Abstract

Abstract —  The rapid integration of digital technologies into higher education has positioned e-learning as a fundamental medium for delivering teaching and learning activities. Nevertheless, widespread adoption of e-learning platforms does not necessarily translate into improved learning outcomes. Consequently, assessing the effectiveness of e-learning from an information systems perspective remains an important area of investigation. This study examines the influence of information quality, system quality, service quality, and internet self-efficacy on perceived learning effectiveness by employing the Information Systems Success Model as the underlying theoretical framework. A quantitative research design was adopted, and data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). Responses were collected from 206 university students who actively utilize e-learning platforms in their academic activities. The findings reveal that the proposed model accounts for 73.1% of the variance in perceived learning effectiveness. Among the examined factors, system quality demonstrates the strongest contribution, followed by service quality, information quality, and internet self-efficacy. All hypothesized relationships were found to be statistically significant. The results highlight that the effectiveness of e-learning is shaped not only by the technical performance of the platform but also by the quality of supporting services, the relevance of information provided, and users’ confidence in utilizing internet-based technologies. These findings provide empirical evidence for the applicability of the Information Systems Success Model in the context of higher education and offer practical insights for improving digital learning environments.   Key word — e-learning effectiveness; information systems success model; higher education; learning effectiveness.

Abstract

Abstract —  Public administrative services require procedures that are fast, accurate, transparent, and easy to access. One service with a relatively complex administrative flow at Gayamsari Sub-district is the issuance of a Certificate of Heir Statement (Surat Pernyataan Ahli Waris/SPAW). Field observations show that the manual service process causes queues, repeated visits due to incomplete files, document verification delays, and risks of administrative data errors. This study aims to design and build a web-based information system to support SPAW services in a more structured and accountable manner. The system was developed using the System Development Life Cycle (SDLC) with the Waterfall model, covering requirements analysis, system design, implementation, testing, and maintenance. Data were collected through observation, interviews, and literature study. The application was implemented using HTML, CSS, JavaScript, PHP, and MySQL. The results indicate that the system enables citizens to submit applications online, upload required documents, monitor application status, and receive clearer service information. For officers, the system supports data management, document verification, and notification of new applications. Functional testing using Black Box Testing shows that the main features run according to the designed requirements, making the system feasible as a digital support tool for SPAW services at Gayamsari Sub-district.   Key word — Public Service, Information System, Certificate of Heir Statement, Website, SDLC.

Abstract

Abstract —  The café and coffee shop industry in Metro City has experienced rapid growth in recent years, in line with changing habits among students and workers, who increasingly use cafés as places to study, work, discuss, and socialize. This trend offers consumers a wide range of choices but also makes the process of selecting the best café more complex, as evaluations are often influenced by personal preferences and reviews that may not be entirely objective. Based on these conditions, this study aims to identify relevant evaluation criteria and apply the Operational Competitiveness Rating Analysis (OCRA) method to generate recommendations for the best cafes in Metro City. This study employs a quantitative approach with a descriptive-comparative design. Data were collected via a closed-ended Likert-scale questionnaire administered to 50 respondents—comprising students and workers—and supplemented with secondary data from digital platforms. Six criteria were used in the analysis: price as a cost attribute, and taste quality, service, facilities, location, and customer ratings as benefit attributes. The results of the study show that, out of the 15 initial alternatives, 9 cafés met the data eligibility criteria for further analysis. Based on OCRA calculations, Bongsu Signature received the highest preference score of 0.9353, followed by Ffaux Society at 0.9334 and Timeless Coffee Bar at 0.8878. These findings indicate that the OCRA method is capable of generating systematic, measurable, and relatively objective recommendations, thereby reinforcing the role of MCDM-based decision support systems for both consumers and local café operators in Metro City. Managerially, the findings can serve as an evaluation reference for local café operators to improve service quality, facilities, and product quality, which strongly influence consumer preferences.   Keywords — OCRA, decision support system, café, MCDM, decision making.

Abstract

Abstract —  The Family Hope Program (PKH) is a conditional social assistance scheme aimed at poor and vulnerable households. However, the process of determining recipients at the village level is potentially subjective because it is carried out through manual assessments of various household socioeconomic characteristics. This study aims to classify recipient eligibility using the Decision Tree algorithm based on secondary village administrative data from 2025 for 493 households. The variables used include the number of family members, the head of the family’s occupation, family income, house condition, and aid receipt status as target variables with two classes: receiving and not receiving. The analysis stages follow the Knowledge Discovery in Database framework, including data selection, preprocessing, transformation, data mining, and evaluation. Preprocessing is carried out by checking for duplicate data, empty data, and category format errors, while transformation is carried out by grouping numeric values into specific categories. Modeling is carried out using RapidMiner with the Decision Tree algorithm and model evaluation using a confusion matrix. The results show that house condition is the most dominant attribute, followed by family income. The model produces an accuracy of 80.61%, a precision for the receiving class of 87.50%, and a recall of 65.12%. These findings indicate that Decision Trees can assist the process of identifying aid recipients in a more structured, consistent, and data-based manner, but still need to be validated through field verification.   Key word — confusion matrix; data mining; decision tree; family hope program; social aid

Abstract

Abstract — The Free Nutritious Meal Program (MBG) is a strategic policy of the Indonesian government to address stunting and improve human resource quality, yet its implementation has sparked public opinion polarization on social media X. This study aims to analyze public sentiment toward the MBG program to evaluate public responses and provide data-driven insights for policymakers. Traditional machine learning models often struggle to handle semantic complexity and the use of slang in Indonesian social media. Therefore, this study employs the state-of-the-art pre-trained IndoBERT model for sentiment classification. The research methodology involves a comprehensive pipeline implemented within a Graphical User Interface (GUI) application. A total of 3,459 tweets from X were collected, then processed through cleaning steps (removal of URLs, mentions, emojis), normalization using an Indonesian slang lexicon (233 entries), and sentiment labeling (positive, negative, neutral) with manual validation. The IndoBERT model was fine-tuned using 80% training data (2,366 tweets) with the following configuration: epochs = 5, batch size = 16, learning rate = 2e-5, and evaluated on 20% test data (592 tweets). The fine-tuning results achieved an accuracy of 87.16% and an F1-score of 87%, which is significantly higher than previous SVM-based methods (61–63%). Sentiment analysis on the entire cleaned dataset (2,958 tweets) showed a dominance of neutral sentiment (40.8%), followed by negative (30.6%) and positive (28.7%). Word cloud analysis revealed that public support focuses on the words "sehat" (healthy), "anak" (children), "gizi" (nutrition), while negative sentiment centers on "anggaran" (budget), "korupsi" (corruption), and "jakarta". This study concludes that fine-tuned IndoBERT is effective for public policy sentiment analysis on complex Indonesian social media texts, and provides recommendations for the government to improve budget transparency and public communication. The novelty of this study lies in the development of a GPU-accelerated end-to-end desktop application that integrates the entire Natural Language Processing pipeline, making it a practical real-time evaluation tool for non-technical government analysts.   Keyword — IndoBERT, Natural Language Processing, Public Policy, Sentiment Analysis, Free Nutritious Meal Program

Abstract

Abstract —  This study aims to develop an Indonesian sentiment analysis system to examine public responses to the elimination of the Indonesian National Team in Round 4 of the 2026 World Cup Qualifiers. The method employed is a quantitative approach utilizing computational experiments based on an IndoBERTweet-SVM hybrid ensemble. The research stages comprise data collection, text preprocessing, feature extraction, model training, performance evaluation, and sentiment analysis on the target data. The tested models include a full SVM, SVM without pragmatic features, SVM without character features, IndoBERTweet transfer learning, and hybrid stacking. The evaluation results reveal that the full SVM yields the best performance with an accuracy of 0.7595 and a macro-F1 score of 0.7573. McNemar's test comparing the hybrid stacking to the best baseline model indicates a statistically significant difference with a p-value of 2.87e-08. The application of the model to 1,000 target data points demonstrates a relatively balanced sentiment distribution: 297 negative tweets (29.7%), 353 neutral tweets (35.3%), and 350 positive tweets (35.0%). These findings suggest that the response to the national team's failure is not entirely dominated by negative sentiments, but also includes evaluative, informative, and supportive elements. The study confirms that the SVM approach based on TF-IDF, character n-grams, and pragmatic features remains highly effective for the sentiment analysis of short Indonesian texts on social media. Furthermore, the developed system has demonstrated end-to-end analytical capabilities and can be further expanded for real-time data processing and broader digital sports studies.   Key word — Sentiment Analysis; Indonesian National Team; Ensemble Hybrid; 2026 World Cup Qualifiers.

Abstract

Abstract —  There are still a number of issues with the manual library administration system, including ineffective data recording, challenges with book data searching, and laborious report creation procedures. These problems reduce the quality of library services and hinder the efficiency of library staff, making it urgent to develop a digital solution. The goal of this project is to create a web-based digital library information system that can increase the effectiveness of managing library data. The Waterfall technique, which focuses on two stages—requirements analysis and system design—was employed in this study. Requirements analysis was conducted to identify functional requirements (book data management, member management, borrowing and return transactions, and report generation) and non-functional requirements (data security, usability, and multi-device accessibility). The system involves two main actors: Admin and Member. During the system design stage, Use Case Diagrams, Entity Relationship Diagrams (ERD) with five entities (Book, Category, Member, Borrowing, and Return), and user interface designs were created. The study's findings show that the suggested system design can address issues with the manual method and help library administration procedures become more efficient, organized, and user-friendly.                                                                                                                                         Key word — Information System, Digital Library, Web-Based, System Design, Waterfall
