Abstract

An inclusive village is a living space for a diverse community. Inclusive village governance is managed in an innovative and humanistic manner. This is in accordance with the theory of human governance. Human governance is a new culture for public administration. It can also be referred to as an effort to humanize public administration as a view that wants to explain different and innovative perspectives. This study aims to analyze human governance in an inclusive village program for persons with disabilities in Bedali Village, Lawang District, Malang Regency. The method used in this study is a qualitative descriptive approach using the theory of human governance. Data collection techniques were carried out through interviews, observation, and documentation. The results of this study indicate that the inclusive village program in Bedali Village has not fully met the principles of human governance because of the 9 principles of achieving goals. There are still 7 principles that can be implemented well from the inclusive village program which includes education for citizens, equality and freedom, participation, sustainability, subsidy assistance, adaptive government administration performance, and reliability. Social accountability has not been successful because of the absence of an inclusive village accountability report. Meanwhile, competition at the global level has not been successful because there are no village regulations regarding inclusive villages.

Abstract

This research focuses on examining the governance of the Maju Mandiri Sejahtera Village Owned Enterprises (BUMDesa). It is an advanced and accomplished BUMDes that can make BUMDes a representative of Tuban Regency to take part in the BUMDesa Award competition at the East Java Province level. And as a business entity, governance is very attached to BUMDes. So this study aims to explore the extent to which governance practices are based on cooperative, participatory, emancipatory, transparent, responsible, and sustainable principles in the management of BUMDes. For this reason, in this study the author uses a qualitative descriptive method with data collection through interviews, observations, documentation, and online data searches. The results in this study indicate that in practice the governance of BUMDes Maju Mandiri Sejahtera has been implemented well, but indeed some indicators have not been fulfilled optimally. For example, they have not collaborated with other BUMDes, have not created a special BUMDes website, have not made an annual work plan, have not completed standard operating procedures (SOP) documents for financial recording, salary management, capital participation and have not conducted a survey of community needs for the sustainability of BUMDes.

Abstract

Public bad perception of the State Civil Apparatus (ASN) often occurs in the community, especially related to employee performance. Problems in the bureaucratic realm one of them concerns the composition of organizations that tend to grow. The more swollen the structure, it will hinder the process of public service. With the simplification of bureaucracy makes it more efficient to realize good governance. The change from structural positions in echelons III and IV that were converted into functional positions resulted in implications for work motivation. This will have an impact on the performance of the resulting employees. In this study using quantitative research methods. Data analysis techniques are applied using structural model equations (SEM) with the WarpPLS approach. Respondents were used as many as 33 employees of UPN "Veteran" East Java who were affected by the echelon cuts. The result of this study is that organizational restructuring has a weakly significant influence on employee performance with p = 0.09 and a path coefficient of 0.21. While work motivation has a strong significant influence on employee performance with p<0.01 and track coefficient of 0.75

Abstract

In the context of good governance, innovation in data services by providing integrated statistical services is the main gate of government bureaucratic reform, because the service program is a space where the government bureaucracy interacts directly with the community (Febriananingsih, 2012). As is the case with BPS Madiun regency created an innovative data service in the form of an integrated statistical service with an application called Wadah Pecel AE. This application aims to optimize data services during the COVID-19 pandemic. The Wadah Pecel AE application can be used by users to access data remotely and can be used without using internet access. This integrated statistical service program includes print libraries, digital libraries, statistical consulting, and recommendations for sectoral statistical activities. This study aims to describe the innovation of data publication that has been made by the Central Bureau of Statistics Madiun regency in the era of the covid-19 pandemic. This type of research is qualitative with data collection techniques in the form of observation and interviews. The location of this research is in the Central Bureau of Statistics Madiun regency. The results of the study stated that the Central Bureau of Statistics Madiun regency has run a program of innovations that have been made. The program is the Integrated Statistical Service which has been running optimally. Thus, in the era of the COVID-19 pandemic, it is not an obstacle to providing data services to the public. BPS Madiun regency continues to develop innovations to meet the needs of data users.
