Abstract

Health is a basic need of every human being and is the capital of every citizen and every nation in achieving its goals and achieving prosperity. Service is an activity or sequence of activities that occur in direct interaction between a person and another person or a physical machine, and provides customer satisfaction. The purpose of this study was to find out and evaluate the implementation of the Minimum Standards for Health Services implemented by the Kuansing District Hospital efficiently and effectively in accordance with the provisions of the Kuansing Regent Regulation Number 39 of 2018 concerning the Minimum Standards of Health Services. The type of research used in this study is a qualitative research method. Qualitative research does not intend to describe the characteristics of the population or draw generalizations of conclusions that apply to a population, but rather focuses on the representation of social phenomena. Qualitative research departs from assumptions about reality or social phenomena that are unique and complex. The data collection carried out was an interview process conducted directly at the Kuansing District Hospital. The results showed that the implementation of health services was not yet optimal in accordance with the minimum service standards at the Kuantan Singingi District Hospital, caused by several factors, namely the limited cost factor due to several years of nomenclature errors. budget in the Kuantan Singingi Regency APBD, resulting in arrears in payment claims to BPJS Health. Abstract

Humans are creatures that naturally have the instinct to live with other humans. The desire of humans to want to be in groups is to maximize their own potential. One of them is by joining the organization. One such organization is the Marching band. Marching band or Drum Corps is a group or a line-up unit that plays music simultaneously and moves to form a choreo or visual. Many schools have made marching bands part of their extracurricular activities.SMA Muhammadiyah 1 is one of the high schools that has a marching band extracurricular called Drum Corps Sang Surya. The purpose of this research is to find out how the activities and activities of the Drum Corps Sang Surya (DCSS) SMA Muhammadiyah 1 Pekanbaru and how the process of forming the identity of Drum Corps Sang Surya (DCSS) members. This research is expected to be a means of transforming thought and increasing the writer's knowledge and contribution of information in thought that leads to the formation of identity.This research took place from February to March 2020, using a qualitative descriptive research method, namely explaining and interpreting the data collected through interviews. From the results of this study, it can be concluded that the formation of identity experienced by DCSS is a sense of responsibility. Not only obeying the existing rules as a member, in the body of DCSS there are also staff consisting of their respective duties which must be carried out properly for the smooth running of DCSS activities. In addition, this sense of responsibility was formed through a tough and intense disciplinary process which resulted in the sense of pride that DCSS members had as a result of the experiences they had experienced that could not be found anywhere else.  Keywords: Marching band, DCSS, identity formation

Abstract

This study aim to explain the trade protect imposed by the United States. Technical Barriers to Trade cause barriers to exports of fishery products for China. The discussion in this study is China's response to the Seafood Import Monitoring Program policy issued by the United States.This research uses data collection techniques using the Literature Study method. Protectionism theory by Friedrich List to analyze the response of the Chinese government in protecting fishery products in its country. The perspective used by the author is mercantilism which in trade countries must issue regulations to            The results of this indicate that China's response as a fishery exporting country seeks to meet the requirements given by the United States and provide countermeasures in the form of making the same policy. Abstract

The implementation of e-Government in population services at the Department of Population and Civil Registration of Pekanbaru City cannot be said to be effective so that the goals that have been set and excellent population services as expected have not been achieved. In accordance with those used in the measurement of effectiveness consisting of resources, technology and information. The obstacles found in the implementation of e-government in population services are as follows: a) Constraints in the implementation of e-government due to the limited regulation as a legal umbrella. Currently, there is no regulation that really explains in detail the mechanism for implementing e-government. There needs to be an integrated e-government policy that is tailored to the needs of each institution. b) In addition, the application of e-government in government institutions is not optimal due to the limited number of competent experts in the field of information technology. This is due to the moratorium on state civil apparatus (ASN) by the PAN-RB Ministry, including for the formation of experts in the field of informatics engineering. The existence of this ASN moratorium causes a shortage of human resources for the implementation of e-government. c) In addition, the lack of accuracy from the apparatus in working has resulted in the apparatus entering incorrect data and incorrectly recording the fingerprints of the population caused by the unsanitary apparatus erasing the fingerprints of the previous population, so that the NIK data and the resident's e-KTP data do not match and There is dual ownership of fingerprints. b) External constraints, the obstacle that occurs is that sometimes the ribbon for printing the e-KTP that comes does not match the demand, so people have to be patient to wait for the ribbon to come back and population services are also hampered. Keywords: E-Government and Services Disdukcapil Pekanbaru

Abstract

Tax is the main source of state revenue which has an important role in improving and implementing National Development with the aim of Community Improvement and Prosperity. Surface water tax is a tax on the extraction and/or utilization of surface water. Surface water is all water found on the ground surface. The purpose of this study was to determine the efforts made by the Regional Revenue Agency of Riau Province in increasing Surface Water Tax revenues and to find out the factors that became obstacles in efforts to increase Surface Water Tax revenues. This qualitative research method the author uses data collection techniques in the form of interviews and documentation and then analyzed based on research problems. The theory used in this research is the theory of intensification and extensification. To be able to answer these problems the researchers used a qualitative method with an interactive model. The results of this study indicate that the Efforts to Increase Surface Water Tax Revenue by the Regional Revenue Agency of Riau Province have not gone well, this is caused by several factors that hinder the implementation of efforts to increase surface water tax revenues, namely the existence of measuring instruments that do not function until taxpayers do not use measuring tool in calculating the use of surface water. Keywords : Effort, Local Tax, Surface Water Tax, Regional Revenue Agency, Intensification and Extensification

Abstract

This study analyse international trade is carried out by each country to meet the needs of its country and interact with other countries that have similar interests. New Zealand and Taiwan become trading partners and are involved in an international agreement under the auspices of the WTO. This research is interesting to examine seeing the sovereign status of the countries involved in the treaty and the treaty-making process which is slightly different from international treaties in general.This research is a qualitative study that adopts neo liberalism perspective and cooperation theory from Robert O. Keohane and J. Nye. Data for research comes from books, journals, news from the BBC, official NZCIO documents, articles and websites.This study shows that the format of cooperation between New Zealand and Taiwan is made in such a way that it does not endanger trade relations between New Zealand and China, one of which is the use of the nomenclature of the WTO on Taiwan, namely the Separate Customs Territories of Taiwan, Penghu, Kinmen and Matsu as representatives of Taiwan. The signing of ANZTEC provides a very broad market access for trade in goods, services, investment and cultural exchange between New Zealand and Taiwan.Keywords: ANZTEC, New Zealand, Taiwan, China, Cooperation, Trade

Abstract

City Worth Youth (KLP) is an award event held by the Ministry of Youth and Sports to appreciate Youth Pledge Day. In the event the Social Corner was chosen as a community community in Pekanbaru City. The purpose of this study was to find out how the role of the Social Corner community in making Pekanbaru City a Youth-Friendly City. This research use desciptive qualitative approach. The subject of this study found 4 informants, namely 1 part of the Sports Division of the Pekanbaru City Dispora, the General Social Corner, the Secretary's Social Corner and 1 Social Member Corner. Data were collected through observation, interviews and documentation. The stages of data analysis are data reduction, data presentation, and drawing conclusions or levers. The results of this study indicate that the role of the Social Corner in youth awareness is as a facilitative role, namely as a forum for positive activities for youth. Furthermore, the role of the Social Corner in youth awareness is as an educative role, namely by campaigning for the dangers of drugs through social media. The educational role is participating in formal and informal education by holding teaching Social Corner activities. The role of the representative is to be a community representative in a youth-friendly city event and a visit to Batam. The Social Role of Corner in youth development is as a facilitative role, namely by developing entrepreneurship and conducting volunteer activities. The role of the representative is to be a community representative in a leadership training event held by KNPI Pekanbaru City and a visit to Bintan City. The educational role is to provide creative economic material. While the technical role is to conduct research in the village of Buluh Cina.Keywords: The Role of Community, A City Worth Youth

Abstract

The Xbank community is a non-profit community with a group of people who quit because of awareness of the danger of usury and religiously a grave sin consisting of former bank and non-bank employees who intend to seek halal and usury free sustenance. This community was formed to accommodate friends who intend to move, but are still in doubt due to various factors including themselves, economic conditions, environment and even family. This research aims to determine the motives and communication experiences of Xbank Pekanbaru members.This Research uses qualitative research methods with a phenomenological approach. The research subjects were 4 people who were selected using the snowball technique. Data collection was carried out out trough in-dept interviews, observation and documentation. In this study the authors used an interactive model of data analysis, to validate the data, the author used techniques, observational persistence and reference adequacy.The result showed that the motives of members of the pekanbaru xabnk doing hijrah consisted of because of motives which included self muhasabah, receiving guidance, and in order to motives including getting the pleasure od Allah. Motivating other and enforcing islamic sharia. Meanwhile, the communication experince of feeling happy can enforce islamic sharia, feel relieved and there is no burden on thoughts because of committing the sin of usury and receiving positive support from family and follow xbank member. For the unpleasant communication experince they experienced, namely, being ridiculed, scorned for being resign and being considered as self righteous.

Abstract

In principle, policy implementation is a way for a policy to achieve its goals, Policies are actions or activities that are intentionally carried out or not carried out by a person, group or government in which there is an element of decision in the form of an effort to choose among the various alternatives available to achieve the goal. State Administrators Asset Report is a report in printed form and / or other forms concerning the description and details of information regarding assets, personal data, including income, expenditure and other data on the assets of State Administrators. The purpose of this research is to find out How to Implement State Officials' Wealth Report Policy in Pekanbaru City Government and determine the factors that influence the implementation process. The theory used is the theory according to the policy implementation approach according to Ripley and Franklin in the Measuring the success of policy implementation is based on three perspectives, namely: The perspective of lower bureaucratic compliance with the bureaucracy above it, the perspective of smooth routines and the absence of problems, The implementation perspective that leads to satisfactory performance for all parties, especially the expected beneficiary groups. namely: the level of bureaucratic compliance, smooth routine and no problems and performance. The type of research carried out is descriptive qualitative. The results of this study are: first, that the implementation process of the State Organizer's Wealth Report Policy in the Pekanbaru City Government is still not optimal, and second, the factors that influence success include the level of buregfthjgybaucratic compliance, smooth routine and performance. . Keywords: Implementation, Policy, State Officials' Wealth Report (LHKPN)

Abstract

Currently in the city of Pekanbaru, there is a shortage of adequate quality human resources in the field of sports, it is necessary to have a bigger role in achieving sports goals. Policies in terms of sports coaching related to the achievements of athletes need to be aligned to improve human resources, where human resources play an important role in advancing an institution, therefore it is necessary to pay attention to human resources. The formulation of the problem taken is how the impact of the policy of giving bonuses by the Riau Provincial Government to outstanding athletes in 2017-2018.The purpose of this study was first to determine the role of the Riau Provincial government in providing bonuses to athletes, to determine whether the provision of these incentives to athletes was in accordance with the athletes' expectations. And lastly, to find out the obstacles faced by the athletes who had planned not to run according to the predetermined target.The research method used is qualitative research. This type of research is descriptive qualitative, the location of this research is Pekanbaru. Data collection techniques by means of observation, interviews and documentation studies. Data analysis techniques by means of data reduction, data presentation and data verification.The results of the study indicate that the impact of the policy of giving bonuses by the Riau Provincial Government to outstanding athletes shows an improvement in the level of enthusiasm of the athletes by means of identifying the goals to be achieved. Strategy of various steps to achieve the desired goal. The strategy is to select and train outstanding athletes to be prepared for national and international events. The inhibiting factors in the policy of giving bonuses to outstanding athletes are the lack of transparency in giving bonuses to athletes and the lack of training facilities and infrastructure.Keywords: Policy Impact, Giving Bonuses, On Athletes with Achievements
