Abstract

Land is one of the most basic state assets. Land for human life has a very important role, because all activities are carried out on the ground. Therefore, land is very much needed by every community, so it is not surprising that there are so many conflicts. One of which is the conflict between PT. Alam Sari Lestari with Sekip Hilir Village in Indragiri Hulu Regency. Starting from the uncertainty of the location of the PT. Alam Sari Lestari which is written in the Minutes of the Land Inspection Committee B Riau Province with what is written in the Measurement Letter and also the Certificate. This study aims to determine the inhibiting factors for conflict resolution and how the role of the government in conducting conflict resolution at PT. Alam Sari Lestari in Indragiri Hulu Regency. Then using the data analysis technique model of Miles and Huberman in Yusuf (2017). This research is a descriptive qualitative research where the data collection uses observation, interview, and documentation techniques. This study uses the theory of resolution proposed by Fisher in (Tisa, 2017), namely Negotiation, Mediation, and Arbritation. The research result show that of the entire existing resolutions, the government as a third party that has no interest in the stage of finding the results, because one of the parties in the conflict did not follow the process. So that the next stage has not been carried out and the efforts made by the local government of Indragiri Hulu Regency have not been able to run optimally.Keyword: Resolution, Conflict, Land Conflict

Abstract

The research discusses abaout Coaching of village government administration by the distrik iin Gunung Toar districk Kuantan Singingi regency. The purpose of this research (1) to find out the implementation of development of village government administration in Gunung Toar regency, (2) to fine factors that become obstacles in the implementation of coacing village government administration. The research method use is qualitative. From the result of the study, not all village administration ar well structured and complete. And that should be done of Gunung Toar regency is improve human resources, coordination and communication with village officials and provide motivation that can spur enthusiasm in discipiling village administration so that goals can be maximally achieved. Keywords: Management, Choacin, government administration

Abstract

This research analyses the countermeasures that Pakistan took to manage child trafficking, especially improvements that were made in its border security as the main focus of this research. This research is interesting to analyse because it shows that social factors, such as economic disparity, poor education and gender discrimination, can make huge impacts on how fast a crime grows. Especially transnational organized crime. Another intriguing factor this research is based on is that most of the victims of child trafficking in form of sexual exploitation are boys, which eliminated social stigmas that such crime only happens to girls.This is a qualitative research that applies document analysis method to examine data from journals, books, newspapers, and websites. This research use border security as a concept to give a more in-depth explanation about human trafficking. The perspective used is constructivism and national-state level analysis.This research shows that the strategies that Pakistan used were state-centric rather than people-oriented approaches. Some of the measures Pakistan took to increase its border security is by using a series of systems and programs to help security agencies detect activities that could potentially lead to trafficking. Pakistan also formed a special unit that guards immigration areas, passed laws that help identify human trafficking issues and also built fences across all of its borders. Keywords: Strategy, Child Trafficking, Transnational Organized Crime, Border Security, Human Security.

Abstract

Infrastructure is built in order to improve the economy in a country that serves to reduce production numbers, facilitate delivery, and of course save time, and communication between regions that can be resolved quickly. Tiongkok is one of the countries included in the ranks of Indonesia's strategic partners in terms of investment for infrastructure development, especially toll roads. This happened because of various driving factors that Indonesia made to attract these investments.The research conducted with qualitative method particularly the case study to analyze a sequential cases in the field. Data of this research was obtained from the books, journals, official documents and websites that support the hypothesis. The author used interest group level analyze and this research is using liberalism perspective, and dependencya theory.The results of this study show that Tiongkok investment is increasing due to diplomatic efforts to facilitate the entry of Tiongkok investment. Indonesia's diplomatic efforts through BKPM include promotions, work visits, market sounding. As a power of new economy world, Tiongkok initiatives OBOR. Indonesia is as a developing country to become one of member state of OBOR in order to develop its economy. In its implementation, the cooperation of infrastructure between two countries keeps increasing that has effect to the development of Indonesia’s infrastructure significantly, although it can be avoided that there are many obstacles that are needed to be faced. Abstract

The Saberminpro innovation is a step forward made by the Pelalawan Regency Population and Civil Registration Service which aims to improve the civil registration of Pangkalan Kerinci District. With the presence of innovations that have been formulated by the Department of Population and Civil Registry of Pelalawan Regency, it can make it easier for the community to manage and in particular to provide improvements in population administration services in Sei Kijang District. The purpose of this study is to determine how innovation activities have been carried out and to find out what are the inhibiting factors of saberminpro innovation. This research uses interactive analysis techniques with qualitative research types using a descriptive approach and the required data both primary data and secondary data obtained through observation, interviews, and documentation then analyzed based on research problems. The results of this study indicate that: first, Saberminpro's innovation has not run optimally. Second, the inhibiting factors are in addition to the pandemic factor, lack of funds, facilities and infrastructure, lack of human resources, and lack of public awareness of the importance of population administration. Keywords: Innovation, Saberminpro, Population Administrati

Abstract

This research using  descriptive qualitatatife research method, there is a purpose  to find out what potential does the Cinta Island Tourism Object have, the development of the object Cinta Island Tourism, as well as what problems are faced in developing Tourism Objects on Cinta Island, Teluk Jering Village, District Kampar. For this season, an analysis is needed in the development of an appropriate tourist attraction and can be applied to the Cinta Island tour to make it more developed. So it can be concluded that the Cinta Island Tourism Object if well developed turns out have potential as a naturaln tourism object. Well developed turns out to have potential as a natural tourism object which is very interesting to be developed and the participationof the goverment, the private sector and the community is needed in its development, so that increase the number of domestic and foreign and tourists and can promote tourism, especially in the Mine District Kampar Regency. Keyword:Tourism Potential, Tourism Development, Tourist Attraction.

Abstract

Kuantan Singingi Regency is one of the regencies that implement the SID program in 12 empowerment program contained in the regulation of the Regent of Kuantan Singingi Regency. This program is a set of tools and processes for utilizing data and information to support resource management at the village level. The purpose of this study was to find out how the Implementation of the Village Information System (SID) Program in Sentajo Raya District, Kuantan Singingi Regency and the factors that hindered it. The theory used is the theory of Donald Van Meter and Carl. E. Van Horn, namely there are six indicators that affect implementation: Standards and policy objectives; Resource; Inter-organizational communication and strengthening of activities; Characteristics of implementing agents; Social, economic and political conditions; and disposition of the implementor. This research uses qualitative research and the required data, both primary and secondary, are obtained through interview, observation and documentation techniques for further analysis using interactive data analysis techniques. The results of this study indicate that: first, the implementation of the Village Information System Program (SID) in Sentajo Raya District, Kuantan Singingi Regency is not optimal. Second, the factors that hinder the implementation of the Village Information System Program (SID) in Sentajo Raya District,  Kuantan Singingi Regency, namely: human resources, policy resources, communication between organizations and strengthening activities, assessment of target groups (public opinion), economic conditions, economic conditions politics and cognition of the implementor/understanding of the implementor.  Keywords: Village Information System, Public Policy, Implementation, Program

Abstract

The purpose of this study was to find out why the cooperation between the Indonesian and Malaysian governments in dealing with narcotics smuggling cases in Riau Province was not effective and what were the inhibiting factors for the effectiveness of cooperation between Indonesia and Malaysia in order to minimize narcotics smuggling cases, especially in Riau Province. The number of narcotics smuggling cases in Indonesia has made the government declare Indonesia a narcotics emergency. From year to year narcotics smuggling cases between Indonesia and Malaysia continue to increase so that there are indications that the cooperation between the two countries is not working effectively because these cases keep repeating themselves and increasing.This research is also guided by the theory of International Cooperation and uses qualitative methods. Data collection techniques include interviews and literature studies from several journals, books, documents, and websites. This study shows the ineffectiveness of cooperation and the inhibiting factors experienced by the Indonesian and Malaysian governments in dealing with narcotics smuggling cases. The results of this study conclude that the obstacles or inhibiting factors that make the cooperation between the two countries ineffective are inadequate facilities and infrastructure, the level of quality of the apparatus' activities and the inadequate number of officers, policy conflicts between Indonesia and Malaysia, and weak supervision and prosecution. law. Keywords: Inhibiting Factors, Cooperation, Ineffectiveness, POLRI, PDRM, Narcotics

Abstract

Health is the main capital in the conduct of the activity of living a life. However, it cannot be denied that the world is faced with problems of emergency of Tuberculosis. To minimize to eradicate Tuberculosis, then WHO set out a global strategy namely the Directly Observed Treatment Short-course (DOTS) since 1995. The DOTS strategy has five components, among others, the political commitment, case detection through the examination of sputum microscopic, the patient should be accompanied by Swallowing Drugs (PMO), the availability of Anti-Tuberculosis Drugs (OAT), as well as monitoring are also reporting on the results of treatment of patients. The implementation of the DOTS strategy in Mandau Hospitals can not be said to be the maximum, because the area Mandau became one of the largest contributor to the number of Tuberculosis in the area of Riau. Keywords: DOTS Strategy, Tuberculosis.

Abstract

The focus of this research is the cooperation between South Korea and Japan under the General Security of Military Information Agreement (GSOMIA) in facing North Korea's nuclear threat in the East Asia region. Due to geographical proximity, South Korea and Japan share the same perception of security threats within the region, i.e. North Korea’s Nuclear. In response to this threat, GSOMIA was formed by the two countries in 2016 to monitor North Korea's nuclear activities in the region. However, in 2019 South Korea withdrew and was unwilling to continue GSOMIA with Japan due to a bilateral conflict rooted in the historical sentiments of the two relations. The purpose of this research is to analyse GSOMIA and to explain why GSOMIA is vulnerable to cooperation stagnation and termination.In analyzing this cooperation, this research uses regional security complex theory. The position of this research topic is at the sub-system (regional) level to understand the behavior patterns and interactions of actors/states in the region that often carry out in groups and the tendency for interdependence in the security sector. This study uses qualitative research methods that are explanatory to obtain a deeper analysis and understanding. All data obtained are secondary data sourced from official publications by the South Korean and Japanese governments, reports published by independent organizations, and scientific journals.The result of this research show that this cooperation is vulnerable and strongly influenced by the long-standing enmity factor. The history and conflict history between the two countries greatly influence the sustainability of GSOMIA. Can be seen from South Korea's decision to withdraw from cooperation and the worsening of bilateral relations between the two countries to their lowest point in 2019. Although it was finally continued, with the enactment of a clause that the two countries could end cooperation at any time, it further increased the risk of cooperation end.Keywords: General Security of Military Information Agreement (GSOMIA), Japan-South Korea, North Korea’s Nuclear, long-standing enmity, regional security complex.  Â
