Abstract

The Community Healthy Living Home Visit Program (Kurma Manis) is a health service innovation implemented by the Pekanbaru City Government with the objective of improving access to and quality of health services, as well as accelerating service response time for the community. However, in its implementation, several challenges remain, including limited public awareness of the program, inadequate dissemination of information, complicated service procedures, and relatively slow service responses. In addition, the limited availability of healthcare personnel and the lack of optimal monitoring and evaluation have also hindered the effective implementation of the program. The research aims to analyze the effectiveness of the Kurma Manis Program in Pekanbaru City during the 2023–2024 period by applying Budiani’s program effectiveness theory. The analysis focuses on four main indicators, namely target accuracy, program socialization, achievement of program objectives, and monitoring and evaluation. The research employs a qualitative approach, with data collection techniques including interviews, observations, and documentation. The informants involved in this research consist of representatives from the Pekanbaru City Health Office and several public health centers participating in the implementation of the Kurma Manis Program. The data analysis technique employed in this study utilizes the interactive analysis model developed by Miles dan Huberman, which encompasses the stages of data reduction, data display, data verification, and conclusion drawing. The findings indicate that the implementation of the Kurma Manis Program has been carried out; however, it has not yet been fully effective. This is reflected in the limited dissemination of the program to the community, suboptimal coordination among implementers, as well as constraints related to budget allocation and human resources. The implementation of the Kurma Manis Program continues to face several challenges that affect its overall level of effectiveness. Certain aspects of the program have not yet been optimally implemented, resulting in the program objectives not being fully achieved. Therefore, improvements are necessary in the implementation of the program to enhance its effectiveness and ensure greater benefits for the community. Abstract

This research is motivated by the economic disparity experienced by the community in the Tenayan Industrial Village, Pekanbaru City. This research aims to understand how the Communication Strategy process runs from planning, implementation, to evaluation conducted by PT PLN Nusantara Power Tenayan Power Plant Unit in the form of community empowerment thru Worm Cultivation by the Muda Jaya Organic Group in the Tenayan Industrial Village. This research is qualitative in nature. The research subjects were selected using purposive sampling, resulting in 5 informants. Results of the research. (1) In the Planning stage, PT PLN Nusantara Power Tenayan Power Plant Unit conducted observations, program development, and communicator selection. (2) The second stage is the implementation, during which socialization, direct training, and group discussions were conducted. (3) In the Evaluation stage, PT PLN Nusantara Power Tenayan Power Plant Unit stated that the company needs to adjust its methods in the future to increase interest among the younger generation.

Abstract

The concept of Community Based Tourism has been reflected in the management of Buluh Cina Tourism Village, Kampar Regency. This study aims to examine in depth how the community implements tourism management in Buluh Cina Tourism Village and to identify the stakeholders involved in the process. This research employs a qualitative case study approach through interviews, observations, and documentation to gain a comprehensive understanding of the phenomenon. The results show that Buluh Cina Tourism Village possesses diverse natural resources and strong local wisdom that remain embedded in the daily lives of the community, which are utilized as various tourism activities. In its management, the community is involved across different groups, including the general community acting as tourism actors, youth groups promoting the tourism village, and vulnerable groups such as the elderly and children as beneficiaries of tourism activities. The management practices have integrated social, environmental, and cultural aspects; however, the economic benefits have not yet been sustainably experienced by the community. The study also identifies several complex challenges in its management, including the less optimal role of the tourism awareness group (Pokdarwis), the dominance of external stakeholders, ineffective community training programs, and the lack of sustainable community-based economic products. These findings indicate that the success of a tourism village that involves the community as the main actor also requires consistent local institutional support, targeted human resource development, and clear economic development strategies. Abstract

This study examines government supervision over the use of Napal Road by coal transportation vehicles in Peranap District, Indragiri Hulu Regency. A qualitative descriptive approach was employed through observation, interviews, and documentation. The findings indicate that supervision has been conducted through inter-agency coordination, road monitoring, and control efforts over heavy vehicles. Nevertheless, the effectiveness of supervision remains limited due to resource constraints, the high intensity of coal transportation activities, weak compliance with load regulations, and insufficient coordination among stakeholders. The study concludes that stronger supervision, better coordination, and greater corporate participation are required to maintain road infrastructure sustainability. Abstract

This study aims to describe the implementation of community-based tourism at The Kaldera Toba Nomadic Escape, Toba Regency, North Sumatra. The study focuses on stakeholder support for community empowerment, community empowerment in tourism development, and community involvement in the tourism life cycle. A qualitative approach with an inductive method was applied. Data were collected through interviews, observation, and documentation, and analyzed through data reduction, data display, and conclusion drawing and verification. The findings show that community-based tourism has been implemented at The Kaldera, but not yet optimally. Stakeholder support is reflected in training, facilitation, and communication channels for local communities. Community empowerment is seen in the involvement of local people in MSMEs, cultural arts, security, cleaning services, guiding, and culinary businesses. However, community involvement in the tourism life cycle remains limited to operational stages and is still weak in strategic decision-making. Therefore, The Kaldera Toba Nomadic Escape has applied community-based tourism principles, but stronger community participation is still needed to achieve a more authentic and sustainable model.

Abstract

Food security is a strategic issue that concerns the fulfillment of basic human rights and the sustainability of development. Food availability constitutes the first pillar in the food security system, emphasizing the extent to which food is sufficiently available to meet community needs. This research is motivated by the importance of food availability as part of regional food security, particularly in Pekanbaru City. Efforts to improve food availability require synergy among Regional Government Organizations (OPDs) to ensure that policies are implemented in an integrated and effective manner. This study aims to analyze the synergy of the Pekanbaru City Government in improving food availability during the period 2021–2024. This research employs a qualitative method with a descriptive approach, utilizing purposive sampling interviews and documentation as data collection techniques. Data analysis was conducted through data reduction, data display, and conclusion drawing, using communication indicators (source-oriented and receiver-oriented communication) and coordination indicators (vertical and horizontal coordination) based on Mawar’s Synergy Theory. The findings indicate that institutional synergy has been established through the Mayor of Pekanbaru Decree Number 269 of 2024 concerning the Food Task Force Team of Pekanbaru City, supported by structured communication and both vertical and horizontal coordination among Regional Government Organizations. The Food Security Office acts as the leading sector, Bappeda integrates policies into regional planning documents, the Agriculture and Fisheries Office supports local food production, and the Central Statistics Agency (BPS) provides statistical data as a basis for policymaking. However, program implementation remains suboptimal due to budget constraints, limited human resources, and fluctuations in food production and supply. The study concludes that structural synergy has been established; however, strengthening resource harmonization, implementation consistency, and cross-sectoral program integration is necessary to achieve sustainable improvement in food availability.
