Abstract

International Telecommunication Union (ITU), is the oldest inter-governmental organization that was founded in 1865. ITU is a specialized agency under the United Nations (UN). ITU has a council that acts as the union’s governing body in the interval between Plenipotentiary (PP) conferences that held every five years. ITU is one of the important UN Specialized Agency, thus, being a member of ITU council will bring high credibility to Indonesia in the field of Information and Communication Technology (ICT). In PP ITU 2022 that held on September 26th to October 14th, reported that Indonesia has claimed a seat in ITU Council for 2023-2026 period. The purpose of this research is to find out the strategy of Indonesia in winning a seat in ITU Council for the 2023-2026 period. This study used a liberalism perspective, with a country analysis level. This study also uses multitrack diplomacy theory. The method used in this study is a qualitative method with data collection techniques using literature and various literature that refers to books, journals, sites on the internet combined with interview to one of Indonesia’s delegation in ITU PP 2022. The results of study show that Indonesia used the first and ninth track of multitrack diplomacy. The first track was carried out with various diplomatic activities, such as bilateral, regional, multilateral meetings, diplomatic reception, and intensive lobbies during PP ITU. The ninth track was carried out by using the mass media in distributing Indonesia’s efforts on being selected as one of the council. This strategy achieved Indonesia’s success in getting a seat on the ITU Council for the 2023-2026 period. Keywords: Diplomacy, ITU, Plenipotentiary, ITU Council

Abstract

The Online Single Submission Risk Based Approach (OSS RBA) is a program for administering risk-based business licenses which is a refinement of the previous OSS, namely OSS version 1.1 with the aim of simplifying and speeding up the business permit process based on Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing. Purpose of this research is to find out and analyze licensing services through OSS RBA in DPMPTSPTK Kuantan Singingi Regency, as well as obstacles in its implementation. The theoretical concept used by researchers is the theory by Indrajit in Atthahara (2018), namely the elements of Support, Capacity and Value. This research is a qualitative descriptive study. With data analysis including data reduction, data presentation, and generate conclusions. The results in this study indicate that the implementation of OSS RBA has been achieved based on indicators according to Indrajit in Atthahara (2018). However, besides that, the DPMPTSPTK of Kuantan Singingi Regency continues to strive to realize and support the implementation of OSS RBA so that the community/business actors can feel the benefits in business licensing. Direct outreach to the community/business actors is still being carried out to improve community human resources, which have low understanding of, in particular, the OSS RBA in issuing business licenses. the inhibiting factor is the low level of community human resources for the OSS RBA program and inadequate supporting facilities. Abstract

This research examines the collaboration between the United States Agency for International Development and Indonesia in dealing with sanitation and clean water issues, specifically in North Sumatra. The problem of clean water and sanitation is still a major obstacle in Indonesia. Therefore, through USAID, the United States government provides grant assistance to Indonesia through the IUWASH PLUS Program. This study aims to determine the partnership between North Sumatra province and USAID through the IUWASH PLUS (Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan untuk Semua) program. This study employs a qualitative approach, drawing on the idea of foreign aid in the form of grants and Neoliberalism at the level of nation-state analysis. The study is descriptive research. Thus, the researcher collects the data through library research techniques. The findings reveal that the USAID IUWASH PLUS program effectively improves clean water and sanitation services in North Sumatra, referring to the results published by USAID IUWASH PLUS through the Final Book in June 2022. Abstract

ABSTRACT The problem of waste is a behavior faced by the people of Tagaraja Village, there are two focus problems in this thesis, namely (1) How is the behavior of the community in disposing of garbage in Tagaraja Village, Kateman District, Indragiri Hilir Regency, Riau Province? and (2) The impact of garbage accumulation in Tagaraja Village, Kateman District, Indragiri Hilir Regency, Riau Province?. While the research objectives of this study are to find out the people who dispose of garbage in the Tagaraja Village and to find out the impact of garbage accumulation. To answer the problems raised by researchers regarding the behavior of people disposing of garbage, researchers used qualitative research methods. From the results of research conducted by researchers in the field, it was found that the community in Tagaraja Sub-District managed waste by disposing of waste in 4 points, namely on the banks of the river, in ditch 7, on the PLN road, and in small ponds. The researcher uses James S. Coleman's rational choice theory. This is because the Tagaraja Village does not have TPS and does not have a large yard. Abstract

This research discusses Indonesia's interests in infrastructure development cooperation in Indonesia with China in 2014 - 2019. Currently Indonesia is a country that is trying to improve the development of its country. One of the developments that Indonesia is intensifying is development in the infrastructure sector. In carrying out this effort, China is a country that is cooperated by Indonesia. This study explains the overview of infrastructure development in Indonesia, the strategic value of China for Indonesia, and the Indonesian government's policy in conducting infrastructure development cooperation with China. The data in this study were obtained through books, journal articles, documents (government output) and websites. Indonesia in conducting infrastructure cooperation with China is due to the dependence factor with China to meet the needs of Indonesia's infrastructure development efforts. Abstract

Producer construction of Riau Malay cultural identity formed through commodities and communication with the main target being the Riau people in Riau Malay culture at LPP TVRI Riau. In forming Riau Malay cultural identity, producers use commodities associated with Riau Malay culture, such as dances, songs, culinary arts, and traditional clothing. Producers also use the right communication to reach the main target, namely the Riau people in Riau Malay culture. In this case, the producer pays attention to the language used, the values held by the people of Riau, as well as the traditions and habits that exist in the community. This study uses a qualitative method with a descriptive approach. There are ten informants taken through purvosive techniques. Types and sources of data were obtained through primary data and secondary data. Data collection was carried out by interviews, observation and documentation. Data analysis techniques by reducing data, presenting data and drawing conclusions. Furthermore, checking the validity of the data was carried out by extending participation and triangulation. The results of this study indicate that the producer's construction of Riau Malay cultural identity is formed through commodities and communication with the main target being the Riau people in Riau Malay culture at LPP TVRI RIAU. It can be concluded that mass media producers have a very important role in the formation of Malay cultural identity in Riau . Through the commodities they produce and the communications they make with the people of Riau, producers can form the desired Malay cultural identity. Mass media such as LPP TVRI Riau play an important role in shaping Malay cultural identity in Riau by presenting content based on Malay culture and exploring traditional values held by the people of Riau. Through these contents, producers can strengthen Malay cultural identity in Riau and introduce it to the wider community.

Abstract

This study examines community involvement in the development of Puncak Pato Tourism Object in Kanagarian Batubulek, North Lintau Buo District. With the rapid development of the tourism sektor now, governments in each region are competing to develop their regional tourism potential, which aims to increase the attractiveness and standard of living of local communities, which to achieve this requires community participation in the implementation of the development. The data analysis in this study is using descriptive quantitative methods, which involve community involvement in the development of tourism objects which will then be analyzed using the participation theory of Cohen and Upnoff which divides participation into four stages including the decision-making stage, the implementation stage, the stage of enjoying the results. and the evaluation or monitoring stage. The formulation of the problem in this research (1) How is community involvement in the development of Puncak Pato Tourism Object? (2) What is the impact of the development of Puncak Pato Tourism Object on the socio-economic life of the Jorong Pato community?. Data collection techniques in this study were in the form of observation, questionnaires and documentation. The population and samples using the Slovin technique from 227 populations obtained 69 samples and the results of the findings in the field we can see that community involvement in the development of Puncak Pato tourism objects at the decision-making, implementation, enjoying the results and evaluation stages is in the medium category. While the impact of the development of Puncak Pato Tourism Object on socio-economic life as seen from social relations, lifestyle, income, business and work opportunities as well as the reduction in the unemployment rate has not undergone significant changes, this is evidenced by only a small part of the Jorong Pato community receiving changes from the development of the tourist attraction. Abstract

The purpose of this research is to know Indonesia’s response with the ASEAN Agreement on Transboundary Pollution (AATHP) regime in cases of forest fire in Riau Province in 2018 – 2019, where Indonesia as the main actor in cross-border smoke haze pollutions is in the spotlight in every forest fire that occurs in the Southeast Asia region. This research is utilized using neoliberal institutionalism theory by O. Keohane, constructivism perspective, non-traditional security concepts, and nation-state level of analysis. The method used in this research is a qualitative method with a descriptive model. This research data collection technique is through interviews and literature studies from several journals, books, documents, and websites. This research showed Indonesia's response to the ASEAN Agreement on Transboundary Haze Pollution (AATHP) regime reflects the characteristics of neoliberal institutionalism in terms of institutional formation, commitment to cooperation, policy making, and supervision. Within this framework, Indonesia seeks to build an effective regional cooperation mechanism to address the problem of transboundary haze pollution in Southeast Asia. Abstract

The problems that occur in the motorized trishaw public transportation in Selat Panjang city occur due to the emergence of the phenomenon of motorized pedicabs which are mushrooming in the Selat Panjang city and become one of the sources of livelihood for the people of Selat Panjang. This motorized rickshaw has not received more attention from the Selat Panjang City Transportation Agency government agency. Motorized rickshaws in Selat Panjang need attention from related parties because these motorized rickshaws can cause problems that cannot be underestimated, such as traffic accidents, due to a lack of safety standards and passenger safety standards and other matters related to safety when driving in public road. This motorized rickshaw is an alternative transportation that really helps people in the city of Selat Panjang with a cheap and fast fare, so many people choose to use a motorized rickshaw to move from one place to another. Therefore it is necessary to have clear regulations to regulate motorized rickshaws, so that this phenomenon can be minimized. The results of this study show how the role of the Department of Transportation is in controlling and optimizing the phenomenon of motorized rickshaws in the Long Strait. The theory used is the role theory of Biddle and Thomas in Sarwono (2015: 218). This research uses a descriptive method with a qualitative approach. The data analysis technique uses the Sugiono method (2013). The results of this study indicate that the role of the Department of Transportation in licensing motorized pedicab road transport has not gone well. the reason is the lack of coordination between the Department of Transportation, the Police and the Regional Government so that the goals to be achieved have not been realized. Therefore, the researchers suggest that the Meranti Islands Regency Transportation Service coordinate with the police and the Regional Government and carry out routine outreach to motorized pedicab drivers and provide strict action to violators of existing rules. Abstract

This research was conducted to determine and assess the performance of a cooperative. This research was conducted at the Koperasi Unit Desa (KUD) Manunggal Desa Bandar Padang using a quantitative descriptive research method. The data used in this study uses the time series method which comes from financial statements in the form of balance sheets and profit and loss between 2014 and 2018. Data analysis techniques in this study used quantitative analysis, namely analyzing financial statements with a financial ratio approach in the form of liquidity, solvency and profitability, then adjusted to the criteria for assessing the financial soundness of cooperatives. The results of the study show that the financial performance of cooperatives using the liquidity ratio at the Koperasi Unit Desa (KUD) Manunggal for five years from 2014-2018 seen from the current ratio and quick ratio is in the unhealthy category. Meanwhile, based on the solvency ratio, seen from the debt to equity ratio in 2014 to 2018, it is included in the unhealthy category. Meanwhile, based on the profitability ratio using net profit margin in 2014 to 2018, it is included in the unhealthy category. For profitability ratios analyzed by return on total assets and return on equity in 2014 to 2018 and are included in the unhealthy category. Based on the analysis of financial performance, it can be concluded that the performance of the Koperasi Unit Desa (KUD) Manunggal Desa Bandar Padang has not performed well and is less efficient.
