The main focus of this research is the implementation of the accelerated rehabilitation and reconstruction program policy after the earthquake natural disaster in North Lombok Regency. The substance of the problem was identified how to implement the rehabilitation and reconstruction program policy after the earthquake natural disaster that occurred in North Lombok Regency. The theory used in the approach to research problems is the theory of Edward III (2002) using several indicators, namely communication, resources, dispositions/attitudes and bureaucratic structure. The research method used is a qualitative research method with data collection techniques through observation, in-depth interviews and data condensation. The results of the study show that the implementation of the post-earthquake rehabilitation and reconstruction program policies in North Lombok Regency still requires competent resources as implementers and communication that is built between policy makers and those implementing the policy must be clear, accurate and consistent so that miss communication does not occur. In addition, there are indicators of bureaucratic structure that need attention, namely there must be an appropriate division of responsibilities.

Capacity building of Tourism Human Resources in Supporting the Development of Labuan Bajo City Towards a Super Premium Tourism Destination (Study on Human Resources of the State Civil Apparatus of Dinas Pariwisata, Ekonomi Kreatif dan Kebudayaan of West Manggarai Regency). Tourism activities require human resources as the main actors in advancing these activities. Reliable human resources must have the capacity both in competence and ability /skills to be able to support development activities. The intended human resource is tourism human resource who works in the public sector. In the scope/public sector, the government must prepare competent State Civil Apparatus or ASN, especially in the field of tourism where ASN must be able to become a facilitator of tourism activities. Tourism human resource capacity building which aims to support the development of super premium tourism in West Manggarai Regency is part of development administration with a special purpose. Development administration is part of public administration which specifically targets the development of various aspects, one of which is human resource development. Therefore capacity building is part of public administration. The focus of this research is 1) Capacity building of human resources for the State Civil Apparatus by looking at recruitment, training, payroll system or salaries, and condition of work. ASN capacity-building activities have an impact on services to the public in meeting their information needs.

Government Human Resource Capacity in Managing Poverty Alleviation Programs for Communities Affected by the Covid-19 Pandemic (Study at the DKI Jakarta Provincial Social Service). Normatively, the poor and abandoned children are cared for by the state, so qualified human resources are needed. Through this, the results of the research were found: (1) The capacity of the Government's Human Resources (HR) in managing the rubble alleviation program for the recovery of the COVID-19 pandemic community was carried out quite well, however, some TKSK could not use computers and there were no minimum educational bridge requirements. In fact, when it is related to the duties and functions of ASN, honorary personnel also require a sufficient level. (2) The new capacities that must be mastered by DKI Jakarta Province Social Service Employees are carried out quite well, the researchers found a lack of employee capabilities in efforts to minimize disposal bag areas through the development of basic service infrastructure. (3) Efforts to increase HR capacity were carried out well, but it was found that the DKI Jakarta Social Service Office did not yet have an agenda in evaluating the capacity building program that had been implemented, even though this evaluation was important to ensure that the capacity building program was carried out properly and was truly beneficial. in increasing the capacity of regional apparatus according to the needs.

As an organization that is obliged to realize the ideals of the Indonesian nation, welfare for the people ofIndonesia, protect and maintain the integrity of the Unitary State of the Republic of Indonesia and develop democraticlife, political parties certainly need financial support from the government to carry out activities that canfulfill their responsibilities, such as carrying out political education activities for cadres, sympathizers and thecommunity. As stated in Perwali Denpasar City No. 60 of 2019. identification of research problems: the lack of clarity in the formulation in determining the amount of assistance received by each political party and the absence of benefits felt by the community from political parties. This study uses the evaluation theory of Karl Luwig von Bertaalanffy focusing on three indicators: input evaluation, process evaluation, and influence evaluation. Data analysis techniques use the Miles and Huberman analysis model. The research findings are that there are still many political parties that do not understand the formula for calculating the amount of assistance received, the lack of public political education and has not had a significant influence on people's understanding of healthy politics in building political ethics and culture.

Determinans of Public Program Implementation Street-level Bureaucratic’s Behavior (Case Study of the 2022 BPS Desa Cantik Program). One of the Central Statistics Agency (BPS)’s functions which is spelled out in Law Number 16 of 1997 concerning Statistics and Presidential Regulation Number 39 of 2019 concerning One Indonesian Data is statistical data builder. To implement it, BPS has launched the Desa Cantik (Cinta Statistics) Program. This is a program for developing sectoral statistics at the village government level. The most dominant role in implementation is the village coach. Research was conducted to analyze the factors that influence the village coach to implement it. The sample was selected by using Systematic random sampling method and data were analyzed with the Generalized Structural Equation Model (GSEM). The research results are: (1) the level of Adoption, Fidelity and Effectiveness of village coach is 79.48 percent (2) program design, collaboration, management and target program’s response have positive effect to implementation behavior of village coach. (3) management is the variable that contributes the most to the village coach’s implementation behavior, program design makes the least contribution, while collaboration and target program’s response give almost the same effect. It can be concluded that the village coach’s implementation behavior still need to be improved by maximizing determinants that influence them

The Government Credit Card (KKP) is an innovation from the Ministry of Finance of the Republic of Indonesia which is used for government financial transactions. The purpose of implementing the use of KKP is to reduce the use of cash in state financial transactions, increase security in transactions, reduce the potential for fraud and reduce the cost of funds and idle cash from the use of money supply (UP) managed by the Work Unit. This study aims to answer the question whether communication and disposition have a significant effect on the effectiveness of the implementation of the KKP program in the work units of the Statistics Indonesia-BPS. The method used in this research is quantitative. So far there has been no research on the effectiveness of the implementation of the KKP program at BPS. The result of this study is that communication and disposition have a significant effect on the effectiveness of the KKP program implementation. The magnitude of the influence of communication is 0.636 and the magnitude of the influence of disposition is 0.828, this indicates that disposition is the factor that most influences the effectiveness of the implementation of the KKP program for satkers at BPS. Although the two variables proved to have a significant effect, we also found obstacles and alternative solutions to the problems of implementing the KKP.

The Effect of the Bureaucratic System on Employee Behavior in Implementing Government Agencies Performance Accountability System Policies (Study at BPS in the North Maluku Region). SAKIP is a concept of a paradigm shift from Old Public Administration to New Public Management that. adapted by Indonesia from developed countries such as the United States, South Korea and New Zealand. The concept of this paradigm shift is a form of improving the quality of service to the public. However, accountability for performance in Indonesia is still weak in its implementation and there are still some of problems encountered in the implementation such as the bureaucratic system and the behavior of bureaucrats in implementing it. This study aims to determine whether the bureaucratic system influences the behavior of employees in implementing the SAKIP policy at BPS work units in the North Maluku region. This study uses a quantitative method with SEM-PLS analysis. The results of this study indicate that the bureaucratic system and employee behavior influence implementation. Then the employee behavior variable plays a role in mediating the influence of the bureaucratic system on the implementation of SAKIP in BPS work units in the North Maluku region

Analysis of Decentralization Relations, Availability of Maternal and Child Health and Health Services in Indonesia 2018. This study aims to analyze empirically the relationship between decentralization, the availability of health services and maternal and child health at the district/city level in Indonesia in 2018. The statistical analysis method used is Moran's I which is used to detect the existence of a spatial relationship in each variable, and SEM-PLS which is used to determine the relationship between variables. The results of this study are that there is a positive spatial autocorrelation in the variables of decentralization, availability of health services, and maternal and child health at the district/city level in Indonesia. District/city decentralization has no direct influence on maternal and child health outcomes. Decentralization will only be able to significantly improve maternal and child health outcomes if the districts/cities can increase the availability of health services. Improving decentralization, by optimizing regional revenues through taxes, is important to do to increase the availability of health services, so that better maternal and child health can be achieved.

The relationship of motivation and competence to work productivity through employee job satisfaction (study on the regional apparatus of the Mojokerto City Government). Competition in employment is increasing along with technological advances that continue to develop from generation to generation. This phenomenon is triggered by existing globalization and modernization. Organizations strive to find a workforce that has the ability to work effectively and efficiently, with the aim of achieving the goals that have been set. The Mayor of Mojokerto also asked all regional apparatuses to focus on the SAKIP (Device Performance Accountability System) component which is still low in value and emphasized the importance of understanding the Head of Regional Apparatus in carrying out the duties and functions that are the authority in their respective work units to support improving SAKIP achievements. In 2023, there are two out of nine Key Performance Indicators (IKU) of Mojokerto City that are predicted to have not been able to achieve the specified performance targets. These indicators include the Bureaucratic Reform Index and the Economic Growth Rate. Therefore, greater and specific efforts are needed to be able to produce targeted solutions in the future. It is necessary to further strive for performance improvement through motivation, competence and job satisfaction that affect the level of work productivity.

Water resources which are universal in every aspect of life have an important role in supporting activities in various fields. The need for water for every human being makes it classified as a public good. Perumda Tirta Sewakadarma Drinking Water seeks to provide drinking water to fulfill the needs of the community in order to have a healthy, clean and productive life. However, based on the community's assessment on Google Reviews, Perumda Tirta Sewakadarma has a rating of 1.5 out of 5. This shows that the people of Denpasar's trust in Perumda Tirta Sewakadarma is relatively low. This study aims to see the effect of society's trust on public acceptance of drinking water service policies in PDAM Tirta Sewakadarma. This study uses a quantitative method with SEM-PLS analysis. The results of this study indicate that the Social Trust variable has a significant effect on Public Acceptance. Therefore, the Service Quality variable has a significant effect in moderating the Social Trust variable on Public Acceptance
