Abstract

The European Union is an entity that is very concerned about the implementation of human rights by countries in the world. Russia's invasion of Ukraine has led to violations of humanity, especially in Ukraine. The adverse impacts from a humanitarian, infrastructural and economic perspective prompted the author to examine how the European Union responds to human rights violations in Ukraine. To discuss the topic of responses to human rights violations that occurred, qualitative methods were used by collecting secondary data from books, journals, official publications of official government and non-government institutions, news from newspapers, or other reliable sources. The discussion uses the perspective of liberalism and diplomacy theory. The results of the study show that the European Union is very responsive in dealing with human rights violations in Ukraine. The policy of sanctions and invitations from the international community to punish or condemn Russia shows the European Union's serious determination. Handling victims affected within Ukraine by sending personnel and logistics in large numbers with a significant budget. German acceptance of nearly 1,055,323 Ukrainian refugees with very adequate facilities without hindrance from anti-refugee groups in Germany. The European Union is also providing €668 million in humanitarian aid to help civilians affected by the war in Ukraine.. Abstract

ABSTRACT Purchasing decisions are individual activities that are directly involved in making decisions to make purchases of the products offered by the seller. In this study, the product for researching consumer is a tour package product from the umrah travel sector, specifically the umrah package. Tour packages are a combination of tourism components consisting of transportation, tourist attractions,food,and tour leader services that is sold to tourist in one price. This research aims to determine the process of purchasing an umrah package by umrah pilgrims at Andalas Education Tour. The Data collected using interview techniques, questionnaires, and documentation. Based on the research that the author has done, the company has been very good at providing facilities and services to umrah pilgrims, but the company still needs to increase promotion to raise awareness of prospective pilgrims about the brand and products of Andalas Education Tour. Abstract

A tourist village is a rural area that has the privilege of being a tourist destination. The tourist village is also a type of integration of the 4A concept, namely attractions, accessibility, additional facilities and services. The research method used in this research is a qualitative descriptive research method. This research describes a symptom based on the situation and observations that underlie the research or not about a symptom being studied. This research was conducted in the Kubu Gadang Tourism Village which is located in Padang Panjang City, West Sumatera Province. This study aims to determine the application of the 4A concept, and the obstacles in implementing the 4A concept in the Kubu Gadang Tourism Village. The application of the 4A concept to the Kubu Gadang Tourism Village has been carried out well and in accordance with existing regulations. Constraints from implementing the 4A concept, namely tourism product components that have not run optimally such as facilities in the form of no parking space, lack of toilets, far prayer rooms. Attractions must be booked in advance, and there is still a lack of musical instruments to be used for activities. Keywords : Kubu Gadang Tourism Village, Concept 4A

Abstract

Burning peatlands is the biggest cause of forest and land fires, because peat forests have high degradation, so forest and land fires often occur in peatland areas. It was recorded that in the 2015-2019 range 77.3% of forest and land fires occurred in Riau Province is located on peatlands. The purpose of this study is to describe the role of the government and what efforts are being made to anticipate forest fires that occur with one of the efforts being made to carry out prevention through institutions is the formation of Manggala Agni. Manggala Agni is an Indonesian forest fire control brigade formed by the Ministry of Forestry in 2003, to carry out forest fire control which includes prevention, suppression and post-fire management. In Riau Province there are 4 (four) Manggala Agni spread across Pekanbaru City, Siak Regency, Dumai City and Indragiri Hulu Regency (Rengat District to be exact) with 14 team strengths and 210 team members. The results of this research are first, the government realizes that the role of the Government itself is important and very much needed in preventing the handling of Forest and Land Fires, secondly actions and cooperation are carried out to realize a way to facilitate the handling of forest fires in Riau Province. Abstract

This study analyzes the Japanese Motives In The Tokyo Strategy For Japan-Mekong Cooperation In 2018-2020. The purpose of this study is to find out the bilateral relations between Japan and the Mekong, to find out what Japan's motives are for collaborating in the Tokyo Strategy for Mekong-Japan Cooperation. Then be able to contribute in the form of views to readers regarding cooperation in the Tokyo Strategy for Mekong Japan Cooperation in 2018-2020. This study uses qualitative methods, with data collection techniques through literature studies sourced from several books, journals, articles and internet sites. This study uses the perspective of Liberalism and Foreign Aid Theory. The result of this research is that giving foreign aid by Japan to the Mekong countries through ODA not only as a form of assistance to developing regions, but also for meet Japanese interests. As for the motive for the assistance given, namely, humanitarian motives in the Mekong region by reducing poverty. Economic motives by increasing trade, investment, and export, The identity motive as evidenced by Japan being the country that provides the largest and most consistent foreign aid to the Mekong. And finally, the environmental motive, which is evident from the many environmental programs carried out by Japan on the Mekong. This is considered reasonable considering that Japan is a country that is concerned about global environmental issues. Where Japan is involved in many forums that discuss global environmental issues. Abstract

ABSTRACT The “Ayah Hebat” innovation is an innovation program in the KB village. This ayah hebat program is in the Toddler Family Development (BKB) group. This innovation begins to empower fathers who have an important role in a family, making a "Ayah hebat" who is always there for their children, knows more about their children's growth and development and most importantly, establishes emotional closeness with children. This ayah hebat's innovation has existed since the change project from the BKKBN and began to be implemented in Air Dingin from the end of 2019 until now. The purpose of this research is to analyze the implementation of the ayah hebat innovation in KB Village as a pilot in Air Dingin Village and find out what are the obstacles to this "ayah hebat" innovation. This study uses a qualitative method with a case study approach and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. The results of this study indicate that: first, the "ayah hebat" innovation has not run optimally. Secondly, there are several obstacles, including the ayah hebat cadre understanding and social status that must be continuously guided, given training and understanding about the implementation of this innovation as well as providing convenience for the community, especially fathers. Abstract

Development communication in empowerment has been carried out since 2019 during the COVID-19 period in Rantau Sakti Village, which was formed from the ideas of village apparatus to help with the impact of covid-19. Village officials provide assistance in the form of community empowerment, namely hiding vegetables. Communication is very important in the activities of the village apparatus in providing information to the community about empowerment being held by the village apparatus. In relation to the theory of innovation diffusion, this is where the Rantau Sakti village from the village head, village apparatus, and the community really want new ideas or ideas for the village in obtaining new things that make new innovations. In this study, respondents tended to communicate less effectively to village officials. The purpose of this study was to determine the communication process in carrying out development to the community in Rantau Sakti Village, North Tambusai District, Rokan Hulu District and to determine community empowerment of farmer groups by village officials in Rantau Sakti Village, North Tambusai District, Rokan Hulu District. The method used in qualitative research is a research procedure that produces descriptive data. Qualitative research is a type of research in which the findings are not obtained through statistical procedures or other forms of calculation with the intention of understanding the phenomenon of what is experienced by the research subject. The research location is in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency. The results of this communication research have been effective, most community respondents who are involved or participate in the communication process directly communicate face to face with the communicator. Whereas in the communication process used in deliberation activities for the preparation of development program plans in empowering the Rantau Sakti Village community, it is very appropriate, namely using a two-way or participatory communication process. And the results of research on community empowerment have been successful and quite helpful for the people of the Rantau Sakti village in meeting their needs due to the impact of COVID-19 and in their daily lives.

Abstract

This study analyzes public diplomacy efforts undertaken by local governments, provincial governments and the central government in bringing Indonesian tourism to be known through the 2018-2019 Bekudo Bono Festival. Bono which is a rare event or tidal bore is an international surfing tourism potential that is developing in the village of Teluk Meranti, Pelalawan Regency, Riau Province. This phenomenon shows a rare event, where large waves with a height of 2-6 meters become a tourism opportunity in the field of surfing. This case is analyzed in the State level and Pluralism Perspective with Tourism Theory and the concept of Public Diplomacy. In this case, public diplomacy carried out by local, provincial and central government actors has become a tool to introduce Bono tourism through promotions carried out both at home and abroad. This effort also has an important role in international politics which is included in the practice of diplomacy. Public Diplomacy is a form of effort in changing the perspective of other people towards a country, where the scope is the public. This diplomacy is one way and enters into the soft power section to gain other advantages. Indonesia has abundant natural wealth, especially tourism, this requires public diplomacy to promote this potential to the international community, with the aim of gaining international recognition and certification in increasing tourist visits and promoting Indonesia's excellence. Therefore, through various efforts included in the public diplomacy section involving various actors and utilizing electronic media to promote the uniqueness of the Bono waves to the world. Abstract

Culture is an object that can be used as an attraction to attract the interest of the international community to get to know Indonesia better. Besides being the identity of a country, culture is an important instrument in soft diplomacy. Culture can also be used as a means of diplomacy by a country, especially Indonesia, which has a variety of cultures. This study uses a constructivism perspective. The assumptions that form the basis of this perspective are social interactions between individuals in society. This research is analyzed using nation-state analysis and using the theory of cultural diplomacy which is a way for a country to introduce and build a positive image of a country in an international view. The method in this study uses qualitative methods. The results of this study indicate an increase in Timor Leste tourist visits to Indonesia through the Indonesian Cultural Center program. Through the program the Indonesian Cultural Center also enhances bilateral relations between Indonesia and Timor Leste in various aspects, economic, social, cultural and also education. Abstract

ABSTRACT The issue of deforestation has become a major concern since a decade ago. This is one of the reasons why Terrestrial Ecosystems are a focus of the UN's Sustainable Development Goals program. Based on the increasing recognition by business actors of multinational companies operating in the natural resources sector, it is necessary to manage operational risk and their reputation on environmental issues such as water scarcity, pollution, climate change and loss of biodiversity. PT. RAPP as a multinational company also participates in implementing the United Nations Sustainable Development Goals through corporate social responsibility (CSR) activities. In this study, researchers used a constructivism perspective, with the theory of corporate social responsibility (CSR) as a basic reference for research. Data were obtained from journals, official websites, books, and interviews and observations at one of the multinational companies in Indonesia, namely PT RAPP. The results of the study show that PT RAPP as a multinational company engaged in the pulp and paper industry implements a thriving landscape. PT RAPP in the East Teso sector carries out efforts to protect and preserve its forests with the target of implementing the Sustainable Development Goals on Terrestrial Ecosystems through zero net loss conservation, biodiversity and wildlife protection activities, in which this CSR intends to obtain standardization from the International Standardization Organization, namely ISO 14001.
