Abstract

The zoning system of Admission of New Students (PPDB) 2018 has been highlighted. This system is considered to be detrimental to pupils, especially successful students. Since the zoning system was introduced, there have been many complaints and grievances from some students' parents, because the zone system prioritizes the closest home distance to the school of destination and ignores the national test results. This study aims to determine the implementation of the Zoning System Application Policy for the Admission of New Students in the 4th Bojonegoro State High School in the 2021/2022 academic year. The results show that the socialization of the zoning system policy in the admission of new pupils is carried out by the school to the target group through social media. However, there are still parents who are unaware of the policy due to a lack of reading the news on social media. In terms of human resources, it is sufficient to support all activities in the implementation of the policy. The implementer's position in the implementation of the zoning system policy is very well visible in the commitment and attitude of the implementers towards a program or policy. The bureaucratic structure of 4 Bojonegoro State High School in the implementation of the zoning system of admission of new pupils has been quite well seen from the division of work in PPDB where it divides two special teams namely teams for implementation PPDB and special teams for complaints.

Abstract

This study aims to determine the implementation of the Smart Card program carried out by the Sukabumi City Education and Culture Office. This research uses qualitative research methods with a case study approach consisting of 5 informants who are divided into two groups of program implementer informants and target program implementer informants, data collection techniques using observation, interviews, and documentation techniques, then data analysis using a flow model, and data validation using source triangulation and technical triangulation. This research uses Duncan's theory of effectiveness in Steers (53: 1985). The results of this study indicate that the implementation of the Smart Card program is right on target, because it is in accordance with the original objectives made, namely for students who are lacking in economic terms and are not registered as KIP recipients. Achieving this goal makes students who experience economic limitations still able to go to school because getting an education is a right in accordance with the 1945 basic law. The integrity of this Smart Card program is where the Sukabumi City Education and Culture Office is optimal in conducting socialization to junior high schools in Sukabumi City and then the school also conducts socialization to student guardians and students who are the target of the smart card program, and the communication process from the school to the Sukabumi City local government is well established so that it can implement this program every year. In the process of planning this smart card, where the identification to the implementation of the distribution of Smart Cards is in accordance with the objectives and implementation and technical guidelines of the program.

Abstract

The purpose of this research is to find the application of strategic management in the administrative reform of public services at the Regional Water Company Badung Regency. The approach used is a case study, data collection technique used observation, interviews, documentation, and analysis stages of reduction, data presentation, and verification. The SWOT analysis can set six strategic issues and strategies for administrative reform of public services that must be addressed, namely: human resources, administrative leadership, and managerial skills, organizational change and development, public service management information system (SIMPP), systems and procedures, as well as cooperation with the private sector.

Abstract

There was no concurrent rise in the corruption perception index subsequent to the observed elevation in AKIP scores. This observation suggests that the AKIP framework has not comprehensively assessed all dimensions of the accountability theory. This article examines the disparities that exist between accountability theory and the indicators employed in the AKIP assessment. The methodology employed in this study is a comprehensive review of existing literature. The analysis yielded the discovery that multiple AKIP indicators necessitate enhancement in order to align the measurement more closely with the theory of accountability. The indicators can be classified into two distinct categories, specifically technical indicators and conceptual indicators. Technical indicators encompass a range of metrics that are utilized to assess various aspects of performance. These indicators include outcome achievement indicators, which gauge the extent to which desired outcomes have been realized. Additionally, effectiveness and efficiency indicators are employed to evaluate the degree to which objectives are met in a timely and resource-efficient manner. Periodic reporting indicators are utilized to monitor and report on progress at regular intervals. Lastly, employee professionalism indicators are used to assess the level of professionalism exhibited by individuals within an organization. Conceptual indicators encompass several key dimensions, namely transparency, liability, controllability, responsibility, and responsiveness.

Abstract

Stunting is a condition of failure to thrive in children under five due to chronic malnutrition, especially in the first 1,000 days of life. According to the results of the Indonesian Toddler Nutrition Status Survey, the stunting rate in 2021 has again decreased to 24.4%, which is higher than the WHO standard of 20%. The prevalence of stunting in Waru Jaya Village in 2019 was 30.5%. The purpose of this research was to analyze the implementation of policies to accelerate the reduction of stunting in Waru Jaya Village, Bogor Regency, West Java. The research method used is descriptive qualitative method. Data was obtained through interviews with related parties and also from several official government websites. The data were analyzed using the policy implementation theory of Merilee S. Grindle. The results show that there is a Regional Government policy in the form of a Regent's Instruction related to accelerating the reduction of integrated stunting in Waru Jaya Village and it has been implemented properly as evidenced by a reduction in the stunting rate to 2.9% in 2021. The Regent's Instruction should be updated so that it is in line with Presidential Regulations. The implementation of the policy to accelerate the reduction of integrated stunting in Waru Jaya Village is going well because it is based on an integrated prevention and treatment policy even though there are a number of things that need to be improved.

Abstract

Children often do not get their rights even to grow and develop in accordance with their dignity and dignity as human beings. The number of violence against children in DKI Jakarta continues to increase every year.The government has also rolled out a policy (KLA) as a solution in providing child protection based on the decision of the Minister of State for Women's Empowerment and Child Protection of the Republic of Indonesia Number 56 of 2010 concerning the designation and determination of 20 provinces to develop child-friendly districts/cities, one of which is the DKI Jakarta province which is the pilot KLA development project. One of the policies owned by DKI Jakarta that supports KLA is the construction and deployment of RPTRAs.According to the KLA program there are 5 KLA clusters, namely firstCivil Rights and Freedoms, second, family environment and alternative care, third, basic health and welfare, fourth, education, use of free time & cultural activities, these five special protections are basic guidelines for activities at the Sungai Bambu RPTRA. The aim of this research is to see how far the program has run and to find out the results of program evaluation using the CIPP evaluation model. This research uses a qualitative descriptive approach, namely research carried out to obtain a clear picture of a particular incident. Data collection techniques were carried out using observation, interviews and documentation methods. Abstract

Electronic government (e-government) has become a paradigm-changing concept in public administration and the interaction of government with society. This transformation involves the implementation of information technology and the internet to improve efficiency, citizen-oriented services, transparency, participation, and trust in government. In parliament itself, the concept of e-parlement developed as an effort to increase transparency, efficiency, and public involvement in political processes and legislation. While this concept offers many benefits, some challenges need to be overcome. This research analyzes the implementation of e-parlement in developing countries, identifies challenges that need to be overcome, and provides lessons on the implementation of e-parlement in developed countries. The theoretical foundation covers aspects such as strategy, operations, technology, and digital transformation in the context of parliamentary digitalization. The source of data used in this study is secondary data from research related to the implementation of e-Parlement which has been researched and written in the form of articles that are then published in international journals indexed by Scopus. The method of searching for articles is carried out online, by searching through the Scopus and Google Scholar sites with the keyword "e-Parlement OR parlement digital" and the period is limited to the last 10 years. The results showed that some of the main challenges faced in the implementation of e-Parlement are information technology (ICT), the capacity of staff and parliamentarians to use ICT, and political will. Although e-Parlement is a cutting-edge concept, its implementation is not always effective in developing countries due to constraints such as inequality of access to technology. To that end, lessons from developed countries have provided examples of how strategies, digital operations, digital technologies, and digital transformation can guide to address these challenges.

Abstract

In recent years, there has been a relatively rapid, dynamic world situation, and it has influenced various sectors. These changes include the massive changes in information technology, patterns of people's lives after the COVID-19 pandemic, demographic shifts, and the evolution of generations of society. The private sector and start-ups often apply the issue of agility and use a strong foundation for implementing digital technology. However, the good things about agile principles are also seen as driving change in the government sector. This research uses literature study and comparative study methods to see how the agile government concept can be built based on structure, culture, operations, and capabilities. The results of this research show that preparing an agile government will be related to how to manage the agility so that the government focuses on user needs, builds the prime team in a dynamic environment, and has the specific role of product owner-product manager as well as the existence of a clear time frame for completing a strategic/priority project.

Abstract

Capacity development is very important in realizing a child-friendly regency because the government can help increase its capacity in designing and implementing its policy and program focused on child prosperity. The indicators of organizational capacity development, proposed by Leavitt indicate some problems in the capacities of physical resource and operational process. Therefore, it is necessary to have organizational capacity development. The objective of the research is to describe and analyse some steps in developing capacity at the Population Control, Family Planning, Woman Empowerment, and Child Protection Agency, Serdang Bedagai Regency, in realizing a Child-Friendly Regency. The research employs qualitative analytic method. The result of the research shows that organizational capacity development needs the dimension of physical resource capacity. Based on organizational structure indicator, a lot of workloads are not balanced by the number of personnel. Consequently, the employees in the section on woman’s protection, child protection, and the fulfilment of child rights sometimes need help from the other sections in carrying out the policy of child-friendly regency/municipality. Based on the finance indicator, it seems that there is no budget allocation which causes some obstacles in some programs of child-friendly regency/municipality. Based in the indicator of regulation, there is no regional regulation concerning child protection which leads to a high violation rate in children.

Abstract

The important factor which indicates the effectiveness and efficiency of an organization is the organizational complete planning in implementing its vision and mission. North Sumatera province grants B accreditation in its SAKIP and RB which indicates that it needs improvement in terms of work Unit and the commitment of performance management. The Community and Rural Empowerment, Population, and Civil Registry Agency of North Sumatera Province, as one of the Regional Apparatus Organizations, has RENSTRA (Strategic Plan Document). However, there is no standard procedure in the process of determining the performance goal and target. Therefore, the objective of the research is to find out and describe in detail the performance planning in the Agency. The research employs qualitative approach. The result of the research shows that the Agency has implemented the management system of employee performance based on Regulation of the Minister for Administrative Reform and Bureaucratic Reform of the Republic of Indonesia No. 6/2022. However, there are still many things that have to be improved such as determining the work standard in the process of organizing employee Performance Targets which focuses only based on the time achievement and not based on the achievement of the quality of performance. It is found that the process of performance planning in the Agency is not maximal in its performance communication. It can be seen from the failure to involve all employees in formulating the goal and target
