the implementation of the policy as informans. This study uses the theory of Van Meter and Van Horn.The result of this study indicate that the implementation demolition of illegal buildings at karimun district green open spaces has not run optimally although the standard, goals and objectives of the policy are clear, sufficient number of policy implementers, coordination and communication among agencies has been running good as well as the performance of duties of executor is in compliance with applicable rules. In the control run by executing warrant and granted and also supporting operational facilities inadequate. It is also the response and participation of the community in the area enforcement is low. Abstract

Education is a process or a system consisting of several components. Smooth running of the smooth component will bring no educational process. Educational success is certainly not out of learning to improve learning outcomes in need of motivation in learning. In terms of education programs, practices in vocational subjects received a larger portion of the theoretical lessons, while in high school otherwise. From the description can be explained that even though the school is a vocational-oriented world of work and one of my goal to provide supplies to students ready to enter the world of work, vocational graduates can also continue their education to a higher level in accordance with vocational majors or even lain.Adapun phenomenological available on the student / student is their absence of competing well in their own group or between groups in order that he or his group looks the best, sometimes they taunted each other, each harbored feelings that are either negative or positive, is negative in intent is the distaste among friends or between groups, in addition, the authors also found the following symptoms: a). How do the characteristics of the peer group in SMK Negeri 1 TalukKuantanKuantan District Singingi? b). How peer relationships and the achievement of students in SMK deviation 1 TalukKuantanKuantan District Singingi? Aim of research is to determine whether there is development of SMK N 1 taluksekoalahkuantan to achievement or even higher deviation and to investigate how the interaction of social relations , motivation, the influence of the school environment or outside of school (extracurricular). To obtain the necessary data in this study, the authors collected data by direct down spaciousness or observation. The study was conducted through random sampling, relying on secondary data and primary data from respondents to the objects in question through questionnaires and in-depth interviews. In accordance with the problems and objectives to be answered, then do the processing qualitative data that is processed with the use of tables and explanations deskriptifHasil research shows that students in the more dominant groups to want to perform better than other friends, this competition also had a positive impact for students in this class XI. Deviation (deviation) occurs as students fight with his average of respondents' answers were never answered by the number of 30 respondents or 100%, ditching school average respondent answered "sometimes-kanga" with the number 23 or 76 respondents, 67%, lie average respondent answered "sometimes", smoking in school average "never" to the number of 21 respondents or 70.00% of the respondents, drinking alcohol mean "never" to the number of 27 respondents or 90% , and watching porn with friends the average respondent answered "sometimes" with a number of 16 respondents or 53.33%.Keyword: Education, Accomplishments, Deviation.
