Abstract

This East Java one data policy evaluation research aims to identify and analyze the evaluation of the one data policy in East Java Province. In this research the author used the qualitative research method Grounded theory. Grounded theory is a qualitative method for producing theory development using both inductive and deductive approaches, where in this research the author chose a deductive approach. Deductive approach by taking data sources from interviews with several informants implementing policies such as Bappeda, Kominfo, BPS, as well as representatives of data users. From this data, it is processed and concluded into findings and recommendations for the policy. The results obtained from this research are that East Java's one data policy has been running optimally and can be accessed by all data users. So that the need for data is increasingly met and openness to data is increasingly high. This really helps data users to improve performance and as material for making new policies for an agency.

Abstract

Performance Analysis is an evaluation activity carried out by government and private agencies that aims to measure the success and failure of the implementation of tasks and functions. Apparatus performance measurement can help measure the success of apparatus performance in carrying out their duties and functions, so as to provide objective information about the implementation of government activities. In this study, using a qualitative descriptive approach using data collection techniques of interviews, observation and documentation. This study uses the theory of Mathis N Jacson (2006) to analyze the performance of PBB-P2 tax collection in Kejayan village. There are 5 Indicators namely output quality, output quantity, output timeliness, attendance at work and cooperative attitude. The results of the study stated that PBB-P2 tax collection experienced many external obstacles which were included in the indicators of output quality and cooperative attitude of PBB-P2 tax collection. Then in this study, the authors provide strategies to minimize these obstacles.

Abstract

This study aims to determine the capability of the Office of Education and Culture in managing heritage tourism in Sukabumi City. The research method in this study uses a qualitative research type, with 4 informants through observation, interview, and documentation data collection techniques. The results found that overall, the management of heritage tourism in Sukabumi City can be said to be good and quite effective. However, in practice, a holistic approach is needed that includes better coordination between institutions, increased promotional efforts and legal improvements, as well as active community involvement to ensure more effective preservation and promotion of cultural heritage. In addition, researchers found that the biggest challenges faced in the management of cultural heritage in Sukabumi City include legal aspects, budgeting, and conflicts of interest between institutions. The importance of a strong legal stipulation related to cultural heritage was highlighted. Meanwhile, cooperation between institutions such as the Culture Office, Tourism Office, and Archives Office needs to be strengthened to better promote destinations and maintain cultural heritage.

Abstract

The purpose of this study was to determine the implementation of the one-stop integrated service program (LTSA) in the effort to protect Indonesian migrant workers (PMI) in Sukabumi Regency. This research uses a qualitative method with a phenomenological approach with data collection techniques of observation, interviews and documentation. Data analysis was carried out by the process of data reduction, data presentation and conclusion drawing/verification. The results of this study are measured by indicators of implementation by Charles O Jones (1996), namely organization, interpretation and application. The results of this study are that the implementation of the program involves many parties, where inter-agency cooperation is important to ensure service integration and provide maximum benefits to the community. Then the application of the LTSA program for the protection of migrant workers is to pay attention to important aspects such as justice, non-discrimination, confidentiality and active participation of migrant workers, this aims to minimize the form of exploitation by irresponsible individuals. The implementation of the program is still faced with the obstacle that there are still illegal migrant workers who are exploited or get violence due to departure and work abroad not according to existing procedures.

Abstract

The purpose of this study was to determine the effectiveness of the zero new stunting program in Sukabumi City. The method used in this study was a quantitative research method with a descriptive approach. The population in this study were mothers who have toddlers in Sukabumi City, with a total of 100 samples. In this study, researchers used data collection techniques of observation, questionnaires/questionnaires, and literature study. In this study using a Likert scale measurement, with a Likert scale, the variables to be measured are translated into variable indicators. The results of this study indicate that the dimensions of achieving the goals of the zero new stunting program in Sukabumi City obtained a result of 75.8%. The integration of Sukabumi City Government in implementing the zero new stunting program in Sukabumi City obtained a result of 75.13%. And the success rate of adaptation of the zero new stunting program in Sukabumi City was 76.28%.

Abstract

The purpose of this research is to determine the quality of divorce case services at the Sukabumi Religious Court, and to find out what are the driving and inhibiting factors in providing divorce case services at the Sukabumi Religious Court. The research approach used in this research is a qualitative approach. The unit of analysis in this research is the one-stop Integrated Service function. The data collection techniques used was observation, interview, and documentation. This research uses data triangulation in testing data validity or data validation. The data analysis techniques used are data reduction, data presentation, and conclusion drawing. The study highlights noteworthy improvements in the operations of the Sukabumi Religious Court, which encompass upgraded complaints desks and waiting room facilities, indicative of heightened accessibility. Demonstrating empathy awareness, measures have been taken to comprehend applicants' socio-economic conditions. Service reliability is bolstered through monthly evaluations and the provision of clear procedural information. The court's prompt resolution of complaints underscores its commendable responsiveness. Moreover, endeavours to uphold privacy and professionalism contribute to fostering confidence in the court's proceedings.

Abstract

In an effort to realize digital technology-based good governance, for public complaint management services related to government performance, the Communication, Information and Signage Office of Sukabumi District launched the E-LAPOR SP4N service program, as one of the public service innovations. The purpose of this study was to determine the effectiveness of the National Public Service Complaint Management System Service Program (E-Lapor SP4N) in responding to and following up on complaints from the public at the Communication, Information and Signage Office of Sukabumi Regency. This research uses qualitative research methods with a descriptive approach to observe individuals or a number of people who will become informants in the phenomenon of research problems. The data collection techniques used were observation, interviews, and documents. Data validation used in this research is source triangulation, technique triangulation, and time triangulation. The results showed that the Communication, Informatics and Standardization Office of Sukabumi Regency successfully implemented the E-Lapor SP4N application strongly. Continuous socialization, training and evaluation efforts were made to ensure understanding and effectiveness of the application. Despite facing resource and budget constraints, the app has successfully increased community participation in the oversight of development and public services. The agency followed clear SOPs in handling complaints, achieving timely resolution despite challenges in responsiveness and budget limitations. The implementation of E-Lapor has had a positive impact with significant improvements in the handling of public complaints, opening up more transparent and participatory access for the community in submitting complaints and aspirations related to public services.

Abstract

This research aims to evaluate the effectiveness of the Women-Headed Family Empowerment Program implemented by the Population Control Service, Family Planning and Women's Empowerment, Child Protection (DP2KBP3A). This research uses an evaluation approach based on the Stufflebeam model, which includes context, input, process and product as the main dimensions of evaluation. The research method used is qualitative. Data was collected through surveys, interviews and documentation studies to gain a holistic understanding of program implementation. The research results show that the Female Head of Family Empowerment Program has had a positive impact on participants. There has been a significant increase in the skills and knowledge of female heads of families in managing economic resources and overcoming the challenges of daily life. In addition, this program has succeeded in increasing access of female heads of families to reproductive health services and education

Abstract

This research focuses on the evaluation of Aceh Province's special autonomy and public welfare, using several approaches; special autonomy, public policy, public policy evaluation, and public welfare. This research uses qualitative research methods through library research, so the research data used is data sourced from books, journals, and government reports, as well as other literature related to the research topic. The results show that the implementation of special autonomy in Aceh is still far from expectations, especially in improving people's welfare. In the health sector, during the 2016-2020 period, life expectancy increased from 69.51 to 69.93. Meanwhile, in the field of education, the population that has completed tertiary education (DI/II/III, DIV / S1, professional and S2 / S3) experiences a fairly high imbalance between urban and rural areas, namely 17.08 percent in urban areas and only 8.54 percent in rural areas. Meanwhile, in the economic field, Aceh is among the five poorest provinces in Indonesia. The number of poor people in Aceh in September 2021 was 850,260 people.

Abstract

The Regional People's Representative Council (DPRD) as an element of government is explained in Law Number 23 of 2014, which stipulates that the DPRD and Regional Government have maximum autonomy within the framework of the Unitary State of the Republic of Indonesia. Articles 149 and 150 states that the DPRD has three main functions: legislation, budget, and supervision. The legislative function includes the creation of Regional Regulations (Perda) through DPRD initiatives or proposals, which are then discussed and approved or rejected. Sukabumi City Propemperda has targets and work plans in drafting regional regulations to create regional regulations that are productive and beneficial for the progress of the city. However, of the expected 59 Propemperda targets, only 37 were successfully realized. Of the 37 Propemperda that were passed as regional regulations, only 2 of them came from DPRD initiatives. This research aims to evaluate the function of DPRD legislation in the process of forming regional regulations in the City of Sukabumi, using William N. Dunn's (2003) public policy evaluation theoretical framework, which includes effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The research method used is descriptive qualitative, with data collection techniques in the form of semi-structured interviews, observation, and documentation studies. Data analysis was carried out based on the Miles and Huberman approach. The research results show that there are still many targets that have not been achieved each year, and the implementation of regional regulations is not always by the expected goals. The advice given is the need for commitment from the council and local government to implement regional regulations optimally
