Abstract

The Online Single Submission Risk Based Approach (OSS RBA) is a program for administering risk-based business licenses which is a refinement of the previous OSS, namely OSS version 1.1 with the aim of simplifying and speeding up the business permit process based on Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing. Purpose of this research is to find out and analyze licensing services through OSS RBA in DPMPTSPTK Kuantan Singingi Regency, as well as obstacles in its implementation. The theoretical concept used by researchers is the theory by Indrajit in Atthahara (2018), namely the elements of Support, Capacity and Value. This research is a qualitative descriptive study. With data analysis including data reduction, data presentation, and generate conclusions. The results in this study indicate that the implementation of OSS RBA has been achieved based on indicators according to Indrajit in Atthahara (2018). However, besides that, the DPMPTSPTK of Kuantan Singingi Regency continues to strive to realize and support the implementation of OSS RBA so that the community/business actors can feel the benefits in business licensing. Direct outreach to the community/business actors is still being carried out to improve community human resources, which have low understanding of, in particular, the OSS RBA in issuing business licenses. the inhibiting factor is the low level of community human resources for the OSS RBA program and inadequate supporting facilities. Abstract

The vaccination policy is the government’s effort to deal with the Covid-19 pandemic, especially for the elderly who are vulnerable to transmission of the Covid-19 virus. Bunut Sub-district has the least number of targets, but the coverage of Covid-19 vaccinations for the elderly in Bunut Sub-district is still below the ideal target. The focus of this study discusses the implementation of the Covid-19 vaccination policy for the elderly in the Bunut Sub-District Pelalawan District in 2021. This study uses a qualitative descriptive method with data collection techniques with interview, observation and documentation techniques.This research will describe how the implementation of the Covid-19 vaccination policy for the elderly in the Bunut Sub-District, using the Van Meter and Van Horn theories. The research results show that implementation of Covid-19 vaccination for the elderly has not been optimal. This can be seen from the 6 indicators . First, the delivery of covid-19 vaccination for the elderly is slow and has not yet reached the target. Second, resources are not sufficient, because not yet supported by completeness, lack of funds or finances and maintenance of the quality of the Covid-19 vaccine. Third, the lack of communication from the puskesmas with other organizations such as village heads and religious organizations has resulted in clow Covid-19 vaccination especially for the elderly. Fourth, attitude the tendency of the executors is still lacking, seen from the discipline of the implementing staff in reporting. The effort to provide services with ball pick-up system such as door-to-door vaccination is not optimal. Keywords: Policy Implementation, Vccination Covid-19, Elderly

Abstract

The clean water and sanitation crisis is an issue that is still the focus of the international community, because it can affect national and global activities. The problem of clean water and sanitation is alsostill a big problem that continues to be faced by Indonesia. Limited funds to increase the development of access to clean water and sanitation facilities that are evenly distributed is the reason Indonesia needs assistance from outside parties to help overcome these problems. This research will describe how the World Bank as an international financial organization helps address water and sanitation problems in Indonesia through the PAMSIMAS III program. This study uses descriptive qualitative method and data collection techniques for documentary studies and literature studies. In analyzing this topic, researcher use the perspective of institutional liberalism with the level of international system analysis and foreign aid theory in the form of grants and loans. This research shows that the World Bank's financial assistance in the PAMSIMAS III program is considered effective in increasing access to clean water services and improving healty sanitation facilities in Indonesia, specially in Riau Province. This can be seen from the increasing percentage of households that have access to clean water services and the increasing number percentage of households that have access to sanitation. Abstract

Currently the industry is related to tourism services such as transportation businesses, accommodation (hotels, guest houses and others). The Riau Islands, especially Batam City, have valuable assets and potential and have their own characteristics that must be developed, managed and promoted to attract tourists. Nongsa Point Marina & Resort Batam is a four-star hotel in the city of Batam. Its strategic location is on Jl. Hang Lekiu, Sambau, District. Nongsa, Batam City, Riau Islands. Among the small islands of Indonesia and also close to Singapore and Malaysia. This can be an attractive factor for tourists at home and abroad. A hotel certainly has many facilities, one of which is pastry. Nongsa Point Marina & Resot Batam is one of the hotels that has its own pastry. It can be said that pastry is a type of processed dessert which is a combination of ingredients that have a sweet taste and contain fat which is then baked and then served with drinks such as tea and coffee. This research aims to determine the storage system for raw materials in the pastry section of Nongsa Point Marina & Resort Batam. In order for the storage system to run well, several procedures must be carried out which are required for storing raw materials. Food ingredients are divided into 2, namely Goceries ingredients and Perishable ingredients. The storage of these two ingredients must be carried out continuously starting from the type of storage space and equipment, storage arrangement, storage location, safety storage and labeling of food ingredients until the ingredients are ready to be processed to obtain good quality ingredients. This research uses qualitative research methods and to obtain data the author uses interviews, observation and documentation. From the results of research conducted by the author for 4 months at Nongsa Point Marina & Batam Resort, it was found that the storage system was in good condition but did not comply with the correct storage procedures. Abstract

This research analyzes the efforts of UNICEF and UNFPA in dealing with cases of high rates of child marriage in Uganda. High levels of child marriage trigger negative impacts on children in Uganda. This indicates a crisis regarding the surge in child marriage rates. UNICEF and UNFPA formed a global program to handle child marriage cases, namely the Global Program To Accelerate To End Child Marriage (GPECM). The aim of this research is to examine cooperation between UNICEF and UNFPA in handling child marriage cases in Uganda. This research uses qualitative methods, with data collection techniques through literature study and document analysis from several books, journals, articles, annual reports and websites at a group level of analysis. This research uses a Plularism perspective and International Cooperation theory. The results of this paper indicate that in handling child marriage cases in Uganda, UNICEF and UNFPA are trying to maintain stable numbers and effective roles in carrying out their global humanitarian programs. This can be seen from the efforts carried out by UNICEF and UNFPA in Uganda in 2016-2019 based on Uganda report data. Keywords: Child marriage, Violation of Children's Rights, International regime

Abstract

The Imbo Putui Traditional Forest of Kenegerian Petapahan, Tapung District, Kampar Regency, Province has been recognized by the state through a Decree issued by the Ministry of Environment and Forestry Number: 7503/MENLHK PSKL/PKTHA/KUM.1/9/2019 and Kampar Regent Decree Number: : 660-491/X/2018. Which was handed over directly by the President of the Republic of Indonesia, Mr. Joko Widodo, at the Sultan Syarif Hasyim Forest Park, Siak Regency. The purpose of this research is to find out how the sustainability of the Imbo Putui Indigenous Forest is after the issuance of Decree (SK) Number 7503/MENLHK-PSKL/PKTHA/KUM.1/9/2019 issued by the Indonesian Ministry of Environment and Forestry, and the decision Kampar Regent Number: 660-491/X/2018. The method used in this research is qualitative, with a literature review approach, observation and interviews. The results of this study indicate that there have been many changes in both the level of interaction and communication between the village government and traditional institutions for the better, the forest has become a place to increase income for residents, the forest has also become a place for ecotourism, in terms of the economic sector, the historical sector, and the ecotourism sector. Abstract

This research is based on the existence of problems related to the continued occurrence of illegal logging activities such as forest encroachment, as well as the limited number of forest security personnel in the Bukit Betabuh Protected Forest Area. Therefore, this research aims to determine the supervision of the Singingi Forest Management Unit Technical Implementation Unit (UPT-KPH) on Illegal Logging in the Bukit Betabuh Protected Forest area, Kuantan Singingi Regency. This research uses a descriptive qualitative approach with data collection techniques including interview and documentation techniques. Then, the data analysis technique uses qualitative descriptive analysis techniques which include data collection, data reduction, data presentation and drawing conclusions. The results of this research show that the supervision carried out by UPT-KPH Singingi in dealing with illegal logging in the Bukit Betabuh Protected Forest area is still not optimal. Essentially, the absence of standard operating procedures (SOP) in monitoring patterns and the lack of human resources for the apparatus at the Environment and Forestry Service have become significant obstacles so that phenomena related to forest encroachment continue to occur repeatedly. In the process, this deficiency has hampered the implementation of work programs in the supervision sector, so that it has not reached the optimal level according to public expectations. Abstract

This study aims to determine of tourism object facilities at Tanjung Lapin Beach. There has been no significant change in the development of Tanjung Lapin Beach tourism object facilities. The purpose of the researchers was to find out how the management of facilities and the constraints experienced in managing the Tanjung Lapin Beach tourism object facilities were used to manage tourist attraction facilities according to (Muklas, 2008) from the main facilities, supporting facilities and supporting facilities. The research method used is qualitative research with data collection techniques namely interviews, observation, and documentation. The results of the study can be concluded that the management of Tanjung Lapin Beach tourism object facilities is adequate, but there are still many facilities that are not optimal and should be realized by the Tanjung Lapin Beach tourism object manager. The inhibiting factors include the limited budget funds provided by the government. It is necessary to make improvements and realize the programs that have been designed such as the management and development of Tanjung Lapin Beach tourism object facilities. Abstract

Marriage is a sacred bond between two individuals who love each other and are bound by a legal bond of marriage, but not a few married couples divorce, whether it's a lawsuit for divorce or a lawsuit for divorce. Divorce as a result of poor marital adjustment and occurs when a husband and wife are no longer able to find a solution to a problem that satisfies both parties. At the present time there are many cases of wives suing their husbands for divorce or contesting divorces, this happens because of a change in mindset that occurs in divorce not only husbands have the right to determine divorce but women are also entitled and have the same rights as men. This thought arose not without reason but because there was rational thinking as there was no rationality in the household. Apart from that, in a divorce, there must be a cause, so that in this study it will be examined further about the factors that cause a wife to sue her husband for divorce and how to sue her husband for divorce as a rational choice. This research was conducted in Bina Widya District, Pekanbaru City. The informants in this study were 5 informants. The method in this research is descriptive qualitative. Sources of data namely through observation and interviews. The results of this study indicate that there are many factors that cause divorce, such as disputes and constant fighting in the household, husbands leaving their wives, and economic factors. Then the wife's choice in suing her husband for divorce is ripe, it can be seen from the wife without hesitation in suing even though she already has children, meaning that the wife is ready to use her power to sue her husband, in accordance with Coleman's theory statement where this theory emphasizes that an individual commits an action which the action will take advantage of. the resources he has to achieve a goal. Abstract

A government action or deed is an action or legal action carried out by the government in order to carry out government functions and duties. The functions and tasks of government are very broad and complex so that government actions or legal acts become diverse and complex. International Refugees are people who experience a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group, or political Opinion who are outside their country and are targets of persecution. the Pekanbaru City Government and UNHCR must of course take correct action in handling refugees from abroad in Pekanbaru. This treatment is needed to ensure their quality of life while they are refugees in Pekanbaru City. The method used for this research is a descriptive method with qualitative methods. The types of data for this research are primary data and secondary data. The data analysis technique used is qualitative descriptive data technique. By using the theory of Government Action according to Aminuddin Ilmar, namely planning, administration and licensing, funding. The results of this research are that the governance carried out by the Pekanbaru City government towards refugees from abroad has been carried out optimally following the directions in Presidential Regulation No. 125 of 2016 concerning Handling of Refugees from Abroad. However, there are several obstacles starting from the SOP regarding handling refugees which is not yet optimal, violations committed by refugees such as riding and owning motorbikes without a driving license, as well as demonstrations which are carried out repeatedly with the aim of being immediately transferred to a third country, asking for permission. to work in the Pekanbaru City area.
