Abstract

ABSTRACT This study discusses the implementation of the Sister City collaboration between the City of Denpasar and the City of Mossel Bay. In 2019, Denpasar and Mossel Bay signed an MoU which aims to form a Sister City Cooperation between the parties in order to promote and develop friendly relations by generating a scope of cooperation in the fields of Culture and Tourism Promotion, Creative Economy Development and Human Resource Capacity Building. The purpose of this study was to determine the implementation of sister city collaboration between Denpasar City and Mossel Bay City. This study uses a pluralism perspective, with a group-individual analysis level. This study also uses the theory of paradiplomacy cooperation and the concept of Sister City. The method used in this study is a qualitative method with data collection techniques using literature and various literature that refers to books, journals and sites on the internet. This research shows the form and implementation of activities during the Sister City collaboration which were still carried out several times. This was based on the covid-19 pandemic which caused the two cities to carry out restrictions and were unable to carry out cooperative activities offline. So that the activities of implementing the Sister City cooperation between Denpasar City and the City of Mossel Bay Program that have been carried out are the "Denpasar Room" and "Mossel Bay Room" through virtual videos that focus on the creative economy, human resources, smart city, and tourism fields. Abstract

ABSTRACT Communication is a message conveyed to the communicant (recipient) from the communicator (source) through certain channels. The Twitter account @txtdrgovernment is a parody account whose content consists of uploading ridiculous quotes from public officials in Indonesia on certain issues that are of public concern. The purpose of this research is to find out the macrostructure, superstructure, and microstructure of Political Satire about cyber attacks on government websites on the Twitter account @txtdrgovernment. This study used a qualitative research method with an approach using the van Dijk model of critical discourse analysis. Data collection techniques consist of interviews, observation, and documentation. While the data analysis technique uses descriptive analysis according to Miles and Huberman. To check the validity of the data using the extension of participation. The results of this study indicate that the @txtdrgovernment account has a macro-structure of political satire about cyber attacks on government websites about the theme of criticism and protests launched after the Bjorka case went viral. Super structure of political satire about cyber attacks on government websites by drafting a tweet starting with a screenshot of mass media coverage in relation to the developments in the Bjorka case and the government's public response. The micro-structure of political satire on cyber attacks on government websites in the @txtdrgovernment Twitter account is divided into: a) Semantics, using comedy satire which is the pattern of communication from the @txtdrgovernment account; b) Syntax, using sentences or words that are not commonly used by the public; c) Stylistic, with the choice of the word "later you will be jailed" describes that in Indonesia there is no longer freedom of expression even though this country upholds freedom of human rights in a democratic state; d) Rhetoric, by responding to the statement of the Minister of Communication and Information which seemed hands off. Abstract

ABSTRACT Every country in the world will not be separated from debt. Poor countries, developing countries, and even developed countries must have debt, both debt obtained from international organizations that provide debt lending services such as the IMF (International Monetary Fund) and the World Bank as well as loans from other countries such as China. In this study, the author will discuss China as a country that can lend funds to other countries through projects created by the President of China, Xi Jinping. In writing this research, the author uses a qualitative case study method. This approach focuses on investigating and understanding an incident by collecting information and then processing it into a final result that can later be presented. The result of this study is that the mastery of the Hambantota port is of course very detrimental to Sri Lanka, this is because it can be seen that China will be able to freely place a war fleet in the South Asian region which can later trigger war. The acquisition of Hambantota Port by China has been debated by the international community. Keywords: Debt Trap Model, China, Sri Lanka

Abstract

ABSTRACT This research examines the reasons for the normalization of diplomatic relations between Israel and United Arab Emirates and Bahrain. The normalization of diplomatic relations was marked by the ratification of the Abraham Accord agreement as a form of the Israeli state's efforts to seek an alliance with Arab countries, namely the United Arab Emirates and Bahrain. This agreement was ratified by signing by Donald Trump as the President of the United States as well as the host, Prime Minister of Israel Benjamin Netanyahu, Minister of Foreign Affairs of the UAE Abdullah Bin Zayed Al-Nahyan, Minister of Foreign Affairs of Bahrain Abdullatif Al-Zayani at the White House Washington DC on 15 September 2020 . This study uses a qualitative method, with data collection techniques through literature study sourced from several books, journals, final assignments, documents and websites. This study uses the Regional Security Complex theory by Barry Buzan which defines that the state as a political actor will establish relations with other countries if they have the same security problems so that common interests and dependencies will be established between these countries. Iran is present as a threat to the Middle East region so that in this case Israel establishes its alliance with the United Arab Emirates and Bahrain as a safeguard in order to maintain regional security stability. The results of this paper conclude that the normalization carried out by Israel with the United Arab Emirates and Bahrain through the Abraham Accord agreement is motivated by reasons: Deterring the threat of Iranian power, Becoming a partner in military cooperation, and Optimizing economic cooperation. Abstract

ABSTRACT Penelitian ini mengkaji tentang kepentingan Singapura dalam peningkatan kerjasama pertahanan dan keamanan dengan Tiongkok. Kerjasama ini dimulai pada tahun 2008 yang dinamai dengan kerjasama Defense Cooperation and Security Exchange (ADESC). Kemudian pada Oktober 2019, kedua negara mengadakan pertemuan untuk meresmikan peningkatan kerjasama yang dilaksanakan di Beijing. Perjanjian ini menandai hubungan bilateral kedua negara yang telah terjalin selama 30 tahun. Isi kesepakatan akan dilakukan dalam bentuk latihan militer bilateral, pertukaran akademik dan lembaga pemikiran, serta pertemuan tingkat menteri tahunan. Penelitian ini menggunakan metode kualitatif deskriptif dengan memfokuskan pada menganalisis dan menyimpulkan masalah yang diteliti melalui data yang tersedia atau kajian pustaka. Penelitian ini juga menggunakan perspektif realisme dan teori kerjasama internasional. Dalam penelitian ini, penulis menemukan bahwa Singapura melakukan peningkatan kerjasama dengan Tiongkok untuk kepentingan politik, militer, dan keamanan. Adapun kepentingan politiknya, yaitu menjaga hubungan dengan negara yang memiliki kemampuan militer yang kuat, yaitu Tiongkok. Kemudian, kepentingan keamanannya adalah meningkatkan keamanan negara Singapura, melihat kerentanan wilayah maritim Singapura yang kerap diganggu oleh negara tetangga seperti Malaysia. Sementara itu, Singapura memiliki kepentingan militer untuk meningkatkan kem\ampuan dan kapasitas militernya. Peningkatan yang terjadi adalah komitmen untuk mengadakan pelatihan bilateral angkatan laut, udara dan darat, memberikan dukungan logistik secara timbal balik, membentuk Visiting Force Agreement, serta pertukaran akademik dan think tank. Abstract

ABSTRACT Koto Sentajo Tourism Village is one of the villages in Sentajo Raya District. Koto Sentajo Village is located between Muaro Sentajo Village and Sentajo New Village, Sentajo Raya District. Koto Sentajo Village is a village known for having tourism potential in terms of cultural heritage. Koto Sentajo Village Traditional Village is a traditional area for all communities in Sentajo Raya Kenegerian. This traditional village is one of the icons of Sentajo Raya District located in Koto Sentajo Village. This study aims to find out what the meaning of Koto Sentajo Village Traditional Village as Tourism Village Branding and find out how to Promote Koto Sentajo Village as a Customary Area. The data collection techniques used in this study are case studies, observations, interviews and documentation. The result of this research is that the Koto Sentajo Village Traditional Village can be the branding of the Koto Sentajo Tourism Village. The Traditional Village of Koto Sentajo Tourism Village uses the Kuantan Singingi Regency Brand. The promotion carried out by the government and the people is already quite good. Abstract

This research analysed New Zealand’s responses towards China’s geopolitical approach in Oceania particularly in the year of 2014 until 2019. China, who is intensifying its approach to countries in Oceania, is creating political problems for New Zealand. These political problems consist of the disruption of New Zealand’s interests. As a small country, New Zealand has its own strategy in response to China’s approach. New Zealand employs its hedging strategy in the spectrum of economic pragmatism where New Zealand seeks to meet its interests without causing significant damage. This research is conducted by using the descriptive qualitative method with document analysis as its data collecting method. Document analysis is done by evaluating documents such as books, journals, press releases, news, and government publications. This research used the Neorealism perspective and hedging theory. This theory explains countries’ response of hedging toward political problems. This paper showed that, in accordance with the hedging theory, New Zealand's response to its political problem towards China is by maximizing its economic benefits using economic pragmatism strategy. This strategy can be seen from some of New Zealand’s actions such as Joint Statement between New Zealand and the People’s Republic of China on the Establishment of a Comprehensive Strategic Partnership, signing of Belt and Road Initiative’s MoA, and renewal of FTA between China and New Zealand. New Zealand’s actions show its intentions towards continuing its economic relation with China in the future. Therefore, it can be seen that with regard to its political problems with China, New Zealand chooses to defend its economic interests. Abstract

ABSTRACT Dumai city government continues to make improvements in the city of Dumai. Among them is relocating the market on Jalan M.H Thamrin. The traders rejected the government's decision due to many factors. The background of this research problem is to find out what causes traders who sell around Jalan M.H Thamrin not to move to a market that has been created by the government, namely the Kelakap Tujuh market. This study examines Dumai City Government Development Communication in Public Spatial Arrangement Post Relocation of Dumai Dock Market. This study aims to determine how the relocation of the Dock Market to the Pasar Kelakap Tujuh by the Dumai City Government. Analysis The data used in this study is data using qualitative methods by collecting data with the method of observation (Observation), and interviews, while the sources of this study amounted to 4 people consisting of 1 Head of Market Services Department of Trade Dumai City and 3 traders . The results showed that the Dumai City Government through the Trade Service had carried out good communication where starting from the beginning of the construction of the seven catfish market which became the location for the transfer of the Dumai Dock market until the inauguration of the seven catfish market, the government always involved the community and traders in every process of developing this seven catfish market starting from from negotiations with related parties. Abstract

This study aims to analyze the role of leadership and the community's perspective on participation in self-help development in the Bagan Cempedak Village, Rokan Hilir Regency. This is important because the development of rural areas has so far been the main theme in development and participation studies. The definitive village head Bagan Cempedak and the headship administration can encourage the community to be directly involved in the development process with a self-help or gorong royong pattern. This condition can be seen from the high participation of the Bagan Cempedak village. This research is a descriptive qualitative research with a qualitative approach. The subjects of the research were the princes and the apparatus village, community leaders, youth leaders and the Bagan Cempedak village community. Researchers are the main component in research with the help of interview guidelines, documentation and data analysis. The data analysis technique used is data collection, data reduction, data presentation and drawing conclusions to explain the validity of the data by using sources. The results of this study is the role of leadership as a motivator and communicator with direct involvement in every process of infrastructure development, active Penghulu in embracing the community, coordination and communication of all groups and layers of society are well established. In addition, the community's perspective on participation in self-help development gains support, trust, and responses as well as community involvement in the process of development activities, both in the form of money (objects), thoughts (ideas or ideas), as well as in the form of labor (gotong royong). Abstract

Promotion is a way of communicating that is usually done in an organization that has the goal of attracting potential buyers to buy the goods and services being sold or offered. This study aims to determine the implementation of the flight ticket promotion mix at Pt. Mentari Cross Tourism (Meliwis) Pekanbaru. This study uses a qualitative method with a descriptive approach, the subject of this study is the Director. Data collection is done by interviews, observation, and documentation. Data analysis carried out in this study was data reduction, data presentation, and drawing conclusions. The results of this study are that the implementation of promotions is carried out through 5 (five) techniques which include Advertising (Advertising), Sales Promotion (Sales Promotion), Public Relations (Public Relations).
