Abstract

CorpuS Jatim is a policy taken by the Provincial Government of East Java in developing the human resources of the state civil apparatus with the concept of Corporate University SDGs. The CorpuS East Java policy has been in effect since 2021 and the main implementer is the East Java Provincial Human Resource Development Agency. This study aims to analyze the success of the implementation of human resource development for civil servants with the Corporate University SDGs system within the East Java Provincial Government using the Theory of Implementation Success according to G. Edward III which consists of Communication, Disposition, Resources and Organizational Structure. In this study using qualitative-descriptive research methods and data collection techniques through interviews, observation and documentation. The results of the study show that the implementation of human resource development for the state civil apparatus with the Corporate University SDGs system within the East Java Provincial Government has been successfully implemented. However, in practice there are several obstacles that become inhibiting factors in the implementation of human resource development programs. The inhibiting factors found in this study were the lack of disposition and delivery of information related to the implementation of activity events in developing the human resources of the state civil apparatus with the Corporate University SDGs system within the East Java Provincial Government.

Abstract

The high unemployment rate is a challenge in achieving sustainable economic growth and social welfare. With the increasing population, dominated by people of productive age, Tangerang City is currently experiencing a demographic bonus. Therefore, this research aims to analyze the factors that influence the unemployment rate from the conditions of employment opportunities in Tangerang City. From the identification of these factors, it is important to formulate an optimization strategy to reduce unemployment on the impact of the demographic bonus. This research uses a descriptive and qualitative approach using primary and secondary data. The research results show that factors such as disparities between demand and availability of labor, conditions of employment opportunities, and barriers to finding work influence the unemployment rate in Tangerang City. Apart from that, there are also factors such as stakeholder involvement, job market needs, and the quality of human resources which play a role in influencing the unemployment rate. This research provides insight and policy recommendations to reduce the unemployment rate in Tangerang City.

Abstract

After the enactment of the Law on Villages No. 6 of 2014, villages have their own authority in making regulations or village-scale local authority. In addition, the state also provides funds to villages through transfers regulated in Government Regulation No. 60 of 2014 as a form of effort to equalize and accelerate development in the village. Meanwhile, the implementation of fund management in the village uses regulatory guidelines from the Ministry of Villages that adjust to national conditions. National economic recovery is the most important part after declaring Indonesia free from the Covid-19 pandemic and continues through SDG-based activity programs to improve the population's economy. This research uses a qualitative descriptive method by referring to the policy implementation theory of Donald Van Meter and Carel Van Horn. Village financial management cannot be separated from the policy of the village head as the PKPKD (Village Financial Management Power Holder) although in general the use of village funds can only be allocated for the administration of village government, development, community development, community empowerment and emergency disaster management.

Abstract

The effectiveness of the Sukabumi Participated Responder (SUPER) application-based complaint service program at the Sukabumi City Communication and Informatics Office is a program created by the Sukabumi City Communication and Informatics Office which aims to facilitate the public in making complaints, criticisms, and suggestions. This research uses Qualitative methods with data collection techniques of observation, interview, and documentation. Data validation using triangulation in this study used source triangulation and technical triangulation. This research uses the theory of measuring effectiveness according to Gibson which has principles namely Production, Efficiency, Satisfaction, Adaptation, and Development. Data analysis uses Creswell's analysis techniques, namely Processing and Preparing, Reading Information, Analyzing, Coding, Describing, and Interpreting. The results of this study indicate that the SUPER program has not been effective because community aspirations still require time in the follow-up process, and the lack of socialization to the community regarding this program has not gone well so there are still many people who do not fully know about the SUPER application. Therefore, it is suggested that the SUPER program needs to improve the implementation of socialization to the people of Sukabumi City and also the Communication and Informatics Office of Sukabumi City needs to improve responsiveness to complaints from the community so that it can create a better program.

Abstract

The effectiveness of the parking ban policy in Sukabumi City implemented by the Transportation Department has been regulated by the Undang-Undang Republik Indonesia Nomor 22 Tahun 2009 concerning Road Traffic and Transportation. This research is motivated by the presence of illegal parking at several points such as Jalan R.E Martadinata, Jalan Gudang Kebonjati, Jalan Kramat, and Jalan A. Yani. This research aims to see the effectiveness of the parking ban policy implemented by the Sukabumi City Transportation Agency. This research uses Duncan's theory of effectiveness with three dimensions, namely goal achievement, Integrity, and Adaptation. This research method uses a descriptive qualitative approach with interview, observation, and documentation techniques. The results of this study show that it is quite good but in its implementation, there are still many motorists who do not realize the importance of orderly traffic or obey the rules set by the Sukabumi City Transportation Office.

Abstract

The aim of this research is to determine the role of the civil service police unit handling illegal billboard control in Sukabumi City.the penomena that researchers found in the field were control that was not in accordance with the supervisory function, a reduction in local revenue from advertising tax, and a lack of quality of satpol-pp service personnel.the researcher uses role theory according to Achmad Santosa.The role dimensions used are role as a policy, role as a strategy, role as a communication tool, role as a tool for resloving disputes,and role as therapy.The research method used in qualitative with a narrative approach.and the snowball sampling technique strategy was used to identify 5 informants.Data was obtained through observation, interviews and documentation.The procedure for testing the validity of the data was carried out using source triangulation and techniques.The results of the research revealed that the role of the satpol-pp service has not beenable to carry out appropriate control with a supervisory function, reduction of local revenue from advertising tax, and lack of quality of satpol-pp personnel based on emplyoyment status employment level.so that regulation of advertisements can be carried out well,the Sukabumi City satpol-pp service needs to improve ordering, Supervision, Communication, Coordination, and Collaboration.

Abstract

The level of public satisfaction is a benchmark for assessing the quality of public service delivery in a country. In this study, the five dimensions of service quality include tangibles, reliability, responsiveness, assurance, and empathy. This study examines the relationship between public service quality as the independent variable and community satisfaction as the dependent variable. In more detail, service quality is broken down into five dimensions that eventually become separate dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. Using the systematic literature review method, studies published from 2018 to 2023 were analyzed. In determining the inclusion and exclusion criteria for studies obtained from the database, this study used the criteria of population, intervention, comparator, and type of study. This research found that ten of the 17 studies reviewed stated that the five dimensions of quality partially affect public satisfaction. This research limited the studies to public agencies including ministries or agencies, functional departments, specialized agencies, and state-owned enterprises (SOEs).

Abstract

Electronic signatures are one of the innovations in the improvement program of the Civil Registry and Population Office. Electronic signatures aim to streamline the process of verifying population documents without the need to visit in person and have face-to-face interactions. However, the community still questions the validity regarding the implementation of electronic signatures. The purpose of the study is to identify and analyze aspects that hinder and support, as well as to identify and analyze the Effectiveness of Digital Service Policies in the Form of Electronic Signatures at the Civil Registry and Population Office in Surabaya City. The research method used is descriptive qualitative with an inductive approach. Data collection techniques are carried out through interviews, observations, and documentation. In conducting interviews, the researcher analyzes the level of effectiveness using several indicators such as productivity level, flexibility level, effectiveness level, search for excellent human resources, job satisfaction of human resources, and supporting and inhibiting aspects. The research results indicate that digital services at the Civil Registry and Population Office, in the form of electronic signatures, have been implemented successfully. However, it still requires improvement in some obstacles, including several indicators, such as a lack of education and specific training for employees involved in the implementation of digital service policies, as well as a shortage of skilled human resources in handling network issues and unstable servers. Efforts made to overcome the existing obstacles include involving employees in training or technical guidance and repairing networks and servers experiencing disruptions. The researcher suggests the need for improvement in terms of education and specific training for employees involved in the implementation of digital service policies. Additionally, there is a need for dedicated human resources with a focus on network and server maintenance.

Abstract

The formulation of the problem in this study is to ask about the performance and inhibiting factors of the Protocol and Communication Section of the Pasuruan City Leadership in facilitating the agenda of the regional head of the Pasuruan City Regional Government. This study aims to determine and analyze the performance and inhibiting factors of the performance of the Protocol and Communication Section of Pasuruan City Leaders in facilitating the agenda of the head of the Pasuruan City Regional Government. The research method used is a qualitative research method with a descriptive approach. The author collects data qualitatively using interviews, observation, and documentation techniques. The use of this method is expected to describe the phenomena that occur in the collaboration process with the development of the theory that researchers refer to to produce a more comprehensive description of the phenomena. The results of this study show that the Protocol and Communication Section of the Leadership in Pasuruan City achieved very satisfactory individual performance in 2022, with the Percentage of Leadership Needs Services reaching 100%, exceeding the 90% target, Nevertheless, there are obstacles, such as frequent miscommunication. This section is crucial in supporting the Regional Head's agenda, involving event coordination, monitoring readiness, and others. The recommendations to improve the performance of the Protocol and Communication Section are to develop guidelines (SOP), organize training to improve the quality of human resources (HR), and strengthen coordination to ensure mutual understanding of protocol technical policies.

Abstract

The aim of this research is to examine the influence of information quality, system quality, service quality, on perceived usefulness and perceived ease of use which will then influence behavioral intentions and actual use. The population in this study were all SIMONA users in the East Java Provincial Government. The sample size in this research was determined from 91 regional officials and Bappeda Partners as input supervisors who had used the SIMONA application so that the total research sample was 100 SIMONA application users. The research results show that Information Quality and Service Quality have a significant impact on Perceived Usefulness and Perceived Ease of Use, indicating that users tend to view information and service quality as an important factor in assessing the usefulness and ease of use of a system. On the other hand, System Quality does not show a significant influence on Perceived Usefulness and Perceived Ease of Use, indicating that the technical or functional aspects of the system may not really influence user perceptions of usefulness and ease of use. Furthermore, Service Quality is proven to have a positive effect on Perceived Usefulness and Perceived Ease of Use, indicating that good service can increase user perceptions of usefulness and ease of use. Even though Perceived Usefulness does not have a significant impact on behavioral intentions, Perceived Ease of Use has a positive and significant effect on behavioral intentions, indicating that ease of use has an important role in forming users' intentions to use the system. Finally, behavioral intention was proven to be a significant factor in influencing actual use, indicating that a user's positive intention can predict the actual use of a system.
