Abstract

This research aims to; (1) know and analyze community empowerment policies using HDI forecasting analysis, and (2) know forecasting analysis of development policy formulation processes in the Southwest Sumba district. The research method used is mixed. Based on the results of the forecasting analysis, the three-year lag AR (1) forecasting model is obtained as the right model to predict the HDI for the 2022-2026 period. This analysis shows that if the current community empowerment policy is still implemented, then the HDI in the next five years tends to fluctuate. The preparation of the program has not used forecasting analysis but is based on an analysis of strategic problems and issues, the vision, and mission of regional heads, and the direction of national and provincial development. Planning documents are generally the result of plagiarism from several activity programs of the previous period.

Abstract

Abstract: This research was conducted to answer the challenges and problems of investment licensing services in public organizations such as community satisfaction and integrated licensing services in the face of uncertainty, globalization and technological developments in order to improve the quality of special services for administrative services in the investment sector. sector. sector with strategic management. This study uses a qualitative descriptive type with a focus on using the stages of Stephen p. Robbin 2010 such as: strategic planning, strategy implementation and strategy evaluation as well as supporting and inhibiting factors. Collecting research data through in-depth interviews, direct observation and documentation. The data analysis technique used is Miles Huberman and Saldana 2014. The legal basis is based on Law no. 25 of 2007 concerning Investment which was followed up by the Gresik Regency One-Stop Investment and Integrated Services Service (DPMPTSP) through Regent Regulation Number 49 of 2019 concerning Position, Duties and Functions.

Abstract

Implementing the Rural and Urban Building Land Tax Online System (Study at Bapenda of Belu Regency). The Public Administration Paradigm through the New Public Management (NPM) and New Public Governance (NPG) emphasizes the services provided by the government to be carried out efficiently and effectively to achieve transparency in improving performance. The research was conducted to analyze the implementation of the Rural and Urban Building Tax Online System (PBB-P2) in Belu Regency using the theory of public policy implementation according to Randall B. Ripley and Franklin (1986) using three indicators, namely the level of apparatus compliance, smoothness and lack of problems, and performance. The research was conducted using a qualitative descriptive research method to identify the extent to which the policy was implemented through Regent Regulation Number 16 of 2021 concerning the Implementation of the Online Regional Tax System in Belu Regency for the type of Rural and Urban Land Building Tax which resulted in the performance of Rural and Urban Land Building Tax revenues not being optimal and not yet optimally on target.

Abstract

Analysis of Investment Acceleration Policy in Areas Affected by the Sidoarjo Mud Disaster (Study of Sidoarjo Regent's Regulation Number 52 of 2020 concerning the Implementation of Accelerating Investment in Areas Affected by the Sidoarjo Mudflow). Background Research is Sidoarjo Regent Regulation Number 52 of 2020 despite being implemented, Porong District as one of the districts in the typology zone affected by Lapindo heat mud, has an unfavorable economic condition, when compared to other districts in the same area. Problem Formulation In this study: What is the formulation, implementation and evaluation of investment acceleration policies in the Sidoarjo mud disaster affected area (study of Sidoarjo Regent Regulation Number 52 of 2020 concerning Implementation of Investment Acceleration in Sidoarjo Mud affected areas)? The findings in the field show that the policy formulation (Winarno, 2014), related to the target group and the absence of alternative policies. Implementation of Policy (Grindle, 1980: 11), related to the absence of socialization to investors and entrepreneurs to eliminate the negative stigma of Lapindo Sidoarjo mud which causes fear of entrepreneurs and frequent changes in human resources responsible for the implementation of policies, with the transfer of knowledge that has not been maximized. Policy Evaluation (Dunn, 2003), related to measuring devices/indicators that are clearly stated and standard which are the benchmark of the measurement of policy success.

Abstract

Measuring Service Quality in the Covid-19 Pandemic Era: Study on JakEvo. The implementation of public services in Indonesia is still facing problems related to maladministration practices related to licensing, especially during the Covid-19 pandemic. Since 2018 the implementation of licensing services in DKI Jakarta has gone through Jakarta Evolution (JakEvo) as an electronic licensing service system. One of the sub-district technical implementing units that uses JakEvo is the Investment Management Unit and One-Stop Integrated Service in Cilandak. However, in practice there are still problems with refusal of permits which are always increasing and have an impact on unstable service ratings. JakEvo should have facilitated licensing services during the Covid-19 pandemic. The purpose of this study is to determine service quality which can be viewed from the dimensions of security, communication, reliability, responsiveness, and delivery. The type of research used is descriptive with a qualitative approach. The results of the study show that the quality of licensing services through JakEvo during the Covid-19 pandemic has gone quite well in a five-dimensional perspective. However, there are things that need to be improved on the reliability dimension related to truth and accuracy to clarify in providing information related to service standard operating procedures (SOP).

Abstract

Accreditation Process Consultation for Testing Laboratory Development (Study on UPTD Testing and Quality Certification Center in North Maluku Province). Testing laboratories play a crucial role in controlling and evaluating the quality and safety of products based on regulations and standards. Laboratory development through process consultation can improve the quality and effectiveness of the organization, including in preparing laboratory accreditation. This study used a descriptive qualitative research method to describe the efforts of testing laboratory development with process consultation strategies at UPTD BPSMB in North Maluku Province. Data sources used were interviews, observations, and documentation. In order to improve the quality of their testing laboratory, accreditation is needed. UPTD BPSMB in North Maluku Province chose the National Standardization Agency to assist them in preparing laboratory accreditation by conducting consultation processes before submitting their accreditation process to the National Accreditation Body (KAN), considering issues such as personnel who do not understand and implement SNI ISO/IEC 17025 and incomplete quality documents.

Abstract

Community Empowerment in the Context of Poverty Alleviation Through the Development of All Villages (BANGSAKU) in Urumb Village, Semangga District, Merauke Regency. Community welfare in Merauke Regency cannot be realized due to the high level of poverty. Efforts to achieve community welfare must be carried out in a systematic and planned manner so that they receive systematic and continuous treatment. The purpose of this research is to find out community empowerment with efforts to improve the standard of living of the people of Urumb village, Semangga District, Merauke Regency in overcoming poverty. The type of research used is research with a qualitative approach. Research informants totaled 7 (seven) people. The technique used in data collection is using the interviews method(based on interview instructions) observationinterview and documentation. In addition, the data analysis carried out consisted of three stages, namely data summary, data presentation, and drawing conclusions. The results of this study indicate thatcommunity empowerment it didn't go well. Thisis known from several aspects such as the lack of human resources and the lack of awareness from the community in managing natural resources with existing potential. The supporting factor in community empowerment is its abundant natural resources, while the inhibiting factor is the lack of routine training from the government in strengthening community empowerment capacity.

Abstract

Strategic Planning Process of The Communication, Informatics, and Statistics Office of North Maluku Province in Information and Documentation Management (A Study on the Information and Documentation Management Office of North Maluku Province). This article discusses the strategic planning process of the Department of Communication, Informatics, and Persandian in North Maluku Province in managing information and documentation, with a focus on a case study of the Public Information and Documentation Officer (PPID) in the province. The study found that the current strategic planning process is not optimal, with challenges including lack of understanding, resource allocation, stakeholder involvement, communication, and coordination. These issues have resulted in ineffective and inefficient management of information and documentation. The article recommends improvements such as team formation, stakeholder involvement, resource allocation, and enhancing the quality of the website and information technology to achieve effective and efficient management of information and documentation.

Abstract

Analysis of the Stakeholders Roles in Poverty Reduction (Study on Poverty Reduction in Lamongan District). The problem of poverty in Lamongan Regency arises because the potential and power have not been optimally utilized, beside that opportunities for collaboration and integration among stakeholders have also not been properly utilized. The strategy of the Regional Government is still focused on reducing poverty which is implemented in programs and activities. The government is complacent about the importance of Stakeholders management, so the strategy does not work well. Therefore, it is important to have a stakeholder analysis to obtain information related to stakeholder mapping and the process of involvement in poverty reduction in Lamongan District. The first step is to determine the interests and influence of various groups in relation to policy. Next identify the role by using the interests Matrix of the main policy actors. The final step can be with mapping, then a model of stakeholder involvement in Poverty Reduction in Lamongan Regency can be compiled. The results of the mapping will show which stakeholders are key and which play a lesser role in poverty alleviation. Another effort is made to improve performance in accordance with the policies that have been prepared

Abstract

The government a public service organization certainly has an obligation to provide excellent service to all people. Excellent service often becomes polemic where people are dissatisfied with the services provided by the government because the service quality is lowand not on time. One of the methods by BPS of West Kalimantan Province is to carry out bureaucratic reform with the aim of knowing whether or not bureaucratic reform is effective in achieving organizational goals. This study used descriptive qualitative method. The data will then analyzed in depth using analysis by conducting an analysis based on the interpretation of primary secondary data. The results of the research show that bureaucratic reform BPS North Kalimantan Province still not optimal because there are still many employees who neglect their duties and responsibilities. In addition, BPS North Kalimantan Province needs to innovate to improve employee performance so that organizational goals can be achieved.
