Abstract

The implementation of Good Governance in the preparation of the Village RKP in Sungai Pasir Putih Village, Kelayang District, Indragiri Hulu Regency in 2018 and 2019 was categorized as unfavorable. This can be seen from the results of the research that the author has conducted that in the preparation of the RKP Desa there are still many principles of good governance that have not been implemented. The formulation of the problem in this research is how the implementation of Good Governance in the preparation of the Village RKP in Sungai Pasir Putih Village, Kelayang District, Indragiri Hulu Regency in 2018 and 2019. This study aims to describe the implementation of Good Governance in the preparation of the Village RKP in Sungai Pasir Putih Village, Kelayang District, Indragiri Regency. Hulu in 2018 and 2019. This research uses qualitative research methods with descriptive research types that describe problems and solutions for research subjects clearly and in detail. The results of the study state that the implementation of the principles of good governance in the preparation of the Village RKP has not all been implemented, the principles that have been implemented are inclusiveness, performance, and direction. Meanwhile, the principles of good governance that have not been implemented are justice, transparency, legitimacy, accountability, and capability..    Keywords : Good Governance ; Government Work Plan

Abstract

This research was conducted at Penarah Kecamatan Belat Kabupaten Karimun which aims to learn the socio-economic life of the rubber farmers at Penarah. This research entitled “The Socio-Economic Life of Rubber Farmers at Penarah Kecamatan Belat Kabupaten Karimun” The prime problem of this research is to learn the socio-economic condition of the rubber farmers at Penarah during the decreasing of rubber prices and the way to survive. The population of this research is all of the rubber farmers at Penarah and the sample of this research is 50% of the total population that is 83 farmers. This research used simple random sampling in selecting the sample. This is a quantitative and descriptive research. The data of his research was obtaied by conducting an interview, distributing the questionnaire, doing an observation and recording the documentation. The analysis of this research is tabulated and explained. Theories used in this research are social action income and survival strategy. According to the result of this research, it can be concluded that the socio-economic life of the rubber famers at Penarah in terms of income is decreasing but it can be solved by implementing survival strategy which are active, passive and networking strategy.Keywords : Rubber farmers, Socio-economic, Survival strategy

Abstract

One of the agendas of President Joko Widodo's Nawa Cita is to strengthen the nation's character. The Minister of National Education of the Republic of Indonesia No. 58 of 2009 concerning Standards for Early Childhood Education covers the developmental environment: “Receiving language, expressing language and literacy. One level of development is: recognizing letter symbols. Connect pictures with words, show objects with words, read pictures that have words.The objectives of writing this thesis are: First, to find out political education in early childhood (Case Study at Pertiwi Teluk Kuantan Kindergarten, Kuantan Tengah District, Kuantan Singingi Regency in 2020). Second, to find out the obstacles in political education in early childhood ( Case Study in TK Pertiwi Teluk Kuantan, Kuantan Tengah District, Kuantan Singingi Regency in 2020). This research is a qualitative research. This research was conducted at Pertiwi Teluk Kuantan Kindergarten, Kuantan Tengah District, Kuantan Singingi Regency. The techniques used to collect data in this research are (1) Interview, (2) Observation, and (3) Document tracing.The conclusion of this study shows that Political Education in Early Childhood at Pertiwi Teluk Kuantan Kindergarten, Kuantan Tengah District, Kuantan Singingi Regency involves teachers as the main actors and the Kuantan Singingi Regency Education Office has duties, among others, overseeing the implementation of education, and setting educational service standards, providing writers with suggestions. so that the active role of the government represented by the Education Office and related parties in providing political education to early childhood becomes the initiator who gives deeper attention to existing educators and to parents is expected to protect the rights of children in the world of education. Keywords: Actors, Materials, Time, Political Education, Political Education Facilities and Infrastructure.

Abstract

Asia Farm is a new tourist destination in Pekanbaru that is very interesting to be used as a tourist visit. The existence of Asia Farm tourism began to be built at the end of 2018, but on April 21, 2019 was only officially opened to the public. Increasing the number of visitors requires effective integrated marketing communication to create attraction. The purpose of this study was to determine the segmentation, targeting, and positioning of Asia Farm in increasing tourist visits to Asia Farm tourist destinations, to find out the application of Integrated Marketing Communication Integrated Marketing Communication conducted by managers of Asia Farm in Pekanbaru.               This study used qualitative research methods. The subjects in this study consisted of eight subjects as informants through purposive techniques. Data collection techniques are grouped into three parts, namely: observation, interview and documentation. Data analysis techniques in this study used the interactive data model of Miles and Hiberman. Checking the validity of the data uses an extension and triangulation technique.            The results showed that the segmentation of Asia Farm managers was students with a target of 10,000 visitors per month and postioning in the form of the tag line "Asia Farm Hay Day". The form of integrated marketing communication Integrated Marketing Communication conducted by Asia Farm is interactive communication (online marketing), Asia Farm uses social media such as Instagram and Facebook as a promotional tool, personal selling, Asia Farm sends a team to do direct promotion to schools, sales promotion, which offers discounts and discounts to groups who buy tickets for more than 35 adults or for school children get a discount of Rp. 5000 per child. advertising, asia farm utilizes print and online media as well as billboards, banners and brochures to promote asia farm tourism. event, Asia Farm uses two events namely enterten event and educational event. word of mouth, the manager conveys information to the closest person and the person conveys it to others. and public relations, which is collaborating with travel journalists and bloggers in promoting Asia Farm.

Abstract

Aging process is a  natural process of living things Coslatte (Caseli and Lopez, 1996) said that aging is a biological process in human body continuosly in age level and time, while old age is the last process of that aging. In the social services in UPT Tresna Werdha Husnul Khotimah  Pekanbaru, there was many factors that causes the elderly lived in the social services. Among of them are because of the condition of the elderly had been displace in social and economical, they didn’t have any closer relatives or the member of the family that have their own work and careless. Social services UPT Tresna Werdha Husnul Khotimah Pekanbaru consist of 11 public servants (PNS), 36 honorary employee, is elderly officers, 6 nurses, 7 experts liker (Doctors, religion conselour, gymnastic instructor, trainer skill), 3 cooking services, 2 laudress, 5 stafs, 4 securities, 1 driver, and 1 administration. The strategy of  this research was purposive sampling. The method of this research was kualitatife descriptive and use the social theory of Max Weber that oriented the motiv and purpose of the accused. The result of this research shown that elderly decide to live and stay in UPT Tresna Werdha Husnul Khotimah Pekanbaru was caused of economical factor, distance factor, the bussines of their relatives and some of the elderly don’t want to bother their cildren and family to took care of them. Key Word : Life of elderly, social services

Abstract

The Nasi Punjuang Ritual is one of the traditional traditional rituals originating from the village of Pulau Busuk Jaya, which is located in Inuman District, Kuantan Singingi Regency. This ritual is held to protect oneself from evil spirits when holding an aqiqah event for babies who will carry out one of their obligations as religious people. The purpose of this study was to determine the symbolic meaning in the Nasi Punjuang ritual. As for the sub-focus, namely the meaning of the situation, the product of interaction, and the interpretation of the Nasi Punjuang ritual tradition.This study uses a qualitative research method with a symbolic interaction approach. Informants in this study were determined purposively, consisting of two core implementers and three general public who had been selected with certain considerations. Data collection techniques in this study include observation, interviews, and documentation.The results of this study indicate that the symbols in the Nasi Punjuang ritual as a self-fences for the Pulau Busuk Jaya village include physical objects such as offerings of Nasi Punjuang and various equipment with special meanings in each part. While the social objects in the Nasi Punjuang ritual in children's aqiqah include the movements of the village elders, the meaning of mantras and prayers in the Nasi Punjuang ritual, the meaning of time behind the implementation of the ritual. The meaning of the product of social interaction includes the meaning of the head of the tribe who interprets it as the identity of the village community of Pulau Busuk Jaya, from the village elders interpreting it as a profitable ritual which is a legacy from previous ancestors, the meaning of the Baby's Parents or the Host who interprets as a protector to avoid danger and the meaning of the General Public interprets it as a form of respect for ancestors. The meaning of the interpretation of the Nasi Punjuang ritual in children's aqiqah includes closed actions related to motivation and feelings, while open actions are seen from happy facial expressions.

Abstract

This research using  descriptive quantitative research method, there is a purpose to analyze problem in a Tourist Attraction Meduyan Lake Indragiri Hulu Regency. In addition, to find out the motivation to visit the tourist attraction Meduyan lake.The sample of data collection techniques on this research the writer using liker scale as an instrument to measuring the length of intervals that can be used to find quantitative data. The sample of this research was 100 respondent taken by using accidental sampling. Based on the research are the influence of the phusical motivation get 1.274 with scores with a very high category, fantasy motivation get 1.227 scores with  a very high category, social motivation get 1.140 scores with a high category, and cultural motivation get 759 scores with a high category. Keyword: Motivation, Danau Meduyan, Visit

Abstract

The Indragiri HIlir regency is a fairly wide water territory, and thus it is often used as a route to transport illegal goods such as liquor which are often imported from free territory. There are still many unofficial ports and jetty which are prone to have smuggling activity, and also the difficulty to access the crime scene, thus causing an increase in the number of illegal liquor smuggling from 2017 – 2019. The expensive customs cost  of liquor and the lack of firm punishment also cause an increase in the number of illegal liquor smuggling. The goal of this research is to find out how is the illegal liquor distribution control by the customs and excise control and services office in Indragiri HIlir, and also to find out the illegal liquor distribution control inhibition factors. The type of this research is qualitative research, by connecting the primary data with the secondary data. The data are gathered from interview, observation, and documentation, which then are analyzed thus a conclusion to the research problem can be made. This research conclude that the illegal liquor distribution control by the customs and excise control and services office in Indragiri HIlir is not yet optimal, this is caused by several inhibition factors such as the lack of sufficient manpower, insufficient infrastructure such patrol boats which are used to conduct surveillance, limited monetary resources, and the low awareness of the import actors. Keywords : Management, Control, Smuggling

Abstract

Kampar Regent Regulation number 10 of 2015 concerning "The Pattern of Governance of the Regional Public Service Agency of the Bangkinang Regional General Hospital", this policy contains the BLUD in Bangkinang Hospital along with technical/rules in carrying out their service duties. The essence or purpose of this BLUD requires hospitals to be better able to create efficiency in improving the quality of better services. set standard. There are complaints of inpatients against slow medical treatment and it is known that inpatient Human Resources (HR) are still weak, and from some of the employees on duty in the inpatient care there are even those who do not fully understand the rules/policies.The purpose of this study is to describe the implementation of the Regional Public Service Agency Governance Pattern (BLUD) policy at the Bangkinang Regional General Hospital on the implementation of services in inpatient service units in 2018. This study uses the theory of Policy Implementation by Edward III. With descriptive method, this type of research is qualitative. The types of research data are primary data and secondary data. Data collection techniques with documentation and interviews. Qualitative descriptive data analysis techniques.The results of the study indicate that the implementation of these policies in 2018 is generally in the not good enough category. The aspects that support the results of this research are; 1). The communication aspect has not been implemented optimally, 2). The resource aspect is quite effective, 3). Aspects of disposition, showing a fairly good response, and 4). Aspects of the bureaucratic structure with the dimensions of standard operations and procedures (SOP) of BLUDs have been well guided, only need to increase the consistency of employees to stricter rules. It is known that the obstacles faced in the inpatient service unit at that time were; 1). there are several employees who are hospitalized who do not fully understand the contents of the policy, 2). employee indiscipline, 3). inpatient installations are still a little short of staff/medical personnel, 4). One of the delayed revenues of the Bangkinang Hospital caused the hospital to be slightly short of funds, so that it had an impact on the employees and also the quality of the services at the hospital.Keyword: Policy Implementation, Service, BLUD.

Abstract

The purpose of this study was to determine the effect of job training and work motivation on the performance of non-medical employees at RSIA Eria Bunda Pekanbaru. The sampling technique used the census method, which used all the population as samples, namely 57 respondents from non-medical employees of RSIA Eria Bunda Pekanbaru. This study uses a descriptive type of research with a quantitative approach. The dependent variable (Y) in this study is employee performance. The independent variables (X) include job training (X1) and work motivation (X2), for the data processing program using IBM SPSS 21.0 statistics. The results of this study indicate that partially job training has a positive and significant effect on employee performance on the results of the T-test10.169 > T table 2.005and the variable of work motivation has a positive and significant effect on employee performance, the results of the T test count 11,094 > T table 2,005. Meanwhile, simultaneously, the variables of job training and work motivation have a significant effect on employee performance with F count 71,957 > F table 3.172. The influential variable is the most dominant work motivation.Keywords: Job training, , Work Motivation and Employee Performance.
