Abstract

Cutting shells is an activity to catch shells on the stretch of mudflats of the Indragiri Hilir coast. This unique and rare activity at a glance looks like surfing. Using a board like a real surfboard, but the objects and techniques are far different. This activity was lifted from the culture of the persistent "sea people" Duano people who inhabit Indragiri Hilir Regency. The Duano people live on houseboats, wandering from place to place at sea level. At present, the Duano community has experienced an increase in civilization. Ordinary people and the Government of Indragiri Hilir Regency have begun to get rid of the thought of the Duano tribality, starting from the natural wealth it has, its culture, and its human resources that can produce great potential, one that the Duano tribe is proud of is the Scallop Menongkah Festival. This study aims to determine the communication patterns of the Office of Culture, Tourism, Youth and Sports of Indragiri Hilir Regency with the Duano people in developing the culture of the shellfish-eating festival. In this study the authors used the theory of communication patterns according to Effendy, namely: 1) Primary Communication Patterns, 2) Secondary Communication Patterns, 3) Linear Communication Patterns, and 4) Circular Communication Patterns.The research method used is descriptive qualitative data collection techniques of observation, interviews and documentation. The data in this study are Primary and Secondary. Data analysis techniques in this study were carried out in several stages, namely: 1) Data Collection, 2) Data Reduction, 3) Data Presentation, and 4) Drawing Conclusions.The results showed that po the most influential communication of the four patterns above is the pattern of linear communication / direct communication with the Duano people. This is caused by several factors including the lack of telecommunications networks at that time. So that the Office of Culture, Tourism, Youth and Sports of Indragiri Hilir Regency needs to conduct face-to-face meetings with the Duano people. However, it should be noted that every communication pattern carried out has its own goals and benefits.

Abstract

Exploitation of Child Labor in Indonesia refers more to the situation in the form of a lack of matters relating to the fulfillment of primary needs, such as clothing, food and shelter. This poverty problem affects many things, including unemployment, crime, and no less important poverty has an impact on the deprivation of children's rights. The observed environmental aspects of exploitation are: Overview of economic conditions, Population Livelihoods, Land Use, Socio-Cultural Conditions. Problems taken from this research are: (1) What is the form of exploitation of child labor in Tapung Hulu District ?, (2) What are the factors driving the exploitation of child labor in Tapung Hulu District ?. This study aims: (1) To find out the form of exploitation of child labor in Tapung Hulu District ?, (2) To analyze the factors driving the exploitation of child labor in Tapung Hulu District ?. The locations of this research are: Lake Lancang Village in Tapung Hulu Subdistrict, Kampar District. The method used is descriptive qualitative method. The population in this study is the people who live in the village of Lake Lancang, Tapung Hulu District. Data collection techniques, namely the method of observation, interviews, documentation. The results of the study explain that: exploitation of child laborers in the village of Lake Sancang is largely based on educational and economic factors, so that the abuse of child labor to be employed for the benefit of their parents or others such as child laborers works and leads children to work that should not have been undertaken. Key Word : Children's ExploItation

Abstract

Tourism is one of the mainstay sub-sectors for national development, especially in Indonesia and can encourage economic growth, through increasing foreign exchange earnings. Bintan Regency is one of the potential areas from its tourism aspect. Therefore, this study will examine how the implementation of the visa-free visit policy on the socio-economic conditions in Bintan Regency in 2016-2019.This research uses descriptive qualitative research methods. Sources come from books, journals, official documents and official websites from the Ministry of Foreign Affairs and the Directorate General of Immigration and interviews with local people. This study describes the implications of the visa-free visit policy to Indonesia on the socio-economic conditions in Bintan Regency in 2016-2019. There are several positive impacts, namely; the desire of the community to learn foreign languages, increase the creativity of the Bintan people, increase the number of tourist visits of foreign tourists, increase the Regional Original Income (PAD) Bintan.  Keywords: Visit Visa Free Policy, Foreign Policy, Tourism, Socio-Economy.

Abstract

Investment is the main economic activity that can be a prime mover for the economic development of a region, through its broad impact on various efforts to improve the order of economic activities of the people. With investment, there will be a large absorption of labor, which will increase people's income and consumption, so as to increase the regional economic growth in a sustainable manner. Therefore, almost all governments at various levels, one of which is the Investment Service and One Stop Services, is trying to use a strategy to increase investment activities in the city of Pekanbaru.               The purpose of this study is to determine the Strategy of the Investment Service and One Stop Integrated Services in Increasing Investment in Pekanbaru City in 2018-2019. The theory used in this study uses a strategy theory to increase investment according to Mudrajat Kuncoro. This type of research is descriptive qualitative. The data collection technique was carried out by means of face-to-face interviews, mass media and collecting documents related to strategies to increase investment in the regions.               The results show that the strategy of the Pekanbaru City Investment and One Stop Integrated Services Service in increasing investment in 2018-2019 by looking at four aspects of the strategy to increase investment in Pekanbaru City that the Strategy of the One Stop Integrated Services and Investment Service has implemented four aspects, namely image marketing, attraction marketing, infrastructure marketing and people marketing in Pekanbaru City have been done as well as possible for the welfare of the community. However, the results of the strategies and efforts carried out by the Pekanbaru City Investment and One Stop Integrated Services Service have not been optimal or have not succeeded in achieving the target. This is due to the decline in the number of realized foreign investment and also the absence of legal certainty that explains the Spatial Planning and Territory of Riau Province. The strategy carried out by the Pekanbaru City Investment Service and One Stop Integrated Service is only clear from the increasing number of investment realization increases but does not reach the predetermined target so that it does not have a significant impact on the region and society equally. Keywords: Strategy, Government, Investment

Abstract

Presidential election is a form of democratic party in a country to elect a head of state who will carry out state policies in one period of his leadership which later must be accountable to the people. In the 2019 presidential election, the presidential candidate Jokowi-Ma'ruf Amin lost the vote in Pekanbaru City. The defeat of Jokowi-Ma'ruf Amin in Pekanbaru did not match the vote target they wanted to achieve, which was above 50%, but in fact the votes obtained by the presidential candidate Jokowi-KH.Ma'ruf Amin were only 26.37%. The purpose of this study was to find out what strategies were carried out by the winning team for the city of Pekanbaru and what were the factors causing the defeat of Jokowi-KH. Ma'ruf Amin in Pekanbaru City. This type of research is descriptive. The research location of the Riau Projo Winning Team office. The types and sources of research data are divided into primary data and secondary data related to the winning team's strategy.Data collection techniques used by interview and documentation. While the data analysis was carried out by qualitative analysis. The results of this study are that there are 2 strategies used, namely offensive and defensive, both of which were used by the winning team in winning the presidential and vice presidential candidates in the city of Pekanbaru. and the factor causing Jokowi-Ma'ruf Amin's defeat is that there are still many people who believe and are consumed by the hoax issue and the winning team is still unable to fully counter the issues circulating in the community and Pekanbaru is also the basis for winning Prabowo-Sandi and moreover, Sandiaga is the son of the region because born in Pekanbaru which can influence the election of the  Keywords:Strategy, Winning Team, Presidential Election

Abstract

This study analyzes the role of ARF in creating IUU Fishing free area in Indonesia in 2015—2017. ARF as a security dialogue forum in Asia-Pacific helps Indonesia in creating an IUU Fishing free area by providing Indonesia with a forum for dialogue to raise the increasing number of IUU Fishing issues in IndonesiaThis study uses a pluralism perspective where policies can be from different actors and uses international organization theory. The method used is descriptive qualitative method with data collection using case studies literature and documentation studies from articles, journals, and sites on the Internet.This research shows that ARF as a security dialogue forum acts as a motivator and provides encouragement for ARF members to fight IUU fishing together. The second role of ARF is to become a communicator by providing information and recommendations to member countries regarding IUU Fishing, publishing meeting results, co-chair statements, and chairman statements. The third role of ARF is to become an intermediary by holding meetings to discuss and equalize perceptions about IUU Fishing and to issue a joint statement indicating that IUU Fishing is an issue that must be eliminated and make the Asia-Pacific region a free area of IUU Fishing. Keywords: Role, IUU Fishing, ARF, Security Dialogue.

Abstract

Almost all big cities in Indonesia are jammed with homeless people and beggars, including Pekanbaru City. To overcome the problems of homelessness and beggars, it is necessary to intervene by the Regional Government, especially Pekanbaru City and the Pekanbaru City Social Service to handle homeless people and beggars, one of which is done by formulating Pekanbaru City Government Policy, namely by making Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order. The reason for the issuance of the Pekanbaru City Regional Regulation No. 12 of 2008 is to address welfare problems in Pekanbaru City, which in this study will focus on fostering homeless people and beggars.Whatever the purpose of this research is to find out how the policies for the development of the homeless and beggars in 2017 and the inhibiting factors for the development policies of the homeless and beggars. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.Based on the results of research and findings in the field regarding the policy of fostering homeless people and beggars in Pekanbaru City in 2017, it has not been running optimally which has led to the return of homeless people and beggars after receiving guidance. The impact of the coaching policy carried out by the Pekanbaru City Social Service has not yet been felt in reducing the number of homeless and beggars because the training carried out by the Pekanbaru City Social Service only provides mental coaching for a short time and in skills training activities it no longer runs. Inhibiting factors in carrying out coaching homeless people and beggars, both from internal and external factors. From internal factors, namely: Limited budget, absence of social rehabilitation centers belonging to the Regional Government. External factors, namely there are still many people who give money to homeless people and beggars, there is no cooperation from the private sector or business entities to carry out special skills training for homeless and beggars.Keywords: Policy, Development, Homeless, Beggars

Abstract

In bakery productions, Pesonna Hotel Pekanbaru definitely has stages of implementation, both in terms of ingredients supply, how to make it, packaging, and distribution. It aims to make bakery products that will be consumed by consumers become a product that has good quality and quantity. This study aims to determine the application of standard recipes in the manufacture of bakery product at Pesonna Hotel Pekanbaru. Standard recipe is a reference used by cooks in processing a food product where in the recipe there are several instructions such as ingredients, quantities, equipments, process of cooking, portions, and other instructions that are very important to apply. This standard recipe aims to maintain the consistency of food both in terms of taste, appearance, portions produced, and the standard time required for processing. This study was conducted using qualitative research method by making 2 key informants as speakers, namely one person cook pastry and one person cook helper. Data collection techniques used in this study are observation, interview, and documentation. Data analysis techniques used in this study are data reduction, data presentation, and end with conclusion. Seen based on research that has been done, the application of standard recipe in the manufacture of bakery product at Pesonna Hotel Pekanbaru has been correctly done. It’s just negligence from its own human resources that causes the standard recipe that have been applied to be failed. Keywords: Application, Standard Recipe, Hotel, Bakery

Abstract

Soft diplomacy has been used by United States to achieve its national interests. Among many ways, United States uses soft diplomacy through American Institute for Indonesian Studies (AIFIS) towards Indonesia. AIFIS is a consortium of universities and colleges in the United States interested in furthering the development of Indonesian studies. Therefore, this research was conducted to explain how the United States uses AIFIS as a means of soft diplomacy to increase mutual understanding between United States and Indonesia.This research uses a pluralism perspective in which non-state actors are important actors in international relations and nation-states as level of analysis. Theory applied for this research was the multi-track diplomacy theory, which asserts that diplomacy can be practiced by involving community elements including educational institutions. This research method uses a qualitative method.  This research shows that the United States uses AIFIS as a soft diplomacy instrument towards Indonesia by facilitating researchers and scholars of the United States and Indonesia through the awarding of scholarships. AIFIS also cooperates with universities and academic institutions in Indonesia, cooperates with the government, and organizes academic events. Moreover, AIFIS provides resource, library and language-learning center. Abstract

This paper aims to analyze the Turkish military intervention against the Syrian sovereign territory in 2016 - 2019. The Syrian crisis has directed threats indirectly to Turkey's presence of Kurdish groups on the border. The Kurdistan Workers' Party or PKK activity in Syria. Syria made the PKK affiliated with the Syrian Kurdish group, the Democratic Union Party or PYD a particularly important actor in the northern region of the state during the crisis. In the midst of instability due to the army's conflict in Syria, Turkey believes that the political nature and military strength of the PKK & PYD can harm its domestic security or stability. Now the PKK is still a separate region or autonomy for the Kurdish southeast.The perspective used in this research is the perspective of Neo-Realism by Kenneth Waltz, as well as the analysis of the nation-state level. This study uses the theory of national security and the concept of intervention that explains Turkey's relationship with threats to security or stability whose approach is a vital national interest.This research shows that the threat of the Syrian Kurdish PKK & PYD encourages Turkey to intervene in Syria's sovereign territory. The first Turkish military intervention was carried out in 2016 under the name Operation Euphrates Shield, the second in 2018 Operation Olive Branch, and the third in 2019 Operation Peace Spring. The Turkish military intervention aims to weaken and limit the political and military movements of the Kurdish group in northern Syria, create a safe zone (safe zone) on the Syrian border for the Syrian refugee community in Turkey, and integrate Syrian territory, in addition to weakening the influence of the Kurdish PKK & PYD and creating a safe zone for Syrian refugees, Turkey also has Economic interests and Political interests in the Syrian Conflict. Keywords: Syrian, Turkey, Threat, PKK & PYD, National Security, Military Operations
