Abstract

This research discusses the strategy of the Bandung City Government in making Bandung City as a UNESCO Creative City. Bandung is one of three cities in Indonesia that was included in the UNESCO Creative Cities Network (UCCN) in 2015. Currently, the city has become a joint discussion in international meetings. The important role of cities in promoting community-focused sustainable development and respecting for human rights is specifically recognized in the 2030 Agenda.          This qualitative study questions the strategy used by the Regional Government (Pemda) in following the international development agenda "Creative City (Creative City)". To answer this phenomenon, data is needed from books, journals, news, direct interviews with Bandung focal points for UNESCO as well as official documents from the Bandung City Government. The perspective and theory of Neoliberalism and the concept of the Creative City are used by researchers to analyze data and obtain research results.          Research shows that Bandung is one of the cities that apply the concept of Creative City (Creative City) to city development. Bandung uses the Pentahelix model which is a collaboration of academics, entrepreneurs, communities, and the media. The government and related parties collaborate to bring creative nuances to life in Bandung, because the government cannot work alone. Before carrying out the process of submitting a Creative City to UNESCO, the Mayor of Bandung appointed a dossier team. The Bandung dossier team first identified the basis for being a Creative City, then invited city stakeholders, searched and collected data on the potential / superiority of the city and analyzed it in a joint study. Since starting in 2012, the research has identified “Design” as a sub-sector that represents Bandung as a whole. The People-Place-Ideas formula was compiled to strengthen the narrative in the Bandung application when registering UNESCO Creative Cities. The submission process to UNESCO in 2012-2014 was carried out with a top-down system, namely through the central government. At that time, Bandung had not been selected as a UNESCO Network Creative City. In 2015, UNESCO changed the rule that City Governments can directly submit applications without going through the Central Government. So, in December 2015, Bandung was included in the UCCN City of Design according to the Decree of UNESCO Director-General Ref. Nr. DG/4/12/10370.  Keywords: Strategy, Bandung, Creative City, UCCN

Abstract

Based on Law Number 33 of 2004 concerning the financial balance between the central government and regional governments, one of the sources of regional original income is local taxes. Bengkalis is a city that has a promising regional potential, one of which is PBB-P2. However, regional revenues that have been relying on the oil and gas sector continue to decline. As for the formulation of the problem in this research is how the implementation of land and building tax collection at the Bengkalis Regency Regional Revenue Agency in 2017-2018 and what are the inhibiting factors.This research was conducted with the aim of describing the evaluation of rural and urban land and building tax collection in Bengkalis Regency in 2017 and 2018. This research is a descriptive study with a qualitative approach. The data collection techniques used were observation, interview and documentation. The data analysis technique used is descriptive and qualitative methods.The results of the study illustrate that the evaluation of the collection of Rural and Urban Land and Building Tax in Bengkalis Regency in 2017 and 2018 uses six evaluation criteria indicators, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. From all these aspects, it can be seen that the implementation of the collection on each indicator has been carried out but has not run optimally. As for the inhibiting factor for the low revenue from PBB-P2 from an internal perspective, it is the lack of human resources in the part of the PBB-P2 bailiff and the PBB-P2 assessor, the non-delivery of the Taxpayer Tax Return (SPPT) to taxpayers and the weak application of sanctions. Abstract

Journalistic Code of Ethics is a directions for journalists in carrying out their duties and responsibilities. The riauaktual.com news portal still uploads photos of the faces of crimes without disguising the faces of their identities which violates the rules of the Journalistic Code of Ethics. This study aims to determine the implementation of the journalistic code of ethics on photojournalism in the hukum kriminal rubric on the riauaktual.com news portal based on the theory of social responsibility as well as the obstacles encountered in the implementation of this journalistic code of ethics.This research uses descriptive analysis with a qualitative approach. The subjects involved in this study were determined using a purposive sampling technique consisting of the Editor in Chief of riauaktual.com, the Chairman of the Pekanbaru regional Aliansi Jurnalis Indonesia (AJI), the Chairman of the Pekanbaru Regional Pewarta Foto Indonesia (PFI), the riauaktual.com journalist and 2 (two) readers. The data analysis technique used interactive model analysis by Miles and Huberman.The results showed that from January to March 2020 there was a journalistic code of ethics which was associated with presumption of innocence. Displays 13 journalistic photo uploads showing the face of the suspect without disguised so that his identity can be easily identified. The news portal riauaktual.com was inconsistent in its uploads, which is there were photos that matched with journalistic code as a presumption of innocent and some were not. There is negligence and lack of control over news uploads on the riauaktual.comnews portal. Abstract

In the context of the modern state, public services have become increasingly important institutions and professions. As a profession, public services are based on principles of professionalism and ethics such as accountability, effectiveness, efficiency, integrity, neutrality, and fairness for all recipientsof. Undang-Undang Nomor 23 tahun 2014 tentang pemerintah daerah, the welfare of local communities, competitiveness between regions, and community participation. Weak and low quality of governance on the one hand it can be understood that the government as a public servant is still experiencing helplessness. This helplessness not only overwhelms the government at the central and regional levels but is also experienced by the government in the smallest level village. More specific village service affairs have been regulated in the Regulation of Menteri Dalam Negeri Nomor 2 Tahun 2017  Tentang Standar Pelayanan Minimal Desa (SPMDes). SPMDes Aims to: Encourage the acceleration of services to the community, Provide services, As a tool of community control over the performance of government desa. The formulation of the problem in this study is how the quality of public services kompe berangin village of Cerenti Subdistrict of Kuantan Singingi district and what are the factors that affect the quality of public services. The purpose of this study was to identify the quality of public services in the office of the head of Kompe Berangin village in Cerenti district of Kuantan Singingi, and to identify factors that affect the quality of public services in kompe berangin village of Cerenti subdistrict of Kuantan Singing district. This research refers to the characteristics or attributes that contribute to determining the quality of public services from Tjiptono. Research method used is descriptive method with qualitative approach.According to the analysis of the authors of the study showed that the quality of public services in kompe Berangin village of Cerenti subdistrit of Kuantan Singingi district is still low, because there are still problems regarding how the public service process itself. The attributes of supporting the service have not been carried out properly, the inaccuracy of time in the process of service and village officials who are often not in the village office. Village officials increase the attitude of commitment and consistent in the implementation of public services so that the public service process runs well, and also the village government Kompe Berangin improve the quality of service quality with adequate facilities and infrastructure.Keywords: Public Service, Professionalism, Akuntabilitas, Efficiency .

Abstract

Riau Province, especially Meranti Islands Regency, is a coastal area that is rich in tropical forests and peat swamps. The area of peatland is 330,041 hectares, so it is one of the areas where forest and land fires are subscribed every year. In Meranti Islands Regency, there are sub-districts that have the highest hotspots in Rangsang sub-district as many as 222 and West Rangsang sub-district has the lowest hotspot with only 6 hotspots. Seeing the phenomenon that occurred, the Riau Provincial Government issued Regional Regulation Number 1 of 2019 concerning Technical Guidelines for Forest and Land Fire Management article 45 paragraph 3 regarding the Coordinator of the Camat in Controlling Land and/or Forest Fires.        The purpose of this study was to determine the implementation of sub-district coordination in controlling forest and land fires in Meranti Islands Regency in 2019-2020 and to determine the inhibiting factors for sub-district coordination in controlling forest and land fires in Meranti Islands Regency in 2019-2020. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques. The research locations were at the Rangsang Sub-district Office, Wonosari village, Citrapeace village, West Rangsang sub-district office, Bantar village, and Melai village.               The result of this research is that the coordination of the sub-district head in controlling forest and land fires in Rangsang and West Rangsang sub-districts has succeeded in minimizing the different understandings between the village government and the MPA group with the existence of collaborative programs carried out with the aim of controlling fires. There are 2 inhibiting factors for camat coordination: internal obstacles to miscommunication and external constraints, lack of public knowledge, and lack of infrastructure (equipment). Keywords: Coordination, Camat, Control

Abstract

Novotel Hotel Pekanbaru is a 4 star hotel (****) and belongs to the type of city hotel under the auspices of the management of ACCOR Hotels. Hotel Novotel Pekanbaru already has Standard Operating Procedures (SOP) that have been made by the central management namely ACCOR, SOP laundry supervisor is very important for the smooth work of a supervisor. This research uses descriptive qualitative method to analyze problems based on interview, observation and documentation data collection techniques which are then drawn conclusions. The subject of this study amounted to 3 people, the purpose of this study was to find out how to apply the standard operational procedures of the supervisor's laundry and the efforts made by the hotel in carrying out SOP to the laundry supervisors of the Novotel Pekanbaru Hotel. The results of this study show that the implementation of the standard operation procedure for laundry supervisors at the housekeeping department of the Novotel Pekanbaru Hotel has been carried out in accordance with the Standard Operating Procedures that have been set. Keywords : SOP, Laundry, Supervisor

Abstract

General Election is an activity for all people to participate in choosing someone who is worthy to be a leader in an area that he occupies. The simultaneous election is present as a consequence of the Constitutional Court Decision 14 / PUU-XI / 2013 which changed the timing of the presidential and legislative elections which were initially separated to be held at the same time. The Concurrent Election is considered to be able to make election administration more efficient and save the state budget. In fact, the implementation of the 2019 Concurrent Election is still faced with problems. The General Election Commission (KPU) as the organizer and organizer of the election has an important role in the success of the General Election. This study aims to determine how the capability of the Regional General Election Commission (KPUD) of Pekanbaru City in holding the 2019 simultaneous general election. The theory used in this research is the Public Organization Capability Model according to Kusumasari, which has 4 variables, consisting of institutional capabilities, human resource (HR) capabilities, financial or budget capabilities, and technical implementation capabilities. The location of this research was conducted in Pekanbaru City, especially in the Regional General Election Commission (KPUD) of Pekanbaru City.This research use desciptive qualitative approach. The data collection technique is done by interview and documentation. The results of this study are that the Regional General Election Commission (KPUD) is not yet capable of holding the 2019 simultaneous general election. This is caused by several factors such as a lack of institutional capability, financial capability, human resource capability and technical capability.  Keywords: institutional capability, human resource capability (HR), financial capability, technical capability.

Abstract

Alcohol is considered as a lifestyle that requires them to make the drink as values and rules of the association itself, not only that, alcohol is also a lifestyle that demands women who are involved in work that is usually done in entertainment venues, one of which is women workers night which is demanded to drink alcohol and accompany its customers in a club or entertainment place that tends to sell liquor .. Informants who have been interviewed numbered five people namely the initials VC, MG, SR, SR, VR and BL. All five of them work as women workers at night entertainment venues and then with all the factors demanding that they have to drink alcohol so that it is now a habit or lifestyle. The lifestyle of informants as alcohol drinkers is marked by the first (activity) of daily informants who work in nightclubs every day, second (interest) informants about alcohol, the type of alcohol they like is usually diverse, some are bottled and mixed, third (opinions) informants about alcohol, according to them alcohol can bring pleasure, happiness even if only for a moment, this interesting phenomenon the author to make a discussion about the lifestyle of women who drink alcohol and what factors affect women drink alcohol in the city of Pekanbaru and then subsequently formulated in the title "Lifestyle of Women Drinking Alcohol in Pekanbaru City." Keywords: Women’s, Lifestyle, Alcohol

Abstract

The Riau Province have a sufficiently expansive coconut plantation area, around 422.595 hectares,  approximately 83% of said area is contained within the Indragiri Hilir Regency. Indragiri Hilir regency government have made Local Regulation Number 3 Year 2018 (Peraturan Daerah Nomor 3 Tahun 2018) regarding the The Execution of Coconut Commerce to regulate the coconut chain of commerce in Indragiri Hilir regency, however an issue that have arisen is that the price of coconut amongst the farmers  as of 2019 is still very low. The question that this research will solve is how the coconut commerce in Indragiri Hilir regency is being executed and what are the factors that affect the execution of coconut commerce in Indragiri Hilir regency.            This research uses the qualitative approach with descriptive type approach. The type and research data sources are separated into primary data in the form of purposive informant gathering technique and secondary data in the form of supporting data regarding the execution of coconut commerce. The data are gathered using interview and documentation techniques.The results of the research regarding the execution of coconut commerce in Indragiri Hilir regency year 2019 within the political economy perspective, have not yet been able to be optimally implemented and enforced. This issue is caused by the execution of said local regulation from all involved department are still at the socialization stage. In the year 2019 and even until 2020 the coconut industry have not been able to give or decide a standard price margin towards coconut businessman/gatherer because the lack of partnership cooperation. The government’s plan to open a corporation that moves within the management of coconut  based produce and attempt to operate a special coconut port as of 2020 said plans are still in the managerial recruitment and business plan formulation phase and thus they are yet to operate and also the program to preserve and repair the farmers plantation  from The Plantation Department have been reduced,  some are not even executed. The factors that affect the execution of coconut commerce are the Regent’s regulation to further proceed the execution of the local regulation have not yet been made by related Departments. The Indragiri Hilir regency also have not yet possess a special market for coconut, in the year 2019 the program from the Department of Plantation to  preserve and repair the farmers plantation mostly remains as unexecuted programs and the unequal socialization towards corporations by The Deparment of Commerce and Industry. Keywords : Local Government, Execution of Coconut Commerce, Economic Politic

Abstract

This research is motivated by Law number 35 of 2014 amendments to Law number 23 of 2002 on Child Protection whose contents become guidelines in the implementation of child protection in the Unitary State of the Republic of Indonesia. Pekanbaru City Government strives to provide protection to children through various agencies that have been created to be responsible for providing welfare for children. Meanwhile, there are many cases that occur concerning violations of children's rights to grow and thrive with protection. The formulation of the problem in this study is how collaborative governance in child protection in pekanbaru city in 2017-2019 and what are the inhibitory factors in its implementation.This study aims to explain collaborative governance in child protection in Pekanbaru City in 2017-2019 and to determine the factors inhibiting the implementation of child protection in Pekanbaru City. The method used in this study is descriptive research with qualitative approach. Research data types are primary and secondary data. The data collection techniques in this study are documentation and interviews. The data analysis technique used is qualitative data analysis.The results showed that collaborative governance in child protection pekanbaru city in 2017-2019 is well established in accordance with the standard operational procedures (SOP) in force. Under the authority of the Mayor as the highest stakeholder in pekanbaru city, there are child protection agencies such as the Office of Women Empowerment and Child Protection (DPPPA), The Health Office and the Police. DPPPA includes Integrated Service Unit for Women and Children Empowerment (UPT P2A) and Community-Based Integrated Child Protection (PATBM). The three institutions collaborate and complement each other in handling cases that occur in children. However, in its implementation there are still shortcomings such as inadequate human resources and insufficient budgets to improve the performance of each institution. Therefore, these factors ultimately hinder the running of excellent collaborative governance in realizing child protection in Pekanbaru City in 2017-2019.Keywords: Collaborative governance, collaboration, child protection.
