Abstract

Plan International is a community and humanitarian development organization focused on children and equality for girls. Commit to making a long-term plan for the lives of vulnerable and marginalized children to promote equality. Plan International created a global movement called Girls Get Equal. In this movement, there are Girls Leadership activities that can increase leadership in girls. The purpose of this writing is to explore the efforts made by Plan International and Plan International Indonesia in campaigning the global GGE movement for the leadership of girls in Indonesia.Girls Get Equal focuses on giving girls strength and opportunity. Girls Get Equal campaign we can better face gender norms of all girls problems and achieve girls right. GGE is a campaign framework that provides an overall idea and is supported by good reason. The main focus of the Plan is to prioritize girls problems such as; education, health, child marriage, teenage pregnancy. Plan invites agencies that have the power to stand together in fulfilling the right of children and girls.The conclusion of this study has led to a number of result. First; Plan International carries out activitiesInternational Day of the Girls in the Girls Get Equal campaign. Second; With the activities of the IDG commemoration, Plan created an activity called Girls Leadership, and we will see that girls are able to become leaders and can get the same opportunities in leading. Third; the mechanism of Girls Leadership activities, also called Girls Takeover, which later selected girls will lead in several agencies, both Government and non-government.Keywords: Gender Equality, Girls, Girls Get Equal, Plan International

Abstract

Sports for people with disabilities are part of the sports field that must be nurtured and developed by the Youth and Sports Service of the Riau Provincial Government. Sports for people with disabilities are used as a medium to develop their potential and talents, considering that every human being apart from having shortcomings also has his own strengths, abilities and uniqueness. Of course, in this case, it must get special attention from the government.          The purpose of this study is to determine the policies for athletes with disabilities by the Riau Province Youth and Sports Agency in 2017 and the factors that hinder the policy of developing athletes with disabilities by the Riau Province Youth and Sports Service in 2017. The theory used is the theory of policy implementation. The location of the research was carried out at the Youth and Sports Office of Riau Province. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.          The result of this research is that there is still a lack of communication that occurs between the Youth and Sports Service of Riau Province and the Regional Development Planning Agency for Research and Development of Riau Province which results in a reduced budget for athletes with disabilities. This has an impact on the lack of human resources in the form of companions and physical resources in the form of facilities and infrastructure. Then there is a lack of time for training and continuous coaching should be carried out for athletes with disabilities before and after the event, as well as providing unequal bonuses between athletes with disabilities and athletes with non-disabilities. The impact was felt in the form of a decrease in total medals won by athletes with disabilities in Riau Province in 2017 in facing the 2017 Peparpenas event. Keywords: Athlete Development Communication, Athlete Development Human Resources, Disposition, Bureaucratic Structure

Abstract

Fiscal policy is a policy of adjustment in the field of spending and receipts to improve the state of the economy. Economic policy is expected to lead to better economic conditions by changing government revenue and spending. The implementation of fiscal decentralization policies should provide changes in the financial structure of the region. According to the results of pre-observation of researchers in dumai people who pay BPHTB tax, there are some obstacles found in the field among them there are domiciled communities that do not report so this makes it difficult for officers to process the verification of BPHTB tax data in Dumai City.          This research aims to find out the Local Government Policy in Implementing Fiscal Decentralization Through The Tax Receipt of BPHTB Dumai City In 2017/2018 and To see what factors are a block in the Local Government Policy in Implementing Fiscal Decentralization Through Tax Receipts bphtb Dumai City Year 2017/2018. The research approach used in this study is a qualitative approach to informant selection techniques in this study that uses purposive sampling techniques. Data collection techniques are by interview method and written notes.          The results of the study found the Local Government Policy in Implementing Fiscal Decentralization through the Tax Receipt of BPHTB Dumai City Year 2017/2018 has not been optimal. There are four factors blocking local government policy in implementing fiscal decentralization through the receipt of bphtb tax dumai city in 2017/2018 namely: Centralization of Taxation, Researchers found a discrepancy between the content of existing policies and the policies implemented. Participation of BUMD, the fiscal decentralization imbalance that occurs in Dumai City also occurs due to the lack of role of BUMD as a source of regional income. Competition Tax, One of the low tax receipts in Dumai City is The Acquisition Duty ha katas Land and Buildings. Regional Expenditure Allocation, Regional Revenue and Expenditure Allocation (APBD) dumai city in 2017 experienced deficit, several factors including the entry of balancing funds and other receipts from the central government to the region. Abstract

Regional Government Legal Actions are actions taken by state administrative bodies or officials in carrying out their own regional government affairs. Acceleration of underdeveloped villages is an acceleration in making changes in speed within a certain time in a village whose community and territory are relatively less developed compared to other regions. Which is regulated in Rokan Hilir District Government Regulation Number 07 of 2015 concerning the Development of the Kepenghuluan Area. The formulation of the problem of this research is: How is the Legal Action of the Rokan Hilir District Government in the Acceleration of Disadvantaged Villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village in 2017-2020? and Are the Factors Affecting the Legal Actions of the Rokan Hilir District Government in Accelerating Disadvantaged Villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village Has Not Succeeded in 2017-2020? Downstream and the factors that influence the actions of the local government of Rokan Hilir regency in accelerating disadvantaged villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village has not been successful in 2017-2020.               This research uses Government Law Action Theory. Government legal action is an action taken by a State Business Administration Agency or Official in carrying out government affairs. In carrying out government actions, it must be based on existing laws and regulations. The research method used in this research is qualitative research. Then this type of research is in the form of a descriptive qualitative. Research location in Kepenghuluan Teluk Piyai Pesisir, Kubu District, Rokan Hilir Regency. The results of the study are that in the implementation of legal action by the local government of Rokan Hilir Regency in the acceleration of disadvantaged villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village in 2017-2018. In this case, the government implements the Rokan Hilir Regency Regional Regulation Number 07 of 2015 concerning the Development of the Kepenghuluan Area, in collaboration with the Rokan Hilir Regency Community and Village Empowerment Service (PMD). Then also in the implementation of the Rokan Hilir District Government Legal Actions, there are factors that affect the Rokan Hilir District Government Legal Actions in Accelerating Disadvantaged Villages in 2017-2020 Not Yet Success. namely there are Internal and External Factors besides these factors there is also in exercising their authority for the benefit of the community at large not only for their own interests such as empowerment programs in the field of government, health development, village economic empowerment, majelis taklim and mutual cooperation in accordance with the main tasks and functions from the village leader, and all is done to empower the people of the Teluk Piyai Pesisir islands in each hamlet. Keywords: Local Government Legal Actions, Underdeveloped Village Acceleration.

Abstract

The Agricultural Technology Application Program is one of the program policies of the Department of Food and Agriculture Security of Rokan Hilir Regency which aims to provide agricultural facilities and infrastructure to increase agricultural productivity in increasing self-sufficiency in agriculture. The problem in this research is that the implementation of the Agricultural Technology Program Policy has not been maximized due to several factors that support the performance of the policy implementation not being achieved. The purpose of this study was to determine the Implementation of Agricultural Technology Application Program Policies in the District of Parit Aman in Bangko District, Rokan Hilir Regency in 2018-2020.               The approach used in this study is a qualitative approach. This type of research is descriptive. There are two types of data in this study, namely primary data and secondary data. Data collection techniques using interviews, observations and documentation as well as data analysis techniques in this study were qualitative.               The result of this study is that the implementation of the Agricultural Technology Application Program Policy in the Penghuluan Parit Aman District, Bangko District, Rokan Hilir Regency in 2018-2020 has not been optimal, this is because there are several important dimensions that affect the performance of policy implementation that has not run optimally, namely the dimensions of resources and communication between organization. Key word : Implementation, Policy, Agricultural Program

Abstract

The backround of this research aims to knowing image. To identify the basic strategy and positionin process od PT shirotol jannah Tour and Travel in building the image. Positioning is interesting to study because it is one way to build the trust of consumers in building images. This research usesmethod qualitative method to process the data obtained in the field through interviews, observations and documentations. The analysis technique in the study uses a positioning strategy philip korter. Uses basic positioning strategies to find out how tu build an image wiht positioning strategi. The results of this study are PT. Shirotol jannah Tour and Travel applying corporate image that is service, product and price.using only 4 ( four ) basic strategy and using only 3 (three) positionin process. Keywords :Respon of visitors, resort and recepcionist

Abstract

The performance of Penanaman Modal Pelayanan Terpadu Satu Pintu Kampar in improving the advertisement permit service in Kampar district, it is an effort to ensure that all billboards in the Kampar district have a permit. The purpose of this research is to describe the performance used by the Penanaman Modal Pelayanan Terpadu Satu Pintu To improve the advertising clearance in Kampar and to describe the factors affecting the service performance Penanaman Modal Pelayanan Terpadu Satu Pintu To improve billboards permits in Kampar. Focus study in this study is performance service Penanaman Modal Pelayanan Terpadu Satu Pintu To improve billboards permits in Kampar. Informant in this research is the management of Perzinan services, licensing services Staff, business owner that take care of the permission of billboards, business that do not take care of permits. The methods used in this study included in qualitative and data collection techniques are interviews and observations. Based on the results of known research service Penanaman Modal Pelayanan Terpadu Satu Pintu In improving the service of billboards permit is not optimal. Due to the lengthy process of advertising permit management, the duration of the licensing process is not due to the constraints of facilities and its main process but due to pending approval from the main manager of the advertising licensing service Penanaman Modal Pelayanan Terpadu Satu Pintu.  Licensing constraints by the community actually does not lie in its main procedure but from the authorities in the management and approval of the licensing to be published. There are several factors that affect the service performance Penanaman Modal Pelayanan Terpadu Satu Pintu It is work satisfaction, efficiency, effectiveness and the awareness of the billboard owner. Keywords: performance, service, billboards

Abstract

This research is motivated by the importance of human resources in a company to be able to produce quality products amid business competition in the era of globalization. Human resources are an important role for the success of the PTPN V Unit Terantam Kampar Palm Oil Mill, because humans are living assets that need to be maintained and developed. To increase work productivity, company employees must pay attention to what factors serve as a support in influencing employee performance. This research was conducted at PTPN V Unit Terantam Kampar Palm Oil Mill. The purpose of this study was to determine the level of performance of employees in the production department at the PTPN V Unit Terantam Kampar Palm Oil Mill. The research sample was taken as many as 63 respondents using the sampling method. In this research, the methods used are descriptive and quantitative. The data obtained from the results of interviews and questionnaires / questionnaires were then tested with statistics through the SPSS program. The method of analysis used in this research is simple and multiple regression analysis, and through validity and reliability tests. In this study the results obtained are that supervision has a positive and significant effect on employee performance, work discipline has a positive and significant effect on employee performance, and supervision and work discipline have a positive and significant effect on employee performance at the PTPN V Palm Oil Mill Unit Terantam Kampar. Keywords: Supervision, Work Discipline, Employee Performance

Abstract

This study aims to find out how much the influence of occupational safety and health programs (K3), the work environment are stunned by employee work productivity (case study of the operational field of PT. Karimun Granite). The sample in this study was taken as many as 70 respondents and the technique used by the census. The data in this study used the survey method through questionnaires filled with employees. Data is obtained using simple regression analysis and multiple regression analysis. The results of this study show that employment safety and health programs (K3) have a significant effect on employee work productivity. And simultaneously occupational safety and health programs (K3) and work environment have a significant effect on employee work productivity. Subsequent research is recommended to use other methods in examining employee work productivity, for example through in-depth interviews for respondents. Keywords:.Occupational safety and health programs (K3), work environment, and employee work productivity.

Abstract

The condition of Lake Maninjau, which is currently being polluted, with the status of one of 15 lakes being priority management is one of the development priorities in West Sumatra Province. The main concern that must be followed up is the large number of floating net cages scattered in Lake Maninjau which is uncontrollable. This has caused the decline in the function of the Lake Maninjau area. The availability of clean water is hampered by the emergence of dangerous toxins from Lake Maninjau which are usually used by the surrounding community. This study aims to determine the management of the Lake Maninjau area function and the inhibiting factors in managing the functions of the Lake Maninjau area in Agam Regency. The method used is qualitative with a case study approach. The research information was determined by purposive sampling technique. Collecting data through observation, interviews and documentation and data analysis using qualitative descriptive methods. . The results of this study are that the management of the Lake Maninjau area is still not optimal and there is still a mismatch between the relevant agencies in carrying out their respective duties and functions. In addition, there are also various inhibiting factors in managing the functions of the Lake Maninjau area, such as lack of public awareness and participation, lack of budget, absence of technology and weak human resources.  Keywords: good governance, the function of the Lake Maninjau area, sustainable development
