Abstract

Currently, human development is a priority program carried out by the Indonesian government during the 2019-2024 period. In measuring the extent to which human development has been achieved, in 1990 the United Nations Development Program (UNDP) introduced the Human Development Index (HDI). This study examines and sees the extent of the impact of human development on development that occurs in Indonesia. The method used in this research is a literature study by reviewing the references relevant to this research. The result of this research is the implementation of human development in Indonesia has the characteristics of a short-term productive type of development. Human development planning in Indonesia which has been going on for a long time is starting to pay off. Finally, the human development planning that is prepared is contained in the RPJP for the period 2005-2024 and is revealed in the 5-year RPJM. The quality of human development in 2021 shows positive growth in both human development and the Indonesian economy. This growth was followed by several relatively positive socio-economic changes, but social problems of poverty and inequality still occur. This indicates that the type of human development carried out by the Indonesian government only focuses on growth and socio-economic changes and changes in other aspects that occur are still inconsistent.

Abstract

Various efforts have been made by the central and regional governments in an effort to empower villages, one of which is through the formation of village assistants. implementation of Law no. 6 of 2014 concerning Villages, systematically and sustainably implement empowerment through facilitation, supervision, and assistance. The purpose of this study was to determine and analyze the role and contribution of local village facilitators in the development planning of Tirtomoyo village, Pakis district, Malang regency. The results of the study indicate that (a) The local village assistant plays a role as a facilitator in the process of gathering the aspirations of the village community; (b) Intermediary mediator of public relations with the village government; (c) Experts in providing information and providing advice on village development, especially in planning and budgeting; (d) Social Planners in helping to solve social problems; (e) Representing Community Groups in need of assistance, ensuring that the community gets their rights in obtaining public services; (f) Business activists in reducing inequality and optimizing equality. On the other hand, the optimization of the role of village facilitators still needs to be improved, because local village facilitators have a bigger role in efforts to improve the standard of living of the community, so they carry out more empowerment activities that are directly related to the community.

Abstract

The Regional Government Information System or SIPD is an innovative government strategic step to create a good governance for administration and management systems as well as public services. SIPD is used by BP4D of Belu Regency to prepare development planning and budgeting documents more efficiently, effectively and effectively. This study uses qualitative methode to explain the SIPD govenance from the user's point of view. This writing aims to explain the governance of SIPD by looking at the indicators, namely strategic alignment, value distribution, resource management, risk management and performance measurement.The results of the research showed that SIPD governance was not running well where the strategic alignment aspect between planning and budgeting aspects had not been integrated optimally. In the management of human resources, the research found insufficient technical training leading to some of the personnel did not fully understand in operating the system. The performance measurement in terms of the printed document format does not satisfy the users. As the solution, it is necessary to develope the maturity of SIPD through the real needs of users and doing sustainable tech

Abstract

The Tuition-Free and Good Quality Education Program in East Java is a policy formed by the current Governor of East Java (Khofifah Indar Parawansa) as realization of political promises. Reviewing the background to the policy formulation process and reviewing from side of the regional legal product is felt to be able to provide a meaningful picture and input for interested parties. In addition, it can also be one of the reading materials. This study uses the systematic literature review method. The results of the study show that the policy formulation process has proceeded sytematically. However, when viewed from the regional legal product, there are aspects that need to be reviewed so that the formulation of this policy will be even better if it is decided to be continued by the new Governor in the next period.

Abstract

The study aims to: determine the effect of the teacher’s professional allowance on junior high school teachers performance mediated by competence. This research uses a quantitative approach with explanatory research. A total of 68 respondents was chosen at random from a pool of 85 teachers. Data were collected using a previously validated authoritative questionnaire. Hypothesis testing using variance-based SEM is called Partial Least Square (PLS). The results showed that: the teacher professional allowance has a significant and positive effect on the performance of 0,584 the teacher's professional allowance has a significant and positive effect on the competence of 0.369. the competence has a significant and positive effect on the teacher's performance of 0.446. there is an effect of the teacher's professional allowance on competency-mediated performance of 0.261. As expected, the Jayapura Regency Education Department will collaborate with professional organizations to develop innovative programs that can encourage teacher competency development and increase the role of subject teachers' deliberation and teacher working groups.

Abstract

The purpose of this study is to prove and analyze the relationship of leadership and self-efficacy and job characteristics to organizational commitment and performance. The population from this research amounted to 98 respondents. Sample this study is census method, so the sample in this study amounted to 98 respondents. The analysis uses SEM-PLS. The result is leadership positive significant to commitment. Self-efficacy is a positive significant to commitment. Job characteristics positive significant to commitment. Leadership positive significant to performance. Self-efficacy insignificant positive to performance. Positive and insignificant influence job characteristics to performance of the State Civil Apparatus at the DPRD Secretariat Office of North Kalimantan Province.

Abstract

Healthcare is an important and vital service that needed to delivered by the government, whose tasks are to ensure and maintain the health of the population. Poorer health outcomes led by the low quality of healthcare services as masured by morbidity and mortality. Barriers to healthcare includes both supply and demand factors. Collaboration process through the Co-Production led the people to be actively participate in delivering public services. Co-Production focus on collaborative production of certain services, including public services systems transformation. This study subsequently will focus on Co-Production to improve helathcare services for noncommunicale diseases (NCD). In each year 71% of all deaths globally caused by NCD, equivalent to 41 (forthy one) million people. In understanding that the reasearch method used in this study is systematic literature review approach. The research found that, in the improvement of NCD healthcare the Co-Production role is working really well with the support of technology (PHR and EHR), although it takes a long time in the process, a good comitment, trust, a good relationship, commitment, a good strategy, a good learning environment and tools it can sustain the implementation of Co-Production that can bring better healthcare service delivery for the people.

Abstract

As an organization that provides services to the community, it is often found that the performance of Regional Government-Owned Company has not been able to meet their objectives. At PDAM Tirta Tampanama, indications of the problem can be seen from the financial losses suffered in the last two years. These problems need to be explored with comprehensive performance measurement. By using the Balanced Scorecard, measurements are carried out in four perspectives, including finance, customers, internal business processes, and learning and growth. The results showed that it’s the performance in 2021 was categorized as unhealthy with a performance value of 2,250.

Abstract

Tourism is one sector that plays an important role in the process of development and development of an area, especially for improving the community's economy, conservation cultural customs, and environmental conservation. Tourism development also has negative impacts such as depletion of natural resources, causing pollution, and environmental problems. The need for sustainable development in the economic, customary and cultural aspects, as well as the environment in the tourism sector. The development of tourist villages is a form of sustainable development. Banyuwangi Regency Regulation Number 1 of 2017 concerning Tourism Villages as a regulation for tourism village development in Banyuwangi Regency. However, there are still environmental problems in the development of the Osing Kemiren Traditional Village. This research uses a qualitative approach with a case study method. Data collection techniques by means of observation, interviews, and documentation. The results of this study indicate that environmental problems occur due to differences in interests between actors implementing policies, the existence of institutions and authorities who are less supportive in supervising the development of tourist villages, as well as responsiveness and compliance of people who do not understand the development of tourist villages.

Abstract

Public Service Mall Bojonegoro received complaints and criticism from the community and from the Bojonegoro DPRD that there were still many service facilities and procedures that were not in accordance with the specified service standards. This study aims to analyze the evaluation of the implementation MPP in Bojonegoro, analyze the impact of MPP on the community and government of Bojonegoro, determine factors that influence the implementation MPP Bojonegoro. The research method used is descriptive qualitative. Based on the research, the implementation of MPP Bojonegoro shows a good evaluation result, but there are still some shortcomings that can be seen through the input, process, output, and outcome indicators. The impact of holding MPP in Bojonegoro on the community and the Government has both positive and negative impacts. Factors inhibiting the implementation MPP in Bojonegoro include inadequate human resources, lack of public knowledge about the existence of MPP Bojonegoro, and poor communication.
