The Peraturan Pemerintah Nomor 9 Tahun 2018 concerning Procedures for Controlling Imports of Fishery Commodities and Salt Commodities as Raw Materials and Auxiliary Materials stipulates permits to import industrial salt. This study aims to provide an overview of the implementation of the Peraturan Pemerintah Nomor 9 Tahun 2018 concerning Procedures for Controlling Imports of Fishery Commodities and Salt Commodities as Raw Materials and Industrial Auxiliary Materials for Pamekasan Regency. This study uses a qualitative descriptive research design. Data collection techniques were carried out by interviews, and documentation. Findings in the field show that the implementation of this policy has an unfavorable impact because it cannot be felt by the target group, this can be explained by two variables of content of policy and context of policy which consists of 9 indicators, there are 6 indicators that show negative things, namely: interests affected there are 2 parties whose interests are influenced, namely salt farmers and local agencies, the type of benefits is less beneficial in the welfare of salt farmers because they do not understand the wishes of farmers, extent of change envisioned shows a less positive impact due to the lack of understanding of salt farmers on the salt land integration model, site of decision making this policy eliminates the authority of the KKP to determine the amount of import quotas, committed human resources with an average education level of salt farmers from elementary to junior high school. Financial resources, income earned by salt farmers are decreasing, policy compliance and responsiveness is not profitable for salt farmers, because the Government does not provide clear price standards, import quota restrictions are not adjusted to the needs of the recipient's location, and there are no clear rules on when to load and unload imported salt.

The purpose of this study was to determine the effectiveness of the social institution of the Family Welfare Empowerment Organization (PKK) in empowering women and communities in the District of Gubeng, Surabaya City. The research method used was descriptive qualitative. The data collection technique uses library research and field research in the form of observation and interviews. Sources of data were obtained using purposive sampling technique with key informants from the PKK Team from each Pokja and Community. The result of the research shows that the community has an awareness of changing by following each program that is implemented. However, the community is less involved in determining the programs to be implemented by the PKK institution in empowering women and communities in Gubeng District, Surabaya. The PKK driving team in Gubeng District and community leaders as the PKK driving team involved in making decisions about the PKK activity program so that the PKK institution in empowering women and communities in Gubeng District, Surabaya cannot be said to be effective due to the capacity of the community who has not been able to take a role in making decisions or the choices that people need.

Surabaya has a problem regarding its education system, for instance, the low participation, specifically at the high school level. Many children do not continue their education until their high school years. This problem would hopefully be solved by the Surabaya City government through the Peraturan Walikota Nomor 49 Tahun 2017 on the establishment and organization of a technical implementation unit of non-formal education, Sanggar Kegiatan Belajar (SKB) at the Department of Education of Surabaya. This is a community empowerment program to reduce the dropout rate, particularly for high school students in non-formal educational institutions. This study seeks to observe the conduct of the non-formal education reform by the government of Surabaya. This research is descriptive qualitative by utilizing data collection as its technique, interview, and observation. The interviews were conducted on the determination of informants according to the information required by the researcher. The results showed that education-themed empowerment is to increase students' participation which has not been effective. This is observed through less enthusiasm of dropped out children to participate in the non-formal education in SKB. Supportive actions from the parents are highly expected to encourage their children to participate in their education process to realize the 9-year compulsory education program.

Dompu Regency is one of the regencies in West Nusa Tenggara Province with the highest number of child marriage cases. There has been a decrease in the number of cases from year to year. This is a good implication of the implementation of local government policies. The study aims to describe and analyze the process and results of the implementation of the policy to prevent child marriage in Dompu Regency for the 2016-2021 period. The study use descriptive analytical method with a qualitative approach. Conducted at the Kantor Perlindungan Pemberdayaan Perempuan dan Anak (DP3A) Kab. Dompu in May 2021. Data collection techniques used interview, observation, and documentation techniques. The data analysis technique used was qualitative consisting of data reduction, data presentation, and drawing conclusions by applying inductive logic. The results showed (1) DP3A Dompu Regency implemented several policies to overcome the problem of child marriage. In the period 2016-2021, policies have been implemented to establish the Komisi Perlindungan Anak Desa (KPAD), the Simultaneous Movement Module Program, the creation of Adolescent Reproductive Health Education for each SMP/MTs and SMA/MA/SMK, and the selection of peer counselors. Some of these policies are the result of the formulation and agreement process and are implemented by the Dompu Regency DP3A together with local NGOs and NGOs. (2) The implementation of the policy to prevent child marriage is considered successful in preventing an increase in cases of child marriage; Dompu local government policies currently have an impact on public understanding of the risks of child marriage. (3) the policy becomes a program that only prioritizes sensation and mere formality, costs a lot of money, has incomplete impacts and targets, is faced with difficult regulatory conditions, so that some programs cannot be implemented optimally and have a more positive impact.

The concept of Public-Private Partnerships (PPPs) has been accepted as one viable alternative to promote infrastructure development. Yet, recently some government institutions have applied PPPs for developing local tourism sites for their region. The situation is going to be more complex when the PPPs deal with some non-physical attributes and generate several shortcomings. Therefore the need for a specific model to cover PPPs as the concept and tourism development as its substance becomes essential. This research attempts to explore the model by using a specific review of the recent kinds of literature and theories. It is conducted by contextual approaches intended to adjust to Indonesian tourism development. The result of this research has described the specific model which is constructed from a series of literature discussions from previous studies. It has been designed to minimize the weakness and vulnerable points of PPPs for tourism development.

Community Empowerment in Mojowarno Village, Mojowarno District, Jombang Regency through Village Owned Enterprises (BUM Desa) is currently in the spotlight. BUM Desa "Enggal Makmur" Mojowarno Village was awarded 1st Place in the BUMDES Award 2020 event in the field of social media and digital marketing because it succeeded in creating a website innovation in the form of a marketplace to help the efforts of the Mojowarno Village community so that it is hoped that the village community can be more empowered. This study aims to determine how the process of community empowerment through BUM Desa "Enggal Makmur" Mojowarno Village, Mojowarno District, Jombang Regency. Community empowerment through BUM Desa "Enggal Makmur" Mojowarno Village is seen using 6 goals to achieve community empowerment, better institution, better business, better income, better environment, better living, and better community. This type of research is qualitative research. The results of this study indicate that the Mojowarno Village community has not been fully empowered through the BUM Desa "Enggal Makmur" because of the 6 indicators for achieving community empowerment goals, only 2 indicators can be implemented by Enggal Makmur Village BUM in the process of empowering the Mojowarno Village community.

Education is one of the keys to success in effort to prepare quality resources for progress of the nation in the future. However, economic factor is one of the reasons for the high dropout rate in Indonesia. Therefore, the Government issued “Program Indonesia Pintar” Policy which aims to provide the widest opportunity for students from underpivilliged families to have access for education. The purpose of this study is to describe the inhibiting factors as well as the efforts made to overcome the problems of “Program Indonesia Pintar” implementation for the upper secondary education in Mojokerto. The results of this study indicate that the implementation of “Program Indonesia Pintar” at upper secondary level in Mojokerto encountered some obstacles seen from the policy implementation model of Van metter dan van Horn, namely the aspects of policy standards and objectives, policy sources, inter-organizational communication, characteristics of implementing agencies, socio-political economic conditios, executive dispositions. Then, the implementing agencies of “Program Indonesia Pintar” for upper secondary education in Mojokerto has sought various alternative solutions to deal with these obstacles.

Green City is one of the adaptation strategies that are responsive to the impacts of climate change. A green city is a city development concept that emphasizes sustainable aspects. The placement of sustainable development as the basic principle of the Green City Concept furthermore demands the participation of the community. The purpose of this study was to describe and analyze community participation in the Green City Action Plan in Surabaya City as well as the supporting and inhibiting factors of community participation in the Green City Action Plan in Surabaya City. This study uses a descriptive research method with a qualitative approach, as well as an interactive model of qualitative data analysis. The results show that the process of community participation can be formed because of the opportunity, ability, and willingness of the community to participate. The degree of community participation is in the degree of participation. The willingness of the community and the commitment of the Central Government to support participation are supporting factors. Meanwhile, the community's dependence on the government and management that has not been optimal is a factor inhibiting participation.

This study discusses the implementation of public-private partnerships in Surabaya in the development of transportation infrastructure. The Surabaya city government has been exploring the construction of mass transportation in the form of trams since 2010 but until now the construction of the tram has not started. The method in this research is descriptive qualitative where data collection uses literature study and analyzed using the concept of public private partnership. The results of this study indicate that the implementation of public-private partnerships in local governments is less successful. This is because the resources owned are still very limited so that many developments are stopped in the middle of the road. In addition, the implementation of public-private partnerships in developing countries is still using the traditional system. From the outside it uses the new public management but from the inside it still uses the traditional system.

The Banyuwangi Festival is the flagship of Banyuwangi tourism on a national level. In addition, the presence of the Banyuwangi Festival also supports the growth of tourist visits to the Banyuwangi area. The success of the Banyuwangi Festival is inseparable from the presence of two significant events, namely the Banyuwangi Ethno Carnival (BEC) and the Gandrung Sewu event. The success of organizing these two significant events cannot be separated from the multi-actor collaboration between the Banyuwangi local government and the private sector to culturalists. This article answers questions about the Collaborative Governance process in the Banyuwangi Festival Program, which consists of the BEC event with the Hybrid Culture theme and Gandrung Sewu with the Traditional theme. This study uses a qualitative comparative method. In Collaborative Governance at the BEC event, the Banyuwangi government cooperates with Dinan Fariz Event Organizer as a private party who provides ideas in terms of conceptual to various detailed elements that support the implementation of a modern carnival. Meanwhile, the Blambangan Arts Council from the Cultural side determines the theme of traditional culture and the party that maintains traditional standards that must be maintained in the implementation of BEC. At the Gandrung Sewu event, the Banyuwangi local government invites cultural cooperation to determine all aspects of culture in the Gandrung Sewu event. Meanwhile, schools and art studios were invited to collaborate to involve their students in the Gandrung Sewu performance. The success of organizing two significant events, namely BEC and Gandrung Sewu, summarized in the Banyuwangi Festival program, cannot be separated from the collaboration of multi-actors who have successfully played their roles by the functions and synergies that have been built between all actors involved.
