Abstract

A research about ‘good governance’ implementation of Indonesian Women Worker- housemaid ( in Indonesia TKI-PRT) placement process, focused on the transparency application issue to develop the governance of online information management system of TKI-PRT placement process. The main issues being examined were such as whether the substance of laws and regulations and practices applied in the migrant workers placement process is relevant so far to the need for developing online information management system to become more transparent and may strengthen protective support to TKI-PRT. The research was in the form of case study and analyzed by using content analysis technique.Protection to TKI-PRT, as it is defined in the Law No. 39/2004 that “the first and best opportunity of protection should arise from the workers themselves”. The implication, strengthening transparency and protection of TKI are by nature urgent and require the development of information management system governance of TKI placement based on self-governance model. One governance model with citizen centricity character grows through the mechanism of governance from the ground-up, closely focused and centralized based on the continuous strengthening of the TKI-PRT autonomous capacity to be more proactive to become active agent of change, especially as an active evaluator and creator of information in the whole implementation process of migrant worker placement abroad. The autonomous capacity of these TKI is likely collective created, meaning the success depends on the commitment of all stakeholders who are synergic proliferating and strengthening the autonomy and integrity of all actor practices. In particular, they should conduct ‘tri-automization’ of TKI independence and self-reliance in terms of cultural, economic and political aspects. Based on the result of the research, it can be summarized that the substance of the management and implementation of TKI placement process in Malaysia so far is likely bureaucrtaic centricity rather than citizen centricity. It was indicated by seven dominant tendencies which made transparency and protection functions not effective and even may cause TKI-PRT vulnerability potential in all stages of the placement implementation processes abroad. Therefore, renewal of the regulations substance about TKI-PRT placement process, including the information management system, is really urgent. The regulations and impelementation substance should be consistent and rely on the need of the emancipatory information management system development, in the form of self-governance model which is to urge the government as enabler to the strengthening and institutionalizing the autonomy and integrity of all actor practices.

Abstract

This study aims to prove empirically the effect of tax reform and tax audit on the performance of taxation. This study is expected to enrich and to complement the repertoire science in the field of public sector accounting especially on the development tax reform, tax audits, and empowerment of performances. This research population is account representatives spread across the Regional Office of Directorate General of Taxation III of East Java as much as 234 account representatives. Samples were taken as many as 124. Respondents who participated were 124 account representatives. The sampling method used was a proportional stratified random sampling of 50% and data analysis using SEM (Structural Equation Modelling). The main discovery of this study provides information that the role of tax reform and tax audit in improving the performance of tax is proved to be effective.Keywords: reform, audit, and performance of taxation

Abstract

Macroeconomic policy is the one buffer to maintain economic and externally stability. However, with the integration of the world economy, it needs the right policies especialy in stablizing the financial system to balance the country’s economy. The Choice between monetary and macroprudential policy widely studied by economists, especially in the monetary policy transmission of credit channel. The macroprudential policy that is used specifically to financial stability. And the purpose of this study was to determine how the response of monetary policy the throught Bank Indonesia Certificates (SBI) and macroprudential policy is reserve requirements and loan to deposit ratio in the monetary policy transmission of credit channel in Indonesia. this research using the quantitative method that uses VECM model (vector error correction model). The results of this study is the use of monetary policy instruments with SBI can’t affect of inflation caused by variety of crucial prolems in the financial sector especially of credit sector. While macroprudential instruments showed that both instrumets have proved to be effective response an inflation rate in Indonesia.

Abstract

Zakat has known as one of the vital instrument in economic that holds some benefits for increasing aggregate demand, expanding job opportunities, reducing poverty and triggering economic growth. As one of the large cities in East Java Province, Malang has a potential issue through commerce zakat which most of the people’s livelihood engaged to and composition of regional income (PDRB) is dominated by a commerce sector. On the other hand, it is not supported by the real condition in the field that shows the opposite compared to the low percentage of commerce Zakat payer. Based on the reason, the author is triggered to investigate and to elaborate the complexity of Moslem’s decision in performing commerce zakat payment. This research relies on Multistage Sampling Method involved 100 participants by taking location at Malang. Furthermore, the accumulated data field is analyzed through Logit Method to identify the influential factor of the decision in Zakat payment. Processed data binary logit regression determines the most influential factor of Moslem’s decision in performing commerce zakat payment in Malang which relies on the level of income and their knowledge about Zakat’s scheme. According to this result, businessmen or traders who have high income level and moderate comprehension of laws, percentage, extrapolation, nisab, and paying period of commerce zakat have bridged up into a higher probability to perform commerce zakat. Whereas level of age, formal education, non-formal education, motivation, availability of Amil Zakat Institution (LAZ) and business period do not affect the decisions.Keywords: decision to perform Zakat, Commerce Zakat, Logit Analysis, Malang City

Abstract

In traditional market activity, economic actors who are in it not only traders or buyers. But there are also other economic actors who became part of the traders capital resources is loan shark. In terms of Java, loan shark referred to as "Bank Thithil". The purpose of this study was to identify the bonding social capital (interaction of individuals within the group) on interactions inter-traders and inter Bank Thithil. By use qualitative method with phenomenological approach, the results shows that bonding social capital at the micro network between traders to collective action to loan contract with Bank Thithil. While elements of social capital of trust that is infectious, micro and norms make  network of interaction between the traders and Bank Thithil increasingly exist. Moreover, capital support from Bank Thithil’s family can reduce transaction costs and improve the existence of Bank Thithil.

Abstract

BOS and Jamkesmas programs are kind of public services for education and health that have been implemented in Great Malang (Malang City, Batu City, Malang Regency). The purposes of these programs are to give service access for people, especially for the poor and to poverty reduction. The implementation of these programs were not optimal that could cause the poverty rate is still high.  The goals of this research is to measure programs effectiveness based on the distribution of benefits with Benefit Incidence Analysis. The measurement of programs effectiveness is done on elementary and junior high school level services from BOS, while the type of Jamkesmas services are outpatient and inpatient.. The measurement of effectiveness was used Susenas  data comparation on 2009 and 2013. Based on effectiveness analysis, BOS and Jamkesmas in Great Malang are not effective overall. Malang City have inpatient service that not effective. Batu City have junior high school  level and inpatient services that not effective. All of BOS dan Jamkesmas services are not effective in Malang Regency.Keywords: benefit incidence, effective, public service

Abstract

The aims of this research is to analyze 1) influence factors of individual characteristics as age, marital status, education, number of dependents, income, and understanding values of religious that owned by muzakki against of spending Zakat, Infak and Sedekah (ZIS), and 2) influence factors of individual characteristics such as age, marital status, education, number of dependents, income, and understanding values of religious that owned by muzakki against muzakki’s welfare through spending Zakat, Infak and Sedekah (ZIS). Estimation techniques using validity, the reliability, classical assumption test and path analysis test. The result shows 1) there are influences such as marital status, education, income and religious values against spending Zakat, Infak and Sedekah (ZIS) by a muzakki, and 2) the effect of age, educqation, number of dependents, income and religious values affect muzakki’s welfare by spending through Zakat, Infak and Sedekah (ZIS). Keywords: Individual Characteristics, ValuesReligious, Zakat expenditures, Infak and Sedekah (ZIS), Welfare Muzakki.

Abstract

Tourism is one of the largest and fastest growing economic sectors in the world and has a considerable role to play in delivering sustainable development in many countries. Over the last fifty years, tourism has become one of the largest economic sectors globally, accounting for some 9% of the world’s GDP and over 200 million jobs. Tourist movements towards developing and least developed countries are growing faster than in the developed world, accounting now for almost 50% of total international tourist arrivals. Many developing countries do have assets of enormous value to the tourism sector, such as culture, art, landscape, wildlife, and climate. They are very well positioned to develop tourism as a key sector contributing to economic growth. The development of tourism in Indonesia has given significant contribution toward national economic growth. These dynamics have turned tourism into a key driver for socio-‎economic progress. Tourism is one of the many external forces influencing the direction and options for local sustainable development. One of the interesting phenomena is focusing on the concept of Local Tourism Village: a village exploring the local tourism potentials and culture in Kota Wisata Batu (KWB), East Java, Indonesia. This research offers a design or model of Local Tourism Village which is equipped with the awareness of tourism and also language to enrich local human resources. This is in line with sustainable development to simultaneously achieve three objectives, namely: (1) to increase local social welfare; (2) to get greater and more equitably distributed local economic wealth; and (3) to enhance the integrity of local ecosystems (UN Conference on Environment and Development). The design is based on the analysis of local tourism potentials, the analysis of human resources to promote tourisms, and the need survey of English as an international language to support tourism promotions. This model requires the joint of local government, society, and education practitioners to establish autonomous learning condition. The model works on giving training on English for Tourisms presented on a module and practiced in series of tourism activities.Keywords: Local tourism village, Sustainable development, English for Tourisms, Kota Wisata Batu

Abstract

The purpose of this research is to create a model program to improve the marital conjugal harmony of different cultures (Flores husband - Javanese wife) with an age range of 1-10 years of marriage which is the age range of marriage prone to divorce. Participants in this study were members of Flobamora who married women from the Javanese, so the participants are married couples of different cultures to the age of 1-10 years of marriage. This study was an experimental study-kuasi Locally-particular. The experimental group will receive treatment Enneagram Modified Program in each weekend (Saturday-Sunday) for approximately 6 weeks, while the control group remained participate week-end program, but not given treatment Enneagram Modified Program. Data analysis technique used is the Mixed-Anova or Anava A mix B.

Abstract

The aim of this research is for making micro financial institution that is healthy and sustainable with basic of local institution. Moreover, this research encourages the children of poor families to continue study to higher education. This research is performed within 3 years in Malang Regency. On the first year, this research identified the perception of poor families. The kinds of the perception are the role of higher education, the effort for preparing the future of children, and how far the role of local finance institution. The sample used in this research are 100 units of poor households which are taken purposively and analyzed with frequency distribution method. This research found that: (1) poor families have positive perception about higher education, (2) the majority of poor families (97%) have desired the children could continue study to higher education, (3) the motivation of poor families to get the children continue the study to higher education basically based on the better of children’s future, better knowledge, and better job, (4) Specifically, the efforts of poor families to make the children could continue to higher education are to save more income, to do more hard work, to give motivation to the children, and to find scholarships, (5) the role of local finance institution like cooperation is very small to support poor families to make the children to continue their study.Keywords: Micro finance institution, Poverty, Higher Education
