Abstract

This study analyzes the framing strategies used by Detik.com in covering the Rohingya conflict using the Robert N. Entman approach. Through an analysis of a number of published news, it was found that Detik.com tend to portray the crackdown by the Myanmar government as a violation of human rights and international law. The reports highlighted the systematic violence and persecution experienced by the Rohingya community, describing it as a form of oppression perpetrated by the Myanmar regime against the Muslim minority. This framing positions the Rohingya community as victims and exposes Myanmar as the main perpetrator of international human rights violations. Detik.com framing strategy not only focuses on describing events, but also emphasizes the violent relationship between the Myanmar government and the Rohingya community as an issue that requires international attention. Through reports that emphasize the need for international intervention and protection for the Rohingya community, Detik.com directed its audience to condemn the actions of the Myanmar regime and support solutions oriented towards the protection of the rights of the Rohingya community. In addition, Detik.com also showed the solutions offered, which are more likely to favor independence and the return of Rohingya refugees to Myanmar in safe conditions. Using Robert N. Entman's framing theory, the study reveals how Detik.com frame the Rohingya conflict as an issue related to human rights, international law, and the need for international intervention to protect victims. This framing not only exposes the reality of the violence experienced by the Rohingya, but also illustrates the need for global action to ensure long-term protection for the Rohingya community who continue to live in insecurity.

Abstract

This study analyzes Saudi Arabia’s soft power strategy in Indonesia through King Salman’s 2024 Umrah Program. The research focuses on the growing importance of religious diplomacy in strengthening bilateral relations, particularly between Saudi Arabia and Indonesia, the largest Muslim-majority country. It examines how the program operates as a tool of soft power and its impact on bilateral ties.  Using qualitative methods, this research relies on secondary data from government publications, media reports, and scholarly articles. Data collection involves document analysis, and thematic content analysis is employed to interpret the findings. The study reveals that the 2024 King Salman’s guest omra program effectively enhances Saudi Arabia’s religious diplomacy by fostering cultural and religious connections with Indonesia. The program reinforces Saudi Arabia’s leadership within the global Muslim community while promoting bilateral collaboration in areas like education and trade. However, challenges arise for Indonesia in balancing foreign influence with domestic priorities. The findings conclude this program is a strategic soft power tool that strengthens Saudi Arabia’s influence and improves bilateral relations with Indonesia. This research contributes to international relations by illustrating how religious diplomacy can serve as a non-coercive foreign policy instrument to build trust and cooperation between Muslim-majority nations.

Abstract

The Baltic states of Estonia, Latvia and Estonia are currently facing a predicament in the energy sector. After years of occupation under the Soviets, the Baltic states are trying to distance themselves politically as far away from Russian influence. However, the three Baltic states were still importing electricity from the large, yet also perceived hostile, electricity provider. Geopolitical changes especially after the Russian military advanced into Ukraine caused concern within the Baltic states, including fears of electricity sabotage. As such, they decided to act to protect their national infrastructure and interests by cooperating with the EU to develop a stronger and more inter-connected power grid. One way to do this is to disconnect the Baltic states’ grids away from Russia and into the European network. Through the primary and secondary data gathered, the explanative method shall be used on using the theories of Liberalism and Securitization. These two theories will be used to define the history, the capability, and the impact each three Baltic state and the EU have throughout the synchronization process, which would end up materializing on the 9th of February 2025.

Abstract

This study examines the structural challenges faced by Indonesia in attracting foreign direct investment (FDI) by comparing it to investment strategies and policies in Taiwan and Thailand. This study uses a descriptive-qualitative, desk-based approach to analyze key factors such as legal certainty, human resource quality, bureaucratic efficiency, fiscal policy, infrastructure, economic digitalization, and sustainability. The results of the analysis show that Indonesia still faces significant obstacles related to legal uncertainty, overlapping regulations, low quality of human resources, inefficient bureaucracy, and inconsistencies in fiscal policy and uneven infrastructure. In addition, the inefficient environmental licensing process (AMDAL) and challenges in implementing sustainability principles are additional barriers. In contrast, Taiwan and Thailand have succeeded in improving investment competitiveness through legal reforms, strengthening education and training, digitizing the bureaucracy, fiscal incentives, developing strategic infrastructure, and integrating sustainability principles in investment policy. The research emphasizes the importance of digital transformation, strengthening the vocational education system, simplifying regulations, and increasing transparency and accountability in investment governance. By adopting a comparative approach, this study provides strategic recommendations for Indonesia to strengthen legal certainty, improve the quality of human resources, simplify bureaucracy, accelerate digital transformation, improve environmental licensing processes, and strengthen commitment to sustainable development in order to create a competitive and sustainable investment climate at the global level.

Abstract

This research is important because the 1961 Vienna Convention is a key instrument of international law governing diplomatic relations, while Indonesia, as a state party, faces challenges in implementing its principles amid local political dynamics and demands for national sovereignty. The research aims to analyse the implementation of the principles of the 1961 Vienna Convention in the provision of diplomatic facilities in Indonesia, identify the legal-political factors that encourage/inhibit, and examine the gap between international norms and field practices. The method used is a normative-qualitative study with analysis of legal documents, national regulations, and practical cases to explore the gap between normative ideals and implementation reality. The results, analysed through the lens of Liberal Institutionalism, show that although the core principles of the Vienna Convention are formally adopted, various cases of misuse of diplomatic facilities by foreign missions indicate selective compliance by Indonesia driven by legal and political calculations. In conclusion, Indonesia's commitment to the 1961 Vienna Convention is dualistic: on the one hand, it adheres to the basic principles to maintain international reputation (in line with the assumption of institutional cooperation), but on the other hand, it is flexible through legal-political grey spaces to protect national sovereignty and interests, revealing the complexity of the interaction between international norms and realpolitik.

Abstract

The issue of child labor remains a serious challenge in Kosovo, requiring the intervention of international actors such as the International Labor Organization (ILO). This study aims to analyze the role of the ILO in accelerating the elimination of child labor through the Measurement, Awareness Raising, and Policy Engagement (MAP16) project. Using qualitative descriptive analysis methods, this research examines the ILO's role as an instrument providing technical and financial assistance, as an arena for stakeholder collaboration, and as an actor actively engaged in advocacy and public campaigns. The findings indicate that the ILO's involvement through MAP16 strengthens cross-sectoral coordination and the effectiveness of implementing ILO Conventions No. 182 and No. 138. These findings highlight the crucial role of international institutions in driving sustainable policy and practice changes in efforts to eliminate child labor.

Abstract

This study explores the dynamics of national cyber readiness and the geopolitical dimension of cyber warfare in the Southeast Asian region, with a special focus on ASEAN member developing countries. The study is divided into four main focuses. First, the dimension of national cyber readiness is analyzed through parameters such as national policies, technical capacity, human resources, and legal and institutional frameworks. Second, the cyber threat profile in Southeast Asia is mapped based on attack trends, threat actors (both state and non-state), and critical infrastructure vulnerabilities. Third, the research examines how cyber warfare is not only a technical issue, but also a new arena of geopolitical contestation between countries, including the involvement of major actors such as China and the United States in creating influence through technology and digital networks. Fourth, the evaluation of the readiness of developing countries in ASEAN is carried out using a comparative approach, examine cyber readiness indicators from countries such as Indonesia, Vietnam, and the Philippines. The results show that despite increased awareness and policy initiatives, there are still significant gaps in cyber readiness between countries, especially in terms of resources, regional coordination, and detection-response capabilities. This research recommends strengthening collaboration between ASEAN countries in cybersecurity, establishing an integrated regional framework, and strategic investment in the development of local talent and technology. These findings are expected to contribute to the formulation of more adaptive and inclusive cyber policies in the Southeast Asian region.

Abstract

This study examines the role of PT INKA's export of railway coaches to Bangladesh as an instrument of Indonesia's economic diplomacy to strengthen bilateral cooperation and transportation infrastructure development. PT INKA’s success in entering the Bangladeshi market is supported by product quality, competitive pricing, and technical adaptation to local needs. Indonesia’s economic diplomacy is manifested through multi-actor synergy involving ministries, financing institutions, and industry players in strategic coordination. The findings indicate that this export not only enhances national industry competitiveness but also deepens Indonesia–Bangladesh bilateral relations politically and economically. Global competition and geopolitical dynamics pose challenges that require adaptive diplomatic strategies moving forward. This study highlights the importance of economic diplomacy as a tool to integrate national interests with international cooperation in non-traditional markets.

Abstract

This paper explored that despite the absence of formal diplomatic relations between Indonesia and Taiwan, Taiwan has effectively practised pragmatic diplomacy—a practical, flexible, and results-orientated approach—in the case of agricultural cooperation. This paper examines the case of Taiwan's agricultural mission in Indonesia and explores how a technical collaboration through development cooperation under foreign policies can transform an aid programme into a food security interest in developing nations. In case study ICDF TTM Indonesia, this paper found that the pragmatic diplomacy concept can shift a technical role into high-level diplomatic engagement, both vertically and horizontally. Involving interview with Taiwan’s agriculture representative in Indonesia, this paper found the consistency of bottom-up diplomacy approach by small states that have limited restrictions can have significant engagement, and adding more confidence to perform top-down diplomacy with higher level of actors and audience. This paper conclude that Taiwan’s pragmatic diplomacy and its approaches succeed to make diplomatic level engaments.
