Abstract

The Integrity Zone Program or hereinafter referred to as ZI is the agreement of the Nawacita Center Program. This program aims to make public services cleaner, transparent and clear accountability. In its application, Kemenpan issued Permenpan RB Number 52 of 2014 concerning Guidelines for the Development of Integrity Zones to Regions Free of Corruption and Clean Bureaucracy Areas and Serve Government Agencies. Abstract

The Regional Government of Kebumen Regency through BKPSDM is tasked with developing apparatus resources within the scope of local government. In 2021, planning is carried out regarding the simplification of the bureaucracy which has an impact on the elimination of one level of structural positions that are converted into functional ones to be implemented in 2022. The analysis was carried out top down using the ABC theory of Strategic Planning and bottom up analysis using KSAO's personal competence theory. In order to find out the phenomena that occur, the authors apply qualitative research methods with a descriptive approach. The sources of research data obtained by the author through interviews, observations and analysis of documents related to the research topic. The results of research conducted based on the theory of ABC of Strategic Planning, it is necessary to make adjustments to the target of increasing the competence of the apparatus and making rules related to the changing work system. Abstract

Decentralization is the best system for providing basic services such as education, health, and infrastructure. Fiscal decentralization has been implemented for two decades with a marked increase in transfers and regional revenue autonomy. The magnitude of the increase in the regional fiscal capacity should give local governments the flexibility to provide for the community's basic needs. This study aims to see the impact of fiscal decentralization on basic spending. The data used is panel data in the form of 508 Regencies/Cities during 2007-2020. The multiple linear regression model shows that the General Allocation Fund, the Special Allocation Fund, the Revenue Sharing Fund, and Regional Taxes significantly affect basic service spending.

Abstract

The problems of Indonesian Migrant Workers are very complex. Some Indonesian people who work abroad face problems in the placement country. To protect migrants, the Indonesian government gives protection during the placement process. This effort is manifested in the form of One-Stop Integrated Services which collaborates various agencies in one place so the community can receive the services easier. The purpose of this study is to identify and analyze the roles of all agencies which give services in Tulungagung's One-Stop Integrated Services. The results show that the stakeholders in the provision of services for migrant workers in Tulungagung's One-Stop Integrated Services consist of policy creators, coordinators, facilitators, implementers, and accelerators. Tulungagung Manpower and Transmigration Office has multiple roles as coordinator, facilitator, and implementer. The difference in output causes the role of the implementer to be divided into mandatory implementer and optional implementer.

Abstract

This study aims (1). Describing and Analyzing the Implementation of the Regulation of the Minis-ter of Home Affairs of Timor-Leste Number 33 of 2008 in Dili Regency of Timor-Leste, and (2) De-scribing and Analyzing what are the supporting factors and inhibiting factors in the implementa-tion of the Regulation of the Minister of Home Affairs of Timor-Leste Number 33 In 2008 in Dili Regency, Timor-Leste, which was analyzed using the implementation theory of Edward III (1980), with 4 variables that influence the implementation of a policy, namely: communication, resources, disposition, and bureaucratic structure. The method used in this study is a quali-tative research method with a qualitative descriptive approach. The results of this study indicate that the implementation of the Waste Management Policy in Dili Regency, Timor-Leste has not all of the processes of implementing waste management running well, such as communi-cation variables and resources that have not been running well, and optimally.

Abstract

Public service reform can be marked by the quality and renewal of services provided to the community, in this case the South Sulawesi Province Investment Service has carried out updates through licensing services by issuing an Online Single Submission system which aims to provide convenience for the community in obtaining business licenses as business legality. The type of research used is a qualitative method with a descriptive approach. The results of the study show that the services provided to the community have been carried out in accordance with the applicable SOPs, however, because this system is still being updated, there are still some obstacles found in the field, one of which is related to technical problems in the use of the Online Single Submission system that occurs in sectors or the Standard Classification of Indonesian Business Fields. (KBLI) was not found or was not aligned between sectors and KBLI, even though this system is still new but there have also been successes that have been achieved such as an increase in MSME growth in South Sulawesi which occurred in 2019 - 2021.

Abstract

To achieve sustainable development goals in village development planning activities an ideal development approach is needed. One development approach that can be used is the socio-cultural sustainability approach. The socio-cultural sustainability approach is expressed in three ways, namely social justice, human dignity, and human quality of life. In implementing the objectives of the socio-cultural sustainability approach with the values of social justice, human dignity, and quality of human life, the implementation did not go well and encountered various obstacles. Obstacles found included human resources, community culture, and habits, domination of village elites in decision-making, and improving the quality of life was only assessed with economic and social values without regard for environmental values. Therefore, it requires commitment and cooperation from all stakeholders in the village and parties related to village development planning activities so that the achievement of sustainable development goals in the village can be realized.

Abstract

: The success of an organization is certainly influenced by the performance of its human resources or employees. Problems related to the work environment such as inadequate facilities and infrastructure or work facilities are one of the problems that occur in Selayar Islands Regency as the only Archipelago Regency in South Sulawesi Province. This study aims to determine and analyze the effect of the work environment on employee performance in Selayar Islands Regency. The method used is quantitative with descriptive and inferential analysis techniques. The hypothesis test uses Structural Equation Modeling (SEM) with the Partial Least Square (PLS SEM) analysis method through Smart PLS 3.0. The sample used was 176 respondents who came from 4 regional apparatus organizations in the Selayar Islands Regency which performed less well. The results of the study show that there is a positive and significant influence between the work environment on employee performance. This means that the better the work environment, the employee's performance will increase. Based on these results, it is hoped that the Selayar Islands Regency government can improve its performance.

Abstract

Disaster emergency response is an action that involves stakeholders in conducting socialization so as to reduce disaster victims in Timor Tengah Selatan Regency. The collaborative process in emergency response socialization consists of face-to-face meetings, building trust, building commitment, mutual understanding, and interim results. Each stakeholder who collaborates takes their respective roles and functions at each stage of disaster response management above. One of the roles that stakeholders carry out is to carry out socialization, ranging from disaster mitigation, socialization about rescue and evacuation, to socialization about data validation for disaster victims. Supporting factors from within are the cooperation and awareness of all institutions, both government and private institutions as well as elements of the community who are aware of their respective duties and responsibilities and the need for collaboration in disaster management efforts, as well as the establishment of good communication between each stakeholder. The external supporting factor is the existence of training for disaster management that strengthens the competence of officers in dealing with natural disasters. Inhibiting factors that hinder stakeholder collaboration in socializing disaster emergency response in Timor Tengah Selatan Regency Geographical conditions, minimal budget, culture, imbalance of resources between stakeholders, and sophisticated equipment.

Abstract

This study aims to determine the effect of service quality and institutional image on student loyalty through student satisfaction (Study on Master of Public Administration, University of Brawijaya). This research is a quantitative research with survey techniques. The sample in this study was students of the 2018-2020 public administration master’s program. The sample collection technique used was purposive sampling with a total sample of 136 samples. The data analysis technique used is Structural Equation Modeling and Partial Least Square (SEM-PLS) with an analysis tool using Smart-PLS 3.0. The results of this study indicate that service quality has no effect on student satisfaction, constitutional image has a positive and significant effect on student satisfaction, service quality has a positive and significant effect on student satisfaction, institutional image has a positive and significant effect on student loyalty, satisfaction has a positive and significant effect on loyalty student, service quality has no effect on student loyalty and institutional image has a positive and significant effect on student loyalty.
