Abstract

Simplification of the bureaucracy with minimal structure but rich in functions led to changes in the work culture of employees. Employees are required to be more proactive at work, not just waiting for instructions from the leadership to work. This study aims to determine the effect of work culture and work motivation on employee performance at Central BPS. This type of research is quantitative research. The population in this study were all civil servants of BPS on Jl. dr Soetomo Jakarta, totaling 1429 employees. Sampling was done by means of systematic sampling, as many as 303 employees. Data collection was carried out by survey method using google form. Data were analyzed by simple and multiple linear regression. Based on calculations using the Weight Least Square method for the variables of Work Culture (X1), Work Motivation (X2), and Employee Performance (Y), the regression equation can be made as follows Y= -1.1218 + 0.9203 X1 + 0.1180 X2. The results showed that work culture and work motivation simultaneously had a significant effect on the performance of Central BPS employees by 94.13 percent, while the remaining 5.87 percent was explained by other variables that were not included in the model used in the study. Partially, work culture and work motivation have a significant effect on the performance of Central BPS employees. The findings in this study are that sincere attitude is a work culture that has a strong influence on improving the performance of Central BPS employees and good interpersonal relationships can motivate Central BPS employees to improve their performance. To further strengthen the work culture, the organization's core values ​​should be stated in operational standards for the implementation of activities/tasks.

Abstract

This study aims to see how the policies carried out by the Mahakam Ulu Regency Government in handling Covid-19. This is based on the fact that in the midst of the widespread spread of Covid-19 cases in East Kalimantan, Mahakam Ulu Regency was able to maintain a status of zero cases from March to early August 2020. Furthermore, this research is a qualitative study. Primary and secondary data are used as data sources in this study. This study uses a purposive sample approach to select sources to determine informants. There were two informants in this study including the Head of the Department of Health, Population Control and Family Planning of Mahakam Ulu Regency who also served as the Covid-19 Rapid Response Team (first informant) and Chairman of Commission III of the Mahakam Ulu Regency DPRD (second informant). The results of the study stated that temporary opening and closing access was carried out with a period of 2 weeks open and 2 weeks closed. Furthermore, in the closed situation, travelers are not allowed to enter except with special permission from the Regent of Mahakam Ulu Regency and during the opening period for travelers who want to enter Mahakam Ulu Regency, they must first fill out SIMAS (Entry Permit) through the Task Force Team and follow the requirements- other requirements such as PCR or Antigen Swab Test according to the decision of the Task Force Team.

Abstract

The problem with salt farmers in Lembung Village is the income level of salt farmers and the lack of support from the government concerned in developing the empowerment of the salt industry. In addition, salt farmers have many difficulties such as capital, weather, fluctuating salt prices, income that does not meet their needs, and lack of support such as training to develop the salt industry. Even though the potential for salt in Pamekasan and especially in Lembung Village, Galis District is very large, it should be developed even better so that it can increase the income of salt farmers. The purpose of this study was to determine the Empowerment of Salt Farmers through the People's Salt Business Empowerment Program (PUGAR) in Lembung Village, Galis District. The theory used in this study uses the theory of Kieffer in Edi Suharto (2014) namely Enabling, Strengthening, Protecting, Supporting, and Maintaining. The reason for using this theory is because the implementation of the process and the achievement of empowerment goals are achieved through the application of empowerment from this theory. The type of research used in this research is qualitative research. Data collection techniques were carried out through interviews, and documents. The government should, through the Fisheries Service, really empower the Salt Farmers of Lembung Village, considering its huge potential. In addition, the government through the Department of Fisheries pays serious attention to farmers in fostering and assisting farmers in the process of their business continuity.

Abstract

Affirmative action is one of the most controversial issues in the management of public human resources, including in police agencies. Recruitment and selection are no longer only about recruiting the best talents but are also oriented towards accommodating diversity. This article discusses the experience of affirmative action in recruitment and selection in police agencies, the conceptual framework for affirmative action in recruitment and selection, and the conceptual framework of factors that influence the application of affirmative action in recruitment and selection so that its implementation runs optimally. Through a literature study, the results show that the implementation of affirmative action in police agencies tries to accommodate minority groups to enter the organization with a focus on gender, race, and ethnicity. In its implementation, problems occur in both developed and developing countries. Therefore, the application of affirmative action in recruitment and selection must be identified in the recruitment and selection stages itself starting from the recruitment process, candidate screening, and selection interviews. In order for the implementation of affirmative action to run optimally at the recruitment and selection stages, the influencing factors need to be considered both before carrying out recruitment and selection—in the form of an internal environment that supports diversity, organizational willingness, and determining target locations—as well as at the time of recruitment and selection, seen from the perspective of the employer and the perspective of the applicant or candidate.

Abstract

The COVID-19 pandemic urges the central government to develop various policies, rules, standards, guidelines, and criteria to deal with COVID-19, but the problem lies with local governments. Therefore, regional heads are required to use their political will to control COVID-19 cases and overcome the impacts caused by the COVID-19 pandemic. This study aims to analyze the political will of the Mayor of Kediri in overcoming the COVID-19 pandemic through the seven components of Brinkerhoff's political will. Using a qualitative approach which was analyzed descriptively. Data collection techniques were carried out by in-depth interviews and focus group discussions. The results show that the Mayor of Kediri has tried to use his power and authority to the maximum extent possible on the six components of political will, namely government initiative; priority/choice of policy; mobilization of stakeholders; public commitment and allocation of resources; continuity of effort; and learning and adaptation. But unfortunately weak in the component of the application of credible sanctions. The Mayor of Kediri feels the need to form experts in the field of law to improve the quality and quantity of legislation and conduct academic studies and discussions before deciding policies in the era of the COVID-19 pandemic to be effective and solution-oriented In addition, consistency in enforcing the rules, not half-way in carrying out road closure policies that seem just a formality is also a concern of researchers.

Abstract

Currently, there are still many people with disabilities who face various problems in welfare. Likewise in Jombang Regency there are still many people with disabilities who experience welfare problems. Seeing the problems faced by people with disabilities, the central government and local governments both provincial and district/city continue to pay attention to people with disabilities to overcome their welfare problems. Jombang District Social Service in an effort to overcome social welfare , persons with disabilities have the duty and function to provide social protection and capacity building for persons with disabilities . The purpose of this research is to find out The Role of the Social Service of Jombang Regency in Social Protection and Capacity Development for Persons with Disabilities in Jombang Regency. The type of research used in this research is descriptive qualitative. The data sources used in this research are primary data and secondary data . Data collection techniques used in this study , namely observation , interviews , and documentation related to information in the field. The results showed that the Social Service of Jombang Regency had carried out its role in providing Social Protection and Capacity Development for Persons with Disabilities in Jombang Regency. Based on the results of field analysis, the role of the Jombang District Social Service refers to the theory of Gede Diva (Putra, 2015) , which states that an effective and optimal government role includes the role of facilitator, regulator, and catalyst, which is adjusted to Jombang Regent Regulation Number 49 of 2018 Regarding the Position, Organizational Structure, Main Duties and Functions and Work Procedures of the Jombang Regency Social Service.

Abstract

The presence of PPPK is expected to become professional employees who are recruited as collaborative and competitive partners who occupy similar positions in the civil bureaucracy, but unfortunately, the Undang-Undang No. 5 Tahun 2014 regarding the State Civil Apparatus and the Peraturan Pemerintah No. 49 Tahun 2018 on the management of PPPK still weakens the position of the PPPK in terms of working relations with the government (the agency that employs the PPPK) so that it is prone to abuse of authority and arbitrary actions by the government (the agency providing the PPPK) to terminate the PPPK employment relationship, such as the reason for a serious violation of the PPPK discipline, not achieving performance targets, as well as adjustments to agency needs. These various problems need to be anticipated, considering that the sustainability of the problem of PPPK that is disadvantaged due to PHPK can hinder the achievement of bureaucratic reform programs, especially related to efforts to realize a merit system in ASN management. This study will discuss how to protect the PPPK who was harmed by the decision of the Civil Service Supervisor because it was carried out by PHPK. The research method used is a normative juridical method with the problem approach used is a statutory approach and a conceptual approach. Base on the Undang-Undang No. 5 Tahun 2014 regarding the State Civil Apparatus and the Peraturan Pemerintah Nomor 79 Tahun 2021, the PPPK can make administrative efforts, namely administrative appeals submitted to the ASN Advisory Board (BPASN). If the PPPK is still dissatisfied with the BPASN's decision, the PPPK can file a legal action through the State Administrative High Court.

Abstract

This research explains how Edward Snowden disseminates data from the National Security Agency (NSA) secret program. As a result of Edward Snowden’s espionage action, Snowden received sanction from the United States Department of Justice to file criminal charges against Snowden. In its implementation, the results of the leakage have an important on distrust between the allies and the United States government. Allied countries and the international public are asking the United States government to reform the NSA to be more transparent. This research focuses on qualitative research methods. Data analysis in the form of data reduction, data display, drawing conclusions, and verification. The results showed Edward Snowden’s communication strategy against the dominance of information by the United States government was to join the board of the nonprofit organization Freedom of the Press Foundation. The media that includes the disclosure of crime leaked by Edward Snowden are known as The Intercept, which means the media focuses on the disclosure of crime by the state based on documents leaked by Edward Snowden.

Abstract

Street vendors in the Jombang Regency Square have lost their places to sell due to a policy that prohibits selling in the square. This policy was implemented by the Jombang Regency Government with the aim of breaking the chain of spreading COVID-19. As a result, there are many vendors selling on the road shoulders and sidewalks. The decrease in income was also experienced by street vendors from the former square. This study aims to analyze and describe the role of the Department of Trade and Industry in effort to foster former street vendors of Jombang Regency Square. This type of research is descriptive qualitative research with data collection techniques through observation, interviews, documentation, and literature study. The concept used is the role of local government according to Gede Diva (2009:15). The results of this study indicate that the role of the Department of Trade and Industry in effort to foster former street vendors of Jombang Regency Square has not been carried out properly, because there are still street vendors who return to selling in the square area, there is no training program for street vendors, no partnership facilities, and business gathering activities for street vendors have not been carried out.

Abstract

This research aims to find out how the Quality of Motor Vehicle Tax Payment Services in the SAMSAT Sidoarjo Joint Office. The method used in research is a qualitative method in which the researcher asks directly to the informant. The data source in this study is from primary data and secondary data. The data collection techniques in this study are: observation, interview, and documentation. This research uses a qualitative approach. The data collection techniques used are: 1) observation, 2) interview, 3) documentation. Based on the results of research on the Quality of Motor Vehicle Tax Payment Services at the SAMSAT Sidoarjo Joint Office, it is quite maximal because of factors that support the successful implementation of regulations and implementation. This can be seen from the aspect of goals, objectives, programs, and policies.
