Abstract

Village Allocation Fund (ADD) is a part of the central and regional equalization funds devoted tothe village in implementing government services and community empowerment. But in reality theeffectiveness of the implementation and management is still not maximized. The existance of humanresources is inadequate, the construction of facilities and infrastructure are still yet to be realized, thegovernment needs to increase coordination between the government of village and the civil community. Theproblem in this research is how the effectiveness Rambah Jaya village government in achieving its goal inutilizing the Village Fund Allocation (ADD) and the factors that influence the effectiveness of.This study aims to determine the effectiveness of utilization of the Village Fund Allocation (ADD) Inthe village of Bangun Rambah Jaya District of Rokan Hulu and to find out the Village Fund AllocationUtilization Effectiveness (ADD) In the village of Bangun Rambah Jaya District of Rokan Hulu. The conceptof the theory that researchers use is organizational effectiveness by using Gibsons theory by looking at thegoals to be achieved Clarity, Clarity goal attainment strategy, process analysis and formulation of policysteady, careful planning, preparation of appropriate programs, availability of infrastructure andsurveillance systems and control didactic.The method used is qualitative research with descriptive data assessment. In collecting the data, theresearcher used interview techniques, observation and documentation specified by snowball samplingtechnique. The results showed that the utilization of the Village Fund Allocation (ADD) In the village ofBangun Rambah Jaya District of Rokan Hulu has not been effective because there are many village fundallocation unrealized. Abstract

This research aims to describe evaluation of implementiation The OperasiPangan Riau Makmur (OPRM) at Siak Regency from 2009 until 2013 especiallyon Bunga Raya Subdistrict hibiscus which is the granary in Siak. This programwas implemented by The government of Riau Province as mean to build foodsecurity as a legitimacy between the governor of Riau and the regent of SiakNumber: kptsn.580/VI/2012. The success of a program was evaluated be bassedon theory by William N. Dunn that is; effectiveness, efficiency, adikuacy, evendistribution, respon and accuracy program. The function of this program is asinforman substance about process of interaction as a crucial factor in the periodof implementation of the program so as to provide advice to the government,especially the implementation team to make this program success and to know theshortcomings and obstacles that occur.Methods used in this study is (kyu)alitative methods of data that can not berealized in the form of numbers, but in the form of an explanation that describesthe shape of the state, process, certain events. Data collection techni(kyu)uesusing interview techni(kyu)ues and documentation.From the research, The Operasi Pangan Riau Makmur (OPRM) at SiakRegency from 2009 until 2013 especially on Bunga Raya Subdistrict can becategorized not succeded. It seen from the failure to achieve self sufficiency inrice in Siak with many middlement out of town who come to buy particular fieldcrop farmers. Constrained case. Abstract

This Research describes that a film is able to actualize symbolize that canbecome an identity of state, community or individual. One of HollywoodMovies that is able to be a signifier from the strength of United Statesnamely the movie of Superman. Symbol “S” at the costume of Supermanbecomes signifier from the superpower of United States. “S” meansambiguity in the meaning of superpower and it has been stuck on theglobal society‟s mindset that United States is the only most super in thewhole wide world. US expands its hidden ideology through diplomacyespecially by culture expanding.This research uses analitif-descriptivemethod. The datas were obtained from internet, journals, and books. Then,they were collected, summarized and analyzed based on the socialresearch method. Abstract

Expansion is one of the effects phenomenon regional autonomy. Movementthe expansion of government admnistration area from top up level arrive down tolowest level namely the Villages in Minangkabau Culture at Province West Sumatra.The purpose are improving public service and the development of accelerated . In201o, expansion of north Tandikek the village with the status of increased ParamanTalang disk and Lubuk Laweh disk in accorded with together of agreement. Theproblems of this research are how the effectiveness of north Tandikek the VillagesPatamuan District Padang Pariaman Regency and the factors that’s influence theeffectiveness.The research used effectiveness theory by Duncan. This theory consists ofthree variebel that’s Achieved the goal, Integration and adaptation. The method ofthe research was qualitative using snowball sampling technique in selecting theinforman. Informan in this research Head Parts governmentof villages, headPatamuan District, Head North Tandikek Village and Community leaders northTandikek Villages.The result of this research it was found that effectivenesse expansion of northTandikek the village based on on the research conclusion enough effective. Based oneffectiveness theory by Duncan, evidently with many changes and significantprogress in alls area social,economy, education and culture in North TandikekVillage. The factors that influence are human resources, cooperation, facilities andinfrastructure and community participations. Abstract

In general, traditional houses can be interpreted as a building that reflects a region in Indonesia which symbolizes the culture and characteristics of the local community. While traditional house tradiosional Bendang Riau Kampar District is also called the House Lontiok House (tapering) built in a long process involving the wider community and traditional ceremonies. Kampar, Bendang Traditional House is located in the village of Water Tiris aspect that has been aged for decades, this custom home also has an appeal of the art architecture that reflects the culture of the Malay Islamic Army with a very thick,. Home Lontiok House has a unique shape and its decoration and meaning of the symbols contained in it one of the decorative motif is in the form of bee motif Depending which have symbolic values contained in the Bendang Traditional house. Material processing, selection form, the use of decoration and meaning allegedly closely related to the value of Indigenous Peoples and social values. This phenomenon makes researchers interested in conducting research that aims to Know the Meaning of Denotation symbols contained Decorations On Traditional House Traditional Bendang, Know the Meaning connotation Decorations symbols contained in Traditional House Traditional Bendang, Knowing mythical symbols Decorations the Traditional Houses Bendang.This study uses Semiotics analysis is part of the form analilis different qualitative content with quantitative content analysis. Abstract

The problems of women and politics in Indonesia gathered in at least four issues. The first, the representation of women is very low. Secondly, the commitment of political parties that have not gender sensitive so as not providing adequate access for the benefit of women. Third, constraints cultural values and religious teachings intrerpretasi gender bias and bias values of patriarchy. Fourth, interest, desire, interest, the women to engage in politics is low.This study aims to look at the role of the political participation of women MPs DPRD Riau Province period 2009-2014. There are several things that became the main focus in this study. That is, what are the forms of the role of political participation of women legislators Riau Province? What is the role of political participation of women legislators Riau Province effective service period 2009-2014?From the research illustrates that the role of the political participation of women councilors Riau Provincial Parliament has not been effective. Less mengusai issues concerning women. Furthermore, participation in the budgeting function performed female board members Riau Provincial Parliament is not going well. Abstract

Place chicken and pig farm established in Pekanbaru are still many who do not have permission, especially where the business is located adjacent to residential areas that cause odor and very disturbing comfort of the community around the business premises. Supposedly every effort it must have become a nuisance permit the replacement for the location permit that every effort that has strong legal powers. The purpose of this research is to determine and analyze the implementation and the factors that affect the implementation of Pekanbaru City Regulation No. 8 of 2012 on Disturbance Permits.The theory used is the theory of policy implementation according to Van Meter and Van Horn, in theory this implementation there are six variables: standards and policy targets, Resources, Managing Organizational Characteristics, Attitudes of the Executive, Organizational Communication between related and implementing activities, social environment, economic and political. The method used in this study is a qualitative method using triangulation techniques. In this study, the research informants is the Dinas Pertanian Bidang Peternakan, Badan Pelayanan Terpadu dan Penanaman Modal (BPTPM) dan Satpol PP Kota Pekanbaru.Based on the research that has been done can be concluded that the implementation of Regional Regulation No. 8 of 2012 Pekanbaru Licenses Disorders (Business Case Studies Poultry and Pig) is not going well. This is evidenced by the many efforts of chicken and pig farms that do not have the permission due to a lack of awareness of the policy implementers, lack of good communication between satpol pp, BPTPM dan dinas pertanian bidang peternakan, human resources are lacking in Dinas Pertanian Bidang Peternakan which causes a lack of team to go down spaciousness, and socialization performed by actors of government to the people did not go well that caused widespread public ignorance of the existence of regional regulation.Keywords: Implementation, Disturbance Permit, Poultry and Pig

Abstract

Randai the Minang community theater tradition in which there are dance,music and dialogue ( acting ). The aim of this study was the first to find out aboutpublic perception Koto district of Tanjung Raya Tower Agam against Randai.Second to determine the factors that cause a lack of public interest in the Randai.In the discussion of this research used the theories related to the title of theresearch such as understanding social change and understanding Randai. Datawas collected through field work methods which include several aspects:observation, interviews, literature study, and documentation. To supplementedthis research, analyzed data on public perception Koto Tower. The data wereanalyzed using descriptive qualitative method that is an analysis that provides adetailed description is based on the fact that encountered in the field andpresented in the form of description and calculation of numbers , percentages andtables .This research was conducted in the village of Tanjung Raya Koto TowerAgam District of West Sumatra province. The results of field research found thatthe public perception of Randai say that Randai not change so that people are notinterested in watching it. This suggests that changes in society that led to a lack ofpublic interest in the Randai. Abstract

Implementation of government policies Department of Tourism Culture Youth and Sports Bengkalis in the development of nautical tourism , there are several policies which are less effective and efficient so that the beach Selatbaru Not widely known outside the community and infrastructure conditions in Turkish Selatbaru very minimal . Based on data from the Department of Tourism Bengkalis Restra marine tourism development has been set based on a matrix of four kawasan.perumusan the subject matter of this research is how the implementation of development programs Bengkalis Selatbaru coast , so the purpose of this study was to determine how the development of nautical tourism conducted by the Department of Tourism .This research is a qualitative descriptive method . This research was conducted through observation, in-depth interviews and documentation . And data analysis techniques performed by illustrating and describing and grouping the data according to the type of data . The results of this study indicate that the efforts made by the Department of Tourism Bengkalis in the field of optimal development of nautical tourism have not been able to explore the potential and manage coastal selabaru so no levy generated by Selatbaru beach in revenue accounted Bengkalis .Keywords : Implementation of policy , government , development , beach Selatba
