Abstract

This research is motivated by the challenges in optimizing the Regional Original Income (PAD) of Pekanbaru City, even though the revenue target has increased, which encourages the Regional Revenue Agency (BAPENDA) of Pekanbaru City to present the service innovation of Lapak Darling (Mobile Regional Tax Service) as an effort to bring services closer to the community and increase taxpayer compliance. The purpose of this study is to describe the service innovation of Lapak Darling (Mobile Regional Tax Service) in optimizing the collection of Land and Building Tax at the Regional Revenue Agency of Pekanbaru City using the theory of public service innovation according to Bloch which consists of four indicators, namely Product, Process, Organization, and Communication. This study uses a qualitative research method with a descriptive research type. Data collection techniques are carried out through interviews, observations, and documentation with informants. The results of the study indicate that the service innovation of Lapak Darling has been running well and has had a positive impact on optimizing the collection of Land and Building Tax in Pekanbaru City. The Lapak Darling service innovation is an effective innovative strategy in improving the quality of tax services and supporting the optimization of Land and Building Tax collection at the Pekanbaru City Regional Revenue Agency, especially through increasing accessibility, ease of service, and taxpayer compliance. This innovation is implemented through a proactive service approach by providing direct services to the community in strategic locations such as residential areas, sub-district offices, village offices, and public activities such as Car Free Day. The existence of Lapak Darling has proven to provide convenience for the community in making payments, registrations, and consultations on Land and Building Tax without having to come to the BAPENDA office. This has had a positive impact on increasing taxpayer participation and compliance, although the achievement of the overall Land and Building Tax revenue target still requires further strengthening through expanding service coverage and increasing the intensity of program implementation. Abstract

The Syrian conflict since 2011 has displaced 2.5 million people to Turkey, with women being the most vulnerable group to gender-based violence, such as economic exploitation, early marriage, sexual violence, and domestic violence. This vulnerability is influenced by refugee conditions, unequal power relations, and patriarchal norms. In response, the United Nations Population Fund developed the Women and Girls Safe Spaces (WGSS) program as an effort to protect and empower refugee women, particularly in Turkey-Syria border areas such as Şanlıurfa and Hatay. This research uses a qualitative approach with descriptive qualitative methods through secondary data from official reports and related documents. The analysis focuses on the implementation of WGSS in addressing four forms of gender-based violence, as well as the achievements and challenges of its implementation in border areas. The results show that the implementation of the WGSS program not only focuses on victim care but also includes prevention and empowerment efforts through counseling services, group activities, case management, and a referral system to health services. This program contributes to increasing women's access to protection services, strengthening social support, and increasing women's courage to report experiences of violence. The program's achievements are also evident in the increasing number of service recipients and the expansion of its reach, although available data is largely national. Furthermore, the implementation of the WGSS reflects the implementation of women's protection norms as stipulated in CEDAW, particularly in addressing gender-based violence and fulfilling the rights of women in vulnerable situations. The integration of the WGSS into the Turkish government's service system in 2019 and its continued service in 2020 demonstrates that the program has contributed to and played a role in strengthening a more sustainable protection system for Syrian refugee women. Abstract

ABSTRACT The legislative function is a fundamental function of the DPRD in the local government system which includes planning, discussion, and approval of Regional Regulations (Perda). The non-optimal implementation of this function is reflected in the absence of a Draft Regional Regulation (Ranperda) initiative of the DPRD in the 2025 Regional Regulation Formation Program (Propemperda) and the failure to achieve the maximum legislative target is the urgency of this study. This condition is even more relevant considering that 2025 is the first year of the term of office of the Humbang Hasundutan Regency DPRD for the 2024-2029 period which is dominated by new members. This study uses a descriptive qualitative approach based on the theory of legislation and the theory of political representation by Hanna Fenichel Pitkin. Data collection was carried out through in-depth interviews and documentation studies on Propemperda, meeting minutes, and regional legal products. Analysis using Miles and Huberman's interactive models includes data reduction, data presentation, verification, and conclusion drawn. The results of the study show that the implementation of the legislative function of the Humbang Hasundutan Regency DPRD in 2025 has been running procedurally, but it has not been optimal substantially. At the planning stage, the Propemperda is dominated by proposals from regional heads without a single Ranperda initiative of the DPRD. At the discussion stage, a number of Ranperda were delayed due to weak sociological foundations, clashes with socio-cultural values of the community, and limited budget support. This study concludes that strengthening the legislative function of the DPRD needs to be directed at three aspects of belief, optimizing the use of the right of initiative, increasing institutional capacity, and strengthening the representation of community aspirations in the process of forming regional regulations. Abstract

This study was motivated by the high rate of private vehicle use by students without driver’s licenses and the limited availability of public transportation in Kampar Regency, prompting the Kampar Regency Transportation Agency to implement the Free School Bus Program as a form of public service in the transportation sector. This study aims to describe the implementation of the Free School Bus Transportation Program by the Kampar Regency Transportation Agency in Riau Province in 2024 from the perspective of the sociology of governance. The study employs a qualitative descriptive approach with data collection techniques involving interviews and documentation. Informants were selected using purposive sampling, while data analysis was conducted using the Miles and Huberman interactive model. This study utilized William N. Dunn’s policy implementation theory and Max Weber’s theory of social action. The results indicate that the program has not yet been fully optimized. The available fleet capacity is insufficient to meet demand, service coverage is not yet equitable across all sub-districts, and instances of overcrowding continue to occur repeatedly. From the perspective of the sociology of governance through Max Weber’s theory of social action, the implementation of this program indicates that both the local government and the community act rationally; however, government policies have not yet been optimal in changing community habits. This study recommends shifting from a beschikking (decision) to a regeling (regulation), expanding the fleet, extending service routes, and intensifying outreach to all stakeholders. Therefore, it is recommended to make fundamental changes to the policy by shifting from a beschikking to a regeling, expanding the fleet, extending service routes, and enhancing outreach efforts to the public and stakeholders. Abstract

The armed conflict in Syria since 2011 has caused a severe humanitarian crisis, including sexual violence against women used systematically as a weapon of war by various warring parties. The Syrian Network for Human Rights (SNHR) documented at least 11,553 incidents of sexual violence against women since the conflict began, with the majority perpetrated by Assad regime forces. This situation prompted the active involvement of the Women's International League for Peace and Freedom (WILPF) as a transnational feminist organization to advocate for women's protection and demand accountability at the international level. This study employs a qualitative descriptive method with library research as the data collection technique. The analysis was conducted using a transnational feminist perspective and the Transnational Advocacy Networks (TANs) theory by Keck and Sikkink with a group level of analysis, to examine WILPF's advocacy strategies against sexual violence toward women in the Syrian conflict during the period of 2014–2024. The findings reveal that WILPF implemented four integrated strategies in accordance with TANs theory: information politics through documentation and publication of reports, symbolic politics through amplifying survivors' voices in international forums, leverage politics through lobbying UN member states and engaging with international human rights mechanisms, and accountability politics through advocating for transitional justice and demanding perpetrator accountability. These strategies were carried out through a Local-Global-Local approach that connects the experiences of Syrian women at the local level with global policy forums. Despite facing significant obstacles including limited access, social stigma, repression by conflicting parties, and weak international accountability mechanisms, WILPF has consistently worked toward recognizing sexual violence as an international security issue requiring comprehensive political and legal responses. Abstract

The Mangongkal Holi ceremony is one of the traditional rituals of the Batak Toba community that holds deep symbolic values and cultural meanings. This tradition involves the exhumation and relocation of the ancestors’ bones to a more proper place as a form of respect and honor for the ancestors. This study aims to determine the symbolic meaning of the Mangongkal Holi ceremony for the Batak Toba diaspora community in Kasikan Village, Kampar Regency. This research uses a qualitative method with an interpretive paradigm. Data were collected through non-participant observation, in-depth interviews, and documentation. The informants in this study were selected purposively, consisting of traditional leaders, pastors, and members of the Batak Toba community who were involved in the ceremony. The data analysis uses Herbert Blumer’s Symbolic Interactionism theory which emphasizes the meaning of situation, social interaction, and product meaning in the process of symbolic communication. The results of the study show that the symbolic meaning of the Mangongkal Holi ceremony for the Batak Toba diaspora community reflects respect for ancestors, strengthens clan identity, and reinforces kinship relationships within the Dalihan Na Tolu system. In addition, this ceremony also serves as a medium for preserving cultural values and as a symbol of family solidarity in the life of the Batak Toba community living outside their homeland. Abstract

This research is motivated by the low activation rate of the Digital Population Identity (IKD) application in Pekanbaru City, which in 2024 only reached 14% of the minimum target of 30% set by the Directorate General of Population and Civil Registration. The main issues include the lack of effective socialization to the public, low public understanding of the importance of the Digital Population Identity (IKD), frequent technical disruptions in the application, and the suboptimal use of the population document application service features thru the IKD application. This study aims to describe the effectiveness of the Digital Population Identity application in public services at the Pekanbaru City Population and Civil Registration Office in 2024 based on Campbell J.P's effectiveness theory, which includes five indicators: program success, target success, program satisfaction, input and output levels, and overall goal achievement. This research uses a qualitative approach with a descriptive type of study. Data were collected thru interviews and documentation using purposive sampling techniques involving the Disdukcapil and the community of IKD users. Data analysis was conducted thru the stages of data reduction, data presentation, and conclusion drawing. The results of the study show that the effectiveness of the IKD application at the Population and Civil Registration Service of Pekanbaru City as a whole has been running but is not yet optimally effective. This is reflected in the overall five assessed indicators, namely program success, target success, satisfaction with the program, as well as input and output levels, all of which indicate that they have not yet been optimally effective, resulting in the overall achievement of the IKD program's objectives also being ineffective. Therefore, it is necessary to strengthen socialization to the public, improve the technical stability of the application, and coordinate with the central government to encourage the acceptance of Digital Population Identity (IKD) across public service sectors. Abstract

Films not only function as a form of entertainment but also as a medium of representation that builds meaning about social reality, including family values. The film Home Sweet Loan represents the dynamics of Indonesian families through economic conflicts, responsibilities among family members, individual sacrifices, and complex family relationships. This study aims to analyze how audiences interpret the representation of family values in the film Home Sweet Loan based on Stuart Hall's reception analysis perspective. The research uses a qualitative approach with a reception analysis method. Data were collected through Focus Group Discussions (FGD) involving 23 participants and in-depth interviews with eight informants selected using purposive sampling techniques. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions according to Miles and Huberman, while data validity was tested using source triangulation and method triangulation. The research results show that audiences understand family as a space of moral responsibility, a space of devotion as well as individual burden, and a relationship built through support, conflict, and role division. Based on Stuart Hall's encoding-decoding theory, three reception positions were found: dominant-hegemonic position, negotiated position, and oppositional position. The negotiated position is the most dominant because the audience still acknowledges the importance of family solidarity, but begins to negotiate the limits of individual sacrifice according to their social experiences. Audience interpretation is influenced by social background, life experiences, and the cultural values each individual holds, so the meaning produced regarding family representation in film is diverse and dynamic. Abstract

This research is motivated by the persistently high level of open unemployment in Pekanbaru City, unequal access to employment information, and the low level of involvement of vulnerable groups, particularly people with disabilities, in obtaining employment opportunities. This study aims to describe and analyze inclusive governance in employment in Pekanbaru City in 2023-2024 using the Inclusive Governance theory according to the United Nations Development Programme (2007), which emphasizes three main principles: accessibility and fairness, transparency and accountability, and participation and expanding negotiation space. This study uses a qualitative approach with a descriptive research type. Data collection techniques are carried out through interviews, observation, and documentation. Informants in this study consist of the Pekanbaru City Manpower Office, job seekers, and people with disabilities. The data analysis techniques used include data reduction, data presentation, and conclusion drawing. Data analysis was conducted descriptively to systematically describe the implementation of inclusive governance in employment in Pekanbaru City. The results of the study indicate that inclusive governance in employment in Pekanbaru City has been implemented, but has not been fully optimized substantively and still requires strengthening to realize employment governance that is truly inclusive, fair, transparent, accountable, and participatory. In terms of accessibility and fairness, the government has attempted to provide equal opportunities for the community, but there are still limitations in the provision of disability-friendly facilities. In terms of transparency and accountability, information on employment services has been conveyed through various media, although it is not yet fully inclusive for vulnerable groups. Meanwhile, in terms of participation and expanding negotiation space, community involvement has been carried out, but participation by vulnerable groups is still limited to the consultative stage. Thus, it can be concluded that the implementation of inclusive governance in the employment sector in Pekanbaru City has been carried out normatively and procedurally, but has not yet fully achieved the level of inclusivity substantively. Abstract

This study examines the role of the Indragiri Hilir Regency Government in promoting coconut exports to Malaysia during the 2020–2025 period through the perspective of economic paradiplomacy. Indragiri Hilir is recognized as the largest coconut-producing region in Indonesia, making coconut a strategic commodity that significantly contributes to regional economic development and community livelihoods. This research employs a qualitative method with a case study approach. Data were collected through interviews, documentation, and the review of relevant secondary sources, and were analyzed using the interactive data analysis model developed by Miles and Huberman. The findings reveal that the Indragiri Hilir Regency Government plays a strategic role as a facilitator, regulator, and promoter in supporting coconut export activities to Malaysia. These roles are reflected in the provision of assistance to farmers and business actors, facilitation of export administration and licensing processes, development of trade-supporting infrastructure, promotion of regional flagship commodities, and efforts to encourage coconut product downstreaming. Malaysia remains the primary export destination due to its geographical proximity, high industrial demand for coconut-based raw materials, and long-standing trade relations. However, export development continues to face several challenges, including inadequate logistics infrastructure, commodity price fluctuations, limited value-added processing, and dependence on raw commodity exports. This study concludes that the economic paradiplomacy undertaken by the Indragiri Hilir Regency Government has contributed to expanding international market access, enhancing the competitiveness of coconut commodities, and strengthening regional economic development based on local resource advantages.
